Goa Police Notice To Arvind Kejriwal For Poll Posters On Public Property

Goa Police on Thursday issued a notice to Delhi Chief Minister Arvind Kejriwal, asking him to appear before it on April 27 in a case related to the illegal sticking of posters on public properties during the 2022 Assembly elections campaign.

Inspector Dilipkumar Halarnkar of Pernem police station issued the notice to Mr Kejriwal, the national convener of the Aam Aadmi Party (AAP), under section 41 (A) of the Code of Criminal Procedure.

Under the section, police can summon a person for inquiry if there is "reasonable" complaint or suspicion that he had committed an offence.

"During the investigation of a case about defacement of property, it is revealed that there are reasonable grounds to question you to ascertain facts and circumstances from you in relation to the present investigation," said the notice.

Mr Kejriwal should appear at the Pernem police station at 11 am on April 27, it said.

A senior police official said that Pernem police are investigating a case against the AAP registered under the Goa Prevention of Defacement of Property Act for allegedly pasting election posters on public walls during the Assembly campaign.

AAP won two seats in the 2022 polls in the BJP-ruled state.

AAP Goa chief Amit Palekar was summoned by Pernem police at 11.30 am on Thursday but he failed to appear, inspector Halarnkar said.

When contacted, Mr Palekar claimed that he had not received any summons. “I am travelling abroad for five days starting today. I will look into the matter once I am back,” he added.

PM Modi To Distribute 71,000 Appointment Letters During Rozgar Mela Today

Prime Minister Narendra Modi will distribute about 71,000 appointment letters to newly inducted recruits today at 10:30 am via video conferencing.

Prime Minister will also address the appointees on the occasion.

The Rozgar Mela is a step towards the fulfilment of the commitment of the Prime Minister to accord the highest priority to employment generation.

The Rozgar Mela is expected to act as a catalyst in further employment generation and provide meaningful opportunities to the youth for their empowerment and participation in national development.

Under the jurisdiction of N. F. Railway the 'Rozgar Mela' will be held in three different locations- Guwahati in Assam, Siliguri in North Bengal and Dimapur in Nagaland.

As a part of this programme, Union Minister of Ports, Shipping and Waterways and Ayush Sarbananda Sonowal will hand over the appointment letters to the newly selected youths at Railway Rang Bhavan Cultural Hall, Guwahati.

Union Minister of State in the Ministry of Petroleum and Natural Gas and Ministry of Labour and Employment Rameswar Teli will hand over the appointment letters at Imliyanger Memorial Centre, Dimapur.

Minister of State in the Ministry of Home Affairs, Sports and Youth Affairs, Government of India Nisith Pramanik will be the Chief Guest of the Siliguri programme and will distribute the appointment letters at Railway Officers Club, New Jalpaiguri.

207 candidates in Guwahati, 217 candidates in Dimapur and 225 candidates in Siliguri from various government departments will be handed over the appointment letters in this programme.

The new recruits, selected from across the country, will join various positions/posts under the Government of India like - Train Manager, Station Master, Sr commercial cum Ticket Clerk, Inspector, Sub Inspectors, Constable, Stenographer, Junior Accountant, Postal Assistant, Income Tax Inspector, Tax Assistant, Sr Draughtsman, JE/Supervisor, Assistant Professor, Teacher, Librarian, Nurse, Probationary Officers, PA, MTS, among others.

The newly inducted appointees will also get an opportunity to train themselves through Karmayogi Prarambh, which is an online orientation course for all new appointees in various Government departments.

Himachal Chief Minister's "6,000 Crores Loan" Jibe At Earlier Government

Himachal Pradesh Chief Minister Sukhvinder Singh Sukhu on Wednesday said every person in the state was reeling under a debt of Rs 92,840 due to the financial mismanagement of the previous BJP government.

He claimed that the situation was so bad that it was difficult to meet the government's expenses and his government had to take a loan of Rs 6,000 crore to repay the liabilities of the previous government.

Addressing a public gathering in Baddi, he announced opening of a Block Medical Officer (BMO) office at Baddi, Patwar Circle at Jharmajri and a Sub-Divisional Magistrate office at Baddi.

The chief minister said his government is working on resource mobilization, so that funds could be made available for undertaking various public welfare schemes.

Mr Sukhu said that the state government is making sincere efforts to tackle the drug menace and requested Union Home Minister Amit Shah for enacting a strict law to combat the menace.

