"Learn From South": Raj Thackeray Weighs In On Language Row, Cites MK Stalin

The language battle from Tamil Nadu has found resonance in Maharashtra, with Raj Thackeray, the chief of Maharashtra Navnirman Sena, saying the state ought to learn from the southern states about opposing the three-language structure of the National Education Policy and the alleged imposition of Hindi.

"Have you seen the southern states? Have you seen Tamil Nadu? See how they have opposed Hindi language,' said Mr Thackeray., whose party had long stood for Maratha pride and advocated the use of the language across the state.

"What is going on in Maharashtra? We are the ones who do not react... Every state's language should be respected," he said, urging his party workers to ensure that Marathi is spoken in Mumbai. 

Recently, Tamil Nadu Chief Minister MK Stalin had claimed that 25  Indian languages, including Marathi, had suffered because several states adopted Hindi. 

His son, Udhayanidhi Stalin, had even given a list of languages that are on the verge of dying out for lack of use. 

The DMK insists that its opposition to the three-language policy is based on this. The National Education Policy, the party has alleged, is meant to enforce a cultural homogenization that will rob India of its diversity and the southern states of their distinct cultural identity.  

The state has argued that its current two-language formula - Tamil and English -- serves it well and underscored that it is the second-largest contributor to the country's economy.

The BJP has also argued the National Education Policy  has a bouquet of languages other than Hindi for the third option and insisted that it does not force a student to study Hindi. The party has also maintained that the third language will help people travelling to other states. 

Madhya Pradesh, another BJP-ruled state, meanwhile plans to offer additional optional languages including Bengali, Marathi, Telegu, Tamil Gujarati and Punjabi in colleges.

While it is an ambitious plan, there is no word on faculty recruitment or on minimum enrolment required to roll this out. 

Inder Singh Parmar, the Higher Education Minister of Madhya Pradesh, said this will bring about "a hub of linguistic diversity".

The DMK has kept up the pressure on the Central government, demanding the release of funds withheld for not accepting the National Education Policy.

The education system in Tamil Nadu is number one in India. But they want to kill Macaulay model of education and go back to the Vedic system of education, said DMK spokesperson TKS Elangovan.

केंद्र ने एक्‍स के 'सेंसरशिप पोर्टल' के दावों पर जताई आपत्ति, 'सहयोग' पोर्टल का कोर्ट में किया बचाव

अमेरिका के दिग्‍गज उद्योगपति एलन मस्क के स्वामित्व वाले सोशल मीडिया प्‍लेटफार्म एक्‍स और केंद्र सरकार के बीच विवाद थमने का नाम नहीं ले रहा है. एक्स द्वारा 'सहयोग' पोर्टल को "सेंसरशिप पोर्टल" बताए जाने पर केंद्र ने कर्नाटक हाई कोर्ट में अपनी आपत्ति दर्ज कराई है. केंद्र ने तर्क दिया कि एक्स ने आईटी अधिनियम के प्रमुख प्रावधानों विशेष रूप से धारा 69ए और धारा 79(3)(बी) के बीच के अंतर की गलत व्याख्या की है. केंद्र सरकार ने कर्नाटक हाई कोर्ट में एक हलफनामा दाखिल किया है और एक्‍स के आरोपों को खारिज कर दिया है. 

एक्स का तर्क है कि धारा 79(3)(बी) सरकार को ब्‍लॉकिंग करने का आदेश जारी करने का अधिकार नहीं देती है, क्योंकि यह अधिकार विशेष रूप से धारा 69ए के तहत आता है. 

सहयोग को सेंसरशिप पोर्टल कहना भ्रामक: केंद्र 

केंद्र ने एक्‍स के आरोपों को खारिज करते हुए जोर देकर कहा कि प्लेटफॉर्म द्वारा "सेंसरशिप पोर्टल" और "ब्लॉकिंग ऑर्डर" जैसे शब्दों का उपयोग भ्रामक और कानूनी रूप से गलत है. 

केंद्र ने अपने हलफनामे में कहा, "सेंसरशिप की निराधार चिंता जताकर एक्स खुद को एक यूजर के रूप में दर्शाने की कोशिश कर रहा है, जो वह नहीं है. सहयोग को सेंसरशिप पोर्टल कहना भ्रामक और अस्वीकार्य है."

