G20 Declaration: Significance Of Digital Public Infrastructure Explained

The G20 Declaration has welcomed the 'G20 Framework for Systems of Digital Public Infrastructure', recognising the role of DPI in the delivery of services at a societal scale, and underlined the commitment to work together to promote cooperation on international governance for Artificial Intelligence (AI).

Union Minister Rajeev Chandrasekhar described the Declaration as a "tremendous achievement".

"India's #G20 Presidency is going to leave an indelible impression on the world order as we move forward," Chandrasekhar, Minister of State for IT and Electronics, said in a post on X.

The G20 leaders on Saturday stressed promoting international cooperation and further discussions on international governance for AI and called for a safe, secure, trusted, accountable and inclusive digital public infrastructure (DPI) for service delivery and innovation.

Recognising the role of DPI in the delivery of services, the G20 New Delhi Leaders' Declaration backed the 'G20 Framework for Systems of Digital Public Infrastructure', a voluntary and suggested framework for the development, deployment and governance of DPI.

The G20 Declaration asserted that safe, secure, trusted, accountable and inclusive DPI, respectful of human rights, personal data, privacy and intellectual property rights can foster resilience and enable service delivery and innovation.

The New Delhi Declaration is seen as a significant victory for India's G20 presidency. Its adoption highlighted that members have successfully clinched a consensus amid increasing tensions and divergent views over the Ukraine conflict. The G20 Declaration draws attention to building safety, security, resilience, and trust in the digital economy.

"To this end...we welcome the G20 Framework for Systems of Digital Public Infrastructure, a voluntary and suggested framework for the development, deployment and governance of DPI," it said.

The declaration talks of building safety, security, resilience and trust in the Digital Economy, fostering digital ecosystems, and harnessing AI responsibly for 'Good and for All'.

"To unlock the full potential of AI, equitably share its benefits and mitigate risks, we will work together to promote international cooperation and further discussions on international governance for AI," it said.

The Declaration also welcomed India's plan to build and maintain a Global Digital Public Infrastructure Repository (GDPIR), a virtual repository of DPI, voluntarily shared by G20 members and beyond.

Further, it takes note of the Indian Presidency's proposal of the One Future Alliance (OFA), a voluntary initiative aimed at building capacity and providing technical assistance and adequate funding support for implementing DPI in LMICs (low, and middle-income countries).

"In our voluntary efforts to make digital public infrastructure interoperable, we recognise the importance of data free flow with trust and cross-border data flows while respecting applicable legal frameworks. We also reaffirm the role of Data for Development," it said.

On technological transformation and digital public infrastructure, the declaration noted that technology can enable rapid transformations for bridging the existing digital divides and accelerating progress for inclusive and sustainable development.   "Digital public infrastructure (DPI), as an evolving concept and as a set of shared digital systems, built and leveraged by both the public and private sectors, based on secure and resilient infrastructure, and can be built on open standards and specifications, as well as opensource software can enable the delivery of services at societal-scale," it said.

Put simply, DPI refers to blocks or platforms, such as digital identification, payment infrastructure and data exchange solutions that help countries deliver essential services to their people, empowering citizens and improving lives by enabling digital inclusion. A case in point is the India Stack -- the identity system Aadhaar, payment platform UPI and others, all of which have been receiving ringing praises globally.

DPIs are interoperable, open, and inclusive systems supported by technology and provide essential, society-wide, public and private services that play a critical role in accelerating this digital transformation in an inclusive manner.

The Declaration has also emphasised building safety, security, resilience and trust in the digital economy.

An enabling, inclusive, open, fair, non-discriminatory and secure digital economy is increasingly important for all countries and stakeholders while respecting applicable legal frameworks.

"We will share our approaches and good practices to build a safe, secure and resilient digital economy. To this extent, we...welcome the non-binding G20 High-level Principles to Support Businesses in Building Safety, Security, Resilience, and Trust in the Digital Economy...welcome the G20 Toolkit on Cyber Education and Cyber Awareness of Children and Youth," it said.

It reaffirmed commitment to G20 AI Principles (2019) and endeavour to share information on approaches to using AI to support solutions in the digital economy.

