"Alarming": Himanta Biswa Sarma On Rohingya Infiltration

Infiltration by Rohingyas from Bangladesh through Assam's Karimganj district is 'alarming' and a threat to national security, Chief Minister Himanta Biswa Sarma said on Saturday.

There is a network of brokers who bring the Rohingyas into Tripura, from there to Karimganj in Assam and then the rest of the country, the chief minister said while addressing a press conference at the conclusion of the two-day conference of superintendents of police in Bongaigaon.

''Five police teams from Assam are currently in Tripura and working with the state government to act against the brokers,'' he said.

The situation is alarming and anyone entering the country illegally without valid papers is a threat to the security of the country, Mr Sarma added.

''We have already informed the Centre and sought help from central agencies along with the cooperation of the Tripura government'', he added.

The Rohingyas do not stay in Assam but move to other parts of the country, he added.

''We, however, adopted the strategy to push them back and not arrest them as they will then take bail and try to become citizens of the country'', Mr Sarma said.

In his address to the SPs on Friday, the chief minister had said that Assam is now being used as a corridor by the Rohingyas to go to Delhi or Kashmir and the DGP has already taken some steps in this direction while the Karimganj SP has been asked to step up vigil along with necessary measures to stop infiltration.

All the three districts in Barak Valley must remain active and proactive steps must be taken to prevent Rohingya infiltrators, smugglers and insurgents from using the state as a corridor for transit to other states, he said.

He also called for increasing intelligence in all railway stations from Barak Valley to the western border of Assam, so that the Rohingyas are intercepted and decisive action is taken against them.

Referring to the banned ULFA (Independent), the chief minister said the doors for talks is always open for the outfit.

When ULFA(I) chief Paresh Barua had left the country more than three decades ago to launch the movement, the situation was very different, he said.

''We were all very angry then as we had to agitate for everything that the state needed as the then government did nothing for us. The situation is very different now as we are getting so many projects even without asking. If Barua comes and stays in Assam for seven days now, he will realise the change'', Mr Sarma added.

Asked about the Al Qaeda in Indian Subcontinent (AQIS), the chief minister said the issue was not discussed at the convention as it was being coordinated with the central agencies.

''Assam is a potential place for their modules which we are neutralising from time to time and will continue to do so'', he added.

"Mere Show-Off": BJP Slams Opposition's Manipur Visit Amid Ethnic Clashes

The opposition is "staging a drama" while the Centre is trying to restore normalcy, the BJP's National General Secretary, Tarun Chugh, said, slamming the Opposition delegation that visited Manipur.

"This is mere show-off... PM Modi's government is trying to heal the wounds of people in Manipur but the Opposition is simply staging a drama," Tarun Chugh told news agency ANI.

Earlier in the day, multiple teams of the Opposition delegation visited relief camps in Manipur's Churachandpur district.

The leaders slammed the Centre for not sending a delegation and said that their visit is just a way of providing some "psychological healing" to the people in distress.

Those staying in relief camps are all very scared, Congress MP Adhir Ranjan Chowdhury said after visiting a camp.

The Opposition leaders will accompany Prime Minister Narendra Modi if he visits Manipur with an 'all-party delegation', he added.

Trinamool Congress MP Sushmita Dev slammed the BJP and said instead of the Opposition, the Centre should have sent a delegation to the ethnic strife-hit state.

Notably, the viral video from the state of two women being paraded naked triggered a war of words and raised concerns over the situation in the state, which is witnessing ethnic clashes since May 3.

The 21-member opposition delegation arrived in Manipur on Saturday for their two-day visit. The leaders said the purpose of their visit is to "represent the demands of the people".

Earlier in the day, Manipur Governor Anusuiya Uikey urged the visiting INDIA leaders to contribute to the restoration of peace and order in the state.

She also called on all parties and stakeholders help put the state back on track.

The leaders of the visiting delegation said they will refrain from raising any political issues during their visit and would simply focus on getting a sense of the situation on the ground.

Himachal Hotel Association Announces 50% Discount Post Monsoon Fury

With Himachal Pradesh's hotel occupancy rate at almost zero per cent after the recent monsoon fury, the hotel association has announced a 50 per cent discount on room tariffs to woo back tourists and a minister said it was "safe" to travel to the state now.

The tourism industry was recovering after the COVID-19 pandemic and recorded one crore six thousand tourist footfalls in the first half of 2023, but the havoc wreaked by heavy rains and floods during the month of July resulted in negligible tourist footfall and thousands of bookings were cancelled.

The monsoon is a lean tourist season and occupancy rate falls to 30 to 40 per cent but this time hotels are empty. Not only private hotels are offering huge discounts, the Himachal Pradesh Tourism Development Corporation has also announced a 50 per cent discount on room rents till September 15.

The hotel industry has announced a 50 per cent discount to tourists and roads are being restored and there is nothing to worry, Federation of Himachal Hotels and Restaurant Associations president Ashwani Bamba told PTI on Saturday.

"We are hoping that the tourist inflow will gradually increase by September." In a video released here on Saturday, Public Works Minister Vikramaditya Singh said that the situation is becoming normal and Himachal is safe to travel now.

"I assure tourists that things are coming back to normal and Himachal Pradesh is safe to travel now. You can come to enjoy the natural beauty of the state and the government would make all efforts to ensure that your stay is safe and all facilities are provided to you," he said in a video.

The state government had safely evacuated about 75,000 tourists from different parts of the state recently.

Videos of landslides blocking roads, tourists stranded, floods damaging buildings, sweeping vehicles and roads caving in causing enormous damage to life and property had gone viral since July 9 and as a result the tourists are apprehensive to travel to the hill state during the ongoing monsoon.

So far, 184 persons have died in rain-related incidents and road accidents since June 24 when the monsoon hit the state.

