PM Holds Roadshow In Varanasi, Offers Prayers At Kashi Vishwanath Temple

Arriving here days after being made BJP nominee for Varanasi Lok Sabha seat for the third time, Prime Minister Narendra Modi was accorded a rousing reception at the Varanasi airport on Saturday.

BJP workers and locals lined up on the roads outside the airport from where PM Modi began a 28-km long roadshow during which he also stopped at the Kashi Vishwanath Temple to offer prayers.

Chief Minister Yogi Adityanath, senior party leaders and office bearers were present at the Lal Bahadur Shastri Airport in Babatpur to welcome the prime minister.

BJP regional chief Dilip Patel said that Varanasi district and metropolitan unit made elaborate arrangements for Modi's visit.

The locals, including women and children, showered flowers on the prime minister during the roadshow amid playing of drums, he said.

PM Modi is also scheduled to visit Atulanand School located in Gilat Bazaar and Kabir Chaura, among other places on the route of the roadshow, Patel said.

Patel said the prime minister will make a night halt at the BLW Guest House here. On the second day of his visit on Sunday, he will leave for Azamgarh from Bareka helipad at around 10 am.

Centre Says Probe On In Spanish Tourist's Gang-Rape Case, Several Arrested

Days after a woman from Spain was allegedly gang raped in Jharkhand, the Ministry of External Affairs on Friday said the matter is "under investigation" and several people have been arrested.

MEA spokesperson Randhir Jaiswal said this in response to a query on the case at his weekly media briefing here.

The tourist from Spain was allegedly gang raped in Jharkhand's Dumka district, police had said on March 2.

"As you know, the matter is under investigation. Several people have been arrested," Jaiswal told reporters.

In his response, the spokesperson also said, "And, you would have also see that the High Court of Jharkhand, suo motu has taken action on this particular matter." Some reports refer to the act of cognisance by the court.

BJP MLA From Bengal's Matua Belt Mukut Mani Adhikari Joins Trinamool

In a jolt to the BJP ahead of the Lok Sabha polls, Mukut Mani Adhikari, a BJP MLA from the Matua belt in Bengal's Nadia district, joined the Trinamool Congress today and participated in a rally in Kolkata.

Mr Adhikari, who represents the Ranaghat Dakshin constituency for the BJP, expressed his dissatisfaction with the party's decision to field sitting MP Jagganath Sarkar again from Ranaghat.

"I think the TMC is the only platform where you can work for the masses. So I have decided to join them," he said.

During a TMC rally in Kolkata, Mr Adhikari was spotted walking alongside Abhishek Banerjee, Chief Minister Mamata Banerjee's nephew, further solidifying his move to the ruling party.

"BJP4Bengal leader and MLA Mukutmani Adhikari joined our party and marched in our rally on the eve of #InternationalWomensDay. When BJP leaders leave their anti-women party and extend support, you know that you are on the right side of history. Standing tall for women's rights through thick and thin!" Trinamool posted on X.

This shift is not an isolated incident. Mr Adhikari is the eighth MLA to switch to the TMC since the announcement of the assembly poll results in May 2021.

Suvendu Adhikari, the Leader of the Opposition, highlighted allegations of domestic violence against Mr Adhikari, painting him as an ironic choice for a TMC rally celebrating International Women's Day.

"Look who is walking in the TMC Procession alongside Bhaipo, to observe International Women's Day !!! Mukutmani Adhikari - Ranaghat South MLA. He was accused of domestic violence by his wife. The FIR was filed by his wife on the 11th day of their marriage. Certainly qualifies as the 'poster boy' of TMC's rally to honour women," he posted on X.

Meanwhile, BJP leader Shankudeb Panda attributed Mr Adhikari's departure to his aspirations for a Lok Sabha ticket from the Ranaghat parliamentary constituency.

Ranaghat holds significance due to its large Matua community representation, similar to the Bongaon area in North 24 Parganas district.

The Matua community's cohesive voting behaviour has made them a crucial voting bloc, especially regarding the BJP's stance on the Citizenship Amendment Act (CAA).

Following the BJP's defeat in the 2021 assembly polls, the state unit has been striving to maintain party unity, especially after several prominent figures, including Babul Supriyo and Arjun Singh, as well as seven legislators, switched allegiance to the TMC.