"We...Will pursue a pro-innovation regulatory/governance approach that maximizes the benefits and takes into account the risks associated with the use of AI," it said.

It also pledged to "promote responsible AI for achieving SDGs".

On harnessing AI responsibly for Good and for All, the Declaration said the rapid progress of AI promises prosperity and expansion of the global digital economy.

"It is our endeavour to leverage AI for the public good by solving challenges in a responsible, inclusive and human-centric manner while protecting people's rights and safety.

"To ensure responsible AI development, deployment and use, the protection of human rights, transparency and explainability, fairness, accountability, regulation, safety, appropriate human oversight, ethics, biases, privacy, and data protection must be addressed," it said.

The Declaration resolved to deploy all available digital tools and technologies and spare no effort in fostering safe and resilient digital ecosystems, and ensuring that every citizen on the planet is financially included.

"To support this, we commit to promote responsible, sustainable and inclusive use of digital technology by farmers and an ecosystem of Agri-Tech start-ups and MSMEs...Welcome the establishment of the Global Initiative on Digital Health (GIDH) within a WHO-managed framework to build a comprehensive digital health ecosystem in compliance with respective data protection regulations," it said.

It also committed to leveraging digital technologies for the protection and promotion of culture and cultural heritage and adopting digital frameworks for the development of cultural and creative sectors and industries.

G20 Leaders On How To Promote Growth, Reduce Inequalities

Concerned over cascading crises and challenges facing the global economy, the G20 leaders on Saturday underlined the need for well-calibrated monetary, fiscal, financial, and structural policies to promote growth, reduce inequalities, and maintain macroeconomic and financial stability.

The G20 leaders want the central banks to remain strongly committed to achieving price stability in line with their respective mandates.

"They (central banks) will ensure that inflation expectations remain well anchored and will clearly communicate policy stances to help limit negative cross-country spillovers. Central bank independence is crucial to maintaining policy credibility," said the New Delhi Declaration adopted by the G20 leaders.

The New Delhi Declaration adopted at the Summit of leaders of the world's top 20 economies held under India's presidency noted that cascading crises have posed challenges to long-term growth. Facing an uneven recovery and cognizant of the need to boost long-term growth, we will implement well-calibrated macroeconomic and structural policies.

"We will protect the vulnerable, through promoting equitable growth and enhancing macroeconomic and financial stability. Such an approach will help resolve the cost-of-living crisis and unlock strong, sustainable, balanced, and inclusive growth," the Declaration said.

Global economic growth is below its long-run average and remains uneven. The uncertainty around the outlook remains high. With notable tightening in global financial conditions, which could worsen debt vulnerabilities, persistent inflation, and geoeconomic tensions, the balance of risks remains tilted to the downside, it added.

"We, therefore, reiterate the need for well-calibrated monetary, fiscal, financial, and structural policies to promote growth, reduce inequalities and maintain macroeconomic and financial stability. We will continue to enhance macro policy cooperation and support the progress towards the 2030 Agenda for Sustainable Development.

"We reaffirm that achieving strong, sustainable, balanced, and inclusive growth (SSBIG) will require policymakers to stay agile and flexible in their policy response, as evidenced during the recent banking turbulence in a few advanced economies where expeditious action by relevant authorities helped to maintain financial stability and manage spillovers," the leaders said.

The G20 also welcomed the initial steps taken by the Financial Stability Board (FSB), standard-setting bodies (SSBs), and certain jurisdictions to examine what lessons can be learned from this recent banking turbulence and encourage them to advance their ongoing work.

The leaders emphasised that they would use macroprudential policies, where required, to safeguard against downside risks.

The Declaration said: "Central banks remain strongly committed to achieving price stability in line with their respective mandates. They will ensure that inflation expectations remain well anchored and will clearly communicate policy stances to help limit negative cross-country spillovers".

The declaration also stressed that central bank independence is crucial to maintaining policy credibility.

"We will prioritise temporary and targeted fiscal measures to protect the poor and the most vulnerable while maintaining medium-term fiscal sustainability. Ensuring the overall coherence of the monetary and fiscal stances remains important," it noted.

