बंगाल शिक्षक भर्ती घोटाला : सीबीआई ने नियुक्ति में अनियमितता को लेकर एक और प्राथमिकी दर्ज की

केंद्रीय अन्वेषण ब्यूरो (सीबीआई) ने पश्चिम बंगाल के प्राथमिक विद्यालयों में वर्ष 2020 के दौरान सहायक शिक्षकों की नियुक्ति में कथित अनियमितता के सिलसिले में एक और प्राथमिकी दर्ज की है. अधिकारियों ने रविवार को यह जानकारी दी.
उन्होंने कहा कि कलकत्ता उच्च न्यायालय के आदेश पर अज्ञात लोगों के खिलाफ प्राथमिकी दर्ज की गई है, जिसमें जांच एजेंसी को आरोपों की जांच करने का निर्देश दिया गया है.

यह मामला शिक्षक पात्रता परीक्षा (टीईटी) उत्तीर्ण और प्रशिक्षित अभ्यर्थियों के लिए 23 नवंबर, 2020 को पश्चिम बंगाल प्राथमिक शिक्षा बोर्ड (डब्ल्यूबीबीपीई) द्वारा शुरू की गई 16,500 प्राथमिक शिक्षकों की नियुक्ति प्रक्रिया में कथित अनियमितताओं से संबंधित है.

बोर्ड ने अभ्यर्थियों के साक्षात्कार और योग्यता परीक्षण (एप्टीट्यूड टेस्ट) के बाद 15 फरवरी, 2021 को पहली मेरिट सूची प्रकाशित की थी.

प्राथमिकी में आरोप है कि, ‘‘ डब्ल्यूबीबीपीई ने पश्चिम बंगाल में प्राथमिक विद्यालयों के लिए सहायक शिक्षकों की नियुक्ति में भ्रष्ट तरीके अपनाए. ऐसा करने के लिए और अभ्यर्थियों को अंधेरे में रखने के मकसद से बोर्ड ने सफल उम्मीदवारों की पूरी योग्यता सूची प्रकाशित नहीं की.''

इसमें कहा गया है कि ऐसा करना पश्चिम बंगाल प्राथमिक शिक्षक भर्ती नियम-2016 के नियम और इसमें बाद में किये गये संशोधनों के प्रतिकूल था.

प्राथमिकी के मुताबिक अयोग्य अभ्यर्थियों को मेरिट सूची के जरिये उन्हें आगे बढ़ाने के लिए छेड़छाड़ करके उनकी श्रेणियों को सामान्य से बदलकर ‘छूट प्राप्त' कर दिया गया. पश्चिम बंगाल में शिक्षक भर्ती घोटाले से संबंधित मामलों की निगरानी कलकत्ता उच्च न्यायालय कर रहा है.

Reporters Must Not Become Activists With "Vested Interests": Minister

The news reporters must not become activists with vested interests, Union Minister Jitendra Singh said on Sunday as he called for showing the brighter side of the government which had taken many historical decisions for public good.

He also said under Prime Minister Narendra Modi, the COVID-19 adversity turned into an opportunity as world's first DNA vaccine and nasal vaccine for the coronavirus was indigenously developed bolstering India as a vaccine development and manufacturing centre.

The Minister of State in the Prime Minister's office was speaking at two separate functions.

"The media must show the brighter side of the government like the DoNER model of development in the North-East which has changed the development paradigms of the region, the 'StartUp Stand-up' revolution, historical decision of abolishing interviews for non-gazetted posts and the deep sea mission under the leadership of Modi," said Mr Singh, a former minister of Development of North Eastern Region (DoNER).

"The socio-economic reforms made by this government like the family pension to the divorce daughter, family pension to the families of missing government employees especially in J&K and North East and the digital life certificate must be brought to the public by the media so that information is disseminated to the deserving," he said at the launch of J&K chapter of Public Relations Society of India (PRSI).

He said the reporters must not become activists with vested interests as biases can creep in making news not newsworthy.

"Communication is emerging now as an institution and it becomes the responsibility of PRSI to place the institution above the individual for the welfare of the people," the minister said.

He said the greater responsibility of PRSI is to fill the gaps in government communication in such a manner that the people are informed by the media according to the development communication models.

