50 Million Passengers To Fly Out Of India Per Year By 2030, Data Shows

The number of international outbound departures by Indian residents is expected to grow to over 50 million in 2030, which is more than double of what it was in 2022 - about 18 million, predicts Centre for Asia Pacific Aviation (CAPA) India in their latest 'India Outbound Travel in FY2030' report.

For the study and forecasts, CAPA India conducted in-depth research with 250 respondents, supported by 100 detailed, qualitative discussions, and rigorous analysis of tourism and traffic data.

Indian Travelers: The Outward-Bound Surge

The number of Indians taking on to travel overseas has been seeing year-on-year rise from 1995. According to the data from World Tourism Organisation, the numbers went from three lakhs in 1995 to 2.6 crore in 2019.

The CAPA India report's projection of 50 million outbound Indian travellers by 2030 mirrors the nation's growing appetite for international travel and the economic clout of Indian tourists abroad.

Inbound Tourism: The Global Footprint in India

On the arrival front, India has seen a massive year-on-year increase in international tourists, with Asia and the Pacific leading the source regions, followed by Europe and the Americas. The economic impact is substantial, with the spending by these tourists contributing significantly to country's economy.

The sector has demonstrated not just recovery, but a potential for surpassing pre-pandemic levels, suggesting a bright future for India's tourism industry.

Ajit Pawar, Praful Patel Meet Amit Shah Amid Crisis Over Maratha Quota

Maharashtra Deputy Chief Minister Ajit Pawar and senior NCP leader Praful Patel on Friday met Home Minister Amit Shah in New Delhi.

The meeting took place amid the ongoing political crisis in Maharashtra over the demand for reservation by the Maratha community and the hearing before the Election Commission on the claim over the NCP.

"Had a meaningful meeting with Hon'ble Home Minister Shri Amit Shah ji in Delhi, extending warm Diwali wishes. Grateful for the opportunity to pay a courtesy call and share festive joy," NCP working president Patel said on 'X'.

Mr Pawar was accompanied by Mr Patel and Lok Sabha member Sunil Tatkare for the meeting.

In June, Mr Pawar joined the BJP-Shiv Sena government in Maharashtra with support of more than 40 of the NCP's total 53 MLAs and leaving his uncle and founder of the regional outfit Sharad Pawar.

Ajit Pawar has since staked his claim to the party's name and election symbol, a case which is being heard by the Election Commission.

Ajit Pawar's meeting with the Union home minister came on a day when the Pawar family had a get together over a lunch in Pune.

NCP founder Sharad Pawar, his daughter and Lok Sabha member Supriya Sule were present at the pre-Diwali family lunch that took place at the Pune residence of Prataprao Pawar, the veteran leader's younger brother.

Ajit Pawar reached the national capital from Pune. Both Patel and Pawar left Shah's residence without speaking to the media.

"Complete Falsity": Team Sharad Pawar On Affidavits By Ajit Pawar Camp

The Sharad Pawar faction of the Nationalist Congress Party (NCP) on Thursday accused the Ajit Pawar group of presenting false affidavits before the Election Commission to stake claim over the name and poll symbol of the party and urged the poll panel to take penal action for allegedly falsifying evidence.

Two days before rebelling against uncle Sharad Pawar to join the Maharashtra government in early July, Ajit Pawar had approached the Election Commission on June 30 staking claim to the party name as well as the symbol and subsequently declared himself as the party president with the support of 40 lawmakers.

Recently, the Sharad Pawar-led faction had told the Election Commission that there was no dispute in the party, except that a few mischievous individuals have defected from the organisation for their personal ambitions, a reference to the rebel group headed by Maharashtra Deputy Chief Minister Ajit Pawar.

Briefing reporters on the hearing before the EC, Sharad Pawar faction's counsel Abhishek Manu Singhvi said in the nearly 90-minute hearing, he presented to the Commission "startling, amazing, shocking facts" to show the "complete falsity" of the affidavits filed by the Ajit Pawar faction.

"We have given 24 categories of fraud to the EC," he said, adding that nearly 9,000 affidavits were analysed by the Sharad Pawar group to prove that the evidence filed by Ajit Pawar group were false.

