Heavy Rain Hits Kerala, Orange Alert Issued For 3 Districts: Weather Office

As heavy rains lashed several parts of Kerala, the India Meteorological Department on Saturday issued an orange alert in three northern districts of the state for the day.

The IMD issued an orange alert in Kozhikode, Kannur and Kasaragod and a yellow alert in nine other districts of the state for the day.

The weather department also predicted thunderstorms with moderate rainfall and gusty winds at one or two places in Pathanamthitta, Alappuzha, Kottayam, Idukki, and Ernakulam districts for the day.

It further issued an orange alert in Malappuram, Kozhikode, Kannur and Kasaragod districts of the state from June 14 to June 16.

An orange alert means very heavy rain of 11 cm to 20 cm and a yellow alert means heavy rainfall between 6 cm and 11 cm.

The IMD said that Kerala will receive fairly widespread rainfall accompanied by thunderstorms, lightning and gusty winds during the next five days due to the influence of the cyclonic circulation over north Gujarat and another over west central Bay of Bengal.

In view of the weather alert, the Kerala State Disaster Management Authority (KSDMA) cautioned people against standing or parking vehicles under trees, saying they could get uprooted or their branches may break and fall down due to strong winds.

Those living in thatched, sheeted or unsecured houses should move to safer buildings in accordance with directions of the authorities.

Meanwhile, the IMD advised fishermen against venturing into sea in Kerala, Karnataka and Lakshadweep coastal areas from June 13 to June 17 due to the possibility of bad weather and strong winds.

The Indian National Center for Ocean Information Services (INCOIS) too said that there is a possibility of high waves and storm surges along the Kerala and Tamil Nadu coasts till Sunday.

Therefore, fishermen should be careful while going to sea for fishing, it said.

UP Woman Calls Off Wedding After Groom, Guests Fight Over Air Cooler

A wedding in Uttar Pradesh's Ballia was called off, and four people, including the groom, were arrested after an argument broke out over who would sit in front of a desert cooler, the police said on Saturday.

The incident took place on the intervening night of Friday and Saturday, they said.

According to the police, an argument broke out among the wedding guests over the seating arrangement in front of a desert cooler during the ceremony.

Questioning the behaviour of the groom's relatives, the bride refused to marry him, Station House Officer (SHO) Pankaj Jaiswal said.

A case was registered under Section 126 (wrongful restraint) of the Bharatiya Nyaya Sanhita, Mr Jaiswal said.

The groom, Hukum Chand Jaiswal, his relative Pankaj, the bride's father, Nand Ji Gupta, and her brother Rajesh Gupta were arrested in the case.

PM Inaugurates Projects Worth Rs 29,400 Crore In Mumbai

Prime Minister Narendra Modi launched and laid the foundation stone of various projects worth more than Rs 29,400 crores in Mumbai on Saturday.

PM Modi was felicitated by Chief Minister Eknath Shinde, Deputy Chief Ministers Devendra Fadnavis and Ajit Pawar at the NESCO Exhibition Centre, Goregaon in Mumbai.

This was Narendra Modi's first visit to Mumbai after taking oath as Prime Minister for the third consecutive term on June 9, following the National Democratic Alliance (NDA)'s victory in the Lok Sabha polls.

The Prime Minister laid the foundation stone for tunnel work at the Goregaon Mulund Link Road (GMLR) Project, worth over Rs 6,300 crore.

The GMLR envisages road connectivity from the Western Express Highway at Goregaon to the Eastern Express Highway at Mulund. The total length of the GMLR is approximately 6.65 kilometres and will provide direct connectivity for the Western suburbs to the new proposed airport at Navi Mumbai and the Pune-Mumbai Expressway.

Prime Minister Modi also laid the foundation stone for the Kalyan Yard Remodelling and Gati Shakti Multi-Modal Cargo Terminal at Turbhe in Navi Mumbai. The Kalyan Yard will help in the segregation of long-distance and suburban traffic.

The remodelling will increase the yard's capacity to handle more trains, reducing congestion and improving the efficiency of train operations. The Gati Shakti Multi-Modal Cargo Terminal in Navi Mumbai will be built on an area of more than 32,600 sq m and will provide additional employment opportunities to the local people, serving as an additional terminal for handling cement and other commodities.