Calling Modi as the "best communicator in the world", Mr Singh said he has initiated new areas, laid the foundation of unexplored areas which were never in news, the best example being the 'Swachhta'.

Attending Medicos Meet 'Celebrating the Multi-faceted', he said under Modi, the COVID-19 adversity turned into an opportunity in India when world's first DNA vaccine and nasal vaccine for coronavirus was indigenously developed in India which has not only strengthened 'AtmaNirbhar Bharat' but also bolstered India's status as a worldwide vaccine development and manufacturing centre.

On the occasion, the latest 2023 edition of the RSSDI Text Book of Diabetes Mellitus for postgraduate students was released. The book has the foreword and an exclusive chapter by Mr Singh, who is also a nationally known diabetologist and Professor of Diabetes and Medicine.

"The path breaking decisions by the Modi-led government will be written in the golden words in history not done from the last 70 years, be that the done away with the attestation by a gazetted officer," he said.

3 Drown While Crossing Madhya Pradesh River On Way To Temple, 5 Missing

Two persons drowned and five went missing in Madhya Pradesh's Morena district while crossing the Chambal river on their way to a temple in Rajasthan on Saturday morning, officials said.

The rescuers fished out three bodies from the river, but one of them remained unidentified and as per the survivors was not a part of their group of 17.

"Two bodies have been identified. Another could not be identified,” Morena district collector Ankit Asthana told PTI in the evening.

The incident took place around 7 am when a group of 17 devotees from MP's Shivpuri district, heading for a temple fair in the neighbouring state, was crossing the river on foot thinking that water was shallow, a police officer said.

They were swept away by a strong current of water but ten of them swam to safety, said inspector Dharmendra Malviya of Tentra police station in Morena district.

Seven of the survivors reached the river bank on the Rajasthan side and three reached the MP side.

Two persons from the group -- Devkinandan (50) and Kallo Bai, a woman (45) -- drowned, while five others were still missing.

The rescuers also found another body which could not be identified as its face had been badly damaged, possibly bitten by crocodiles, officials said.

Cheyun Kushwaha, one of the survivors, told reporters that this person did not belong to their group.

Rukmani (24), Luvkush Singh (12), Brajmohan (17), Alopa Bai (45) and Rashmi (19) were missing and search was on for them till late in the evening, inspector Malviya said.

All of them were from Chilwada village, about 22 km from Shivpuri district headquarters, and heading for Kaila Devi Mandir in neighbouring Karauli district of Rajasthan.

Police and rescuers from Rajasthan too were looking for the missing persons, officials said.

UP: हड़ताल कर रहे बिजली विभाग के 1,332 संविदाकर्मियों को सरकार ने किया बर्खास्त

उत्तर प्रदेश सरकार ने बिजली विभाग ने कर्मचारियों की हड़ताल के बीच संविदा पर काम करने वाले विभाग के 1,332 कर्मचारियों को नौकरी से निकाल दिया है. वहीं आंदोलनरत नेताओं ने एक बयान जारी कर चेतावनी दी है कि अगर विभाग से किसी को नौकरी से निकाला या गिरफ्तार किया जाता है तो 72 घंटे की सांकेतिक हड़ताल अनिश्चितकालीन हड़ताल में बदल जाएगी. गौरतलब है कि राज्य के बिजली मंत्री एके शर्मा ने दिन में चेतावनी दी थी कि अगर संविदा कर्मी शाम छह बजे तक काम पर नहीं लौटे तो उन्हें आज ही बर्खास्त कर दिया जाएगा. 

इस बीच बलिया से मिली सूचना के अनुसार, जिला प्रशासन ने विद्युत केंद्र पर तैनाती होने के बावजूद अनुपस्थित मिले दो पर्यवेक्षकों के विरुद्ध शनिवार को प्राथमिकी दर्ज कराई है. 

वहीं, बिजली कर्मियों की प्रदेशव्यापी हड़ताल दूसरे दिन भी जारी रही और आंदोलनरत नेताओं ने एक बयान जारी कर चेतावनी दी है कि अगर बिजली विभाग के कर्मियों की बर्खास्तगी या गिरफ्तारी की गयी तो 72 घंटे की सांकेतिक हड़ताल अनिश्चितकालीन हड़ताल में बदल जायेगी और सामूहिक जेल भरो आन्दोलन प्रारम्भ होगा. 