The G20 Declaration recognised the importance of supply-side policies, especially policies that increase labour supply and enhance productivity to boost growth and alleviate price pressures.

"We reaffirm the April 2021 exchange rate commitment made by our Finance Ministers and Central Bank Governors," it said.

The leaders also recognised the critical role of private enterprises in accelerating growth and driving sustainable economic transformations.

To this end, they resolved to work with the private sector to create inclusive, sustainable, and resilient global value chains, and support developing countries to move up the value chain and facilitate investments, including foreign direct investments (FDIs) towards sustainable business models.

They also resolved to work with the private sector to devise pipelines of investible projects in developing countries by leveraging the expertise of MDBs (multilateral development banks) to mobilise investments and promote ease and reduce the cost of doing business.

The declaration also recognised that startups and MSMEs are natural engines of growth.

Rice Prices Hit 15-Year High Globally After India Curbs: UN Food Body

Global rice prices reached a 15-year high in August after top exporter India banned some overseas sales of the grain, the Food and Agriculture Organization said Friday.

While global food prices eased in August, those of rice rose 9.8 percent compared to the previous month, "reflecting trade disruptions in the aftermath of a ban on Indica white rice exports by India", the FAO said in a monthly report.

"Uncertainty about the ban's duration and concerns over export restrictions caused supply-chain actors to hold on to stocks, re-negotiate contracts or stop making price offers, thereby limiting most trade to small volumes and previously concluded sales," the UN agency said.

Rice is a major world food staple and prices on international markets have soared in the wake of the Covid pandemic, the war in Ukraine and the impact of the El Nino weather phenomenon on production levels.

India announced in July a ban on exports of non-basmati white rice, which account for around a quarter of its total.

The consumer affairs and food ministry said at the time that the move would "ensure adequate availability" and "allay the rise in prices in the domestic market".

India accounts for more than 40 percent of all global rice shipments.

The ban was expected to hit African nations, Turkey, Syria and Pakistan, all of which were already struggling with high inflation, data analytics firm Gro Intelligence warned in a note in July.

The Philippines, one of the world's top importers of rice, reached a five-year agreement with Vietnam on Thursday to buy rice.

El Nino effect

World rice stocks are forecast to reach an all-time high of 198.1 million tonnes, with India and China holding nearly three quarter of this volume like in previous seasons, according to the FAO.

This total represents around 38 percent of rice consumption forecast over the same period.

But aggregate rice reserves held by the rest of the world are expected to end the year with a second successive contraction, it added.

El Nino could also have a negative effect on the next harvests.

The turmoil in the rice market comes as global food prices have been progressively easing from a peak last year after war broke out between major grain producers Russia and Ukraine.

The FAO's global food price index, which tracks monthly changes in international prices of a basket of food commodities, averaged 121.4 points in August, down 2.1 percent from July.

The index was 24 percent below the summit it reached in March 2022.

Prices of cereal, meat, dairy and vegetable oils all fell in August.

Sugar prices, however, rose by 1.3 percent due to "heightened concerns over the impact of the El Nino phenomenon on sugarcane crops, along with below-average rains in August and persistent dry weather conditions in Thailand".

'Modest' recovery

Global food prices had slightly rebounded in July when Russia pulled out of a deal brokered by the UN and Turkey that had enabled Ukraine to ship grains via the Black Sea.

The FAO said on Friday it had lowered its forecast for world trade in cereals in 2023 and 2024 to 466 million tonnes -- a 1.7 percent drop from the previous marketing season.

"Traded volumes of wheat and maize are all predicted to decline, due to a mix of reasons, including falling exports by Ukraine due to trade disruptions associated with the ongoing war," it said.

"FAO has also lowered its forecast for world trade in rice from the July figure considering the stepped-up export restrictions by India," the FAO added.

An expected recovery of the rice trade in 2024 would be "modest" if the India restrictions are protracted and El Nino disrupts production in other Asian exporters, the FAO added.

