5 Workers Injured In Transmission Tower Collapse In UP's Prayagraj

Five workers were injured when a 400-kilowatt transmission line tower collapsed here on Saturday, officials said.

ACP (Tharwai) Chandrapal Singh said that on Saturday, some electric work was underway on a 400-kilowatt transmission line connecting Bengal to Delhi in the Sahason area under Tharwai police station.

In the same sequence, while pulling the wire, a tower suddenly fell on the workers and injured them, the ACP said.

The police reached the spot and rushed the injured workers to a hospital. Two of them were discharged after receiving first aid, while three were seriously injured and were referred to SRN Hospital in Prayagraj, ACP said.

Further investigation into the matter is underway, he added.

Meanwhile, Deputy Commissioner of Police (Ganganagar) Kuldeep Gunawat clarified that the incident took place in a rural area, far from the city and is not related to the Maha Kumbh preparations.

Dharavi Redevelopment Project Private Ltd Renamed Navbharat Mega Developers Private Ltd

Dharavi Redevelopment Project Private Ltd (DRPPL) has rebranded itself as Navbharat Mega Developers Private Ltd (NMDPL) - matching with the company's promise of building a modern, inclusive and vibrant community, it was announced on Saturday.

The initiative is not just to change the name DRPPL but also to avoid being mistaken for the government authority in the same space, which is DRP (Dharavi Redevelopment Authority), the special planning authority of the state government dealing with Dharavi's redevelopment.

"The role of the Maharashtra Government remains unchanged and DRP continues to be the supervising authority for the ambitious project," said the company.

The name Navbharat Mega Developers is rooted in the company's commitment to growth, change and hope, and the rebranding exercise that has received the affirmation of its Board of Directors and the Ministry of Corporate Affairs.

NMDPL is a special purpose vehicle (SPV) formed as a joint venture between the Maharashtra government and the Adani Group.

"This change reflects the company's fresh outlook and obligation to creating a broader and brighter future for everyone associated with or beneficiary of the gigantic and historic task of rehabilitating slums across the nation," said NMDPL.

The name Navbharat, which means "New India," reflects the massive potential this project holds in shaping a better tomorrow.

On the other hand, Mega highlights the sheer scale and impact of the work being undertaken, while Developers points to the role the company intends to play in building a thriving community.

"As India works towards its ambitious goal of becoming slum-free, Dharavi's redevelopment is a crucial step in that direction. With this new name, NMDPL is reaffirming its pledge to the national cause," it noted.

The Dharavi Redevelopment Project is unique because there will be no financial burden on the residents. The state government has decided to provide free housing to eligible residents of Dharavi.

Additionally, the government is committed to offering affordable housing to ineligible residents under the Pradhan Mantri Awas Yojana or through a hire-purchase scheme - all designed to offer maximum benefits at the most affordable rates.

Manmohan Singh, Professor Who Left A Mark On DU's School Of Economics

In the corridors of the Delhi School of Economics (DSE), where ideas often find shape and future leaders are quietly moulded, the memories of former prime minister Manmohan Singh remain deeply etched.

Long before he became the architect of India's economic liberalisation and later, its prime minister, Mr Singh was a professor at the DSE, nurturing minds with the clarity and grace that would go on to define his public life.

The DSE community is in mourning following the death of Mr Singh, who died at the All India Institute of Medical Sciences (AIIMS) in Delhi on Thursday at the age of 92.

The institution remembers him not just as a celebrated economist and statesman but as one of its own -- a mentor, a colleague and an honorary professor.

"The DSE fraternity is saddened at the passing away of former prime minister and a highly distinguished DSE fraternity member, Dr Manmohan Singh. He served as a professor at the Delhi School of Economics from 1969 to 1971.

"In 1971, he left the DSE only to work as an advisor to the Ministry of Foreign Trade and the chief economic advisor to the Ministry of Finance and in various other senior positions, such as the finance minister and later, as the prime minister. He was the chief architect of the 1991 reforms that set our economy on a fast growth path. As the prime minister, he positioned India as an important player in the emerging geopolitical order," Ram Singh, director of the DSE, told PTI.

Reflecting on his memories of the former prime minister, his former colleague and a member of the Centre for Development Economics, Om Prakash, said, "I had the proud privilege of being a colleague of Professor Manmohan Singh at the DSE in the early 1970s. I found him to be an extremely helpful and kind man, always willing to help his younger colleagues." 

"Even after he left the department, he was always available to help you in whichever way he could. I will always remember him as a gentleman and an extraordinarily kind person," he added.