Earlier, he inaugurated and laid foundation stones of five developmental projects worth Rs 22.30 crore in Doon assembly constituency.

The chief minister inaugurated a Rs 5.16 crore bridge over Gamber Khad on Baniya Devi-Bughar road at Bughar. He also inaugurated a women police station at Kalyanpur in Baddi constructed at a cost of Rs 3.33 crore.

दिल्ली पुलिस स्पेशल सेल ने दीपक बॉक्सर का फर्जी पासपोर्ट बनाने वाले एजेंट को किया गिरफ्तार

दिल्ली पुलिस स्पेशल सेल ने मेक्सिको से गिरफ्तार गैंगस्टर दीपक बॉक्सर का फर्जी पासपोर्ट बनाने वाले एजेंट को गिरफ्तार कर लिया है.  एजेंट का नाम महफूज है जो मुरादाबाद का रहने वाला है. महफूज कई और संदिग्ध लोगों के फर्जी पासपोर्ट बनवा चुका है जिसकी जांच की जा रही है. दरअसल दिल्ली पुलिस की स्पेशल सेल की टीम को एक सूचना मिली थी कि यूपी के मुरादाबाद और बरेली में एक पूरा रैकेट चलाया जा रहा है. जहां से कुख्यात गैंगस्टर दीपक उर्फ बॉक्सर ने अपना फर्जी पासपोर्ट बनवाया था और देश छोड़ कर भाग गया था. यह भी सामने आया कि यूपी के मुरादाबाद के भूरा दलाल नाम के एक एजेंट ने दीपक बॉक्सर का फर्जी पासपोर्ट तैयार करने में मदद की थी.

तफ्तीश के दौरान ये भी पता चला कि गैंगस्टर दीपक बॉक्सर की गिरफ्तारी के बाद से आरोपी एजेंट अपने ठिकाने से फरार होकर दिल्ली में छिपा हुआ है. जिसके बाद दिल्ली पुलिस की स्पेशल सेल की एनडीआर की टीम ने आरोपी की तलाश के लिए जाल बिछाना शुरू किया इसी दौरान स्पेशल सेल की टीम  को गुप्त सूचना मिली कि भूरा दलाल रोहिणी में अपने सहयोगी से मिलने फर्जी पासपोर्ट और अन्य जाली दस्तावेज देने के लिए आएगा.

दिल्ली में हुई गिरफ्तारी 

सूचना पर कार्रवाई करते हुए एनडीआर, स्पेशल सेल की टीम ने दोपहर करीब 1 बजे जाल बिछाया और आरोपी महफूज खान उर्फ भूरा दलाल को गुरुद्वारा रोड, सेक्टर 15 रोहिणी, दिल्ली से गिरफ्तार कर लिया. तलाशी लेने पर उसके पास से छह पासपोर्ट, पासपोर्ट की दो फोटोकॉपी और दो आधार कार्ड मिले. आरोपी ने खुलासा किया कि वह  बरामद फर्जी दस्तावेजों को देने के लिए बरेली, यूपी से दिल्ली आया था. .उसने आगे खुलासा किया कि वह दिल्ली पुलिस द्वारा कुख्यात गैंगस्टर दीपक बॉक्सर की गिरफ्तारी की खबर पढ़कर फरार हो गया था. जिसकी जाली आईडी और फर्जी पासपोर्ट उसने ही  तैयार करवाए थे. जिसके बाद स्पेशल सेल की टीम ने आरोपी महफूज खान उर्फ भूरा दलाल के खुलासे के आधार पर सात पासपोर्ट, पांच आधार कार्ड, सात पैन कार्ड और छह वोटर कार्ड भी मुरादाबाद, यूपी से बरामद किया. 

राजनीति शास्त्र में स्नातकोत्तर तक की पढ़ाई कर चुका है आरोपी

आरोपी महफूज खान उर्फ भूरा दलाल ने पूछताछ में बताया की उसने हिन्दू कॉलेज, मुरादाबाद, यूपी से राजनीति शास्त्र में स्नातकोत्तर की है. अपनी शिक्षा पूरी करने के बाद, उसने कटरा, जम्मू, अमृतसर, बैंगलोर, सूरत और भारत के अन्य स्थानों में "माता की चुन्नी" बेचने का काम किया क्योंकि उसके मामा की रामपुर, यूपी में "माता की चुन्नी" बनाने की एक कंपनी  थी. हालांकि साल 2014 उसने ये काम  छोड़ दिया और "लिमरा टूर एंड ट्रैवल्स" के नाम से इंदिरा चौक मुरादाबाद में एक कार्यालय शुरू किया. जिसके बाद वो  लोगों के लिए पासपोर्ट आवेदन करना शुरू कर दिया.