G20 Resolves To Promote Faster, Cheaper, Inclusive Cross-Border Payments

The G20 nations on Saturday resolved to promote faster, cheaper, more transparent and inclusive cross-border payments as envisaged in the G20 roadmap for enhancing cross-border payments.

The New Delhi Declaration, adopted by the G20 leaders, also appreciated the successful conclusion of the G20 TechSprint 2023, a joint initiative with the BIS Innovation Hub, which will promote innovative solutions aimed at improving cross-border payments.

"We reaffirm our commitment to the effective implementation of the prioritised actions for the next phase of the G20 Roadmap for Enhancing Cross-border Payments to achieve global targets for faster, cheaper, more transparent and inclusive cross-border payments by 2027 and welcome the initiatives undertaken by SSBs and international organisations in this direction," it said.

The leaders also welcomed discussions on the potential macro-financial implications arising from the introduction and adoption of Central Bank Digital Currencies (CBDCs), notably on cross-border payments as well as on the international monetary and financial system.

"We welcome the BIS Innovation Hub (BISIH) Report on lessons learnt on CBDCs and look forward to the IMF Report on potential macro-financial implications of widespread adoption of CBDCs to advance the discussion on this issue," the declaration by leaders of the top economies said.

The declaration also talks about the leaders' support to enhance global efforts to seize, confiscate and return criminal proceeds to victims and states, in line with international obligations and domestic legal frameworks, including thorough support to the Financial Action Task Force (FATF).

Withdraw Controversial Law AFSPA From Entire State: Assam To Centre

Four days after Chief Minister Himanta Biswa Sarma met Home Minister Amit Shah and discussed the issue, the Assam cabinet has made a recommendation to the Centre to withdraw the Armed Forces (Special Powers) Act (AFSPA) and the Disturbed Areas Act from the entire state.

The announcement was made in a post on X, formerly Twitter, by the chief minister's office.

Mr Sarma had met Home Minister Shah in New Delhi on Monday and discussed the roadmap for the complete withdrawal of AFSPA from the state. After the meeting, he had said that his government would take further steps based on Mr Shah's suggestions.

The controversial Armed Forces (Special Powers) Act (AFSPA), 1958 gives personnel from the armed forces, operating in disturbed areas, sweeping powers to conduct operations and arrest anyone without a warrant. It also gives the personnel immunity from arrest and prosecution even if they shoot someone dead, as long as the actions are deemed necessary for "the maintenance of public order".

An area or district is notified as a disturbed area under AFSPA to facilitate the operations of the armed forces.

Man Accused Of Raping Granddaughter Acquitted By Mumbai Court

A special POCSO court in Mumbai acquitted a 60-year-old man accused of raping his granddaughter as it didn't find the girl's testimony "trustworthy".

Special Judge Kalpna Patil, presiding over the court set up under the Protection of Children from Sexual Offences (POCSO) Act, acquitted the accused on September 5, but a detailed order was made available on Friday.

The court, in its order, said, "Considering different names given by the girl at different stages of the investigation and her act of hiding the name of the person who was having physical relations with her, the oral evidence of the girl does not appear trustworthy." Her testimony was also not supported by any other evidence, the court noted.

As per the prosecution, the survivor, a minor, lived with her grandparents. In June 2018, the girl fainted before her grandfather and was taken to a hospital, where it came to light that she was pregnant.

On June 22, 2018, she gave birth to her daughter. Thereafter, her grandfather filed a police complaint against an unknown person, it said.

During the probe, the teen told the police she had established a physical relationship with a boy and subsequently got pregnant. Later, she gave another statement, saying her grandfather forcefully had sexual relations with her and also threatened her to not disclose this to anyone, the prosecution said.

The girl told the police she came to know about her pregnancy in October 2017 and informed the police about burn injuries on her privates, allegedly inflected by an elderly relative with cigarettes or matchsticks, it said.

The court order said the girl admitted that when she missed her menstrual cycle, she disclosed this to her friend and went to a hospital with her friend's mother.

Why did she not disclose the misdeeds of the accused to them? it asked.

The court said the girl admitted that the accused used to leave home and stay out on some days. Also, the accused, who is her grandfather, filed a missing person's complaint in 2015 when she left home without informing her family.