Mr Singh's connection with the DSE endured for long after he left the institute. He served as an honorary professor at the Centre for Development Economics and frequently engaged with the school, whether as a guest speaker or as a source of quiet encouragement.

In 2006, two years after becoming the prime minister, he visited the DSE and awarded the toppers of the MA Economics stream with the Manmohan Singh scholarship, reflecting his pivotal role in its intellectual foundation.

Earlier this year, Mr Singh, whose health conditions were deteriorating, penned a heartfelt message to the director of the DSE, declining an invitation to deliver the valedictory address for the institution's diamond-jubilee celebrations.

"Much as I would have been happy to accept your kind invitation, I regret that because of the indifferent state of my health, I will not be able to accept your kind request," he wrote, signing off with his best wishes for the event.

The last rites of the former prime minister will be performed at 11:45 am on Saturday at the Nigambodh Ghat crematorium in Delhi with full State Honours, the Union home ministry has said.

His death was announced by the AIIMS, where he was admitted in a critical condition at around 8:30 pm on Thursday.

SEBI Notifies Withdrawal Of Recognition Granted To Indian Commodity Exchange

Market regulator Sebi has notified that the recognition granted to the Indian Commodity Exchange Ltd (ICEX) has been withdrawn, formally signifying its exit from the bourse business.

This came after the regulator on December 11 allowed ICEX to exit the exchange space after its recognition was withdrawn over two years ago. This followed after the exchange fulfilled regulatory requirements.

"The Securities and Exchange Board of India (Sebi) hereby notifies that, the recognition granted to the Indian Commodity Exchange Ltd stands withdrawn with effect from the date of publication of this notification in the official gazette," Sebi said in its notification dated December 24.

In its exit order, Sebi stated it reviewed ICEX's valuation report, compliance submissions and undertakings.

Additionally, the regulator directed ICEX to comply with its tax obligations under the Income Tax Act, 1961; change its name and not to use the expression "stock exchange" and maintain a database of all transactions on its platform for the previous years among others.

The bourses declared all known liabilities and assured Sebi it had no undisclosed third-party liabilities. The exchange also undertook full responsibility for any future financial claims that may arise.

Accordingly, Sebi permitted "the exit of the ICEX as a stock exchange and thus the consequent withdrawal of recognition granted to ICEX".

ICEX, a commodity exchange based in Surat, Gujarat, was granted permanent recognition in 2009 under the Forward Contracts (Regulation) Act, 1952 (FCRA).

With the merger of the Forward Markets Commission (FMC) into Sebi in 2015, ICEX became a recognised stock exchange under the Securities Contracts (Regulation) Act, 1956 (SCRA).

In May 2022, Sebi derecognised ICEX due to non-compliance with the minimum net-worth requirement, infrastructural deficiencies and inspection findings.

ICEX appealed to the Securities Appellate Tribunal (SAT), which allowed ICEX to temporarily retain its recognition, provided it raised funds and complied with Sebi regulations within a year.

ICEX explored options to raise funds but found it difficult due to Sebi's shareholding cap of 5 per cent for investors in stock exchanges.

It requested the regulator to permit investors to hold up to 51 per cent equity for five years. If denied, ICEX offered to voluntarily surrender its recognition.

Sebi declined ICEX's request to relax shareholding norms, treating ICEX's letter as a voluntary surrender.

Thereafter, ICEX shareholders passed a resolution in May 2023, approving the surrender of recognition, following which Sebi initiated the exit process.

Manmohan Singh's Life, Work Profoundly Shaped India's Destiny: Congress

The Congress Working Committee (CWC) met here on Friday and paid glowing tributes to former prime minister Manmohan Singh, saying he was a towering figure in India's political and economic landscape whose contributions transformed the country and earned him respect worldwide.

In a condolence resolution passed at the meeting, the CWC mourned the loss of a "true statesman" whose life and work have profoundly shaped the destiny of India.

Congress president Mallikarjun Kharge, former party chiefs Sonia Gandhi and Rahul Gandhi, and Congress general secretaries Jairam Ramesh, KC Venugopal and Priyanka Gandhi Vadra among others met here at the AICC headquarters for a meeting of the CWC to pay homage to the former prime minister.

Dr Singh, the architect of India's economic reforms and a consensus builder in the rough world of politics, died at AIIMS, Delhi, late on Thursday. He was 92.

He is survived by his wife and three daughters.

"Dr. Singh was a towering figure in India's political and economic landscape, whose contributions transformed the country and earned him respect worldwide. As Finance Minister in the early 1990s, Dr. Singh was the architect of India's economic liberalization," the CWC resolution read.