Despite initial success with 77 seats, the BJP's tally was reduced to 75 after losing two seats in the bypolls.

देश ‘स्वच्छ भारत मिशन' के अंतर्गत हर दिन नई ऊंचाइयों को छू रहा है. मिशन को ‘जन आंदोलन' बनाने में नारी शक्ति का विशेष योगदान रहा है. फिर भले ही मध्य प्रदेश में 60 महिलाओं द्वारा शुरू किया गया ‘स्वच्छता किट्टी समूह' हो या फिर ओडिशा में 6 लाख ‘मिशन शक्ति समूहों' से जुड़ी 70 लाख महिला सदस्यों की भागीदारी. ‘अंतराष्ट्रीय महिला दिवस' के मौके पर मिलिए शहरों में स्वच्छता का परचम लहराने वाली कुछ महिलाओं से:-

ओडिशा में 'मिशन शक्ति' से जुड़ी 70 लाख महिलाएं
ओडिशा में ‘मिशन शक्ति' स्वयं सहायता समूह और आवास व शहरी विकास विभाग के बीच साझेदारी के तहत महिलाओं और अन्य कमजोर समूहों को सशक्त बनाया जा रहा है. दो दशकों में ओडिशा ने लगभग 6,00,000 मिशन शक्ति स्वयं सहायता समूहों का गठन किया, जिससे करीब 70 लाख महिला सदस्य जुड़ चुकी हैं. वर्तमान में मिशन शक्ति की सदस्य जल साथी, आहार केंद्र प्रबंधन, स्वच्छ साथी और स्वच्छ पर्यवेक्षकों के रूप में काम कर रही हैं. 2000 से अधिक समूह मानदंडों के अनुसार ठोस अपशिष्ट पृथक्करण, बैटरी रिक्शा से संग्रह एवं परिवहन, अपशिष्ट के उपचार, पुन: उपयोग और निस्तारण कार्य में शामिल हैं. ये समूह ठोस और तरल अपशिष्ट प्रबंधन के क्षेत्र में काम कर रहे हैं.

मध्य प्रदेश के 25 वार्डों में चल रहा ‘बर्तन बैंक'
मध्य प्रदेश के भोपाल में महिलाएं शहर की स्वच्छता और वेस्ट सेग्रीगेशन में अग्रणी भूमिका निभा रही हैं. एक पहल के अंतर्गत 250 महिलाओं के ब्रांड एंबेसडर समूह और भोपाल नगर निगम के बीच आपसी सहयोग शामिल किए गए हैं. इन समूहों व निगम के संयुक्त प्रयास यह सुनिश्चित करते हैं कि सभी कार्यक्रम ‘जीरो वेस्ट' और बेहतर ‘वेस्ट मैनेजमेंट' के तहत आयोजित किए जाएं. समूह के सदस्य सिंगल-यूज प्लास्टिक का इस्तेमाल खत्म करने के लिए 25 वार्डों में ‘बर्तन बैंक' चला रहे हैं. 60 महिलाओं का एक ‘स्वच्छता किट्टी समूह' बनाया गया है, जो शहर की स्वच्छता में सक्रिय रूप से योगदान दे रहा है. समूह के सभी सदस्य 100 रुपये मासिक योगदान देकर स्वच्छता व्यवस्थाएं बेहतर बनाने के उद्देश्य से सामुदायिक गतिविधियों में सक्रिय भागीदारी निभाते हैं.

दिल्ली में पीवीआर नेस्ट का 'गरिमा गृह'
दिल्ली नगर निगम के साथ मिलकर पीवीआर नेस्ट ने झुग्गियों में महिलाओं, बच्चों और वंचित वर्गों को समर्पित ‘गरिमा गृह' शुरू किया. यह महज एक शौचालय सुविधा नहीं है, बल्कि यहां महिलाओं के लिए तमाम तरह की विशेष सुविधाएं हैं. यहां सैनिटरी नैपकिन वेंडिंग मशीनों के साथ सैनिटरी वेस्ट खत्म करने के लिए इंसिनरेटर्स लगे हुए हैं. महिलाओं के लिए यहां चेंजिंग रूम, फीडिंग रूम और बाथरूम भी हैं. इतना ही नहीं, यहां पूरी तरह महिलाओं द्वारा संचालित कॉमन सर्विस सेंटर, ‘जन सेवा केंद्र' भी है, जो आमजनों को डिजिटल सेवाएं प्रदान कर रहा है. साथ ही ‘वुमन एम्पॉवरमेंट सेंटर' है, जहां प्रशिक्षित महिलाएं सभी नई सदस्यों को आजीविका अर्जित करने के लिए जरूरी कौशल सिखा रही हैं.