"The fraud relates to affidavit filed by dead persons, the fraud relates to filing affidavits of minors, the fraud relates to taking names of posts which never existed in the constitution of NCP," he said.

"These are very serious. We have requested the Commission that you have to take penal action, criminal action, you have to file complaints for false evidence," the senior advocate said.

The Commission has fixed November 20 as the next date of hearing.

Thursday's was the third personal hearing by the EC. In such matters, the poll panel works as a quasi-judicial body and the case is heard by the chief election commissioner and fellow election commissioners.

Delhi Police Issues Traffic Advisory For Diwali, Dhanteras

In anticipation of the traffic congestion during the Diwali and Dhanteras celebrations, the Delhi Police have issued a traffic advisory for several parts of the national capital.

Areas including Chandani Chowk, Khari Baoli, Connaught Place, Karol Bagh, Sarojini Nagar, Sadar Bazar, Lajpat Nagar, Yusuf Sarai Market, Nehru Place, Greater Kailash, Tilak Nagar, Gandhi Nagar, Kamala Nagar, and Rajouri Garden are expected to experience traffic congestion.

Other market areas, including Saket J-Block, Anupam Cinema Market, and Dwarka Sectors 6 and 10, might remain affected due to the festivities.

"To avoid inconvenience, save time and fuel and reduce pollution, the general public is advised to utilise the services of public transport like buses, metro rail, carpools, etc," the Delhi police said in an official statement.

"Connecting with the social media services of the Delhi Traffic Police and the Traffic Help Line will further help in planning hassle-free travel accordingly. Motorists are advised to safely park their vehicles in the authorised parking lots to avoid congestion on the roads", it added.

Dhanteras will be celebrated on November 10 and Diwali falls on November 12.

Congress To Organise Pro-Palestine Rally In Kerala On November 23

Amid the ongoing Israel-Hamas war, Kerala Pradesh Congress Committee (KPCC) President K Sudhakaran announced on Thursday that the Congress will organise a massive rally in Kerala's Kozhikode on November 23 to declare solidarity with the Palestinian people.

Mr Sudhakaran said that All India Congress Committee (AICC) general secretary KC Venugopal will inaugurate the solidarity rally.

"All the people who believe in secular-democratic values will be brought together on the 23rd of this month at 4:30 pm at Kozhikode Beach. It will mobilise a large crowd and turn it into a historic event of Palestinian solidarity," Mr Sudhakaran said.

He further asserted that the Congress party cannot support any action that would undermine the rights of Palestinians to live in their homeland.

"Innocent Palestinians are being persecuted by Israel, occupying power in their land. The Congress cannot support any action that would undermine the right of the Palestinian people to live in their homeland. When the Congress governments, from Jawaharlal Nehru to Manmohan Singh ruled the country, there was a tradition of supporting the Palestinian people's struggle to live with dignity, peace and respect. This is the same position that the Congress always upholds," he added.

The stance, policy and approach of the Modi government that sides one is a disgrace to the secular democratic values that the great nation of India has been embracing until now, Mr Sudhakaran said.

Further criticising the Communist Party of India-Marxist (CPI-M)-led government in Kerala, Mr Sudhakaran said that the Palestine Solidarity Rally organised by the Congress will be a platform to expose the hypocrisy of the CPM, which is abusing the plight of the Palestinian people for political and electoral gain in Kerala

Meanwhile, the ruling party, CPIM, will organise a pro-Palestine rally in Kozhikode on November 11.

CPIM has also invited the Muslim League to participate in the rally, which sparked controversy in the UDF alliance. Though senior IUML leader ET Muhammad Basheer MP expressed his willingness to attend the rally, later the IUML held a meeting and officially declared that they would not participate in the rally.

Earlier in October this year, the IUML Party held a pro-Palestine rally in Kozhikode, which was presided over by IUML leader PK Kunhalikutty with Congress MP Shashi Tharoor as Chief Guest. IUML state president Panakkad Sayyid Sadiq Ali Shihab Thangal inaugurated the rally. IUML also held a solidarity rally in Thiruvananthapuram in October.

However, India on Thursday called for the immediate and unconditional release of hostages while also urging to de-escalate the situation to resume direct peace negotiations towards a two-state solution. 