Thirty-three people are missing as per the state emergency response centre.

Mother Of Woman Stripped In Manipur Wants To See Bodies Of Son, Husband

The mother of one of the two women paraded naked by a mob in Manipur on May 4 urged the MPs of opposition coalition INDIA to help her see the bodies of her husband and son, who were also killed on that day.

A delegation of 21 MPs from the opposition bloc is on a two-day visit to the state, and meeting people affected by the violence.

When Trinamool Congress MP Sushmita Dev and DMK MP Kanimozhi met the mother of one of the victims, she urged them to help her at least see the bodies of her son and husband.

She also told the two leaders the situation is such that Kukis and Meteis, the two warring communities, cannot live together anymore.

"Her daughter was raped, and her husband and son were killed by the mob in the presence of Manipur Police but till today, not a single police officer has been suspended," Ms Dev told PTI-Video.

"They have got a huge shock. They are saying that there was a mob of more than 1,000 people, and they have made a specific demand, which I will raise with the governor," she said.

The girl alleged that she was raped in front of the police, but nothing was done to help her, she added.

Ms Dev claimed that the girl is scared of the police now. "If a victim does not trust the police anymore then it is a constitutional crisis." Kanimozhi said the victim's father served in the Army and protected the nation, but could not protect his family.

"It is so sad to see a woman whose daughter was raped. She lost her husband and her son on the same day and there is no justice for them," she said.

The viral video of the May 4 incident renewed the national attention on Manipur, where violence broke out nearly three months ago, killing over 160 people since then, and injuring hundreds.

The violence erupted on May 3 after a 'Tribal Solidarity March' was organised in the hill districts to protest against the Meitei community's demand for Scheduled Tribe (ST) status.

Meiteis account for about 53 per cent of Manipur's population and live mostly in the Imphal Valley, while tribals, which include Nagas and Kukis, constitute 40 per cent and reside mainly in the hill districts.

Non-Bailable Warrant Against UP BJP Leader In Sexual Abuse Case

A non-bailable warrant has been issued against a local BJP leader in a case of sexual abuse of a 17-year-old girl in Meerut in Uttar Pradesh, police said on Saturday.

According to the police, the teenaged girl, working in the office of advocate Ramesh Chand Gupta, has alleged that she was sexually abused by Gupta, his relative and BJP metropolitan unit general secretary Arvind Gupta Marwari, and Uttar Pradesh Consumer Cooperative Union Sanjeev Goyal Sikka.

Advocate Gupta was arrested on June 21 in the case.

A special court under the Protection of Children from Sexual Offences (POCSO) Act issued the non-bailable warrant (NBW) against BJP leader Arvind Gupta Marwari, Daurala police station SHO Sanjay Sharma said.

Samajwadi Party president Akhilesh Yadav targeted the BJP-led government in Uttar Pradesh over the issuance of NBW against the party leader.

"The news coming from Meerut is enough for the BJP government to hang its head in shame. In a case of sexual abuse of a minor girl, BJP's Meerut city unit general secretary Arvind Gupta Marwari has been made an accused," Mr Yadav said, according to a statement issued by the opposition party.

Giving details of the case, the police said a video surfaced purportedly showing advocate Gupta abusing a girl.

After the video surfaced, the 17-year-old girl went missing under suspicious circumstances and a missing person case was lodged by her brother on May 27.

She was recovered safely on June 15.

When she was presented before a court on June 16, she levelled charges of sexual abuse against advocate Gupta, the BJP leader and Sikka, police said.

Subsequently, the advocate and the BJP leader were charged for rape.

Though the advocate was arrested, the BJP leader is on the run.

Senior Superintendent of Police (SSP) Rohit Singh Sajwan said that after the issuance of NBW, all possible places are being raided for Arvind Gupta Marwari's arrest.

He will be arrested soon and produced before the court, the SSP said.

On the allegation against the Uttar Pradesh Consumer Cooperative Union chief, the SSP said he was accused of molestation and the matter is being investigated.

BJP Metropolitan president Mukesh Singhal said they have sought approval from the state leadership for action against Arvind Gupta Marwari.

Police Case Against Tuition Teacher For Showing Obscene Video To Minor

Police have registered a case against a tutor for allegedly assaulting a 15-year-old girl and showing obscene videos to her, police said on Friday.

The girl used to take tuition from the accused at his home, they said.

For past some time, the accused used to show obscene videos to the girl student coming to his home for tuition. Sometimes, he also assaulted her, they said.

Initially, the girl did not tell anyone about her ordeal as the accused had threatened her with dire consequences. A few days later, however, she disclosed the matter to her family and stopped going to classes.

On Thursday, she finally reported the matter to police.

Taking cognizance of the matter, police have started an investigation by registering a case against the teacher under the POCSO Act and other provisions of the law.

According to the police, the girl studies in Class 11 at a private school in Ambala Cantonment.

Indian-Origin Man In UK Convicted Of Killing Friend Over Drugs

An Indian-origin man, described by UK police as a “dangerous” individual, has been convicted of the murder of a former friend due to a feud over drugs worth around 5,000 pounds.

Amraj Poonia, 27, from Horley in south-east England, was found guilty of murder at a trial at the Old Bailey court in London on Thursday.

He had already pleaded guilty to perverting the course of justice, a charge his 26-year-old brother Raneel Poonia was found guilty of at the end of the trial.

The Metropolitan Police said their four-year-long extensive and detailed police investigation into the murder of Mohammed Shah Subhani, 27, dates back to when he was murdered in west London and his body was eventually recovered in a woodland in December 2019.

“We have achieved justice for Shah, his family, and his partner by securing these convictions against the man responsible for his cowardly murder and those who helped to dispose of his body,” said Detective Chief Inspector Vicky Tunstall.