मेघालय में‘वेस्ट टु कंपोस्ट'को तहत हो रहा काम
मेघालय की राजधानी शिलॉन्ग में इयनेहस्केम नामक महिला स्वयं सहायता समूह ‘वेस्ट टु कंपोस्ट' के तहत काम कर रहा है. यहां शहर की कॉलोनियों से निकलने वाले गीले कचरे को एक जगह एकत्रित करके खाद बनाने के अनुकरणीय मॉडल पर काम हो रहा है. ये महिलाएं खुशी-खुशी खाद बनाने का काम कर रही हैं और एकता और सहयोग की भावना के चलते उन्हें ‘मैरी मेडेन्स ऑफ मार्टेन' के रूप में जाना जाता है. शिलॉन्ग नगर बोर्ड ने महिलाओं के पुनर्वास के लिए एक योजना पर काम किया, जिसके तहत कचरा बीनने वाली महिलाओं को आजीविका बढ़ाने के उद्देश्य से प्रशिक्षण दिया गया.

उत्तराखंड में बनी 'बैंणी सेना'
'बैंणी सेना' का अर्थ है ‘बहनों की सेना', यह पहल उत्तराखंड में ठोस अपशिष्ट कार्यों के पर्यवेक्षण के लिए राष्ट्रीय शहरी आजीविका मिशन के तहत की गई है, जिसके अंतर्गत एक सशक्त महिला स्वयं सहायता समूह का गठन किया गया है. सेना का नाम विशेष पहचान, टीम वर्क और अनुसाशन के तहत स्वच्छता की निगरानी संबंधी काम को देखते हुए दिया गया है. एक वार्ड में एक समूह काम कर रहा है और 57 समूहों में कुल 570 सदस्य हैं, जो कि हर महीने अपने कार्यक्षेत्र का निरीक्षण करती हैं. निगम और नागरिकों के बीच संचार और उनसे जुड़कर स्वच्छता सेवाओं की निगरानी, जागरूकता कार्यक्रम चलाना और शिकायतें मिलने पर गुणवत्ता में सुधार कराना 'बैंणी सेना' का काम है. इसके अलावा उपयोगकर्ता शुल्क की वसूली समेत वॉट्सऐप के माध्यम से निगम प्रशासन और पर्यावरण मित्रों के बीच समन्वय स्थापित करना भी 'बैंणी सेना' की जिम्मेदारी है, जिसे वे बखूबी निभा रही हैं.

"नागरिकों को सरकार के फैसले की आलोचना करने का अधिकार" : सुप्रीम कोर्ट

सुप्रीम कोर्ट ने सरकार के फैसले के विरोध और पाकिस्तान के स्वतंत्रता दिवस के अवसर पर शुभकामना देने के मामले पर सुनवाई करते हुए बड़ी टिप्पणी की. अदालत ने कहा कि 5 अगस्त को, जिस दिन जम्मू-कश्मीर से अनुच्छेद 370 को निरस्त किया गया था, इसे "काला दिवस" ​​के रूप में बताना  विरोध और पीड़ा की अभिव्यक्ति है.  और यदि राज्य के कार्यों की हर आलोचना का विरोध किया जाना सही है नही है. सरकार की आलोचना को धारा 153-ए के तहत अपराध माने जाने पर लोकतंत्र, जो संविधान की एक अनिवार्य विशेषता है, जीवित नहीं रहेगा.