Ministry of External Affairs spokesperson Arindam Bagchi said that India has also shared its concern over the rising death count of civilians during conflict.

Last 12 Months On Earth Were The Hottest Ever Recorded: Report

The Earth experienced its hottest year-long period in recorded history with global temperatures setting a new 12-month record, exceeding 1.3 degrees Celsius above pre-industrial levels from November 2022 through October 2023, according to a new analysis of international data released on Thursday.

This is the hottest year-long period in recorded history due to human-caused climate change that influenced heat over the last 12 months in 175 countries and 920 cities.

In India, 86 per cent of the population (1.2 billion) residents were exposed to at least 30 days of above-average temperatures made at least three times more likely by the influence of climate change, or level-three on Climate Central's Climate Shift Index (CSI).

CSI, developed by Climate Central (an independent US-based group of scientists and communicators), is a tool that quantifies the contribution of climate change to daily temperatures.

The Climate Central analysis released Thursday showed that average temperatures between November 2022 and October 2023 were above the 30-year norm in 170 countries, exposing 7.8 billion people - 99 per cent of humanity - to above-average heat.

"November 2022-October 2023 were the hottest 12 consecutive months ever recorded. This 12-month period's data is very consistent with the long-term global warming trend. Global Mean Temperature (GMT) was around 1.3 degrees Celsius hotter than the pre-industrial climate," mentions the Climate Central report.

"1 in 4 people worldwide (1.9 billion people) faced extreme and dangerous heatwaves driven by climate change over the last 12 months. This marks the hottest year-long period in recorded history," it added.

In 170 countries, mean temperatures over the span exceeded 30-year norms, exposing 7.8 billion people--99 per cent of humanity--to above-average warmth.

Only Iceland and Lesotho recorded cooler-than-normal temperatures, as per data released by the nonprofit organisation Climate Central.

Weather attribution analysis also revealed that during the span, 5.7 billion people were exposed to at least 30 days of above-average temperatures made at least three times more likely by the influence of climate change, or level-three on Climate Central's Climate Shift Index.

This exposure included nearly every resident of Japan, Indonesia, the Philippines, Vietnam, Bangladesh, Iran, Egypt, Ethiopia, Nigeria, Italy, France, Spain, the United Kingdom, Brazil, Mexico, and every Caribbean and Central American nation.

India recorded an average CSI of 1, but the CSI increased to 1.6 between May and October this year.

"In India, 1.2 billion residents--86 per cent of the population--experienced Climate Shift Index level-three temperatures on 30 or more days. In China, this figure was 513 million residents--35 per cent of the population; and in the United States, 88 million--26 per cent of the population experienced at least 30 days of temperatures made at least three times more likely by climate change," the report mentions.

Researchers at Climate Central conducted the analysis using CSI, which measures how often and how much temperatures have shifted from the historical average. A higher index indicates more dramatic change compared to the past.

During this span, more than 500 million people in 200 cities experienced streaks of extreme heat, with at least five days of daily temperatures in the 99th percentile compared to 30-year norms.

No major city on Earth matched Houston's 22 consecutive days of extreme heat between July 31 and August 21.

"This 12-month record is exactly what we expect from a global climate fueled by carbon pollution," Dr Andrew Pershing, vice president for science at Climate Central, said.

"Records will continue to fall next year, especially as the growing El Nino begins to take hold, exposing billions to unusual heat. While climate impacts are most acute in developing countries near the equator, seeing climate-fueled streaks of extreme heat in the U.S., India, Japan, and Europe underscores that no one is safe from climate change."

The rising frequency and intensity of heat waves across the globe are consistent with the consequences of carbon pollution -- mainly from burning coal, oil, and natural gas.

Day After Supreme Court Report, Punjab Reports Over 2,000 Farm Fires

More than 2,000 farm fires were reported from Punjab on Wednesday, a day after the Supreme Court issued directions to ensure stopping of crop residue burning "forthwith".

Sangrur district, the birthplace of Punjab Chief Minister Bhagwant Mann, recorded the maximum number of stubble burning incidents in the state on Wednesday.