With unmatched foresight, he initiated a series of reforms that not only saved the nation from a balance-of-payments crisis but also opened the doors to global markets, it said.

"Through his policies of deregulation, privatization, and the encouragement of foreign investment, he laid the foundation for India's rapid economic growth. Under his stewardship, India emerged as one of the world's fastest-growing economies, a testament to his brilliance and vision," the CWC said.

As the 13th prime minister of India, Dr Singh led the country with a sense of calm determination and exceptional wisdom and his tenure was marked by sustained economic growth, global recognition and social progress, it said.

"He (Singh) steered the nation through the challenges of the global financial crisis in 2008 with strategic measures that shielded India from its worst effects. His leadership saw remarkable initiatives like MGNREGA, Right to Education, the historic Indo-U.S. Civil Nuclear Deal, National Food Security Act, Land Acquisition Act, Agricultural Debt Waiver and Debt Relief Scheme, and the 93rd Constitutional Amendment that advanced social justice for Scheduled Castes, Scheduled Tribes, and OBCs through Article 15(5)," it said.

Dr Singh also championed the Right to Information (RTI) Act to enhance transparency, the Forest Rights Act to empower tribal communities and contributed to achieving the highest GDP growth rate during his tenure, the CWC condolence resolution said.

"Dr. Singh's dedication to inclusive growth, international diplomacy, and economic modernization strengthened India's position in the global arena, while simultaneously focusing on the welfare of he common man. His legacy as a compassionate, reformist leader who prioritized stability and development will forever be etched in India's history," the CWC said.

Beyond his contributions as a politician, Singh was a respected academician, whose career as an economist helped shape India's policies and direction, the resolution said.

"His scholarly work as an economist and his service at institutions like the United Nations and the Reserve Bank of India laid the groundwork for many of the economic reforms he later championed as a policymaker," it said.

The CWC said Dr Singh's profound understanding of economics, combined with his dedication to education, inspired countless students, scholars and policy-makers. His academic rigor and intellectual contributions were pivotal in shaping India's approach to development, and his mentorship has had a lasting impact on the country's future economists, the resolution said.

"Dr. Singh was a man of extraordinary personal qualities. His grace, humility, and dignity set him apart as a leader of rare character. Despite holding the highest offices in the land, he always remained grounded, treating everyone with respect and kindness," the party said.

His demeanour was calm and composed and it was always guided by a deep sense of integrity, the CWC said.

"He was not only admired for his intellect and accomplishments but also for his unassuming nature, which made him beloved to people across all walks of life. Dr. Singh embodied the very best qualities of a true statesman- compassion, honesty, and a deep commitment to public service. His life was a living example of how grace and humility can coexist with great power," the resolution said.

"As we mourn the loss of this extraordinary leader, the Congress Working Committee pledges to honor Dr. Manmohan Singh's memory and carry forward his enduring legacy. His vision of economic reform, social justice, and inclusive growth will continue to inspire and guide us," it said.

The ideals he stood for -- integrity, diligence, and compassion -- will remain a beacon for future generations, the party said.

"We commit to upholding his values as we work towards building a more prosperous and united India, just as he envisioned. Dr. Singh's legacy as a leader, an economist, and a humble human being will live on, inspiring all of us to contribute to the continued progress and betterment of our great nation," the resolution read.

The CWC members also paid floral tributes to him at the party's headquarters.

Manmohan Singh, 2-Time PM And Architect Of India's Economic Reforms, Dies At 92

Former Prime Minister Manmohan Singh died of age-related medical conditions today, the All India Institute of Medical Sciences (AIIMS) in Delhi, where he was admitted, said in a statement. He was 92.

"With profound grief, we inform the demise of former Prime Minister of India, Dr Manmohan Singh, aged 92. He was being treated for age-related medical conditions and had a sudden loss of consciousness at home on 26 December 2024," AIIMS said.

"Resuscitative measures were started immediately at home. He was brought to the medical emergency at AIIMS, New Delhi at 8.06 pm. Despite all efforts, he could not be revived and was declared dead at 9.51 pm," AIIMS said.

Manmohan Singh was Prime Minister for two terms in the Congress-led United Progressive Alliance (UPA) government from 2004 to 2014. He had been in poor health for the last few months.

The former prime minister is survived by wife Gurcharan Singh and three daughters.

Prime Minister Narendra Modi in a post on X condoled the death of the leader.