इसी दौरान वह क्षेत्रीय पासपोर्ट कार्यालय, बरेली, यूपी के बाहर काम कर रहे एक पासपोर्ट एजेंट के संपर्क में आया. इसके बाद, उसने अपने सहयोगियों के साथ उन लोगों के लिए जाली दस्तावेज बनाना शुरू कर दिया जो फर्जी पासपोर्ट चाहते थे या जिनकी आईडी में कोई गड़बड़ी थी और वे विदेश जाना चाहते थे. साल 2016-17 में उसने अपने इस अवैध धंधे में कानूनी तौर पर आ रही समस्याओं के समाधान के लिए उसने बाकायदा एलएलबी की पढ़ाई शुरू की हलांकि दो साल बाद ही उसने पढ़ाई छोड़ दी.

नवंबर-2022 में बनाया गया था दीपक बॉक्सर का फर्जी पासपोर्ट 

पूछताछ में आरोपी ने  बताया कि नवंबर-2022  में उससे रवि अंचल नाम से पासपोर्ट बनाने के लिए उससे संपर्क किया गया था जिसके बाद उसने दीपक बॉक्सर का फर्जी पासपोर्ट तैयार किया जिसके माध्यम से वो विदेश भाग गया था. जंहा से दिल्ली पुलिस की स्पेशल सेल की टीम उसे पकड़ कर ले आई. फिलहाल आरोपी एजेंट से पूछताछ किया जा रहा है और पता लगाया जा रहा है कि उसने अब तक ऐसे कितने अपराधियो के पासपोर्ट तैयार किये है.

"इस मुद्दे पर कितने कमीशन बनेंगे?", धर्म परिवर्तन करने वाले दलितों को आरक्षण की मांग वाली याचिका पर सुप्रीम कोर्ट

हिन्दू धर्म से इस्लाम या ईसाई धर्म अपनाने वाले दलितों को SC/ST का दर्जा दिए जाने की मांग वाली याचिकाओं पर सुप्रीम कोर्ट में सुनवाई हुई.  सुप्रीम कोर्ट ने कहा कि वह जुलाई में इस बात पर विचार करेगा कि क्या सरकार द्वारा स्वीकार ना की जाने वाली कमीशन की रिपोर्ट पर भरोसा किया जा सकता है ? अगर हां तो  किस हद तक. साथ ही  प्रकृति  और चरित्र को देखते हुए जाति व्यवस्था को इस्लाम या ईसाई धर्म में शामिल किया किया जा सकता है या नहीं? अदालत इस मुद्दे पर 11 जुलाई को अगली सुनवाई करेगी. 

सुनवाई के दौरान सुप्रीम कोर्ट ने कहा कि इस मुद्दे पर कितने कमीशन बनेंगे?  एक के बाद एक कमीशन का क्या औचित्य है? ये भी नहीं पता कि वर्तमान कमीशन की रिपोर्ट भी पहले जैसी नहीं होगी? दो दशक बीत चुके हैं.  प्रत्येक व्यवस्था का अपना विचार और संदर्भ की शर्तें होंगी. सवाल यह है कि क्या राष्ट्रपति के आदेश में विशेष समुदायों को शामिल करने के लिए रिट जारी की जा सकती है.

याचिकाकर्ता की तरफ से प्रशांत भूषण ने रखा पक्ष

अदालत ने कहा कि  रंगनाथ मिश्रा  पैनल की रिपोर्ट को स्वीकार नहीं किया गया है तो सवाल यह है कि इस पर कहां तक भरोसा किया जा सकता है? अनुभवजन्य डेटा की खोज की स्थिति क्या है ?  इस दौरान याचिकाकर्ता के वकील प्रशांत भूषण ने कहा कि यह एक संवैधानिक सवाल है कि क्या राज्य धर्म के आधार पर भेदभाव कर सकता है?  सरकार अब  कह रही हैं कि उन्होंने दो साल के कार्यकाल के साथ एक नया आयोग नियुक्त किया है. लेकिन क्या अदालत को सरकार के इस बयान पर बार-बार इंतजार करना चाहिए? उन्होंने कहा कि हम शामिल करने के लिए नहीं कह रहे हैं, बल्कि दलित ईसाइयों और दलित मुसलमानों के बहिष्कार को असंवैधानिक, अवैध और मनमाना कह रहे है? गौरतलब है कि अनुसूचित जाति समुदाय के सदस्य के रूप में नौकरियों और शिक्षा में आरक्षण का संवैधानिक अधिकार केवल हिंदू, सिख या बौद्ध धर्म के लोगों को दिया गया है.