The Prime Minister also dedicated to the nation the new platforms at Lokmanya Tilak Terminus and the extension of Platforms No. 10 and 11 at Chhatrapati Shivaji Maharaj Terminus Station. The new, longer platforms at Lokmanya Tilak Terminus can accommodate longer trains, allowing for more passengers per train and improving the station's capacity to handle increased traffic. Platforms No. 10 and 11 at Chhatrapati Shivaji Maharaj Terminus Station have been extended by 382 meters with a cover shed and washable apron, augmenting the trains to up to 24 coaches and thus increasing passenger capacity.

Prime Minister Modi also launched the Mukhyamantri Yuva Karya Prashikshan Yojana with an outlay of around Rs 5,600 crore. This transformative internship program aims to address youth unemployment by providing opportunities for skill enhancement and industry exposure for youth aged 18 to 30 years.

No Independent MLAs - A First For Himachal's Electoral History

With the two-party system taking deep roots in Himachal Pradesh, and the Congress and the BJP coming to power alternately, the presence of Independents has been declining and, in a first, the assembly has no Independent MLAs in the state assembly.

With victory in two out of three assembly by-elections, the strength of Congress has increased to 40. This is also the first time that a man and his wife - Chief Minister Sukhvinder Singh Sukhu and his wife Kamlesh Thakur - would sit in the House. Kamlesh Thakur's win from the Dehra assembly seat has taken the number of women legislators in the state to two.

In the 2022 assembly elections, three Independents - Hoshiyar Singh (Dehra), Ashish Sharma (Hamirpur). and KL Thakur (Nalagarh) - were elected but they resigned after voting for BJP candidate Harsh Mahajan in the Rajya Sabha election on February 27.

The Independent MLAs resigned on March 22 and joined the BJP the next day. Their resignation was accepted by Speaker Kuldeep Singh Pathania on June 3 and by-elections were held on July 10.

All three former Independent legislators got tickets from the BJP but lost to Congress in two seats while the BJP won one.

During the election campaign, Chief Minister Sukhu maintained that the Independent MLAs did not need to resign as "they can support or oppose any party" and questioned why they sought re-election after 15 months when they did not have to.

The Independent MLAs have played an important role in the state's electoral politics. Sixteen Independents were elected in 1967 while 12 were elected in 1957, eight in 1952, seven each in 1972 and 1993, six each in 1977, 1982, and 2003, five in 2012, three each in 1962, 2007, and 2022, two each in 1985 and 2017, and one each in 1990 and 1998.

In 1998, Romesh Dhawala who was the lone Independent MLA, emerged kingmaker as the Congress with his support, and BJP-HVC (Himachal Vikas Congress) combine had 32 members each in the House which had an effective strength of 64. Elections in three snowbound tribal constituencies were slated for June while in another seat BJP MLA Varinder Kumar died before taking oath, necessitating a by-election.

Being the leader of the single-largest party, Governor VS Ramadevi invited Congress leader Virbhadra Singh to form the government on March 6, 1998, and Mr Dhawala was inducted as a cabinet minister.

However, Virbhadra Singh announced his resignation in the House on March 12 without facing the floor test, and the assembly was held in suspended animation by the Governor.

In the meantime, Mr Dhawala extended support to the BJP-HVC combine and the Governor asked the BJP to form the government Prem Kumar Dhumal took oath as Chief Minister on March 24, and Mr Dhawala was inducted as a minister in his cabinet.

Later that year, BJP-HVC won all four seats in the bypolls and the strength of the ruling alliance rose to 36 and the government lasted the full term.

In this year's Rajya Sabha election too, after both candidates got 34 votes each, the support of three Independents broke the deadlock and helped the BJP candidate win by a draw of lots.

7 Congress MLAs Cross-Voted In Key Maharashtra Polls: Sources

In a worrying sign for the opposition Maha Vikas Aghadi in Maharashtra, which was riding high after winning 30 of 48 Lok Sabha seats in the state, at least seven Congress MLAs cross-voted for candidates from the ruling Mahayuti alliance in the Legislative Council polls on Friday, sources said. 

The polls, which are generally a straightforward affair, were seen as the semi-finals ahead of the Maharashtra Assembly elections - expected to be held around November - because 12 candidates were vying for 11 seats. 