"India mourns the loss of one of its most distinguished leaders, Dr Manmohan Singh ji. Rising from humble origins, he rose to become a respected economist. He served in various government positions as well, including as Finance Minister, leaving a strong imprint on our economic policy over the years. His interventions in parliament were also insightful. As our Prime Minister, he made extensive efforts to improve people's lives," PM Modi said.

"Dr Manmohan Singh ji and I interacted regularly when he was PM and I was the CM of Gujarat. We would have extensive deliberations on various subjects relating to governance. His wisdom and humility were always visible. In this hour of grief, my thoughts are with the family of Dr. Manmohan Singh Ji, his friends and countless admirers. Om Shanti," he said.

Congress MP Priyanka Gandhi Vadra and her mother Sonia Gandhi reached the hospital as soon as the news of Manmohan Singh's hospitalisation became known.

Manmohan Singh served as finance minister under the then Prime Minister PV Narasimha Rao. He was the architect and the brainchild of economic reforms in 1991 that pulled India from the brink of bankruptcy and ushered in an era of economic liberalisation that is widely believed to have changed the course of India's economic trajectory.

Congress chief Mallikarjun Kharge and party MP Rahul Gandhi were in Karnataka's Belagavi attending the Congress Working Committee meeting when news of Manmohan Singh's death came. Both are returning to Delhi, news agency PTI reported.

Rename Kolkata Protest Point To 'Abhaya Crossing': Doctor's Forum To Bengal

West Bengal Doctors' Forum, an association of medical practitioners in the state, on Wednesday, sent an email communique to Chief Minister Mamata Banerjee to rename Dorina Crossing, a popular protest point in central Kolkata, as 'Abhaya Crossing'.

The junior doctor of Kolkata-based RG Kar Medical College & Hospital who became the victim of a brutal rape and murder within the hospital premises in August this year is referred to as "Abhaya" since the legal system of the country bars revealing the identity of any rape or rape and murder victim.

According to the leader of the forum, the meaning of "Abhaya" is not restricted to the dictionary meaning that it refers to a brave woman. Rather, pointed out one doctor, the name "Abhaya" now symbolises movement for justice, security and honour.

That is why, he added, they want the name of 'Dorina Crossing' to be changed to "Abhaya Crossing".

Currently another association of doctors namely the West Bengal Joint Platform of Doctors is currently holding a protest at Dorina Crossing which will continue till Thursday.

The protest is against the failure of the Central Bureau of Investigation (CBI) to present the supplementary charge sheet against the two accused of tampering with the evidence in the case.

Recently, a special court in Kolkata granted "default bail" to the former and controversial principal of RG Kar Sandip Ghosh and the former SHO of Tala Police Station Abhijit Mondal as CBI failed to file the supplementary charge sheet against them within 90 days from the date of their arrests

Both Ghosh and Mondal were accused of misleading the investigation and tampering with the evidence while the initial investigation in the matter was being carried out by Kolkata Police.

This week, a report from the Central Forensic Science Laboratory (CSFL) surfaced, which has created doubts about the "scene of crime" in the rape and murder case.

On the morning of August 9, 2024, the body of the victim was spotted at the seminar hall within the hospital premises of RG Kar and Hospital, accordingly, first the Kolkata Police and then CBI carried out the investigation considering the seminar hall as the "scene of crime".

However, a report that CGSL has submitted to the CBI agency, has clearly stated that there is no evident sign of fight within the seminar room, sources aware of the development said.

In fact, the CSFL report strengthens the apprehension raised by the section of the medical fraternity in the state since the beginning that the actual "scene of crime" was someplace else and after the rape and murder, the body was shifted to the seminar hall to mislead future investigation.

Whole Industry Will Meet Revanth Reddy Tomorrow: Producer Amid Stampede Row

Film producer Dil Raju has said the entire Telangana film industry will meet Chief Minister Revanth Reddy tomorrow. Mr Raju, who is the chairman of the Telangana Film Development Corporation, said that he would act as a bridge between the film industry and the government.

While addressing the media about the stampede at Sandhya Theatre in Hyderabad during the screening of 'Pushpa 2: The Rule', Mr Raju stated, "The Chief Minister (Revanth Reddy) has scheduled tomorrow's appointment and the entire film industry will meet him. I will act as a bridge between the Telangana Film Development Corporation and the government. Everyone available in Hyderabad will attend."

Earlier, Dil Raju informed that Sri Tej, who got severely injured during the stampede, is responding well to treatment and was taken off the ventilator two days ago. Sri Tej's mother, Revathi, lost her life in the incident.