साथ ही केंद्र ने जोर दिया कि आईटी नियम 2021 के नियम 3(1)(डी) के साथ धारा 79(3)(बी) के तहत हटाए जाने के नोटिस ब्लॉकिंग ऑर्डर के बजाय हटाने के अनुरोध हैं. 

सरकार ने हलफनामे में कहा, "आईटी अधिनियम की धारा 79 के तहत इसे एकमात्र कानूनी सुरक्षा प्राप्त है, जो इसे कंटेंट रेगुलेशन के संबंध में सरकार के निर्णयों में हस्तक्षेप करने की अनुमति नहीं देती है."

ऑफिस मेमोरेंडम में टेम्पलेट ब्लॉकिंग ऑर्डर नहीं: केंद्र

सरकार ने स्पष्ट किया कि उसके 31 मार्च 2023 के ऑफिस मेमोरेंडम में "टेम्पलेट ब्लॉकिंग ऑर्डर" का उल्लेख नहीं है, जैसा एक्स ने आरोप लगाया है. इसके बजाय यह स्थापित प्रक्रियाओं के अनुरूप सामग्री हटाने के अनुरोधों के लिए एक नमूना टेम्पलेट प्रदान करता है. 

कानूनी ढांचे का बचाव करते हुए केंद्र ने तर्क दिया कि धारा 79(3)(बी) कानूनी आदेशों के अनुपालन को सुनिश्चित करते हुए प्लेटफॉर्म दायित्व और फ्री स्‍पीच को संतुलित करती है. 

इसके विपरीत धारा 69ए सरकार को राष्ट्रीय सुरक्षा, सार्वजनिक व्यवस्था और संप्रभुता से संबंधित विशिष्ट परिस्थितियों में ऑनलाइन सामग्री तक पहुंच को अवरुद्ध करने का अधिकार देती है. 

अदालत को गुमराह करने की कोशिश कर रहा एक्‍स: केंद्र

सरकार ने कहा कि एक्स अदालत को गुमराह करने के लिए दो अलग-अलग कानूनी प्रावधानों को मिलाने का प्रयास कर रहा है. 

सरकार ने अपने हलफनामे में कहा, "यह प्रस्तुत किया गया है कि सेंसरशिप की निराधार चिंता को उठाकर याचिकाकर्ता अपनी स्थिति को उस यूजर की स्थिति के साथ मिलाने का प्रयास कर रहा है जो उसके प्लेटफ़ॉर्म पर सामग्री पोस्ट करता है, जो कि वह नहीं है.  यह प्रस्तुत किया गया है कि एक्स जैसे विश्वव्यापी पोर्टल द्वारा उक्त शब्दावली का उपयोग दुर्भाग्यपूर्ण और निंदनीय है." इस मामले में अब 3 अप्रैल को सुनवाई होगी. 

एक्स ने कर्नाटक हाई कोर्ट में तर्क दिया था कि सहयोग पोर्टल और संबंधित सरकारी कार्रवाइयां आईटी अधिनियम और श्रेया सिंघल बनाम भारत संघ में सुप्रीम कोर्ट के ऐतिहासिक फैसले द्वारा स्थापित वैधानिक ढांचे को दरकिनार करती हैं.

ड्रोन, ग्रीन जोन, रूफ टॉप गार्डेन... दिल्ली में वायु प्रदूषण से निपटने के लिए सरकार का एक्शन प्लान तैयार

दिल्ली में वायु प्रदूषण को कम करने के लिए सरकार ने एक्शन प्लान तैयार किया है. इस योजना के तहत सरकार ड्रोन मिस्ट स्प्रिंकलर्स का उपयोग करके वायु प्रदूषण को कम करने का प्रयास करेगी. इसके अलावा, कई इलाकों में आउटडोर एयर प्योरीफायर और नए एयर क्वालिटी मॉनिटरिंग सिस्टम भी स्थापित किए जाएंगे.

प्रदूषण के हॉटस्पॉट में ड्रोन मिस्ट स्प्रिंकलर्स और अन्य आधुनिक तकनीकी का प्रयोग किया जाएगा. इसके अलावा, धूल को कम करने के लिए पोल स्प्रिंकलर्स का उपयोग किया जाएगा, जिससे वायु प्रदूषण में कमी आएगी.

