"Torture": Court Raps UP Police For Detaining Pregnant Woman For 6 Hours

The Allahabad High Court has come down heavily on the Uttar Pradesh Police for "unlawfully detaining" a pregnant woman accompanied by her two-year-old child for over six hours to record her statement in a kidnapping case filed by her family, terming it "abuse of authority" and "torture".

It directed the police to pay Rs 1 lakh to the eight-month pregnant woman and instructed the state government to issue guidelines for police to handle cases involving women more carefully.

The woman's family had lodged a complaint with the Agra Police, claiming she was kidnapped in August 2021 while on her way to appear for an exam. An FIR was lodged but investigation into the case did not see much progress. During the hearing of a habeas corpus petition filed by the woman's husband, their counsels Raghvendra P Singh and Mohd Sheraj refuted the kidnapping charge, saying she got married and has been living with her husband in Lucknow.

The petitioner's counsels told the Lucknow Bench of the high court that Sub-Inspector Anurag Kumar of the Agra Police had taken the eight-month pregnant woman accompanied by her two-year-old child in custody on November 29 in Lucknow to record her statement in the kidnapping case.

They claimed the investigating officer neither brought the case diary nor checked the woman's age before detaining her at the Chinahat Police Station in Lucknow for over six hours.

In its ruling, the bench of Justice Attau Rahman Masoodi and Justice Subhash Vidyarthi expressed grave concern over the violation of the woman's rights and noted that the "investigating officer failed to apply his mind to the allegations in the FIR".

"The manner in which police duties were carried out was far from the process of law and amounts to abuse of authority," the bench remarked.

The bench ordered that the woman be immediately released, taken back to her home in Lucknow and handed over to her husband in the presence of her legal counsel.

It also directed the Uttar Pradesh Police chief to initiate disciplinary proceedings against the officer involved and submit a report to the court within three months.

The high court bench underlined that the woman, being in an advanced stage of pregnancy and accompanied by her child, should never have been subjected to police custody.

It sought an affidavit from the state within 10 days, outlining the steps taken to comply with the ruling and emphasised that this case should serve as a reminder to police authorities to act with greater sensitivity in matters involving women.

The next hearing is scheduled for December 11.

RG Kar Ex-Principal Named In CBI's 1st Chargesheet In Irregularities Case

The Central Bureau of Investigation (CBI) on Friday filed its first chargesheet at a special court in Kolkata in connection with the multi-crore financial irregularities matter at the state-run R.G. Kar Medical College and Hospital here.

Sources aware of the development said that in the first chargesheet, former principal of RG Kar Medical College and Hospital Sandip Ghosh and four others have been named.

The other four named in the chargesheet are Asish Pandey, Sandip Ghosh's personal bodyguard Afsar Ali, Suman Hazra and Biplab Singha. The last two individuals named are private contractors and suppliers.

Besides five individuals, three business entities engaged in the supply of products and services to the RG Kar authorities were also named in the chargesheet.

However, although the chargesheet was submitted by CBI to the court on Friday, it was not officially accepted by the court authorities.

This is because since Sandip Ghosh and Asish Pandey were attached to the West Bengal government as employees, the acceptance of the chargesheet by the court authorities can be done only after there is an official clearance from the state government.

Sources in the know of things said that in the chargesheet, the CBI officials had given details on how Sandip Ghosh used to manipulate the tendering process of RG Kar to ensure that only contractors close to him got work-orders or contracts against hefty commissions.

In the chargesheet, the investigating officials had also given details on the skyrocketing increase in the quantum of assets and properties of the accused persons, especially Sandip Ghosh, during the short period after he assumed the charge as the Principal of R.G. Kar Medical College and Hospital.

Sources added that in the chargesheet, Sandip Ghosh has been identified as the mastermind behind the entire alleged scam.

Besides making manipulations in the tendering process, the other charges in the case are getting infrastructure-related work at R.G. Kar done by private outsourced agencies bypassing the state public works department, smuggling bio-medical wastes from the hospital and selling the organs of the unidentified bodies brought to the hospital for autopsy purposes.