कब दाखिल की गई थी याचिका?

याचिका 2004 में दाखिल की गई थी. अदालत ने कहा कि 19 साल हो गए हैं. जस्टिस संजय किशन कौल ने एएसजी केएम नटराज से पूछा कि संविधान मे जो बातें कही गई है उसी के मुताबिक इस मुद्दे को निर्धारित कर सकते हैं यहां यही मुद्दा है . सवाल यह है कि जिस संवैधानिक मुद्दे पर याचिकाकर्ता बात कर रहे हैं. क्या अदालत को कमीशन की रिपोर्ट तक इंतजार करना चाहिए?

केंद्र सरकार ने क्या कहा? 

केंद्र की ओर से ASG के एम नटराज ने कहा कि नया कमीशन नियुक्त किया गया है. वह अपना काम कर रहा है.कोर्ट को कमीशन की रिपोर्ट का इंतजार करना चाहिए.रंगनाथ मिश्रा आयोग ने सभी पहलुओं पर गौर नहीं किया था. इस्लाम और क्रिश्चियनिटी अपनाने वालों को अनुसूचित जाति का दर्जा नहीं दिया जा सकता क्योंकि इन धर्मों में जातीय आधार पर भेदभाव नहीं है.ईसाई या इस्लाम समाज में छुआछूत की दमनकारी व्यवस्था प्रचलित नहीं थी.ईसाई या इस्लामी समाज के सदस्यों को कभी भी इस तरह के पिछड़ेपन या उत्पीड़न का सामना नहीं करना पड़ा है. सिखों, बौद्ध धर्म में धर्मांतरण की प्रकृति ईसाई धर्म में धर्मांतरण से भिन्न रही है. दूसरे धर्म में परिवर्तन करने पर व्यक्ति अपनी जाति खो देता है.कोर्ट राष्ट्रपति के आदेश में बदलाव का निर्देश नहीं दे सकता.

Any Data To Show Liquor Consumption Fell After Ban? Supreme Court To Bihar

The Supreme Court Wednesday asked the Bihar government on whether it had conducted any study or had any empirical data to show whether liquor consumption has decreased after the enactment of prohibition law in the state.

The top court said that though it is not raising a question on the intention of the government for the law, it is concerned that it is getting a number of bail applications, of which the lion's share emanates from the prohibition law.

A bench of Justices KM Joseph, Krishna Murari, and BV Nagarathna posed the question granting anticipatory bail to one Anil Kumar, a resident of Madhubani district of Bihar, who was allegedly caught with more than 25 litres of foreign liquor in his car in 2015.

The top court rejected the submission of the state counsel that opposed Mr Kumar's anticipatory bail plea.

"Do you know how many bail applications are coming from Bihar to this court? A lion's share of these bail applications is of the state's prohibition Act. Has there been any study or has there been any empirical data to show that due to the prohibition act graph of liquor consumption in the state is coming down?" the bench asked the counsel for the state.

Justice Joseph said, "We are not questioning your intent for the enactment of the law but we are telling you the fact about the number of bail applications coming to this court. This is putting a burden on the judicial system. This happens when laws are enacted without conducting any study or there being any empirical data."

The state counsel said an amendment was made in the prohibition law under which the first-time offenders can be released with a fine and it has drastically reduced burden on the judicial system.

When he alleged that a huge quantity of foreign liquor was recovered from Mr Kumar's vehicle, Justice Murari said, "Do you think 25 litres of liquor is a huge quantity? Why don't you take a tour of Punjab then?"

Advocate Pradeep Yadav, appearing for Mr Kumar, said his client was falsely implicated in the case as the car was only registered in his name and he was not in it when the recovery was made.

"The FIR was registered against him (Kumar) on November 3, 2015 for offences under IPC and the Bihar Excise Act of 2015, that is more than seven years ago," he said.

The bench granted anticipatory bail to Mr Kumar and said that in the event of his arrest in the case, he will be released on bail.

Mr Kumar in his plea said police recovered 25.860 litres of illicit foreign liquor from a car, which was registered in his name.