The opposition alliance had forced the election by fielding one more candidate than it had the numbers to elect, possibly hoping to benefit from cross-voting by MLAs from the ruling coalition, but seems to have ended up losing votes instead.

The Maharashtra Assembly has a strength of 288 MLAs but currently has 274 sitting legislators. This meant that each MLC candidate needed 23 first-preference votes to win.

The Mahayuti - part of the larger NDA alliance - which consists of the BJP, the Eknath Shinde faction of the Shiv Sena and the Ajit Pawar wing of the NCP, fielded nine candidates and had 201 MLAs, including Independents and smaller parties, backing it. 

The Maha Vikas Aghadi, which is under the INDIA umbrella, has the Congress, Shiv Sena (Uddhav Balasaheb Thackeray) and the NCP (Sharadchandra Pawar) as its key constituents and had put up three candidates despite having the support of only 67 MLAs. 

Six MLAs, including an independent, were neutral. 

The Maha Vikas Aghadi (MVA) was hoping that it would get some votes from the Mahayuti, especially amid the buzz of some leaders from the Ajit Pawar NCP group being in touch with the Sharad Pawar faction.

The candidate backed by the Sharad Pawar faction, Jayant Patil of the Peasants and Workers Party, however, lost because he did not get enough votes. The Congress candidate and the Shiv Sena (UBT) candidate sailed through, as did five from the BJP and two each from the Shinde Shiv Sena and Ajit Pawar's NCP.

Sources said the Congress, which has 37 MLAs, had fixed a quota of 30 first-preference votes for its candidate Pradyna Satav, and seven remaining votes were to go to Milind Narvekar of the Shiv Sena UBT. 

Mr Satav got 25 first preference votes and Mr Narvekar got 22, which means at least seven Congress MLAs cross-voted, they added.

Delhi Lt Governor Directs Agencies To Urgently Carry Out Desilting Of Drains

Delhi Lt Governor V K Saxena on Thursday chaired a meeting of the DDMA and directed agencies to urgently carry out the work of desilting of drains and removal of encroachment along the drains, Raj Niwas officials said.

Mr Saxena directed the Delhi Development Authority (DDA), which is coordinating with various construction agencies for the removal of debris and construction material from the Yamuna floodplains, to ensure that there is no obstruction in the flow of the Yamuna due to the construction of bridges and other activities in the floodplains.

The LG also directed that permanent and temporary pumps should be installed at the vulnerable spots and monitored round the clock from the control room. He said silt deposit in all 22 major drains should be assessed on urgent basis and all road culverts be cleaned urgently.

He chaired a meeting of Delhi Disaster Management Authority (DDMA) to review the flood control preparedness of all concerned agencies in the National Capital in the wake of incidents of heavy waterlogging across Delhi in recent days. Delhi Water Minister Atishi was present in the meeting.

The LG directed the concerned agencies -- Irrigation & Flood Control Department (I&FCD), PWD, MCD, NDMC -- to carry out extensive desilting of the drains, which should have been completed by June 15, and clear all choked drains on an urgent basis, an official said.

Noting that disposal of garbage and construction and demolition (C&D) waste in the drains and heavy encroachment along the drains were primarily responsible for choking of drains that cause waterlogging in the city, he particularly directed the Municipal Corporation of Delhi (MCD) to step up the monitoring of drains and impose penalty for disposing garbage in the drains.

"The recent flooding in South Delhi, West Delhi, Mundka, etc. were on account of this as was evident at the Taimur Nagar drain," he added.

The vice-chairman of DDA informed the LG that all agencies have almost removed all their machinery and construction material from the Yamuna and huge quantity of debris and construction waste have been cleared from the river.

The DDA will conduct a thorough inspection of river Yamuna in the Delhi region on July 13 to assess and ensure that the flow of the Yamuna does not get obstructed at all during the monsoon.

The LG directed all agencies particularly the PWD, Railways and NCRTC to expedite and remove all their equipment and waste from the Yamuna at the earliest.

He particularly pointed out the heavy deposit of C&D waste in the Yamuna near Signature Bridge in North Delhi, which is a highly vulnerable point during the flood. He directed the PWD, I&FCD and Tourism Department to immediately take up the cleaning of the stretch.

"If the concerned agencies failed to clear the same, DDA will carry out the removal exercise at the cost of these agencies," the official said.