Besides the financial irregularities case, the CBI is also probing Sandip Ghosh and former SHO of Tala Police Station Abhijit Mondal in connection with the ghastly rape and murder of a junior woman doctor of R.G. Kar Medical College and Hospital in August this year.

The main charges against Sandip Ghosh and Mondal in this case are tampering with the evidence and misleading the investigation while the initial probe was being carried out by Kolkata Police before the matter was handed over to CBI.

कभी एक्टिंग छोड़ अंडे बेचने को मजबूर हो गया था ये एक्टर, फिर चमकी ऐसी किस्मत लेता था हीरो से ज्यादा फीस

बॉलीवुड इंडस्ट्री में कई सितारे ऐसे हैं, जिनकी स्ट्रगलिंग स्टोरी सुनकर हमारी आंखों में आंसू आ जाते हैं. इन्होंने न केवल बड़े पर्दे पर अपनी एक्टिंग से दर्शकों को कभी हसाया कभी रुलाया, बल्कि उनके जीवन की कहानी भी ऐसी रही हैं जिसे सुनकर या देखकर दिल पसीज जाता हैं. उन्हीं में से एक एक्टर है महमूद, जिनका नाम बॉलीवुड के दिग्गज अभिनेताओं में शुमार हैं. आज भले ही वो हम सबके बीच नहीं हैं, पर उनकी 300 से ज्यादा फिल्मों ने दर्शकों का एंटरटेनमेंट किया हैं. लेकिन एक समय ऐसा आया था जब उन्हें एक्टिंग छोड़कर अंडे बेचने तक का काम करना पड़ा था.

कभी सड़कों पर बेचें अंडे और चलाई टैक्सी
मशहूर कॉमेडियन और एक्टर महमूद ने फिल्म किस्मत से अपने करियर की शुरुआत की थी. इसमें वो चाइल्ड आर्टिस्ट के रोल में नजर आए थे. वहीं, लीड रोल में अशोक कुमार थे. ये फिल्म 1943 में रिलीज हुई थी, लेकिन किस्मत फिल्म के बाद महमूद ने एक्टिंग छोड़ने का फैसला कर लिया था, क्योंकि उनके परिवार को काफी आर्थिक तंगी झोली पड़ी थी. उन्होंने कई छोटी-मोटी नौकरियां की, घर का घर चलाने के लिए के ड्राइवर का काम भी किया. इसके अलावा सड़कों पर अंडे बेचने, यहां तर कि टैक्सी चलाने जैसे कई छोटे-मोटे काम किए, लेकिन राज कपूर की एक फिल्म ने उनकी किस्मत बदल दी.

परवरिश के बाद बदली महमूद की किस्मत
साल 1958 में राज कपूर की फिल्म परवरिश में महमूद को राज कपूर के भाई की भूमिका निभाई थी, इस फिल्म में उन्होंने बेहतरीन अभिनय किया और इसके बाद उन्होंने कभी पीछे पलट कर नहीं देखा. बड़ी-बड़ी फिल्मों में बतौर सेकंड लीड एक्टर काम करने वाले महमूद कई फिल्मों में तो एक्टर से ज्यादा फीस भी वसूल किया करते थे और कहा जाता है कि 15 दिन की शूटिंग के लिए उन्हें 7:50 लाख रुपए मिलते थे, जो उस जमाने में बहुत बड़ी बात थी. उन्होंने अपने करियर में 300 से ज्यादा फिल्मों में काम किया, जिसमें इंस्पेक्टर, कागज के फूल, कानून, छोटे नवाब, दिल तेरा दीवाना, बेटी-बेटा, पड़ोसन, बॉम्बे टू गोवा जैसी कई बेहतरीन फिल्में शामिल हैं. बॉलीवुड के ये दिग्गज एक्टर महमूद आज भले ही हम सबके बीच नहीं है और 23 जुलाई 2004 को उन्होंने इस दुनिया को अलविदा कह दिया था, लेकिन उनकी फिल्में आज भी दर्शकों का मनोरंजन करती हैं.

Indian Diplomats In Canada Under Surveillance, Centre Tells Parliament

Consular officials at the Indian consulate in Vancouver were recently informed by the Canadian authorities that they have been and continue to be under "audio and video surveillance" and that their "private communications" have also been "intercepted", the Centre informed Parliament on Thursday.