“Amraj Poonia is a dangerous individual and I have no doubt that the streets of west London are far safer now he, and his accomplices, have been convicted – I hope that this outcome and the diligent investigation that led to their conviction improves the trust that communities can have in the Metropolitan Police,” she said.

“This has been a terrible ordeal for his family and, by listening to the evidence presented within the trial of his murder and disposal, they have been exposed to detail that no family should ever have to know about their loved ones,” she added.

The trial was told how the murder of Mr Shah was carried out behind the doors of the Poonia family plumbing business on an industrial estate in Hounslow, west London, in May 2019.

Mr Shah had been asked to look after a large amount of cannabis (5kg) on behalf of a local drug dealer and had given some of the drugs – around 1 kg with a street value of approximately 5,000 pounds – to his friend at the time Amraj Poonia to look after. But the latter stole the drugs instead and staged a “theft” of them from a car as a cover for this.

These missing drugs left Mr Shah in debt to the local drug dealer and, believing Poonia to be responsible, caused increasing animosity between the duo, and threats of retribution were made.

Mr Shah was said to have been murdered on May 7, 2019, shortly after entering Poonia's plumbing business. Shah's body was later kept in the boot of a car in an unknown location within Hounslow whilst Amraj Poonia and his associates planned on where and how to dispose of it, the Met Police said.

Officers conducted an extensive forensic search of the plumbing business and small samples of blood were located. These were later matched and confirmed to be that of Shah and the investigation was passed to a Homicide team of the Met's Specialist Crime Command. The body was ultimately recovered from a rural woodland near Beaconsfield, south-east England.

“He was kind, he was helpful, and he was courageous. He was an amazing son, an amazing brother, an amazing partner and was an amazing uncle at the time. And I know had his daughter met him and known him, she would say I have the best dad ever,” Shah's sister, Iqra, said in a tribute to her late brother.

Amraj Poonia claimed that he, and he alone, had killed Mr Shah and that this had been in self-defence. However, after hearing all of the evidence the jury found him guilty of Shah's murder, dismissing his self-defence argument.

Besides his brother Raneel, associates Mohanad Riad, 23, and Mahamud Ismail, 26, were also found guilty of perverting the course of justice. All four men will be sentenced at the Old Bailey court in London at a later date.

"India Indispensable Partner To Achieve Free, Open Indo-Pacific": Japan

India is an "indispensable" partner in achieving a free and open Indo-Pacific and Japan intends to deepen cooperation with New Delhi in all areas to expand the special strategic and global partnership between the two sides, Japanese foreign minister Yoshimasa Hayashi said on Friday.

Complimenting India's focus on the Global South, he said the call for upholding the free and rules-based international order may sound like a mere slogan unless there was adequate commitment to address the challenges facing the developing countries.

The Japanese foreign minister was speaking at the India-Japan Forum, convened by Ananta Centre and the Ministry of External Affairs (MEA).

In his remarks at the event, External Affairs Minister S Jaishankar elaborated on Japan's support to various sectors in India and identified the semiconductor sector as one of the potential areas for cooperation.

"I think Japan has truly unleashed a number of revolutions in this country. There is the Maruti revolution where it wasn't just the Suzuki car coming in, it wasn't only about a car coming in, it was a way actually for the entire lifestyle, it was a thinking, it was an industrial culture which got changed," he said.

"The second revolution was the metro revolution. I think it's had a very profound impact on the urban infrastructure of India," Mr Jaishankar said.

"The third revolution is in the making, which is the high-speed rail. So I think when we complete that project, people will see in India what an enormous ripple impact it has," he said, referring to the bullet train project that would link Mumbai and Ahmedabad.

The fourth revolution, Mr Jaishankar said, would be the cooperation in emerging and critical technologies and the semiconductor sphere.

"I do believe that there is a huge potential for us to work on. And if you put them all cumulatively, I think Japan's had a very powerful impact actually on manufacturing in India, on our urbanisation process, on the organisation of logistics in this country," he said.

In responding to a question on the threat of terrorism, Mr Jaishankar said it is important to address the "root causes and root countries' '.

To another query on India's options to collaborate with Japan in case of a possible war in the Taiwan Strait as the strength of the partnership will be tested in such a difficult time, Mr Jaishankar said he disagreed with the question.

"I think it is actually peacetime cooperation which is when you are tested because if you do not work everyday to build a relationship and to put in place capabilities and comfort and structures, then when something more severe comes...If I cannot handle a good day, how will I handle a difficult day," he said.

"I would say, for us, really the challenge is that we work everyday in every possible way to strengthen our cooperation -- whether it is in economics, whether it is supply chains, whether it is digital domain, critical technologies and also maritime security," he said.

"If you do all of this, I would say you are contributing to the strengthening of peace, stability and security. So many of the worst fears do not happen if you actually work ahead of it," he added.

Asked what kind of support Japan would extend to India in case of a conflict in the Indo-Pacific or at the India-China border, Hayashi referred to increasing engagement between Tokyo and New Delhi in the defence domain and suggested that such a cooperation will help in dealing with any possible future challenge.

In his opening remarks, Hayashi said there has been progress on India-Japan initiatives in new sectors such as cyber and space, adding discussions toward the realisation of "substantial cooperation" in the areas of defence equipment and technology are underway.

"At a time when there are many pressing challenges including Russia's aggression against Ukraine, Japan and India fully share the necessity to lead the world to cooperation, rather than to division and confrontation," Hayashi said in presence of External Affairs Minister S Jaishankar.

"The free and open international order based on the rule of law is the key to realising such a world," he said, in comments that came against the backdrop of the Russian invasion of Ukraine and China's growing military muscle-flexing in the Indo-Pacific.