बिजली मंत्री शर्मा ने दिन में कहा था कि आउटसोर्सिंग कंपनियों से कहा गया है कि बर्खास्त किए गए कर्मियों के स्थान पर कल से नये लोगों की नियुक्ति की जाए. उन्होंने कहा कि ‘विद्युत कर्मचारी संघर्ष समिति' के 22 नेताओं के खिलाफ प्राथमिकी दर्ज कराई जा रही है और इनके खिलाफ एस्मा के तहत कार्रवाई होगी.  उन्होंने कहा कि इनमें से कुछ को निलंबित किया जा रहा है. 

बिजली कंपनियों में चेयरमैन एवं प्रबंध निदेशक के चयन और कुछ अन्य मुद्दों को लेकर उत्तर प्रदेश के विद्युत कर्मी बृहस्पतिवार रात 10 बजे से तीन दिन की हड़ताल पर हैं. 

शर्मा ने आज दिन में पत्रकारों से बातचीत में कहा था, ‘‘आज विभाग के 22 कर्मियों पर आवश्यक सेवा रखरखाव अधिनियम (एस्मा) के तहत प्राथमिकी की कार्रवाई का निर्णय लिया गया है. इनमें से कुछ लोगों को निलंबित भी किया गया है. इसके अलावा सरकारी संपत्ति को नुकसान पहुंचाने वाले और सरकारी काम में बाधा डालने वाले लोगों के खिलाफ प्राथमिकी दर्ज करने के निर्देश दिए गए हैं. अभी तक ऐसे 29 लोगों के खिलाफ प्राथमिकी दर्ज हुई है.''

उन्होंने बताया था, ‘‘पिछले 24 घंटों में संविदा पर काम करने वाले 1,332 कर्मियों की सेवा समाप्त की गई है. मैं संविदा पर काम करने वाले सभी कर्मियों से निवेदन करता हूं कि चार घंटे के अंदर, शाम छह बजे तक, अपनी ड्यूटी पर हाजिर हों, ऐसा नहीं होने पर उन्हें आज रात ही बर्खास्त कर दिया जाएगा.''

उन्होंने बताया था कि आउटसोर्सिंग कंपनियों से बर्खास्त कर्मियों के स्थान पर कल से आईटीआई, पॉलिटेक्निक और इंजीनियरिंग की पढ़ाई कराने वाली संस्थाओं से परीक्षा पास कर चुके बच्चों की सूची लेकर पहले उनकी अप्रेंटिस के रूप में भर्ती करने को कहा गया है. 

वहीं, विद्युत कर्मचारी संयुक्त संघर्ष समिति के संयोजक शैलेंद्र दुबे से यह सवाल करने पर कि विभाग में संविदा पर कितने लोग काम कर रहे हैं, उन्होंने बताया कि प्रदेश में ऐसे कर्मियों की संख्या करीब 70 हजार है.

दुबे ने दावा किया था, ‘‘ओबरा ताप बिजली घर ठप पड़ गया है. 200-200 मेगावॉट क्षमता की ओबरा ताप बिजली घर की पांचों इकाइयां बंद पड़ गई हैं. वहां का उत्पादन शून्य है.''

उन्होंने दावा किया कि बिजली कर्मियों की हड़ताल से राज्य के कुछ हिस्सों में बिजली आपूर्ति पर व्यापक असर हुआ है.

ऊर्जा मंत्री ने शाम को कहा था कि बिजली विभाग के हड़ताली कर्मियों वार्ता करने का लगातार प्रयास कर किया जा रहा है. वार्ता के द्वार खुले हैं.

विद्युत कर्मचारी संयुक्त संघर्ष समिति, उत्तर प्रदेश के आह्वान पर चल रही बिजली कर्मियों की प्रदेशव्यापी हड़ताल आज दूसरे दिन भी जारी रही.