Minister of State for External Affairs Kirti Vardhan Singh in a written response in Rajya Sabha also said "respect for each other's concerns, territorial integrity and sovereignty are essential for a stable bilateral relationship".

Mr Singh was asked whether there are any instances of cyber surveillance or other forms of surveillance targeting Indian diplomats in Canada.

"Yes. Recently, consular officials at the Indian Consulate in Vancouver were informed by the Canadian authorities that they have been, and continue to be under audio and video surveillance and that their private communications have also been intercepted."

"Government of India lodged a strong protest with the Canadian High Commission in New Delhi on this issue vide its note verbale dated November 2, 2024 as these actions were a flagrant violation of all diplomatic provisions," Mr Singh said in his response.

The minister in his response also quoted a response of the Ministry of External Affairs (MEA) spokesperson in his weekly briefing to the media recently here.

"By citing technicalities, the Canadian Government cannot justify the fact that it is indulging in harassment and intimidation. Our diplomatic and consular personnel are already functioning in an environment of extremism and violence."

"This action of the Canadian Government aggravates the situation and is incompatible with established diplomatic norms and practices," the spokesperson had said.

Mr Singh was also asked the details and the steps taken to ensure the safety of Indian diplomats.

"On the question of safety and security of Indian diplomats in Canada, the Government of India remains continuously engaged with the Canadian side to ensure that adequate protection is offered at all times to our diplomatic personnel and properties," he said.

The minister also said the Canadian Centre for Cyber Security, in its biennial National Cyber Threat Assessment (NCTA) report for 2025-2026 released on October 30, "placed India under 'Section 1 - Cyber threat from state adversaries'".

The MEA had responded to the report on November 2, stating that it was yet another example of Canada's "negative" approach to ties with India. As on other occasions, imputations have been made about India "without any evidence", the minister said, quoting MEA's response.

In a separate written response, Mr Singh also replied to queries on the steps taken for resolving issues with Canada and whether it is a fact that the Government of Canada has "expressed its inability" to provide minimum security to our embassy, consulates and diplomats.

"The two governments are in touch regarding the state of their bilateral ties. Respect for each other's concerns, territorial integrity and sovereignty are essential for a stable bilateral relationship.

"In this regard, Government of India has repeatedly urged the Canadian Government to take prompt and effective action against anti-India elements operating from its soil. This includes preventing secessionist and extremist elements from glorifying the assassination of our leaders issuing threats to our current political leadership and diplomats disrespecting and vandalising places of worship and espousing for the balkanisation of India by holding so-called 'referendums'," he added.

Mr Singh further said while the Canadian authorities have been able to provide "security protection to our diplomats and diplomatic properties", they have recently "expressed their inability to provide security cover to our consular camps from the violent acts of secessionist and extremist elements".

With nearly 1.8 million Indo-Canadians (accounting for about 4.7 per cent of Canada's population) and another 1 million comprising non-resident Indians including approximately 4,27,000 Indian students, Canada hosts one of the largest Indian diasporas abroad, he said.

"As such, the welfare, safety and security of Indian nationals in Canada is of utmost importance to Government of India," the Union minister said.

The relations between the two countries came under severe strain following Prime Minister Justin Trudeau's allegations in September last year of a "potential" involvement of Indian agents in Khalistan extremist Hardeep Singh Nijjar's killing.

New Delhi rejected Trudeau's charges as "absurd".

India has been maintaining that the main issue between the two countries is that of Canada is giving space to pro-Khalistan elements operating from Canadian soil with impunity.

कुंठा और बदले की राजनीति कर रहे राहुल गांधी : अदाणी ग्रुप पर आरोप को लेकर बोले मनीष बरियार

राहुल गांधी की पिछले एक-डेढ़ साल के अंदर की राजनीति देखें, तो उसमें हिंडनबर्ग रिसर्च की रिपोर्ट से लेकर SEBI पर लगे आरोप, संविधान, आरक्षण को लेकर भ्रम फैलाना... सवाल उठता है कि राहुल गांधी आखिर किस तरह की राजनीति कर रहे हैं? क्या झूठ और भ्रम के दम पर विपक्ष का नेता अपनी राजनीति चमका सकता है? इसके जवाब में पॉलिटिकल एनालिस्ट मनीष बरियार कहते हैं, "राहुल गांधी के लिए एक शब्द इस्तेमाल किया जा सकता है. वह शब्द है 'कुंठा'. राहुल गांधी कुंठा की राजनीति करते हैं." 