Elaborating on the concept, Mr Hayashi said "free" means each country is free to make decisions based on its own sovereignty and "open" means respect for principles including inclusiveness, openness, and diversity.

"It is vital that we refrain from imposing values or excluding certain countries. This concept is especially crucial for smaller countries. In coordination with India, Japan intends to materialize such a concept through realising a 'Free and Open Indo-Pacific' or FOIP," he said.

In March this year, Japanese Prime Minister Fumio Kishida announced Tokyo's new plan for FOIP in New Delhi.

"This fact itself is a reflection of the critical importance Japan places on India, as your nation is an indispensable partner in achieving FOIP, a Free and Open Indo-Pacific," Mr Hayashi said.

Referring to the G7 summit in Hiroshima in May, he said the leaders of the grouping and invited countries including India and Ukraine agreed that unilateral attempts to change the status quo by force cannot be tolerated anywhere in the world.

The Japanese foreign minister said Japan's FOIP makes it clear that South Asia is one of the key regions.

On India's G-20 presidency, Mr Hayashi said Tokyo is very much eager to continue working hand-in-hand with India towards the success of the New Delhi summit of the grouping in September.

"The theme of India's G20 presidency is 'One Earth -- One Family -- One Future'. Prime Minister Modi, in explaining the meaning of this theme, stated that we need to break away from zero-sum thinking, and called for harmony among humankind as well as with planet earth," he said.

"The meaning of G20's theme is in line with the principles of Japan's FOIP, which strives for fostering cooperation at a time of deepening division and confrontation," he noted.

"We look forward to continuing to work side by side with India in the spirit of harmony and cooperation for a better future of the region and beyond," he said.

Delving into bilateral economic engagement, he said Japan has been encouraging Japanese companies to increase investment in India.

"For example, Prime Minister Kishida set the 5-trillion-yen target of public and private investment and financing from Japan to India in the next five years from 2022," he said.

"At the same time, we will work together with the Indian government to effectively address the difficulties that Japanese companies face in the Indian market," he added.

Mr Hayashi also talked about Japan revising its 'Development Cooperation Charter' last month that he said is Tokyo's basic document on development cooperation.

"The new charter will enable Japan to better address development challenges we face including food and energy, climate change, and digital transformation," he said.

"Under this revised charter, we will continue to undertake efforts to build quality infrastructure in India including high-speed rail and urban transportation," he said.

On the high-speed Indo-Japan bullet train project between Mumbai and Ahmedabad, Hayashi said it is expected to improve the efficiency of transportation as well as promote economic development.

"We truly hope that the completion of this high-speed rail will enable India to achieve further economic growth," he said.

बस में महिला का पहली सवारी के रूप में चढ़ना अपशकुन! आयोग की लताड़ पर अब होगी कार्रवाई

ओडिशा राज्य महिला आयोग (OSCW) ने भेदभाव को बढ़ावा देने वाले अंधविश्वास को दूर करने के लक्ष्य से राज्य परिवहन विभाग को यह आदेश जारी करने के लिए कहा है कि महिला अगर बस में सवार होने वाली पहली यात्री है तो उसे ना रोका जाए. 

महिला आयोग द्वारा किए गए अनुरोध पर ओडिशा के राज्य परिवहन प्राधिकरण (STA) ने शुक्रवार को सभी क्षेत्रीय परिवहन अधिकारियों को ऐसी बसों के मालिकों के विरुद्ध कार्रवाई करने का निर्देश दिया जो महिलाओं को बसों में बतौर पहली यात्री सवार नहीं होने देते.

एसटीए ने सभी अधिकारियों को पत्र में लिखा, ''राज्य में नियमित तौर पर बसों की जांच करें और जब भी ऐसे किसी बस मालिक या सहचालक का पता चले जो बस में महिलाओं को पहले यात्री के रूप में सवार नहीं होने देते तो उनके खिलाफ मोटर वाहन अधिनियम, 1988 की धारा 192ए के तहत चालान काटें.''

महिला आयोग का परिवहन विभाग को आदेश एक याचिका के निस्तारण पर आया है जिसमें आरोप लगाया गया है कि बस के कर्मचारी महिला यात्रियों को बतौर पहले यात्री के रूप में सवार होने से रोकते हैं क्योंकि वे इसे अपशगुन मानते हैं.

आयोग ने पाया कि यह अतार्किक और भेदभावपूर्ण प्रथा इस अंधविश्वास से उपजी है कि यदि वाहन में सबसे पहले यात्री के तौर पर कोई महिला सवार होती है तो वाहन दुर्घटनाग्रस्त हो सकता है या दिन में व्यापार में घाटा हो सकता है.

सोनपुर के सामाजिक कार्यकर्ता घासीराम पांडा ने महिला आयोग को अर्जी दी थी जिसमें एक महिला यात्री को कथित रूप से भुवनेश्वर के बारामुंडा बस स्टैंड पर पहली यात्री के तौर पर बस में चढ़ने से रोके जाने का उल्लेख किया गया था.

आयोग ने 26 जुलाई को परिवहन आयुक्त सह अध्यक्ष अमिताभ ठाकुर को लिखे पत्र में कहा, ''इस प्रकार की घटनाएं पहले भी हमारी जानकारी में आई हैं. इसलिए, महिला यात्रियों को भविष्य में होने वाली असुविधाओं से बचाने और उनकी रक्षा एवं गरिमा की सुरक्षा के लिए आयोग आप से यह सुनिश्चित करने का आग्रह करता है कि महिलाओं को सरकारी और निजी दोनों बसों में पहले यात्री के रूप में सवार होने दिया जाए. शीघ्र कार्रवाई करते हुए ओएससीडब्ल्यू को सूचित किया जाए.''

आयोग ने साथ ही परिवहन विभाग को बसों में 50 प्रतिशत सीटें महिलाओं के लिए आरक्षित करने का सुझाव दिया है.