दिल्ली में पर्यावरण संरक्षण और प्रदूषण कम करने के लिए कई महत्वपूर्ण कदम उठाए जा रहे हैं. इनमें से कुछ प्रमुख योजनाएं हैं:

• इलेक्ट्रिक वाहनों को बढ़ावा: इलेक्ट्रिक वाहनों को बढ़ावा देने के लिए आधारभूत ढाँचे को मजबूत किया जाएगा, जिससे प्रदूषण और कार्बन उत्सर्जन को कम करने में मदद मिलेगी
• वायु गुणवत्ता निगरानी प्रणाली: 6 नए एयर क्वालिटी मॉनिटरिंग सिस्टम बनाए जाएंगे, जो वायु प्रदूषण की निगरानी में मदद करेंगे
• ग्रीन ज़ोन विस्तार: दिल्ली में 70 लाख पौधे लगाकर ग्रीन ज़ोन बढ़ाने की योजना है, जो वायु प्रदूषण को कम करने में मदद करेगी
• रूफटॉप गार्डेन: रूफ टॉप गार्डेन को बढ़ावा देने के लिए नीतियां बनाई जाएंगी, जो शहरी क्षेत्रों में हरियाली बढ़ाने में मदद करेंगी

पर्यावरण मंत्री मनजिंदर सिंह सिरसा ने घोषणा की है कि प्रदूषण को कम करने के लिए आपातकालीन कदम उठाने के लिए 300 करोड़ रुपये का बजट रखा गया है. उन्होंने कहा कि उनकी सरकार पिछली सरकारों की तरह कागज पर नीतियां नहीं बनाएगी, बल्कि जमीनी स्तर पर काम करेगी. यह एक महत्वपूर्ण कदम है जो दिल्ली और एनसीआर में वायु प्रदूषण की समस्या का समाधान करने में मदद कर सकता है.

Vodafone Idea को सरकार से बड़ी राहत, इक्विटी में बदलेगा बकाया ₹36950 करोड़; 49% हो जाएगी हिस्सेदारी

कर्ज में डूबी टेलीकॉम कंपनी वोडाफोन-आइडिया को सरकार ने बड़ी राहत दी है. सरकार कंपनी पर स्पेक्ट्रम नीलामी का बकाया 36,950 करोड़ रुपए इक्विटी में बदलेगी. जिससे वोडाफोन आइडिया में सरकार की हिस्सेदारी 22.6 प्रतिशत से बढ़कर 48.99 प्रतिशत हो जाएगी. कंपनी ने रविवार को यह जानकारी दी. सरकार वर्तमान में 22.6 प्रतिशत हिस्सेदारी के साथ कर्ज में डूबी वोडाफोन आइडिया में पहले से ही सबसे बड़ी शेयरधारक है. अब उसका शेयर आधे के करीब हो जाएगा. 

शेयर बाजार को दी सूचना में कंपनी ने बताया

वोडाफोन आइडिया लिमिटेड (VIL) ने शेयर बाजार को सरकार की तरफ से अतिरिक्त हिस्सेदारी लेने की सूचना दी. कंपनी ने कहा, 'दूरसंचार क्षेत्र के लिए सितंबर 2021 में घोषित सुधार और समर्थन पैकेज के अनुरूप स्पेक्ट्रम नीलामी राशि बकाया है. इसमें स्थगन अवधि खत्म होने के बाद चुकाए जाने वाले बकाए भी शामिल हैं. संचार मंत्रालय ने बकाए को भारत सरकार को जारी किए जाने वाले इक्विटी शेयरों में बदलने का फैसला किया है. इक्विटी शेयरों में परिवर्तित की जाने वाली कुल राशि 36,950 करोड़ रुपये है.'

सेबी का आदेश मिलने के बाद जारी होंगे इक्विटी

वोडाफोन आइडिया ने कहा कि उसे भारतीय प्रतिभूति और विनिमय बोर्ड (SEBI) एवं अन्य प्राधिकरणों से आवश्यक आदेश जारी होने के बाद 30 दिनों के भीतर 10 रुपये के अंकित मूल्य वाले 3,695 करोड़ इक्विटी शेयर 10 रुपये के निर्गम मूल्य पर जारी करने का निर्देश दिया गया है.

कंपनी का संचालन पुराने तरीके से ही होता रहेगा

कंपनी ने शेयर बाजार को दी सूचना में कहा, 'नए इक्विटी शेयर जारी होने के बाद कंपनी में भारत सरकार की हिस्सेदारी मौजूदा 22.60 प्रतिशत से बढ़कर लगभग 48.99 प्रतिशत हो जाएगी.' इसके साथ ही वोडाफोन आइडिया ने कहा कि उसके प्रवर्तकों के पास कंपनी का परिचालन नियंत्रण बना रहेगा.