विद्युत कर्मचारी संयुक्त संघर्ष समिति के नेताओं की ओर से शनिवार को जारी एक बयान में यह चेतावनी दी गई है कि यदि शांतिपूर्ण ढंग से आंदोलनरत बिजली कर्मियों को गिरफ्तार किया गया या बिजली कर्मियों की बर्खास्तगी की गई तो ऊर्जा निगमों के तमाम बिजली कर्मचारी, जूनियर इंजीनियर, अभियन्ता और निविदा/संविदा कर्मी अनिश्चितकालीन हड़ताल पर चले जाएंगे और पूरे प्रदेश में सामूहिक जेल भरो आन्दोलन प्रारम्भ होगा.

बयान में संघर्ष समिति के पदाधिकारियों ने कहा कि संघर्ष समिति ऊर्जा मंत्री से वार्ता के लिए हमेशा तैयार है. संघर्ष समिति ने कहा कि निविदा/संविदा कर्मचारियों की बर्खास्तगी के आदेश एवं बड़े पैमाने पर बिजली कर्मियों के विरुद्ध प्राथमिकी दर्ज करने तथा संघर्ष समिति के पदाधिकारियों की गिरफ्तारी के आदेश के चलते टकराव और बढ़ गया है.

उन्होंने चेतावनी भरे लहजे में कहा, ‘‘बिजलीकर्मी शांतिपूर्वक 72 घंटे की सांकेतिक हड़ताल कर रहे हैं किंतु उक्त दमनात्मक कदमों से यह हड़ताल अनिश्चितकालीन हड़ताल में तथा जेल भरो आन्दोलन में बदल सकती है.''

वहीं, बलिया से मिली सूचना के अनुसार, जिला प्रशासन ने विद्युत केंद्र पर तैनाती होने के बावजूद अनुपस्थित मिलने पर दो पर्यवेक्षकों के विरुद्ध आज नामजद मुकदमा दर्ज कराया है.

सरकार द्वारा शनिवार को जारी बयान के अनुसार, जिलाधिकारी रवींद्र कुमार व पुलिस अधीक्षक राज करन नैय्यर ने जिला मुख्यालय के सिविल लाइन पावर हाउस, आवासीय कॉलोनी बहादुर में ट्रांसफार्मर, 33/11 केवी विद्युत उपकेंद्र विशुनीपुर, 33/11 केवी हनुमानगंज एवं सुखपुरा का निरीक्षण किया.

उन्होंने विशुनीपुर पावर हाउस पर तैनात पर्यवेक्षक सुजीत कुमार व संजय कुमार के अनुपस्थित मिलने पर उनके विरुद्ध नामजद प्राथमिकी दर्ज कराई है.

जिलाधिकारी रवींद्र कुमार ने सभी पावर हाउस के आस-पास पुलिस बल की तैनाती करने का निर्देश दिया तथा कहा कि पावर हाउस के आस-पास कोई भी संदिग्ध व्यक्ति दिखाई दे तो उसके खिलाफ प्राथमिकी दर्ज कर गिरफ्तार किया जाए.

BJP Says Will Jointly Contest Maharashtra Polls With Eknath Shinde's Party

The Bharatiya Janta Party and the Shiv Sena led by Chief Minister Eknath Shinde will contest all 288 Assembly and 48 Lok Sabha seats in Maharashtra in alliance with other NDA constituents, BJP state president Chandrashekhar Bawankule said on Saturday.

He said no formal decision had been taken so far on sharing of the seats.

His comments came amid reports that Eknath Shinde-led Shiv Sena was getting a raw deal regarding the allocation of seats for the upcoming polls. 

"The BJP and the Shiv Sena will contest 48 Lok Sabha seats and 288 Vidhan Sabha seats in alliance with other constituents of the NDA," Mr Bawankule said. The Assembly elections are due in Maharashtra in October 2024.

He said the BJP and the Shiv Sena have started preparations to win 200 seats under the leadership of Prime Minister Narendra Modi and in coordination between Chief Minister Shinde and Deputy Chief Minister Devendra Fadnavis.

The Election Commission recently recognised the Shinde-led faction as Shiv Sena and allotted it the party's bow and arrow election symbol.

Queried whether BJP will contest 240 seats and Shiv Sena 48 (of 288), Mr Bawankule said, "There was a meeting related to this and there will be meetings in future". 

