Four people, including three women, were killed while seven suffered injuries when a pick-up van they were travelling in fell into a gorge in Himachal Pradesh's Mandi district on Wednesday evening, police said.

The vehicle, travelling from Lagdhar to Kotli, had 11 occupants at the time of the accident, they said.

Enforcement Directorate Will Arrest Arvind Kejriwal On November 2: Atishi

The Aam Aadmi Party claimed today that there are apprehensions that the Enforcement Directorate, or ED, will arrest Delhi Chief Minister Arvind Kejriwal on November 2 after questioning him in a money laundering case linked to the alleged excise policy scam.

Delhi's ruling party also alleged that the BJP is trying to finish it off by jailing its top leaders.

Arvind Kejriwal has been issued the summons under the Prevention of Money Laundering Act (PMLA) and according to sources, the ED will record his statement once he deposes at the probe agency's Delhi office at 11 am on November 2.

This is the first time that Arvind Kejriwal has been summoned by the ED. He was questioned by the Central Bureau of Investigation (CBI) in the case in April.

Addressing a press conference on Tuesday, Delhi Minister Atishi claimed the BJP is using these tactics to target the AAP as the party knows that it cannot defeat Arvind Kejriwal in the elections.

"According to various sources, the ED will arrest Arvind Kejriwal and put him in jail on November 2. Today, the BJP and Prime Minister Narendra Modi want to eliminate the Aam Aadmi Party. This is why, one after another, AAP leaders are being arrested in false cases and sent to jail," she said.

Atishi said Mr Kejriwal will be arrested not because there is a case or any evidence against him but because he has spoken out against the BJP.

"He will be arrested only because Prime Minister Modi is afraid of him. They know that if there is one leader in this country who openly speaks against the BJP and fights against the party, it is Arvind Kejriwal. Since Narendra Modi became Prime Minister in 2014, he has been most troubled by one person and that is Arvind Kejriwal," she said.

In 2015, the BJP had been winning one state election after another but Arvind Kejriwal managed to confine the BJP to just three seats in Delhi, while the AAP won 67 of the 70 seats, she said.

In 2020 again, Atishi said, the BJP put all its efforts into the Delhi elections, fielding its leaders and creating a charged atmosphere across the country.

"However, the people of Delhi showed their love for their son Arvind Kejriwal, and made him the chief minister of Delhi once more.

"When the MCD elections came, the BJP knew that the people of Delhi would elect Arvind Kejriwal and throw the BJP out of the MCD. They delayed the MCD elections, imposed restrictions, and conducted elections along with the Gujarat elections. However, despite all this, the people of Delhi still elected Arvind Kejriwal in the MCD elections," she said.

Referring to the arrest of the AAP's top leaders, including Manish Sisodia, Sanjay Singh, and Satyendar Jain, Atishi claimed it only means that the BJP wants to "finish off the AAP".

Mr Jain has been granted interim bail in a money laundering case.

"After Arvind Kejriwal is arrested, the BJP will target other leaders of the INDIA bloc and its Chief Ministers using the CBI and the ED.

"Next they will target Jharkhand Chief Minister Hemant Soren since they have been unable to defeat him. Then they will target Tejashwi Yadav since they have not been able to break the alliance in Bihar. Then Kerala Chief Minister Pinarayi Vijayan and Tamil Nadu Chief Minister MK Stalin will be targeted," Atishi claimed.

"I want to tell Prime Minister Narendra Modi that the leaders of the Aam Aadmi Party are not afraid of going to jail nor are they afraid of false cases. They will fight till the last breath to protect the Constitution of this country," she said.

AAP leader Saurabh Bharadwaj echoed Atishi's views and asserted the party has only grown stronger in the face of opposition.

"The BJP fears Mr Kejriwal's popularity and honesty. Every time an attempt is made to end the AAP, it emerges stronger with double force.

"In the history of Independent India, the AAP has been the most-preyed-upon party by the Centre. Approximately, 170 fabricated cases have been registered against the AAP and its leaders. Forty-eight of these fabricated cases are registered against Sanjay Singh alone by the Uttar Pradesh government and the BJP's other governments. Dozens of cases have also been registered against Mr Kejriwal," he claimed.

Addressing a press conference, the AAP's Delhi state convener Gopal Rai said the AAP will keep working for the common man.

"Liquor policy is just an excuse. The BJP's goal is to eliminate the AAP. If it were only about the liquor policy, there wouldn't have been CBI raids at Chief Minister's office before and the Shunglu Committee wouldn't have scrutinised every single file. In the liquor policy case, even the CBI had called Arvind Kejriwal and he answered all their questions," he added.

Gopal Rai also said the BJP's ouster is certain in the 2024 Lok Sabha elections.

"I want to tell the people of Delhi that we will confront their tyranny head-on and continue development work in Delhi," he said.

AAP MLA Dilip Pandey said they are disciples of Bhagat Singh and are ready to sacrifice their lives but will not bow before the BJP.

"Might Is Right Has No Place...": Rajnath Singh's Veiled Dig At China

The approach of 'might is right' has no place in maritime order and fair rules of engagement are crucial for collaboration and ensuring that no country dominates others in a hegemonic manner, Defence Minister Rajnath Singh said on Monday against the backdrop of China's muscle-flexing in the Indo-Pacific region.

In an address at the Goa Maritime conclave, he said "narrow immediate" interests may tempt nations to flout or disregard the well-established international law, but doing so would lead to the breakdown of civilised maritime relations.