अधिकारी ने कहा, ''परिवहन विभाग, बस मालिकों से अपने कर्मचारियों को जागरूक करने के लिए निर्देश देगा. बसों में महिलाओं के साथ भेदभाव गलत है. उन्हें पहली प्राथमिकता मिलनी चाहिए.''

ओडिशा प्राइवेट बस ऑनर्स एसोसिएशन के सचिव देबेंद्र साहू ने कहा, ''हम महिलाओं को माता लक्ष्मी और काली का रूप मानते हैं. महिलाएं भगवती देवी को दर्शाती हैं. इसलिए महिलाओं से इस तरह का भेदभाव नहीं होना चाहिए.''

Centre's New Bill Proposes To Appoint President As 'Visitor' Of Every IIM

The President will be a Visitor to the Indian Institutes of Management (IIMs) with powers to audit their functioning, order probes, and appoint as well as remove directors, according to a bill introduced in Lok Sabha on Friday to amend the IIM Act of 2017.

The bill was introduced amid disruptions by opposition members over the violence in Manipur.

According to the Indian Institutes of Management (Amendment) Bill, 2023, the President of India shall be a Visitor of every institute.

"The Visitor may appoint one or more persons to review the work and progress of any institute, to hold inquiries into affairs thereof, and to report in such manner as the Visitor may direct. The board may also recommend to the Visitor an inquiry as deemed proper against the institute which has not been functioning in accordance with provisions and objectives of the Act," the bill stated.

Under the IIM Act, which came into force in January 2018 and granted the premier B-schools greater autonomy, the board of governors of each institute has 19 members who include just one representative each from the central and state governments.

The board nominates its remaining 17 members from among eminent personalities, faculty, and alumni. The board also appoints the search panels for the appointment of new directors and chairpersons and later makes the appointments if it agrees with the search panels' recommendations.

However, according to the amendment bill, the search-cum-selection panel for the Director's appointment will have a Visitor's nominee.

Before the IIM Act was passed, the then human resource development (HRD) Ministry (now the education ministry) used to appoint the IIMs' directors, chairpersons, and board members.

The education ministry had last year told the institutes it is working out a new procedure for the formation of the search-cum-selection committees involved in the appointment of chairpersons.

It has asked the institutes' boards of governors (BoGs) to extend the tenures of their chairpersons till the procedure has been finalised.

Several IIM board members had described this as “interference” and raised apprehensions about the dilution of autonomy.

The concept of Visitors in IIMs had first found a mention in the draft of the present act released by the Centre in 2015. However, IIMs had resisted it saying that it would "put a question mark on their said autonomous powers". It was later removed from the final bill. The President of India is the Visitor of all the central universities and IITs and appoints their Vice Chancellors and Directors.

Education Minister Dharmendra Pradhan introduced the bill after the House met following an earlier adjournment over the Manipur issue.

When the chair asked whether Manish Tewari wanted to say something on the bill at the introduction stage, the Congress member raised the Manipur issue.

Cutting short Mr Tewari's remarks, the chair moved ahead and the bill was introduced by a voice vote amid the din.

The bill will come up for consideration and passage next week, Minister of State for Parliamentary Affairs Arjun Ram Meghwal informed the House on Friday while listing out government business for next week.

Video: There One Second, Gone The Next - Building Collapses In Mizoram

A portion of a building perched on a hillside collapsed in a matter of seconds and fell into the valley in Mizoram's capital today.

Dramatic videos of the collapse show the structure standing one second and gone the next while a woman is heard screaming. The falling portion can also be seen taking down parts of the main building with it.

The incident took place in the Zohnuai locality of Aizawl. The building was home to five families, all of whom were evacuated when the structure began to shake. 

An additional 18 families living close to the building have also been evacuated, said officials. Local residents said the road beside which the building stood had developed a crack on June 12. 

Officials said it has been raining on and off in Aizawl, which may have contributed to the building's collapse.

दरभंगा में धार्मिक झंडा फहराने पर तनाव, 30 जुलाई तक सोशल मीडिया वेबसाइटों पर लगी पाबंदी

बिहार के दरभंगा में एक धार्मिक ध्वज फहराने को लेकर हुई झड़प के बाद उपजे तनाव के बीच जिले में विभिन्न सोशल मीडिया वेबसाइट पर 30 जुलाई तक पाबंदी लगा दी गई है. राज्य सरकार की ओर से गुरुवार को जारी अधिसूचना में यह जानकारी दी गई. इसमें कहा गया है कि कुछ असामाजिक तत्व जनता के बीच ‘अफवाह और असंतोष' फैलाने के लिए आपत्तिजनक सामग्री साझा करने के लिए इंटरनेट का उपयोग कर रहे हैं, ताकि उन्हें शांति को भंग करने के अलावा जीवन और संपत्ति को नुकसान पहुंचाने के लिए उकसाया जा सके.''

बिहार सरकार के गृह विभाग की ओर से जारी एक परिपत्र में कहा गया है, ''विभाग सभी इंटरनेट सेवा प्रदाताओं (आईएसपी) को निर्देश देता है कि सोशल नेटवर्किंग साइटों या एप्लिकेशन के माध्यम से किसी भी विषय या सचित्र सामग्री से संबंधित किसी भी व्यक्ति या व्यक्तियों के वर्ग को कोई भी संदेश 27 जुलाई को शाम चार बजे से 30 जुलाई को शाम चार बजे तक दरभंगा जिले में नहीं भेजा जाएगा.''

हालांकि, स्थानीय लोगों ने शिकायत की कि जिले में अन्य वेबसाइटें भी काम नहीं कर रही हैं, जिससे इंटरनेट आधारित आवश्यक सेवाएं प्रभावित हो रही हैं.