While the LG was informed that the management and operation of all 22 major drains falling into the Yamuna has been assigned to the I&FCD, Saxena also directed for handing over the responsibility of operating regulators on these drains to I&FCD only.

"For this, he also directed the department to hire additional manpower from other departments or agencies on diverted capacity to meet any contingency during the eventuality of flood in the capital.

"All regulators and barrage gates should be manned by operators, engineers and technicians on 24x7 basis," the official said.

Mr Saxena was informed that 29 teams of the National Disaster Relief Force (NDRF), equipped with over 100 boats, are deployed in and around the Delhi region to carry out the relief and rescue works in case of flood.

He directed the I&FCD to remain in constant touch with their counterparts in Haryana and upper reaches of Himachal Pradesh to monitor the rainfall levels and water discharge from Hathnikund Barrage regularly, the official said.

"I&FCD will be responsible for augmentation of equipment and machinery like dewatering pumps, and resources for their repair and maintenance, etc. during flood situation. He also directed that adequate arrangements shall be put in place by the Revenue Department and concerned DMs for evacuation of nearly 25,000 persons living in the low lying area, when the Yamuna crosses the danger mark," he added.

The Health Department has been directed to make adequate arrangements in hospitals to deal with situation arising out of the flood and the subsequent outburst of vector-borne diseases.

The agencies have been directed to constantly monitor the waterlogging hot-spots across the capital in case of heavy rains. The Delhi Jal Board (DJB) and the concerned DMs will ensure round the clock drinking water supply and food for the evacuees.

Critically vulnerable areas like Monastery Market, Nigam Bodh Ghat, Vijay Ghat, Chilla Regulator, Yamuna Bazar and Boat Club are being monitored round the clock from the Central Control Room, the official said.

केंद्र ने नीट यूजी मामले में सुप्रीम कोर्ट में हलफनामा दाखिल किया. कहा कि आईआईटी मद्रास द्वारा किए गए डेटा विश्लेषण में कोई असामान्यता या कोई सामूहिक गड़बड़ी नहीं दिखाई गई केंद्र ने उठाए गए मुद्दों पर विचार करने के लिए 7 सदस्यीय विशेषज्ञ पैनल का प्रस्ताव रखा है ताकि भविष्य में इस तरह की कोई लीक न हो.

काउंसलिंग प्रक्रिया जुलाई के तीसरे सप्ताह से शुरू होकर चार राउंड में आयोजित की जाएगी यदि किसी उम्मीदवार के बारे में यह पाया जाता है कि वह किसी गड़बड़ी से लाभ उठाया है तो ऐसे व्यक्ति की काउंसलिंग प्रक्रिया के दौरान या उसके बाद भी किसी भी स्तर पर रद्द कर दी जाएगी.

सरकार ने कहा कि गड़बड़ी में शामिल लोगों की पड़ताल डाटा एनालिसिस के जरिए करने के लिए मद्रास आईआईटी से गुजारिश की गई है.  जिनको ज्यादा नंबर आए हैं उनका डाटा विश्लेषण बताता है कि बड़ी अनियमितता नहीं हुई है. क्योंकि ग्राफ ऊपर उठने के साथ ही जल्दी ही नीचे गिर जाता है. यानी घंटी के आकार का ग्राफ है.

केंद्र सरकार ने कहा है कि जांच के साथ ही एहतियातन नीट काउंसिलिंग भी जुलाई के तीसरे हफ्ते में कराने का निर्णय लिया गया है. काउंसलिंग चार चरणों में होगी. ताकि किसी भी किस्म की गड़बड़ी का फायदा उठाकर आने वाले छात्र की पहचान और पड़ताल इन चार चरणों में हो ही जाए. जहां पता चला वहीं उसे बाहर कर दिया जाएगा.

केन्द्र सरकार दोबारा परीक्षा के समर्थन में नहीं

केंद्र ने कहा है कि वह यह सुनिश्चित कर रहा है कि 23 लाख अभ्यर्थियों पर ‘अप्रमाणित आशंकाओं' के आधार पर दोबारा परीक्षा का बोझ न डाला जाए. केन्द्र सरकार ने कहा है कि वो ये सुनिश्चित कर रहा है कि गलत तरीके से फायदा उठाने के दोषी किसी भी अभ्यर्थी को कोई लाभ न मिले.