Further, the court noted that the girl was out of control of the accused for some days.

Her evidence is silent as to why during that period, the girl did not approach the police against the alleged sexual harassment or burn injuries inflicted by the grandfather, the prosecution asked.

"Considering all the facts and circumstances, I have come to the conclusion that the prosecution has failed to prove the charge against the accused," the judge noted.

PM Modi, Joe Biden To Hold Bilateral Talks Tomorrow

Prime Minister Narendra Modi and US President Joe Biden are set to hold bilateral talks on Friday evening with a focus on further solidifying the India-US comprehensive global and strategic partnership.

The two leaders are expected to review ongoing bilateral cooperation in areas of clean energy, trade, high-technology, defence and how the two countries can contribute in dealing with some of the pressing challenges facing the world.

PM Modi is also likely to hold separate bilateral meetings on Friday with Bangladesh Prime Minister Sheikh Hasina and Prime Minister of Mauritius Pravind Jugnauth.

The US President is visiting New Delhi to attend the G20 summit that is being held on September 9 and 10. It will be his first visit to India as the US President.

The last US President to visit India was Donald Trump in February 2020.

President Biden is scheduled to arrive in New Delhi on Friday evening and he will leave for Vietnam on Sunday afternoon at the end of the G20 summit.

The focus of the talks between PM Modi and President Biden is likely to be on reviewing the ongoing bilateral cooperation in various key areas including clean energy, defence and high-technology, said a source.

The two sides may also deliberate on having a more liberal visa regime.

Prime Minister Modi and President Biden had touched upon possible cooperation in developing next generation small modular reactor technologies in a collaborative mode in their talks in Washington in June and it is expected that the issue may figure at the meeting on Friday.

Ahead of Joe Biden's visit, White House Press Secretary Karine Jean-Pierre said the US commends Narendra Modi's leadership of the G20.

"We commend Prime Minister Modi for his leadership of the G20 this year and we are committed to helping ensure that India has a successful G20 host as they host (the summit) this year," she said.

"So, that's going to continue to be our commitment. During Prime Minister Modi's visit here in June, the President (Biden) and the prime minister shared their determination to deliver on shared priorities at the summit," she said in response to a question.

Gadar 2 Box Office Collection Day 25:

Gadar 2 Box Office Collection Day 25:

Indian-Origin Ministers Demoted In UK Opposition Party Reshuffle

The UK's Opposition Labour Party leader, Sir Keir Starmer, on Monday undertook a wide reshuffle of his shadow cabinet in preparation for a general election expected next year, with Indian-origin shadow ministers Lisa Nandy and Preet Kaur Gill among those being demoted.

Lisa Nandy was moved out of a plum role as shadow levelling up secretary to be handed an international development ministerial post, a role previously held by Preet Kaur Gill - the first British Sikh female member of Parliament in the House of Commons.

Ms Nandy, the member of Parliament for Wigan and daughter of Dipak Nandy - a Kolkata-born academic well-known for his work in the field of race relations in Britain, moves from being a shadow secretary of state to a shadow minister as the Department for International Development (DfID) falls within the Foreign Office remit under the Conservative Party government.

"There is so much potential across our country. But to realise it, we need a government that will spread power and opportunity far more widely," Lisa Nandy tweeted, without directly addressing the reshuffle.

"That's what the next Labour government will do, and it's what 'All In' is about," she said, referencing the paperback edition of her political book 'All In' which released this month.

The 44-year-old was one of the leadership contenders who went up against Mr Starmer in the wake of Labour's poor showing in the Jeremy Corbyn led 2019 general election, won by the Boris Johnson led Tories.

Ms Nandy now makes way for an expanded role for Labour Deputy Leader Angela Rayner as shadow levelling up secretary, seen as a sign of the Opposition preparing its top team for campaign mode ahead of the annual party conference coming up in October.

Meanwhile, Preet Kaur Gill took to social media to sign off from the shadow cabinet and reiterate her support for Mr Starmer's leadership.