पुलिस ने कहा कि रविवार को दरभंगा शहर के बाजार समिति चौक के पास झड़प तब हुई जब कुछ लोगों ने दूसरे समुदाय के पूजा स्थल के करीब धार्मिक ध्वज फहराने पर आपत्ति जताई. उन्होंने बताया कि तनाव बढ़ने पर दोनों समुदायों के सदस्य तब तक पथराव करते रहे जब तक पुलिस और स्थानीय प्रशासन ने स्थिति पर काबू नहीं पा लिया.

बिहार के पुलिस मुख्यालय के अपर महानिदेशक (एडीजी) जेएस गंगवार ने गुरुवार को पटना में संवाददाताओं से कहा, “दरभंगा में स्थिति पूरी तरह नियंत्रण में है. किसी भी अप्रिय घटना को रोकने के लिए क्षेत्र में पर्याप्त बल तैनात किया गया है. जिला पुलिस इलाके में निगरानी कर रही है.'

एडीजी ने आगे कहा कि मुहर्रम को देखते हुए पूरे बिहार में सुरक्षा बढ़ा दी गई है. मुहर्रम के लिए राज्य रिजर्व पुलिस, सशस्त्र पुलिस और अर्धसैनिक बलों की तैनाती सहित विस्तृत सुरक्षा व्यवस्था की गई है. किसी भी अप्रिय घटना को रोकने के लिए राज्य में बिहार विशेष सशस्त्र पुलिस (बीएसएपी) की 24 कंपनियां, 4500 होम गार्ड, 7790 प्रशिक्षु कांस्टेबल और अर्धसैनिक बलों की छह कंपनियां तैनात की गई हैं.

बिहार : विद्यालय में विद्यार्थियों के सामने शिक्षक और शिक्षिका के बीच जूतम-पैजार

गोपालगंज का एक विद्यालय लड़ाई का अखाड़ा बन गया. स्कूल में  छात्रों-छात्राओं के सामने एक शिक्षिका और एक शिक्षक के बीच जूतम-पैजार हो गई. इस घटना का वीडियो सोशल मीडिया पर तेजी से वायरल हो रहा है.

बिहार के शिक्षा अपर मुख्यसचिव केके पाठक के पदभार संभालते ही उनका शिक्षा मंत्री डॉ चंद्रशेखर से आमना-सामना हुआ तो कई दिनों तक न्यूज सुर्खियों में रही थी. केके पाठक ने शिक्षा के स्तर में सुधार करने के लिए कई आदेश जारी किए. फिर भी कई शिक्षक हैं जो अपना स्तर सुधार नहीं पा रहे हैं. इसका जीता जागता प्रमाण गोपालगंज जिले के विजयीपुर प्रखंड के अहियापुर मध्य विद्यालय में देखने को मिला. चार दिन पहले यह स्कूल लड़ाई का आखड़ा बन गया था. ऐसी स्थिति में शिक्षा के स्तर में सुधार होने की बातें करने वाले शिक्षक कैसे सुधरेंगे?

गत 21 जुलाई को अहियापुर मध्य विद्यालय में स्कूली बच्चे और बच्चियां अपनी पढ़ाई कर रहे थे. इसी बीच एक शिक्षिका रीता बैठा बरामदे में कुर्सी पर बैठी हुई थी. शिक्षक अमरेंद्र तिवारी मोबाइल पर बातचीत करते हुए शिक्षिका के पास पहुंचे. उन दोनों में पढ़ाई को लेकर तू तू - मैं मैं होने लगी. एक अन्य शिक्षक ने अमरेंद्र तिवारी को वहां से हटाया. 

इसके बाद अमरेंद्र तिवारी फिर से शिक्षिका के पास पहुंच गए और मारने की बाते कहने लगे. इस पर शिक्षिका ने अपनी चप्पल उतारी और शिक्षक पर हमला कर दिया. शिक्षक ने भी शिक्षिका को थप्पड़ जड़ दिए. 

यह घटना स्कूल में पढ़ रहे बच्चे-बच्चियों की मौजूदगी में हुई. किसी ने इस घटना का वीडियो बनाकर सोशल मीडिया पर साझा कर दिया. यह वीडियो तेजी से वायरल हो गया.  यह वायरल वीडियो 2 मिनट 47 सेकंड का है.

विजयीपुर प्रखंड शिक्षा पदाधिकारी ओमप्रकाश यादव ने वायरल वीडियो का संज्ञान लिया और कल विद्यालय में पहुंचे. उन्होंने इस प्रकरण की जांच की. उनका कहना है कि दो शिक्षकों के बीच झगड़े का मामला है. दोनों से स्पष्टीकरण मांगा गया है. जो दोषी पाया जाएगा उसके विरुद्ध सख्त कार्रवाई की जाएगी.

ओम प्रकाश यादव ने कहा कि, एक शिक्षिका और एक शिक्षक के बीच लड़ाई का मामला एक वायरल वीडियो में सामने आया है. यह मामला विजयीपुर प्रखंड के अहियापुर मध्य विद्यालय का है. इसमें जो भी दोषी करार दिया जाएगा उसके विरुद्ध कार्रवाई की जाएगी.

Indian Man Reaches Pakistan After Getting Swept Away In Sutlej: Report

A deaf Indian citizen, who was swept into Pakistan by floodwaters of the Sutlej River has been handed over to an intelligence agency, officials in Pakistan's Punjab province said on Wednesday.

"The Indian national who is in his 50s is deaf and communicates through sign language. He said he is a Hindu and the floodwater swept him here," a Rescue 1122 spokesperson said in Lahore.

The man swept into Pakistan from the floodwater of the Sutlej near Ganda Singh Wala, Kasur district of Punjab, some 70 km from Lahore, on Tuesday, the spokesperson said.