He visited KIMS Hospital in Secunderabad, Hyderabad, to meet Sri Tej's family. Speaking to ANI, he said that he had previously met Telangana Chief Minister Revanth Reddy to discuss providing support to Sri Tej's family, ensuring that both the film industry and government would offer all necessary assistance.

"He (the child injured in the Sandhya Theatre incident during the premiere of Pushpa 2) is responding (to treatment) and recovering. He was taken off the ventilator two days ago," said Dil Raju.

On Tuesday, actor Allu Arjun was questioned by Hyderabad police in connection with the tragic incident during the premiere of his film on December 4.

Meanwhile, the father of the injured child, Bhaskar, expressed gratitude for the support they are receiving. "The child responded after 20 days. He is responding today. Allu Arjun and the Telangana government are supporting us," he said.

On December 4, when Allu Arjun attended the premiere of 'Pushpa 2: The Rule' at Sandhya Theatre, a massive crowd gathered to catch a glimpse of the actor. Chaos ensued when he waved to fans from the sunroof of his car, leading to the stampede.

Following the incident, Allu Arjun was arrested and later released on bail after furnishing a Rs 50,000 bond.

"Some Trying To Pull Down Telugu Actors": Anurag Thakur Backs Allu Arjun

BJP MP Anurag Thakur on Wednesday came out in support of 'Pushpa 2' star Allu Arjun and suggested that some people are trying to tarnish the image of Telugu actor.

Although the specifics of Mr Thakur's statement are unclear, it's likely a response to the ongoing tensions between the Congress government in Telangana and the BJP.

"If you look at the contribution of Telugu actors in the film industry, they have put the film and Indian cinema on the global map. But some people are trying to pull them down on floor map," Anurag Thakur told ANI.

The BJP leader was reacting to the actions of the Telangana police against actor Allu Arjun after a stampede incident at a theatre during the premiere of his film 'Pushpa 2: The Rule'.

"If you look at the last few years, Allu Arjun got the National Award in Narendra Modi's government, Chiranjeevi got the Lifetime Achievement Award and their contribution has been appreciated by the whole country and the world. On the other hand, look at the films, whether it is 'RRR', 'Pushpa', 'KGF', 'Baahubali' all of them have brought fame to Indian cinema. I think instead of creating controversy, efforts should be made to have a dialogue, take care of safety and not do politics," he added.

Anurag Thakur said that the statements of Congress leaders and MLAs in the state put question marks on the intention of the state government.

Earlier in the day, Telangana Congress MLA Bhupathi Reddy issued a stern warning to actor Allu Arjun, threatening to prevent the release of his films in the state unless he refrains from making further comments about the Chief Minister.

Speaking at a public meeting in Nizamabad, Mr Reddy stated that Mr Arjun should respect his position as an actor and stay focused on his career.

The Congress MLA said, "I am warning you not to speak about our Chief Minister. You're from Andhra and should behave like one. You have come here for livelihood. I am speaking as a ruling party MLA, so respect the position given to you and do your business. You are just an actor. You do your work and live; what is your contribution to Telangana? We are issuing a warning to you -- if you don't change your behaviour, Congress workers will not let your movies run."

The passenger also pointed out that Ola's scooters have been prone to catching fire, resulting in numerous customer complaints. He urged the company to take immediate corrective action to address these safety concerns and prevent similar incidents in the future.

"Dear Ola, Your driver is learning how to cook an omelette while driving at the cost of risking our lives. Your scooters are already on fire, hope you take corrective measures before this one also turns up in flames and soon turns into ashes," the tweet read.

Mumbai Police took notice of the viral video and responded to the passenger's post on X. The official handle of Mumbai Police requested the passenger to share the exact location of the incident, stating, "Please share exact location for us to inform the @MTPHereToHelp." 

Ola Support also responded to Mr Khule's post, requesting more information about the cab driver involved. 

"We find this matter deeply concerning, Rohan. Kindly share the CRN of this ride via DM for us to investigate and assist you at the earliest," Ola replied.

Popcorn Sold In Movie Theatres To Attract 5% GST: Sources

Popcorn, in loose form, sold in movie theatres will continue to attract GST at a 5 per cent rate, same as in restaurants, government sources said.

However, if the popcorn is clubbed and sold together with a movie ticket, the supply would be treated as a composite supply and taxed as per the applicable rate of the principal supply, which is the ticket.

The 55th meeting of the GST Council clarified the GST applicability in popcorn after it received a request from Uttar Pradesh to clarify the classification and GST rate applicable to popcorn mixed with salt and spices.