अदालत ने यह भी कहा है कि पाकिस्तान के लोगों को स्वतंत्रता दिवस की शुभकामनाएं देना एक सद्भावना संकेत है और इसे विभिन्न धार्मिक समूहों के बीच वैमनस्य या शत्रुता, घृणा या दुर्भावना की भावना पैदा करने वाला नहीं कहा जा सकता है. क्योंकि ऐसा करने वाला व्यक्ति विशेष धर्म का था.

सुप्रीम कोर्ट ने क्या कहा? 
जस्टिस अभय एस ओका और जस्टिस उज्जल भुइयां की पीठ ने कहा कि ऐसे मामलों में लागू किया जाने वाला परीक्षण कमजोर दिमाग वाले कुछ व्यक्तियों पर शब्दों का प्रभाव नहीं है जो हर शत्रुतापूर्ण दृष्टिकोण में खतरा देखते हैं. परीक्षण उचित लोगों पर कथनों के सामान्य प्रभाव का है जो संख्या में महत्वपूर्ण हैं. पीठ ने असहमति के अधिकार को जोड़ते हुए कहा कि केवल इसलिए कि कुछ व्यक्तियों में नफरत या दुर्भावना विकसित हो सकती है. यह आईपीसी की धारा 153-ए की उप-धारा (1) के खंड (ए) को आकर्षित करने के लिए पर्याप्त नहीं होगा. वैध तरीके को संविधान के अनुच्छेद 21 द्वारा गारंटीकृत सम्मानजनक और सार्थक जीवन जीने के अधिकार का एक हिस्सा माना जाना चाहिए.

अपीलकर्ता ने सभी सीमाओं को नहीं पार किया है: अदालत
सुप्रीम कोर्ट ने कहा कि विरोध या असहमति लोकतांत्रिक व्यवस्था में अनुमत तरीकों के चार कोनों के भीतर होनी चाहिए. यह अनुच्छेद 19 के खंड (2) के अनुसार लगाए गए उचित प्रतिबंधों के अधीन है. वर्तमान मामले में, अपीलकर्ता ने ऐसा नहीं किया है कि सभी  सीमा पार कर ली.

अदालत ने महाराष्ट्र के कोल्हापुर कॉलेज में कार्यरत कश्मीरी मुस्लिम प्रोफेसर जावेद अहमद हाजम के खिलाफ एक ग्रुप में व्हाट्सएप स्टेटस डालने के आरोप में '5 अगस्त को जम्मू-कश्मीर के लिए काला दिन' कहने और 14 अगस्त को पाकिस्तान का स्वतंत्रता दिवस मनाने के आरोप में दर्ज आपराधिक मामला रद्द कर दिया.

पुलिस मशीनरी को संविधान की जानकारी देने की जरूरत: SC
अपने फैसले में, पीठ ने कहा कि अब समय आ गया है कि हम अपनी पुलिस मशीनरी को संविधान के अनुच्छेद 19(1)(ए) द्वारा गारंटीकृत  बोलने और अभिव्यक्ति की स्वतंत्रता की अवधारणा और उन पर उचित संयम की सीमा के बारे में बताएं.  इसमें कहा गया है कि उन्हें हमारे संविधान में निहित लोकतांत्रिक मूल्यों के बारे में संवेदनशील बनाया जाना चाहिए. अदालत ने स्पष्ट रूप से कहा कि आरोपी का इरादा भारत के संविधान के अनुच्छेद 370 को निरस्त करने की कार्रवाई की आलोचना करना था. यह संविधान के अनुच्छेद 370 को निरस्त करने के फैसले और उस फैसले के आधार पर उठाए गए आगे के कदमों के खिलाफ अपीलकर्ता का एक साधारण विरोध है.

भारत का संविधान अभिव्यक्ति की स्वतंत्रता की गारंटी देता है: SC
भारत का संविधान, अनुच्छेद 19(1)(ए) के तहत  बोलने और अभिव्यक्ति की स्वतंत्रता की गारंटी देता है.  उक्त गारंटी के तहत, प्रत्येक नागरिक को अनुच्छेद 370 को निरस्त करने की कार्रवाई या, उस मामले में, राज्य के हर फैसले की आलोचना करने का अधिकार है. उन्हें यह कहने का अधिकार है कि वह राज्य के किसी भी फैसले से नाखुश हैं.यह उनके व्यक्तिगत दृष्टिकोण की अभिव्यक्ति है और संविधान के अनुच्छेद 370 को निरस्त करने पर उनकी प्रतिक्रिया है. यह ऐसा कुछ करने के इरादे को नहीं दर्शाता है जो धारा 153-ए के तहत निषिद्ध है. सबसे अच्छा, यह एक विरोध है, जो है अनुच्छेद 19(1)(ए) द्वारा गारंटीकृत  बोलने और अभिव्यक्ति की स्वतंत्रता का एक हिस्सा है.