Many parts in Haryana saw air quality indices in the 'severe' and 'very poor' categories.

The total number of farm fires jumped to 22,981 in Punjab with 2,003 fresh such cases being reported on Wednesday, according to Ludhiana-based Punjab Remote Sensing Centre data.

Out of the 2,003 stubble burning incidents, Sangrur continued to top with 466 such cases, followed by 221 in Bathinda, 216 in Barnala, 150 in Faridkot, 131 in Mansa, 106 in Patiala, 103 in Ferozepur and 96 in Ludhiana, according to the data.

Punjab DGP Gaurav Yadav on Wednesday asked the police officers to work in tandem with the civil administration to prevent stubble burning in the state.

The DGP also appointed Special DGP (Law and Order) Arpit Shukla as the police nodal officer to monitor action against stubble burning, according to an order.

"The police nodal officer shall issue suitable directions, hold meetings, conduct tours and collect and collate relevant information and put up to the DGP Punjab and the Chief Secretary so that monitoring of the actions being undertaken by the police to ensure compliance of the directions of the Hon'ble Supreme Court is done in an effective manner," the order read.

Out of total 22,981 farm fires recorded from September 15 till November 8, Sangrur is leading with highest number of stubble burning cases of 4,070, followed by 2,176 in Ferozepur, 1,888 in Tarn Taran, 1,719 in Mansa, 1,524 in Patiala, 1,454 in Amritsar, 1,436 in Bathinda, 1,129 in Barnala, 1,089 in Ludhiana and 1,014 in Faridkot.

Meanwhile, Haryana's Fatehabad recorded an air quality index (AQI) of 451, followed by Faridabad at 425, Jind at 406, Bhiwani at 400, Gurugram 385, Kaithal 380, Rohtak 362, Hisar 332, Panipat 323 and Sisra 319.

In Punjab, Bathinda reported AQI at 348, followed by Mandi Gobindgarh at 338, Ludhiana 292, Patiala 267, Jalandhar 266, Khanna 253 and Amritsar 240.

The Union Territory of Chandigarh, the joint capital of Punjab and Haryana, saw an AQI of 201.

An AQI between zero and 50 is considered 'good', 51 and 100 'satisfactory', 101 and 200 'moderate', 201 and 300 'poor', 301 and 400 'very poor', and 401 and 500 'severe'.

Paddy straw burning in Punjab and Haryana is considered one of the reasons behind the alarming spike in air pollution levels in the national capital in October and November.

As the window for wheat, a key rabi crop, is very short after paddy harvest, some farmers set their fields on fire to quickly clear off the crop residue for sowing of the next crop.

"Abuse Of Contempt Law": Delhi Court After Man Seeks Action Against Judge

The Delhi High Court Tuesday let off a litigant after warning against "misusing and abusing" the process of contempt law by seeking contempt proceedings against a district court judge in an individual capacity, calling it an "unmitigated attack on the majesty and honesty" of courts.

The high court said the litigant's conduct of pursuing contempt proceedings against a judge of the district court on the ground that his grievances have not been duly addressed is "severely misguided and should be deterred".

"The courts are constitutional institutions that preserve and secure the rights and liberties of each citizen of this country with the utmost vigilance and caution... "The Constitution of India, 1950 and the legal framework of the country provide adequate safeguards to challenge the decision taken by a court. However, unavailing of such liberties and pursuing contempt against a judge in an individual capacity is an unmitigated attack on the majesty and honesty of the courts," Justice Jasmeet Singh said.

The high court was dealing with a petition which sought initiation of contempt proceedings against an additional district judge (ADJ), a lawyer and another person alleging "wilful and malafide" refusal to follow, disobey and evade the law laid down.

Justice Singh dismissed the petition saying the ADJ concerned cannot be held guilty of contempt of court.

The high court said a judge may be guilty of contempt of court if there was material to show gross and intentional misuse of judicial process, corruption or intentional insubordination. But in this case, no such grounds are made out, it said.

The court refrained from initiating contempt action against the petitioner noting that he was suffering from neurological issues but warned him "against misusing and abusing processes of the Contempt of Courts Act, 1971".