"It has been a great privilege to serve as the Shadow Secretary for International Development through a tumultuous few years: a global pandemic that has set the clock back on years of progress, the UK's disastrous exit from Afghanistan, and Putin's abhorrent war in Ukraine," the Birmingham Edgbaston MP tweeted.

"I am proud of our work we have done holding the government to account: over its disastrous decision to abolish DfID and mismanaged aid cuts that have harmed so many lives...It couldn't be clearer that we need to turf out this rotten, zombie government and put a mission-driven Labour government in power. It is as clear today as it was three years ago when I supported his campaign to be leader, that Keir Starmer is the Prime Minister Britain needs," she said.

Meanwhile, the Labour leader handed promotions to Pakistani-origin Birmingham Ladywood MP Shabana Mahmood, who takes charge as the new shadow justice secretary, and Sri Lankan origin Thangam Debbonaire as the new shadow culture secretary.

Pat McFadden has been appointed shadow chancellor of the Duchy of Lancaster and Labour's national campaign coordinator, and Liz Kendall becomes shadow work and pensions secretary. Leeds MP Hilary Benn returns to the Labour frontbench as the new shadow Northern Ireland secretary.

However, the senior-most roles in Starmer's shadow cabinet remain unchanged, with Rachel Reeves retaining shadow chancellor, Yvette Cooper shadow home secretary, Wes Streeting shadow health secretary and David Lammy shadow foreign secretary.

Rajasthan Cops' Big Move At Checking Student Suicides At Kota

Rocked by a spate of student suicides, the coaching hub of Kota is roping in wardens, mess workers and tiffin service providers to look for any signs of depression or stress among the students staying in hostels and PG accommodation.

While the wardens are being encouraged to participate actively in the 'Darwaze pe dastak' (knock on door) campaign, the city police has urged the mess workers and tiffin providers to report if a student is repetitively absent from the mess and skipping meals or anyone's tiffin is found unconsumed.

"We have launched a campaign called 'Darwaze pe dastak' where we are encouraging wardens to make it a routine to knock on each students' door at around 11 pm, ask them if they are okay, notice their activities, and keep a vigil just to ensure that there are no signs of stress, depression or abnormal activity.

"After coaching, the students spend maximum time in hostels, and hence wardens should be the first one to notice the signs," Chandrasheel Thakur, ASP, Kota told PTI.

Over 2.5 lakh students move to Kota annually to prepare for competitive exams such as the Joint Entrance Exam (JEE) for engineering and the National Eligibility-cum-Entrance Test (NEET) for admission to medical colleges.

The year 2023 saw the highest number of student suicides -- 22 so far -- with two ending their lives in a gap of a few hours on August 27. Last year, the figure was 15.

Packed schedule, cut-throat competition, constant pressure to do better, burden of parents' expectations and homesickness are the common struggles of the students here.

Psychologists have been warning that there are always signs that go undetected before any child takes the extreme step.

"The idea is to detect these early signs. If any student is repetitively missing classes or skipping meals, there has to be something. We want to identify these children, get them counselled before they get pushed to the brim. We have launched a dedicated number on which wardens, mess workers and tiffin providers can give us this information," he added.

Naveen Mittal, president, Kota Hostel Association said there are 3,500 hostels and 25,000 paying guest (PG) accommodation in Kota.

Garima Singh, warden, Amratingali Girls Residency said she knocks on the doors of children regularly.

“The idea is not to disturb them, but to keep a check if they are fine. If someone is sleeping for unusual hours, I discuss with them if they are just tired or unwell. I check their mess logbooks too. If someone has not eaten meals in the mess, I ask if he or she did not like the food or is it because of some stress,” she said.

The district administration recently directed the coaching institutes to stop conducting routine tests for students preparing for NEET and other competitive exams for the next two months in the wake of the latest suicides.

Gagendra Soni, warden of a boys hostel said, “Some boys opt for tiffin service rather than mess food. We notice sometimes that the tiffin is lying outside the room. We take it very seriously now and try to strike a conversation." In a desperate move, the authorities had recently ordered hostels to install a spring device on ceiling fans to stop students from taking their lives.