स्पेक्ट्रम नीलामी की राशि नहीं चुका सकी थी कंपनी 

उल्लेखनीय है कि कर्ज में डूबी दूरसंचार कंपनी स्पेक्ट्रम नीलामी की राशि का सरकार को भुगतान नहीं कर पाई थी. जिसके बाद कंपनी ने बकाया भुगतान के एवज में सरकार को 22.6 प्रतिशत हिस्सेदारी सौंपी थी. लेकिन इसके बाद भी कंपनी ने बकाए का भुगतान नहीं किया. जिसे अब इक्विटी में बदलने से सरकार की हिस्सेदारी और बढ़ जाएगी.

Haryana To Give Backward Class Quota In Panchayats, Urban Local Bodies

Haryana Chief Minister Nayab Singh Saini said that the state government has decided to give reservations to the backward classes in Panchayats and urban local bodies in Haryana.

CM Nayab Singh Saini attended the civic felicitation and Holi Milan function organized by the Saini community in Jaipur rural on Saturday.

Speaking to reporters, Nayab Singh Saini said, "I am happy that we recently made a reservation for the backward classes in Haryana. For a long time, there was a demand here that the limit should be increased, and in Haryana. As soon as I took responsibility for this, I decided to increase it. I am also happy that our government has decided to give reservations to the backward classes in Panchayats and urban local bodies in Haryana."

"We have implemented many schemes for women in Haryana like opening separate women stations for women and implementing Lakhpati Didi Bhima Sakhi scheme. We have purchased 100 percent crops of farmers on MSP. We have provided a bonus by transferring money directly to the farmer's account at the rate of 2000 rupees per acre. We have provided Rs 1350 crores in the direct account of farmers. Haryana government is bearing all the expenses for dialysis of kidney patients after March 8," he further said.

He further said that the state government has played a crucial role in women's empowerment.

"We have provided gas cylinder at Rs 500 for women empowerment," he said.

He further said that politics is not just a way to gain power but the aim should be to serve the society.

"The history of the Saini community is of struggle, sacrifice and love. Our ancestors' contribution in the Indian freedom struggle has been invaluable. Our community has always played a leading role in education, agriculture and nation building. Today Saini community is making its presence felt in every field," he added.

'Saw NRI Man Hitting Saif Ali Khan': Actor Amrita Ladak On Hotel Brawl Case

Bollywood actor Amrita Arora Ladak on Saturday deposed as a witness before a court here in the case concerning Saif Ali Khan, who was accused of attacking an NRI businessman and his father-in-law at a five-star hotel in 2012.

The actor was part of the group that had gone for dinner with Khan at the hotel when the alleged incident took place on February 22, 2012.

She told the court that the hotel had allotted a separate enclosure to them, and they were dining there and having a good time.

In the meantime, the complainant came there and began shouting and abusing them, she said.

"We saw someone barging into our enclosure and, in a very loud, aggressive voice, told us to shut up and keep quiet. We all got shocked at what was happening," she said, adding that actor Khan immediately stood up and apologised.

The man then left and they continued with their dinner, she said.

After a while, when Khan excused himself to go to the washroom, they heard loud voices, one of them being that of the Bollywood actor, Ladak told the court.

Moments later, they saw the man barging into their enclosure and hitting Khan, Ladak deposed.

Everyone then intervened and separated the two. That's when the man started abusing them and threatening them with "dire consequences", she added.

Khan was with Kareena Kapoor, her sister Karishma, Malaika Arora Khan, Amrita Arora Ladak and a few male friends at the hotel when the brawl broke out with NRI businessman Iqbal Sharma.

According to police, when Sharma protested the raucous chatter of the actor and his friends, Saif allegedly threatened him and subsequently punched Sharma in the nose, fracturing it.

The NRI businessman also accused Saif and his friends of hitting his father-in-law Raman Patel.

However, Saif had maintained that Sharma made provocative statements or rather used abusive language against women with him and this led to the ruckus.

Saif and his two friends - Shakeel Ladak and Bilal Amrohi - have been charge-sheeted under section 325 (assault) of the Indian Penal Code.