"The petitioner has attempted to make use of the contempt proceedings to seek an explanation from the ADJ for the decision taken by him. In case such petitions are entertained, the judge, who is a party by name, will have to file a reply giving explanations and reasoning for his decision. This is impermissible," the high court said.

Regarding the lawyer, who was also impleaded as an alleged contemnor, the court said he was acting in his professional capacity and cannot be impleaded in the contempt proceedings in his personal capacity.

"The scope of judicial independence is inclusive of the independence of the bar so that lawyers are able to carry out their professional duties in a secure and unprejudiced environment," the high court said.

Simple Touch Not Penetrative Sex Assault Under POCSO Act: High Court

A "simple touch" cannot be considered "manipulation" of a minor's body to cause penetration and attract the offence of penetrative sexual assault under the POCSO Act, the Delhi High Court said.

Justice Amit Bansal said "touch" was a separate offence under the Protection of Children from Sexual Offences (POCSO) Act as he refused to uphold the conviction of a man for "aggravated penetrative sexual assault" for touching the private parts of a six-year-old girl his brother, a tuition teacher, taught

The judge, however, refused to interfere with the conviction and five-year jail term awarded to the man for the offence of "aggravated sexual assault" under the law.

"A perusal of Section 3(c) of the POCSO Act shows that for an act to be a penetrative sexual assault, the accused has to manipulate any part of the body of the child to cause penetration," said the court while dealing with the convict's appeal against a trial court decision.

"A simple act of touch cannot be considered to be manipulation under Section 3(c) of the Act. It is relevant to note that under Section 7 (sexual assault) of the POCSO Act, 'touch' is a separate offence. If the submission raised by the learned APP that a touch would amount to manipulation is accepted, then Section 7 of the Act would be rendered redundant," the court said in its order.

Sexual assault becomes "aggravated sexual assault" under Section 10 of the POCSO Act when committed on a child below 12.

The court observed there was nothing in the present case to show that there was any manipulation on any part of the body of the girl to cause penetration and attract the offence of "aggravated penetrative sexual assault".

The appellant argued there were serious lapses in the investigation and that the survivor's deposition contained material contradictions and improvements.

The court said two other children were present at the time of the incident but the prosecution did not make any attempt to question them which "clearly amounts to a serious lapse in the investigation".

It, however, added that merely because there were inconsistencies in the statement of the girl, it could not be said that her testimony was completely unreliable and should be disregarded in its entirety.

The court said the girl "consistently stated in her testimony as well as various previous statements" that she was touched in the anal region by the appellant and that caused her pain.

"I am of the opinion that the offence under Section 6 (Punishment for aggravated penetrative sexual assault) of the POCSO Act has not been proved against the appellant beyond all reasonable doubt. But the offence under Section 10 of the POCSO Act is proved beyond all reasonable doubt against the appellant," ruled the court.

"The appellant is sentenced to undergo rigorous imprisonment of five years for the offence under Section 10 of the POCSO Act. The fine of Rs 5,000 awarded by the trial court is retained," it ordered.

एक अन्य यात्री ने अपने परिवार से वीडियो कॉल पर बात करते हुए फोन मुख्यमंत्री की ओर घुमाया. खट्टर ने उनका अभिवादन किया और हाथ हिलाया.

रास्ते में बस के हाईवे पर स्थित एक ढाबे पर रुकने पर मुख्यमंत्री ने सड़क के किनारे लोगों से मुलाकात की. मुख्यमंत्री की सुरक्षा के लिए रास्ते भर पुलिस वाहन बस के साथ चलते रहे.

2 Unclaimed Boxes At Karnataka Rail Station Parking Trigger Bomb Scare

Two unclaimed boxes were recovered from the parking lot of Karnataka's Shivamogga railway station this evening, a police official said. A bomb disposal team was called to the spot, the police added.

The boxes triggered a bomb scare in the city. "Made in Bangladesh, food grains and sugars" was written on the boxes, Shivamogga Superintendent of Police GK Mithun Kumar said.

The police are investigating who placed the boxes, he said.

Barricades and sandbags were placed around the boxes to stop people from coming near them, he said.

The police will open the boxes after the bomb disposal team arrives from Bengaluru, he added.