Mr Singh emphasised that common maritime priorities need to be addressed cooperatively by avoiding "selfish interests" that make the region less secure and less prosperous, adding that "adherence to international laws and agreements must be our lodestar."

The defence minister, delving into challenges in the Indian Ocean region as well as in the Indo-Pacific, underlined the importance of respecting the international maritime laws as enunciated in the United Nations Convention on the Law of the Sea (UNCLOS) 1982.

"A free, open and rule-based maritime order is a priority for all of us. 'Might is right' has no place in such a maritime order," he said in the presence of representatives of 12 countries.

"Our narrow immediate interests may tempt us to flout or disregard the well-established international law, but doing so would lead to the breakdown of our civilised maritime relations," he said.

"Our common security and prosperity cannot be preserved without all of us committing to cooperatively adhering to the legitimate maritime rules of engagement," Mr Singh said.

He further added: "Fair rules of engagement are crucial for fostering collaboration and ensuring that no single country dominates others in a hegemonic manner." The three-day conclave that commenced on Sunday is being attended by representatives, including chiefs of navies and heads of maritime forces, from Comoros, Bangladesh, Indonesia, Madagascar, Malaysia, Maldives, Mauritius, Myanmar, Seychelles, Singapore, Sri Lanka and Thailand.

There have been growing global concerns over China's sweeping claims of sovereignty over all of the South China Sea, a huge source of hydrocarbons. Several countries in the region. including Vietnam, the Philippines and Brunei, have counterclaims.

In his remarks, Mr Singh also called for establishing multinational collaborative mitigation frameworks in the Indian Ocean region to effectively tackle common maritime challenges such as climate change, piracy, terrorism, drug trafficking, illegal fishing and freedom of commerce in high seas.

On climate change, Mr Singh stated that the collaborative mitigation framework can involve the countries working together to reduce carbon emissions and transition to sustainable practices.

He pointed out that the world could overcome this problem if all countries accepted the responsibility to cut emissions by investing in green economy and sharing technology and capital with the needy countries.

Mr Singh also referred to 'Illegal, Unreported and Unregulated' (IUU) fishing as a challenge related to resource over-exploitation.

"IUU fishing endangers ocean ecosystems and sustainable fisheries. It also threatens our economic security and regional and global food security," he said.

Several countries in the region are concerned over China's illegal fishing in the Indian Ocean region.

"A multinational collaborative effort for compilation and sharing of surveillance data is the need of the hour. It will help in identifying actors with irregular or threatening behaviour, which will have to be countered resolutely," Mr Singh said.

To put in place these mitigation frameworks, Mr Singh identified collaboration and sharing of resources and expertise among nations.

He elaborated on it further by explaining the difference between narrow national self-interest and mutual benefit based on the enlightened self-interest of all nations.

"The optimal outcome often involves cooperation and building trust among nations, but the fear of being taken advantage of or acting alone in a hostile world can lead to suboptimal decisions," Mr Singh said.

"The challenge is to find solutions that promote cooperation, build trust and mitigate the risks. We build trust through dialogues such as the Goa Maritime Conclave, joint exercises, industrial collaboration, sharing of resources, respecting international law, etc," he said.

"Trust among cooperating countries would lead to optimal outcomes in respect of common maritime priorities," he said.

Minister of State for External Affairs Meenakashi Lekhi batted for cooperation among the countries in the Indian Ocean region to ensure peace and prosperity.

Underscoring the importance of the Indian Ocean Region, she lauded the Indian Navy for protecting the nation's maritime interests and being the first responder in the region in times of crisis.

In his address, Chief of the Naval Staff Admiral R Hari Kumar emphasised the changing nature of threats - both traditional and non-traditional and those emanating from the sea.

He added that the conclave offers a valuable opportunity towards developing effective mitigation strategies against such threats, thereby maintaining peace and securing growth in the Indian Ocean Region.

After his address, Mr Singh visited the 'Make in India' stalls set up at the venue to enable the visiting dignitaries of the 12 countries to catch a glimpse of the growing capabilities of India's defence industry in indigenous manufacturing of state-of-the-art weapons, equipment and platforms.

The theme for the fourth edition of the conclave is 'Maritime Security in the Indian Ocean Region: Converting Common Maritime Priorities into Collaborative Mitigating Frameworks'.

"Need Of Hour To Ensure Maratha Quota Demand Fulfilled": Sharad Pawar

Nationalist Congress Party chief Sharad Pawar on Sunday alleged the inaction by the Maharashtra and Central governments on the Maratha quota issue has led to unrest in the community.

Speaking at a function, Mr Pawar said the demand of Maratha quota activist Manoj Jarange should be accepted without hurting the interests of other communities.

The NCP chief said he had met Mr Jarange when he had observed a fast last month and understood the demands raised by him.

Maharashtra and Central governments didn't take immediate decision on the Maratha quota issue which triggered unrest in the community, he alleged.

"As a party too, our stand is clear. Jarange's demand should be met without hurting the interests of other communities. The need of the hour is to ensure that the quota demand is fulfilled in a proper way," Mr Pawar said.

Maratha community has been staging protests seeking reservation in the government jobs and education under the Other Backward Classes (OBC) category.

The agitation intensified after quota activist Manoj Jarange sat on an indefinite fast from October 25 as part of the second phase of the protest. On his appeal, many villages have banned the entry of political leaders. Jarange has announced that fast-unto-death protests will begin in villages across Maharashtra from Sunday if the state government fails to act on the pending demand of the Maratha community.

The Maharashtra government's stated position is that it is committed to granting the reservation to the Maratha community which stands legal scrutiny.