After his medical examination, the man has been handed over to an intelligence agency for investigation.

The man bore a script in Hindi language tattooed on his right hand, according to a report in the Dawn newspaper.

A video of the man also went viral on social media, it said.

Adjoining low-lying areas of Ganda Singh Wala got affected by the low-level flooding at Ganda Singh Wala in Sutlej River recently.

The flood in river Chenab in the past week inundated 40 villages and localities in the district due to which over 48,000 people were affected, according to the Punjab government.

G 20 अध्यक्षता पर सरकार जारी करेगी 100 रुपये और 75 रुपये के 2 स्मारक सिक्के

भारत की अध्यक्षता में इस साल सितंबर में होने जा रहे जी20 शिखर सम्मेलन के उपलक्ष्य में सरकार 100 रुपये और 75 रुपये के दो स्मारक सिक्के जारी करेगी. सरकार की तरफ से जारी एक गजट अधिसूचना के मुताबिक, 100 रुपये के स्मारक सिक्के के केंद्र में ‘अशोक स्तंभ का सिंह शीर्ष' होगा जबकि इसके पिछले हिस्से पर देवनागरी में ‘सत्यमेव जयते' अंकित होगा. इस सिक्के के बाईं तरफ देवनागरी लिपि में ‘भारत' शब्द और दाईं तरफ अंग्रेजी में ‘इंडिया' शब्द अंकित होगा.

अधिसूचना के अनुसार, स्मारक सिक्के की ऊपरी परिधि पर देवनागरी लिपि में ‘वसुधैव कुटुंबकम' लिखा होगा जबकि निचली परिधि पर अंग्रेजी में ‘वन अर्थ, वन फैमिली, वन फ्यूचर' लिखा होगा. ये सभी खासियत 75 रुपये के स्मारक सिक्के में भी होंगी. दोनों सिक्कों का मानक वजन 35-35 ग्राम होगा और इनका व्यास 44 मिलीमीटर होगा. भारत के पास जी20 समूह की अध्यक्षता एक दिसंबर, 2022 से 30 नवंबर, 2023 तक है. यह समूह दुनिया की प्रमुख विकसित और विकासशील अर्थव्यवस्थाओं का एक मंच है. भारत की अध्यक्षता में जी20 देशों का शिखर सम्मेलन नौ और 10 सितंबर को नयी दिल्ली में होने वाला है.

Cloudburst Damages Houses, Washes Away Bridges In Himachal's Kullu

A cloudburst in Gadsa valley of Himachal Pradesh's Kullu district on Tuesday damaged some houses and agricultural land in the area besides snapping the power supply lines, officials said.

Two bridges have been washed away and the Bhuntar-Gadsa road has been damaged at several points, they said, adding that some heads of cattle may have died in the cloudburst. The revenue department reached the spot to assess the situation.

Kullu Deputy Commissioner Ashutosh Garg said five houses were completely damaged while 15 were damaged partially in Gadsa and Kurla panchayats. Affected families have been provided temporary shelter, he added.

The officials said the power supply to the area has been disrupted and some link roads are blocked, as is the connecting road to the village.

Reports of gushing water damaging houses and land in Kashwar village of Tissa panchayat in Chamba district have been received, they said.

Since the onset of the monsoon on June 24, around 652 houses were completely damaged, besides 236 shops and 2,037 cow sheds, as per data from the state emergency response centre.

The local meteorological Office has issued an orange alert for heavy to very heavy rainfall at isolated places in eight of the 12 districts on July 26 and 27 and cautioned against landslides, flash floods and mudslides.

The weather office also issued a yellow warning of heavy rain on July 28 and predicted a wet spell in the state till July 31. It cautioned of moderate to high risk of flash floods in Chamba, Kangra, Sirmaur, Shimla, Bilaspur, Hamirpur, Kullu, Mandi and Kinnaur districts.

According to the state emergency response centre, 168 people have died in rain-related incidents and road accidents since the onset of the monsoon and the state has suffered losses to the tune of Rs 5,350 crore. A total of 566 roads are closed in the state for vehicular traffic, the data showed.

Light to heavy rains lashed a few parts of the state during the day, with Dharamshala recording 85.5 mm of downpour, Palampur 56 mm, Dalhousie 30 mm and Sarahan 25 mm.

संसद में मणिपुर पर घमासान, विपक्ष के गतिरोध को खत्म करने के लिए सरकार ने बनाई रणनीति

मणिपुर हिंसा (Manipur Violence) पर चर्चा को लेकर संसद में घमासान (Parliament Monsoon Session) मचा है. मॉनसून सत्र शुरू होने के तीसरे दिन सोमवार को भी विपक्ष ने लोकसभा और राज्यसभा में हंगामा किया. मणिपुर पर चर्चा को लेकर विपक्ष पीएम मोदी (PM Narendra Modi) के बयान की मांग पर अड़ा हुआ है. विपक्ष का कहना है कि पहले पीएम मणिपुर पर बयान दें, फिर चर्चा शुरू होगी. हालांकि, सरकार की तरफ से साफ कर दिया गया है कि मणिपुर पर तो केंद्रीय गृहमंत्री अमित शाह (Amit Shah) ही बोलेंगे. ऐसे में सरकार और विपक्ष अपनी-अपनी रणनीति पर काम कर रहे हैं. 

संसद में गतिरोध को खत्म करने के लिए सरकार ने रणनीति बदली है. गृहमंत्री अमित शाह ने सोमवार को लोकसभा में कहा कि सरकार मणिपुर पर चर्चा को तैयार है. इसके बाद रक्षामंत्री राजनाथ सिंह ने कांग्रेस अध्यक्ष मल्लिकार्जुन खरगे, टीएमसी के सुदीप बंधोपाध्याय और डीएमके के टीआर बालू समेत विपक्ष के शीर्ष नेताओं से फोन पर बात की. पीएम मोदी के साथ भी वरिष्ठ मंत्रियों की बैठक हुई. वहीं, विपक्ष ने भी मीटिंग की है.