"It is further stated that the petitioner has no connection with the recovered liquor and recovery is not made from him and the liquor had been planted in his vehicle and no recovery had been made from the petitioner and upon the false information the petitioner had been roped in the FIR," his plea said.

Mr Kumar had last year challenged the December 16 order of Patna High Court, which rejected his anticipatory bail application.

A trial court had rejected his anticipatory bail plea on September 20, 2022 in the case.

महज 13 साल की उम्र में कॉलेज में मिला दाखिला, PM मोदी ने पूछा - मैं आपसे क्या सीख सकता हूं?

क्या आपने कभी सुना है कि शुरुआती स्तर की शिक्षा की उम्र में ही किसी को कॉलेज में दाखिला मिल जाए? हो सकता है आपको यह सवाल कुछ अजीब लगे लेकिन मध्य प्रदेश के इंदौर जिले में असाधारण प्रतिभा से संपन्न 13 साल की लड़की को कॉलेज में दाखिला मिला है. प्रतिभावान तनिष्का सुजीत ने एक अप्रैल को प्रधानमंत्री नरेंद्र मोदी के भोपाल दौरे के दौरान उनके साथ मुलाकात की. तनिष्का ने करीब 15 मिनट तक पीएम मोदी से बातचीत की थी. उसने नौ साल की उम्र में पांचवीं पास की और उसके बाद 11 साल की उम्र में सीधे बोर्ड की परीक्षा दी. 

तनिष्का नेे तीन साल पहले 2020 में कोविड-19 महामारी के दौरान अपने पिता सुजीत को खो दिया था. तनिष्का के पिता ही उसके शिक्षक थे. अपनी बेटी को बोर्ड परीक्षा में शामिल करने के लिए उन्हें राज्यपाल से विशेष अनुमति मिली थी. 

तनिष्का ने कहा, ‘जब मेरे पिता सुजीत 10वीं और 12वीं क्लास के स्टूडेंट्स को कोचिंग पढ़ाते थे, उस वक्त मैं 9 साल की थी और 5वीं में पढ़ती थी. उनकी कोचिंग देखने के बाद मुझे 10वीं पढ़ने का मन हुआ. मेरे पिता को भी ऐसा लगा कि मैं यह कर सकती हूं. इसके बाद उन्होंने राज्यपाल से विशेष अनुमति लेने के लिए कोशिश शुरू की और इसमें एक साल लग गया.‘ 

उसने कहा, ‘अनुमति मिलने के बाद 11 साल की उम्र में मैंने 10वीं और उसके बाद 12 साल की उम्र में 12वीं पास की. मध्यप्रदेश में यह पहला मामला था, जिसके लिए मेरी अलग से परीक्षा भी ली गई थी.‘  

इसके बाद तनिष्का ने 13 साल की उम्र में देवी अहिल्या विश्वविद्यालय (डीएवीवी) में बीए (मनोविज्ञान) में प्रवेश लिया. तनिष्का ने कहा कि अब वह 15 साल की उम्र में स्नातक के अंतिम वर्ष में है. 

उसके पिता सुजीत 2020 में कोविड-19 से संक्रमित हो गए थे. उस वक्त तनिष्का की इंटरमीडिएट की परीक्षा चल रही थी, लेकिन परिणाम आने से पहले ही उसके पिता का निधन हो गया. 

उन्होंने पीएम मोदी से मुलाकात के बारे में बात करते हुए कहा, ‘मुझे प्रधानमंत्री कार्यालय (पीएमओ) से फोन आया. उन्होंने मुझे एक अप्रैल को भोपाल मिलने के लिए बुलाया. पीएम मोदी ने मुझसे 15 मिनट तक बात की और मेरे बारे में पूछा. यह भी पूछा कि वह मुझसे क्या सीख सकते हैं, तो मैंने उन्हें समर्पण और कड़ी मेहनत के बारे में बताया जो पहले से ही उनमें है.‘ 

तनिष्का ने कहा, "मैंने उन्हें अपने सपने के बारे में भी बताया कि मनोविज्ञान में बीए करने के बाद मैं अमेरिका जाऊंगी और ‘ज्यूरिस डॉक्टर‘ (डॉक्टर ऑफ ज्यूरिसप्रुडेंस या जेडी) बनूंगी. (यह कानून में स्नातक-प्रवेश पेशेवर डिग्री है). यह कोर्स भारत में उपलब्ध नहीं है. उसके बाद मैं भारत की चीफ जस्टिस बनना चाहती हूं."