There has been no increase in the GST rate on popcorn.

Popcorn is served to customers in theatres in loose form and hence will continue to attract a rate of 5 per cent as applicable to 'restaurant service' as long as supplied independently of the cinema exhibition service, according to the sources.

Under GST, popcorn mixed with salt and spices is classified as namkeen and attracts a 5 per cent tax. When it is pre-packed and labelled, the rate is 12 per cent.

All sugar confectionary, other than a few specified items, attract 18 per cent GST, and hence, caramelised popcorn attracts an 18 per cent rate.

The council recommended the issuance of clarification to facilitate the resolution of classification disputes in the field on ready-to-eat popcorn that is mixed with salt and spices, the government sources noted.

All goods, including food items, are classified under GST as per the Harmonised System (HS) classification, which is a multipurpose international goods nomenclature developed by the World Customs Organisation (WCO).

This system is used by over 200 countries, covering over 98 per cent of the international trade. The varying GST rates are only consequential to the classification of the commodity under different chapters of the HS system.

UP Court Summons A Owaisi Over Pro-Palestine Slogan In Parliament

A local court has directed AIMIM supremo Asaduddin Owaisi to appear before it over a plea that claimed he had violated the Constitution by raising a slogan hailing Palestine in Parliament.

Lawyer Virendra Gupta filed a petition against Asaduddin Owaisi over the All India Majlis-e-Ittehadul Muslimeen (AIMIM) leader voicing support for Palestine during his oath-taking ceremony in Parliament.

Lawyer Virendra Gupta said in his plea that the five-time MP had violated constitutional and legal beliefs.

He told reporters on Tuesday that a petition was filed in the MP/MLA court on July 12 but it was rejected.

Lawyer Virendra Gupta then filed a revision petition in the court of the district judge.

District Judge Sudhir allowed the petition and issued a notice to Asaduddin Owaisi on Saturday, asking him to appear before the court on January 7.

Lawyer Virendra Gupta said he was hurt by Asaduddin Owaisi's slogan.

His slogan was against the Constitution, he added.

Asaduddin Owaisi took oath as Hyderabad MP on June 25.

After his oath-taking ceremony, he had hailed the conflict-hit West Asian country from the podium. The chairman later ordered the remarks to be expunged.

Asaduddin Owaisi had justified his slogan after he came out of the House and told reporters there was nothing wrong in him saying "Jai Bheem, Jai Meem, Jai Telangana, Jai Palestine".

Ex Bureaucrat Ajay Bhalla New Manipur Governor, Mizoram Gets Ex Army Chief

Former Home Secretary Ajay Kumar Bhalla was on Tuesday evening appointed the new Governor of Manipur - where periodic clashes between the Meitei community and the Kuki tribes have simmered for more than a year - replacing Anusuiya Uikey.

The President also appointed Governors for four other states.

VK Singh, a retired Army Chief and a former minister in the previous Narendra Modi-led government, has been appointed the new Mizoram Governor.

There has been a swap of states for Governors of Kerala and Bihar - Arif Mohammed, the Kerala Governor, is now the Governor of Bihar, and Rajendra Vishwanath Arlekar, Governor of Bihar, is now in charge of Kerala.

The President has accepted the resignation of Raghubar Das as the Governor of Odisha. Dr Hari Babu Kambhampati, Governor of Mizoram, has been appointed as the Governor of Odisha in his place.

A governor is the constitutional head of a state and has similar powers and functions at the state level as those of the President of India at the central level.

Ajay Kumar Bhalla, now Manipur Governor, is a 1984-batch IAS officer of the Assam-Meghalaya cadre who was appointed the Union Home Secretary in August 2019 and remained in the post for nearly half a decade, until 2024. Experts said his tenure at the Home Ministry will serve him well in his new posting in a state that is going through a volatile period.

Governor-Kerala Government Row

For the second year in a row, Kerala Chief Minister Pinarayi Vijayan and his council of ministers skipped the Christmas celebrations hosted by Governor Arif Mohammed Khan last Tuesday, said sources.

The Governor, who now moves to Bihar, has been at loggerheads with the ruling CPI(M) and its student wing SFI over appointments made by him to some universities of the state in his capacity as Chancellor of universities.

His recent appointment of vice-chancellors to technical and digital universities in the state had invited sharp criticism from the CPI(M) which alleged that the Governor bypassed the High Court's directive in making these appointments.