"A clip was circulated by twisting it. The BJP-Shiv Sena alliance will contest 288 seats and win 200. No (seat-sharing) formula has been decided so far. The Central and state leadership will decide on it," he said in response to reports.

Meanwhile, Maharashtra unit Nationalist Congress Party president Jayant Patil said the 2024 Assembly polls will be all about the BJP versus the Maha Vika Aghadi, and there will be a question mark on the existence of the Shiv Sena led by Shinde.

Talking to reporters in Mumbai, Patil said he feels the BJP will contest all the 288 Assembly seats on its symbol as he expressed confidence that the Shinde group will cease to exist.

प्रधानमंत्री नरेंद्र मोदी ने शनिवार को कहा कि वैश्विक बाजारों में मौजूदा उथल-पुथल के बावजूद भारत की आर्थिक और बैंकिंग सिस्टम मजबूत है.

रॉयटर्स की रिपोर्ट के अनुसार पीएम मोदी ने इंडिया टुडे की कार्यक्रम में कहा, "वैश्विक संकट के बीच, आज भारत की आर्थिक व्यवस्था मजबूत है, बैंकिंग प्रणाली मजबूत है. ये हमारे संस्थानों की शक्ति है."

दो मध्यम आकार के अमेरिकी बैंकों के पतन से हाल के दिनों में दुनिया भर के बैंक स्टॉक बुरी तरह प्रभावित हुए हैं. जबकि अधिकारियों ने उधारदाताओं को डूबने से बाल बाल बचाया है, उथल-पुथल ने व्यापक वैश्विक वित्तीय प्रणाली में क्या स्थिति छिपी हो सकती है के बारे में चिंताओं को जन्म दिया है.

Japan PM Likely To Unveil Plan For Indo-Pacific During Visit To India

Japanese Prime Minister Fumio Kishida is expected to unveil his plan for a "free and open Indo-Pacific" with a focus on India's increasingly significant role in the region during his visit to New Delhi on Monday.

The evolving situation in the Indo-Pacific in the backdrop of China's rising military assertiveness is also likely to figure in wide-ranging talks between Prime Minister Narendra Modi and Kishida.

The Japanese prime minister is scheduled to arrive on Monday morning on an around 27-hour-long visit to New Delhi with an aim to further expand bilateral ties in a range of areas including defence and security, trade and investment and high technology.

Prime Minister Modi and PM Kishida are also set to discuss priorities for India's presidency of G20 and Japan's presidency of the G7.

The Japanese prime minister is expected to unveil his 'Free and Open Indo-Pacific Plan for Peace' during a lecture being organised by the Indian Council of World Affairs at the Sushma Swaraj Bhavan, people familiar with the matter said on Saturday.

The plan is expected to highlight India's significance for the Indo-Pacific.

Delivering the prestigious Shangri-La Dialogue in Singapore in June last year, PM Kishida said he would lay out the plan for Indo-Pacific next spring.

"I will lay out a 'Free and Open Indo-Pacific Plan for Peace' by next spring, which will strengthen Japan's efforts to further promote the vision of a free and open Indo-Pacific, with an emphasis on providing patrol vessels and enhancing maritime law enforcement capabilities, as well as cyber security, digital and green initiatives, and economic security," he had said.

The plan is expected to provide details of Japan's policy and approach towards the Indo-Pacific.

In the last few years, almost all leading powers have come out with their strategies for the Indo-Pacific.

Japan has been pushing for a free and open Indo-Pacific with a view to maintaining and strengthening the rules-based international order in the region.

It has also been concerned over China's aggressive military posturing in the East China Sea, South China Sea, and the Taiwan Strait.

Japan is also a member of the four-nation coalition Quad which has also been focusing on promoting peace and stability in the Indo-Pacific.

Australia, India, and the US are other members of the Quad.

On the sidelines of the Quad leaders' summit in Tokyo in May last year, US President Joe Biden launched the Indo-Pacific Economic Framework (IPEF) which is an initiative aimed at deeper cooperation among like-minded countries in areas like clean energy, supply-chain resilience and digital trade.

At their summit, the Quad leaders also launched the Indo-Pacific Maritime Domain Awareness Initiative (IPMDA).

The IPMDA is primarily aimed at monitoring regional waters against the backdrop of China's increasing muscle-flexing in the region.
