Manipur Police has arrested a sixth person in connection with the May 4 parading of two women naked in Kangpokpi district of the state, officials said on Saturday. Police said the arrested person is a juvenile. Police had made the first arrest on Thursday, a day after a 26-second video of the horrific incident surfaced on July 19. Three more arrests were made later that day. The fifth accused, 19-year-old youth, was arrested on Saturday. The Mumbai zonal unit of the Directorate of Revenue Intelligence (DRI) has seized smuggled high-end watches worth more than Rs 30 crore from the residence of a Kolkata-based man, officials said on Saturday. Acting of a tip-off, the man was intercepted at the Kolkata airport last week after he arrived from Singapore, and a very expensive Greubel Forsey watch which he had not declared before the customs authorities was seized, A DRI release said here. While the man was arrested under the Customs Act, his house in an upscale residential complex in Kolkata was searched by officers of the DRI, Mumbai Zonal Unit, it said. As many as 34 watches of premium foreign brands including Greubel Forsey, Purnell, Louis Vuitton, MB and F, Mad, Rolex, Audemars Piguet and Richard Mille were recovered from the house, the release added. Following the viral video of women being paraded naked in Manipur, National Commission for Women chief Rekha Sharma on Friday said that there were several complaints from people outside the country and Manipur. The Central Board of Secondary Education (CBSE) has asked its schools to consider using Indian languages as optional medium of instruction to make multilingual education a reality. Schools affiliated to the CBSE has now an option of teaching in regional languages from pre-primary to Class 12. Till now, CBSE schools could teach only either in English or Hindi, unlike state board schools that can teach in English, Hindi or a state language. The CBSE's announcement is in line with the government's push for the National Education Policy (NEP). The University Grants Commission (UGC) had recently come up with a similar circular for higher education. West Bengal Chief Minister Mamata Banerjee on Friday announced that her government is planning a scheme to provide work to the poor in line with MGNREGA, the funds for which she claimed were stopped by the Centre. There is no proposal to introduce a competitive examination for the selection of high court judges as they are being appointed according to constitutional provisions, Law Minister Arjun Ram Meghwal said today. India has 25 high courts with a sanctioned strength of 1,114 judges and as on July 1, there were 333 vacancies, according to the law ministry's website. In a written reply in Rajya Sabha, Mr Meghwal said, "There is no proposal to introduce a competitive examination for selection of high court judges as the procedure as per the Constitutional provisions is being followed." The Delhi High Court on Thursday asked the Archeological Survey of India (ASI) to clarify its policy on allowing prayers by devotees in religious places located inside protected monuments. The court was hearing a petition against the stopping of prayers by devotees inside the Mughal Mosque which, according to ASI, falls within the category of protected monuments on account of being part of the Qutub complex. Counsel for the ASI said according to his understanding, "there is no question" of permitting prayers in protected monuments. Justice Prateek Jalan however said the lawyer's statement was "perhaps overboard" and asked him to clarify the ASI's position. "We will hold ASI to it.. that in all protected monuments all over the country no worship is permitted by any religion. The government on Thursday prohibited export of non-basmati white rice, according to a notification of the directorate general of foreign trade (DGFT). "Export policy of non-basmati white rice (semi-milled or wholly milled rice, whether or not polished or glazed)...is amended from free to prohibited," the DGFT said in a notification. However, it said that the consignments of this rice will be allowed to be exported under certain conditions such as where loading of this rice on the ship has commenced before this notification. Export will also be allowed on the basis of permission granted by the government to other countries to meet their food security needs and based on the request of their governments, it added. A sessions court here on Thursday rejected activist Teesta Setalvad's application seeking discharge in a case related to alleged fabrication of evidence related to the 2002 Gujarat riots. While rejecting the plea, additional sessions judge A R Patel also asked the prosecution and defense to "open the case" (start trial proceedings) from July 24. The Gujarat government had opposed Teesta Setalvad's application, arguing that she abused the trust of riots victims and implicated innocent persons. On Wednesday, the Supreme Court had granted bail to her in the same case after the Gujarat High Court denied her relief. The Centre has further eased the guidelines for international travelers in the context of COVID-19 and the earlier requirements for RT-PCR-based testing of a random two per cent subset of international travelers to India have been dropped. Health Ministry said that it has further eased guidelines for international travelers in the context of COVID-19 taking note of the prevalent COVID-19 situation and the significant achievements made in vaccination coverage across the globe. "Vide these new guidelines, which shall come into effect from 0000 Hrs (IST) of July 20, 2023, the earlier requirements for RT-PCR based testing of a random 2% subset of international travelers to India, now stand dropped," a Health Ministry release said on Wednesday. Traffic movement resumed on Delhi's Ring Road as the floodwater receded but some restrictions are still in place, an advisory issued on Monday said. The movement resumed on both sides of the Ring Road between the Wazirabad flyover via Majnu ka Tila and the Kashmiri Gate ISBT for medium and light vehicles, it said. Medium and light vehicles have been allowed to run from ISBT Kashmiri Gate via the Salimgarh bypass up to the IP flyover. In view of waterlogging just before the IP flyover, commuters have been advised to take the left towards Vikas Marg and further take the loop or U-turn to go towards Sarai Kale Khan, the advisory said. Both carriageways of the Outer Ring Road from Mukarba to Wazirabad have been opened for light vehicles and buses, it said. Over 160 dengue cases have been reported in the national capital till mid-July this year, the highest for this period since 2018, according to a municipal report released on Monday. The report issued by the Municipal Corporation of Delhi (MCD) also said that 54 cases of malaria have been recorded in the same period. The Delhi government has come up with a "mega action plan" to combat the spread of vector-borne diseases under which steps will be taken to determine the serotype of the prevailing dengue virus in the city, officials said on Sunday. Health Minister Saurabh Bharadwaj on Sunday chaired a high-level meeting on the preparedness for keeping vector-borne diseases under check in the national capital. "After flooding, there is a fear of cases of vector-borne diseases like dengue, chikungunya and malaria rising. But that trend is not being seen at the moment. Four persons drowned while taking a selfie at a lake in Maharashtra's Chandrapur district on Sunday, police said. The incident took place at Ghodazeri Lake, some 106 km from the district headquarters, around 4.30 pm, an official said. A group of eight youngsters from Shegaon village in Warora tehsil went for a picnic at the lake, where four of them slipped while taking a selfie and drowned, he said. The police and disaster management team have launched a search operation to trace them, the official said. The men have been identified as Manish Srirame (26), Dheeraj Zade (27), Sanket Modak (25) and Chetan Mandade (17), he said, adding that the water level in the lake has increased due to rains in the area.