बता दें कि संसद में मॉनसून सत्र के तीसरे दिन मणिपुर मुद्दे को लेकर जमकर हंगामा हुआ. लोकसभा और राज्यसभा में विपक्षी सांसदों ने नारेबाजी की. हंगामे के चलते संसद के दोनों सदनों को 25 जुलाई (मंगलवार) सुबह 11 बजे तक के लिए स्थगित कर दिया गया है.

पीएम नहीं गृहमंत्री देंगे जवाब
सोमवार को गृहमंत्री अमित शाह और संसदीय कार्यमंत्री प्रह्लाद जोशी लोकसभा स्पीकर ओम बिरला से मिले. दोनों नेताओं ने साफ किया कि सरकार मणिपुर पर चर्चा के लिए तैयार है. मणिपुर पर गृहमंत्री अमित शाह ही बोलेंगे. सरकारी सूत्रों के मुताबिक, मणिपुर में पहले भी भीषण हिंसा हो चुकी है. साल 1993 और 1997 में ऐसी ही हिंसा हुई है. एक बार को संसद में चर्चा भी नहीं हुई. एक बार गृह राज्य मंत्री ने बयान दिया था. सरकार का मानना है तब किसी गृहमंत्री ने राज्य का दौरा तक नहीं किया था और संसद में चर्चा के दौरान पीएम ने हस्तक्षेप किया था. हालांकि, विपक्ष पीएम से मणिपुर पर बयान देने की मांग पर अड़ा है.
  
सरकार की ये है रणनीति
सूत्रों के मुताबिक, सरकार संसद में अपने जवाब को केवल मणिपुर तक सीमित रखेगी. विपक्षी राज्यों में हो रही हिंसा का जिक्र नहीं होगा. हालांकि, सरकार को लगता है कि विपक्ष अपनी मांग से पीछे नहीं हटेगा. इसके पीछे विपक्ष की चुनावी मजबूरी है. इसीलिए सरकार अब अपने विधायी कार्य को निपटाने पर ज़ोर देगी. अगर हंगामे के बीच ही बिल पारित कराने पड़े, तो कराए जाएंगे. केंद्र सरकार मॉनसून सत्र में 31 बिल ला रही है. इनमें 21 नए बिल हैं. 10 बिल पहले संसद में किसी एक सदन में पेश हो चुके हैं. उन पर चर्चा होगी. मॉनसून सत्र 11 अगस्त तक चलेगा.

मणिपुर के क्या हैं ताजा हालात?
वहीं, मणिपुर में अभी हालात नियंत्रण में हैं. पिछले 15 दिनों में हिंसा में किसी की मौत नहीं हुई है. वहीं, मणिपुर में दो महिलाओं को निर्वस्त्र कर सड़क पर घुमाने और गैंगरेप के वायरल वीडियो वाले मामले में सुप्रीम कोर्ट ने भी स्वतः संज्ञान लिया है. पूरे मामले पर 28 जुलाई को सुनवाई की तारीख तय की है.

विपक्ष ने भी बनाई रणनीति
विपक्ष ने भी इस मुद्दे को लेकर एक रणनीती बनाई है. मंगलवार को संसद में कार्यवाही की शुरुआत से पहले कल INDIA गठबंधन से जु़ड़े सांसद मल्लिकार्जुन खरगे से मुलाकात करेंगे. इस दौरान विपक्षी नेता अपनी अगली रणनीति पर चर्चा करेंगे. मंगलवार को मल्लिकार्जुन खरगे के चैंबर में होने वाली इस बैठक में AAP सांसद संजय सिंह के निलंबन पर भी चर्चा होनी है.

Mumbai Dentist Sentenced To Life In Jail For Killing Wife In Front Of Son

A sessions court in Mumbai on Monday sentenced a city-based dentist to life imprisonment for brutally killing his wife in front of their five-year-old son in 2016.

Additional sessions judge PP Bankar found the accused Umesh Bobale guilty of charges under relevant provisions of the Indian Penal Code and sentenced him to life imprisonment.

According to the prosecution, Umesh murdered his estranged wife Tanuja by slitting her throat with a kitchen knife in front of their son.

A total of 34 injuries were found on the victim's body, it stated.

The couple had filed for divorce a few months before the killing, which took place in Dadar area of the city in December 2016.

The trigger for the murder was the estranged couple's disagreement over the alimony amount, which Umesh was supposed to pay once the divorce was finalised, the prosecution said.

The victim's sister in her deposition informed the court that there was a difference of opinion between the couple after six months of marriage and they would quarrel.

Umesh had become suspicious of his wife, as she would come home late from work. When Tanuja became pregnant, he started doubting her character and insisted on having a DNA test done and it proved his paternity, the witness told court.

The prosecution also recorded the testimony of the accused's son, his neighbours and the investigating officer of the case, among others.

Mumbai Cops Get "Truck With Explosives" Threat, Turns Out To Be Hoax

The Mumbai Police on Sunday received a call claiming an explosives-laden tanker was headed towards Goa, an official said, adding the call turned out to be a hoax.

An unidentified person called up the Director General of the Police control room in Mumbai in the afternoon and said a tanker filled with explosives was on the Mumbai-Goa highway.

Police intercepted the tanker, whose description was given by the caller, at Sangameshwar, 290 km from Mumbai, in Ratnagiri district, the official said.

Police checked the tanker but didn't find any suspicious material and allowed it to proceed with the onward journey, he added.

Further investigation is underway.