सरकार के फैसले की आलोचना करने का अधिकार है: सुप्रीम कोर्ट
भारत के प्रत्येक नागरिक को अनुच्छेद 370 को निरस्त करने और जम्मू और कश्मीर की स्थिति में बदलाव की कार्रवाई की आलोचना करने का अधिकार है. मामले में, बॉम्बे हाईकोर्ट ने एफआईआर रद्द करने की  की याचिका को खारिज कर दिया था  और कहा कि लोगों के एक समूह की भावनाओं को भड़काने की संभावना से इनकार नहीं किया जा सकता है. यह देखते हुए कि अपीलकर्ता के कॉलेज के शिक्षक, छात्र और माता-पिता व्हाट्सएप ग्रुप के सदस्य थे. पीठ ने कहा, हम कमजोर और अस्थिर दिमाग वाले लोगों के मानकों को लागू नहीं कर सकते.हमारा देश 75 वर्षों से अधिक समय से एक लोकतांत्रिक गणराज्य रहा है.

अदालत ने कहा कि हमारे देश के लोग लोकतांत्रिक मूल्यों के महत्व को जानते है.  इसलिए, यह निष्कर्ष निकालना संभव नहीं है कि ये शब्द विभिन्न धार्मिक समूहों के बीच वैमनस्य या शत्रुता, घृणा या दुर्भावना की भावनाओं को बढ़ावा देंगे .  - "चांद" और उसके नीचे "14 अगस्त-हैप्पी इंडिपेंडेंस डे पाकिस्तान" शब्द वाली तस्वीर को बाहर करने के आरोप के संबंध में  पीठ ने कहा कि यह धारा 153-ए की उपधारा (1) के खंड (ए) को आकर्षित नहीं करेगा.  प्रत्येक नागरिक को अपने संबंधित स्वतंत्रता दिवस पर अन्य देशों के नागरिकों को शुभकामनाएं देने का अधिकार है

INLD Leader's Murder Probe Handed Over To CBI: Haryana Minister

Haryana Home Minister Anil Vij on Wednesday said the case of INLD leader Nafe Singh Rathee's killing has been transferred to the CBI by the state government.

"In the INLD leader's murder case, our police have been taking action and two accused were arrested," he said.

The Haryana home minister said that last month he had assured the state Assembly that the murder case would be handed over to the central probe agency. "And we have transferred the case to the CBI," he said.

Nafe Singh Rathee and Indian National Lok Dal (INLD) worker Jai Kishan were killed after multiple rounds were fired on their vehicle in Bahadurgarh in the state's Jhajjar district on February 25.

Two men were arrested from Goa in a joint operation by the Haryana Police's Special Task Force, the district police and the Delhi Police's Special Cell in connection with the killing. According to the police, a handler based abroad was giving the duo directions.

Meanwhile, Anil Vij, who is also the state's health minister, was also asked about five people recently falling sick after having a mouth freshener which allegedly had dry ice mixed in it, he said the officials concerned have been directed to investigate the matter thoroughly.

Samples have been collected and the case will be thoroughly investigated. Action will be taken after the report is received, Anil Vij added.

Ex Mayawati Party MP Dhananjay Singh Convicted In Kidnapping Case

A local court here on Tuesday held former MP Dhananjay Singh and one other guilty of kidnapping 'Namami Gange' project manager Abhinav Singhal, demanding extortion, abusing and threatening him.

Additional Sessions Judge Sharad Kumar Tripathi, after hearing both the factions, held Singh and his associate Santosh Vikram guilty in the matter. The punishment will be decided on Wednesday.

Both Dhananjay Singh and his associate have been sent to judicial custody.