Mauritius Foreign Minister Visits Ayodhya Ram Temple, Says "Very Impressed"

Mauritius Minister of Foreign Affairs, Regional Integration, and International Trade, Dhananjay Ramful, said on Tuesday, that he wanted to visit Ram Temple in Ayodhya after the elections in Mauritius and added that he is impressed by the temple built in Ayodhtya.

Speaking to news agency ANI, he praised Prime Minister Narendra Modi and Uttar Pradesh Chief Minister Yogi Adityanath for the development in Ayodhya and temple. He said that started his visit from Banaras and visited Kashi Vishwanath Temple there.

Speaking about his visit to Ram Temple, Dhananjay Ramful said, "I came here on a private visit. You know, there was the general election in Mauritius and after the general election, I always wanted to come here. It was my wish to come and have the darshan of Lord Ram. So I started my pilgrimage in Banaras. I went to the Kashi Vishwanath Mandir and then I came over here to Ayodhya to get the blessings of Lord Ram."

Praising PM Modi and Uttar Pradesh CM Yogi Adityanath for development in Ayodhya, he said, "I have to congratulate the Chief Minister, Yogi Ji, Prime Minister Narendra Modi for whatever they've done here with regards to the development here in Ayodhya as well as the temple. It's a great temple and it is something very immense and I feel very proud as well. I was very much impressed by the temple that was built here."

Earlier this year, PM Modi led rituals at the Pran Pratishtha ceremony in the sanctum sanctorum of the Shri Ram Janmaboomi Temple of Ram Lalla. The magnificent Shri Ram Janmbhoomi Mandir is constructed in traditional Nagara style.

The pillars and walls of the temple showcase intricately sculpted depictions of Hindu deities, gods, and goddesses. In the main sanctum sanctorum on the ground floor, the childhood form of Bhagwan Shri Ram (the idol of Shri Ramlalla) has been placed.

Earlier in November, External Affairs Minister S Jaishankar congratulated Dhananjay Ramful on his appointment as the Minister of Foreign Affairs, Regional Integration, and International Trade of Mauritius.

In a post on X, S Jaishankar said that he looks forward to working closely with Dhananjay Ramful to strengthen the "special ties of friendship" and deepen the multi-faceted cooperation.

In Close Contact With All 7 Indians Hurt In Germany Car Attack: Embassy

The Indian Embassy in Berlin on Monday said it has been in "close contact" with all the seven Indians who were injured in an attack at the Magdeburg Christmas market in Germany last week.

Three of the Indians have been discharged, while the remaining are under treatment. Mission is in regular touch with them and actively providing requisite support. Seven Indians were injured in the deadly car-ramming attack in the eastern German city of Magdeburg and the Indian Embassy in Berlin was providing them all possible assistance, PTI reported quoting sources on Saturday night.

A 50-year-old man drove his car into the crowd at the Christmas market on Friday evening, leaving at least five people, including a nine-year-old, dead and nearly 200 injured, German authorities said.

The Ministry of External Affairs said in a statement on Saturday, "We condemn the horrific and senseless attack." "Several precious lives have been lost and many have been injured. Our thoughts and prayers are with the victims," it added.

Shield Constitutional Bodies From Political Influence: Top Court Judge

India must protect the integrity of its constitutional institutions from outside interference, including those that are politically motivated, said Justice PS Narasimha, Judge, Supreme Court of India, on Sunday.

Justice Narasimha was delivering the Justice ES Ventakaramiah Centennial Memorial Lecture, organised by the National Law School of India University (NLSIU) in Bengaluru.

Justice Venkataramiah served as the 19th Chief Justice of India. He previously served as a judge of the Karnataka High Court, as well as the Advocate General of Mysore. According to the Supreme Court Observer, he was a part of benches that pronounced 720 judgments. Of these, he authored 256 judgments during his term at the Supreme Court.

In his lecture, Justice Narasimha said integrity of the institutions can be maintained only by putting in place safeguards in the appointment, decision making and removal process of individuals who helm these institutions.

He also added that the topic of the memorial lecture, 'Reimagining Constitutional Institutions: Integrity, Efficiency, and Accountability' is relevant, as Justice Venkataramiah belonged to that generation of judicial statesmen who played an active role in developing and sustaining institutions.

Justice Narasimha dwelled in detail about the role of 'Fourth Branch Institutions' like the Election Commission, the Comptroller and Auditor General of India, Union and State Public Service Commissions, and the National Commissions for SCs, STs, and OBCs.

Giving the example of the Election Commission, for instance, the justice said, "Today, we take it for granted that there is a separate body outside the executive to hold elections for Parliament and state legislatures.