Giving details of the case, District Government Counsel (Criminal) Satish Pandey said that Muzaffarnagar resident Abhinav Singhal had filed a case against Dhananjay Singh and his partner Vikram on May 10, 2020, at Linebazar police station under sections of kidnapping, extortion, conspiracy and others.

It was alleged that Vikram, along with two associates, kidnapped Singhal and took him to the residence of the former MP where Dhananjay Singh came with a pistol and abused him and pressurised him to supply low quality material. On refusal, he threatened and demanded extortion, it was alleged.

The former MP was arrested in this case and later got bail from the Allahabad High Court, Pandey said.

Dhananjay Singh, who served as the Member of Parliament in the 15th Lok Sabha from 2009 to 2014 as a Bahujan Samaj Party (BSP) member, is described as 'Purvanchal Bahubali'.

In 2011, BSP president Mayawati had expelled him from the party on charges of anti-party activities.

Presently with the Janata Dal (United), Dhananjay Singh had recently through a post on 'X' indicated his plans of contesting the coming Lok Sabha elections from Jaunpur seat.

He had won the election for the first time in 2002 from the Rari Assembly seat as an independent candidate.

Dentist Poisons Teen Daughters, Then Dies By Suicide In Jharkhand: Police

A 40-year-old dental surgeon died by suicide after poisoning his two minor daughters in Jharkhand's Hazaribag district on Monday afternoon, police said.

The exact cause has not yet been established, but family feud is suspected to be a reason, a police officer said.

Raj Kumar fatally slit his wrist veins after poisoning his two daughters, identified as Anvi Raj (8) and Adhya Raj (5), to death in Bishnu Puri locality under Hazaribag Sadar police station, the officer said.

Raj Kumar's clinic was situated in the busy Nawabganj locality of Hazaribag town.

Raj Kumar's wife Chandani Devi (35), along with her three children, including their three-year-old son Ranjeet, had gone to her parents' place to attend a family function when the doctor arrived there in Kumhartoli area of the town, police said.

According to the relatives of the victim, the doctor picked up his two daughters on his scooter under the pretext of purchasing gifts for them as they had performed well in their school examinations, the results of which were declared on Monday.

However, he took them to their residence and broke open the door as the keys were with his wife. He then forced his two daughters to consume poison and slit his wrist veins with a sharp weapon, police said.

All three were rushed to Sheikh Bhikhari Medical College, Hazaribag, after local residents informed family members and police.

However, they all succumbed soon after admission to the hospital, police added.

SP Arvind Kumar Singh confirmed it was a case of murder-suicide.

The SP said he has directed police, including the SDPO (HQ), to probe the incident. The bodies have been sent for post-mortem examination, he added.

Each Rajasthan BJP Candidate Will Win By Over 5 Lakh Votes: Chief Minister

The BJP won all 25 Lok Sabha seats in Rajasthan for two consecutive times and each party candidate will go to Parliament with a margin of five lakh votes this time, Chief Minister Bhajan Lal Sharma said.

60% of the tickets for the Lok Sabha elections have been finalised and the remaining tickets will be decided upon soon, he said.

Mr Sharma, addressing an event to mark the departure of LED raths for the 'Viksit Bharat Sankalp Patra', said the party is sending LED raths to collect suggestions from people for the party's election manifesto. A similar move was carried out ahead of the latest assembly election in the state, he said.

"Just as we had prepared a 'sankalp patra' (manifesto) by taking suggestions from the general public for the assembly election, and we are trying to fulfil those promises, we are sending raths now for the Lok Sabha elections," he said.

The BJP has become the biggest party not just in the country but in the world because of the hard work of its workers, he said.

"Prime Minister Narendra Modi, by listening to the workers, is working through villages, booths, and mandals and fulfilling the needs of the people," he said.

BJP State President CP Joshi said the party is in the process of preparing a manifesto based on suggestions of the common people.

After the event, the Chief Minister participated in the party's core committee meeting where the upcoming Lok Sabha polls were discussed.

Besides him and CP Joshi, former Rajasthan Chief Minister Vasundhara Raje, current Deputy Chief Minister Diya Kumari, former party state president Satish Poonia, and party leader Rajendra Rathod were present in the meeting.