However, it is important to recognise that before its institutionalisation, it was possible for elections to be conducted through the executive branch," said the judge.

He lauded the vision of India's constitution-makers who chose to institutionalise the superintendence, direction and control of elections through a body outside the Executive.

"I am amazed by the foresight of our constitution makers to provision sub-article (2) to Article 324 to enable appointment of such number of Election Commissioners, over and above the Chief Election Commissioner, to constitute the Commission," said Justice Narasimha.

He went on to add that the non-constitutional fourth branch institutions like the Central Vigilance Commission and the Central Information Commission, can also be categorised under 'integrity institutions', which should be insulated from political influence.

He also said our Constitution is not a mere legal document, but an instrument of social change. He said it has clearly demarcated constitutional spaces for the traditional three branches the executive, the legislature, and the judiciary.

"There is the occasional trespass, if I may use that term; there is a contestation as to the custody of Constitutional spaces, but that only underlines that there is a system of checks and balances," he added.

According to him, these checks and balances are put in place by the 'Fourth Branch institutions'. "We need other institutions or procedures which can make the traditional branches accountable, accessible and open to the citizenry." We need institutions that can withstand political tribulations, hold power wielding officials accountable and ensure a smooth democratic process," said the judge.

He also talked about how the citizenry is entitled to ask questions at the traditional branches and receive replies in an accountable manner.

"The Information Commissions constituted under the RTI Act is also body of immense constitutional significance as it further ensures accountability and transparency in government functioning by creating a mechanism for citizens to access information from public authorities," said the justice.

Adding that their independence from the government is a hallmark of their functioning, Justice Narasimha said, for this, the RTI Act secures the appointment, tenure, conditions of service, and removal of their officers.

Despite the importance of 'integrity institutions', Justice Narasimha said as citizens we have glossed over the significance and underestimated the capacity and relevance of these institutions.

"There is hardly any discussion, reflection and scholarship on public institutions. Importantly, we have collectively failed to re-invigorate and recast some of our institutions which are stuck in an analogue mode in a digital world," he added.

He also highlighted the tasks that lie ahead of us as a constitutional democracy, like fixing infrastructural and enforcement failures, as well as lack of autonomy.

"My attempt today was only to kindle a serious conversation around how our institutions work. A conversation which I hope will be sustained one 'not just in terms of legal scholarship, but also which will contribute to the actual working of our democratic Constitution," added Justice Narasimha.

ISRO To Study How Crops Grow In Space On PSLV C60 Mission

Demonstration of seed germination in outer space, a robotic arm to catch a tethered debris there, and testing of green propulsion systems are some of the experiments planned on the POEM-4 -- the fourth stage of ISRO's PSLV rocket that remains in orbit after launching a satellite.

The PSLV-C60 mission, slated for an yearend launch, is scheduled to place the twin satellites 'Chaser and Target' to demonstrate the space docking technologies that are crucial for building India's space station.

The PSLV Orbital Experiment Module (POEM) will carry 24 experiments -- 14 from various ISRO labs and 10 from private universities and start-ups -- to demonstrate various technologies in space.

ISRO plans to grow eight cowpea seeds from seed germination and plant sustenance until the two-leaf stage in a closed-box environment with active thermal control as part of the Compact Research Module for Orbital Plant Studies (CROPS) developed by the Vikram Sarabhai Space Centre.

The Amity Plant Experimental Module in Space (APEMS), developed by Amity University, Mumbai, plans to study the growth of spinach in a microgravity environment.

Two parallel experiments will be carried out simultaneously -- one on POEM-4 in space and one on the ground at the university.

The experiment's outcome will provide insights into how higher plants sense the direction of gravity and light.

The Debris Capture Robotic Manipulator, developed by VSSC, will demonstrate the capturing of tethered debris by a robotic manipulator using visual serving and object motion prediction in the space environment.

The robotic manipulator will be capable of capturing free-floating debris and refuelling tethered and free-floating spacecraft in future POEM missions.

Mumbai-based start-up Manastu Space will test Vyom-2U, the green propulsion thruster, that uses a blend of hydrogen peroxide and in-house additives as fuel, with the goal of providing a safer and higher-performing alternative to hydrazine for space applications.

The Varuna payload, developed by Piersight Space-Ahmedabad, is an in-orbit demonstration of a Synthetic Aperture Radar (SAR) in a CubeSat form factor.

This mission marks the initial step towards establishing a constellation of SAR and Automatic Identification System (AIS) satellites, aiming to provide persistent, near real-time monitoring of all human and industrial activity at sea.