 मनीष बरियार कहते हैं, "मुझे लगता है कि वह अभी भी इस बात से नाराज हैं कि उनके परिवार पर बोफोर्स घोटाले के आरोप लगे थे. जिस तरह से मीडिया और बाकी राजनीतिक दल राहुल गांधी के परिवार और कांग्रेस पार्टी के खिलाफ काफी कुछ सबूत लेकर आए... इससे उन्हें घोर नाराजगी है."

बरियार कहते हैं, "मुझे लगता है कि राहुल गांधी किसी न किसी तरह से अपने विरोधियों पर ऐसे आरोप लगाकर अपनी मन को एक तरह से शांति दे रहे हैं. ये बदले की राजनीति है. इसमें समझ कहीं भी नहीं है. उन्हें ये भी समझ नहीं आ रहा कि वो जिस तरह की राजनीति कर रहे हैं, उससे देश का बहुत नुकसान हो रहा है. देश का तो नुकसान हो ही रहा है. निवेशकों का भी अच्छा-खासा नुकसान हो रहा है. शायद यही कारण है कि देश की जनता राहुल गांधी को बार-बार रिजेक्ट कर रही है."

उन्होंने कहा, "अगर कोई बदले की भावना से कोई काम करता है, तो उसका नतीजा हमने हरियाणा, महाराष्ट्र में देख लिया. अब देश के बाकी राज्यों में भी ऐसे नतीजे देखेंगे. राहुल गांधी की तरफ से पॉजिटिव राजनीति नहीं है." बरियार कहते हैं, "राहुल गांधी की हिट एंड रन वाली राजनीति से देश के बिजनेसमैन, इंवेस्टर्स को नुकसान पहुंचाते हैं. इससे दो-चार लोग उनके लिए तालियां बजाते हैं"

बरियार के मुताबिक, अंतरराष्ट्रीय स्तर पर दो साजिश हो रही है, राहुल गांधी उसका भी हिस्सा बन चुके हैं. कई बार उनकी तस्वीरें अमेरिकी कारोबारी जॉर्ज सोरोस और उनके साथियों के साथ सामने आई हैं. राहुल गांधी जब भी विदेश जाते हैं, इन लोगों से जरूर मुलाकात करते हैं."

बरियार ने कहा, "मुझे नहीं पता कि राहुल गांधी को सलाह देता है, लेकिन देश के वोटर्स उनकी बातों को बहुत गंभीरता से लेते हैं. देश की जनता को राहुल गांधी की तरह से यही मैसेज जाता है कि ये नेता विपक्ष हैं और देश के हित में कोई बात कर रहे हैं. लेकिन ये भ्रम के सिवाय और कुछ नहीं होता."

A 5-Minute Brain Scan Can Reveal Risk Of Psychosis In Patients: Study

A "single five-minute" brain scan could help predict individuals at risk of experiencing psychosis, according to a study.

Brain scans of psychosis patients revealed that regions processing information from senses were weakly connected to each other and strongly connected to the thalamus -- which acts as a "relay station" for sensory and movement information to the brain.

"A single five-minute scan could potentially improve our ability to predict which at-risk individuals will transition to a psychotic disorder, which in turn could allow for more timely treatments or interventions," author Brian Keane, an assistant professor of neuroscience at the University of Rochester, said.

Researchers analysed MRI scans from 159 participants, including 105 who developed a psychotic disorder up to five years prior to testing.

A psychotic disorder -- schizophrenia, manic phase of bipolar disorder -- involves losing touch with reality and developing symptoms such as hallucinations.

The differences in the brains of psychotic and non-psychotic patients were confined to two networks -- the somatomotor network, responsible for preprocessing bodily movement and sensations, and the visual one, which creates representations of objects, faces, and complex features, the researchers found.

By combining the dysconnectivity -- or abnormal brain connectivity -- patterns across these two networks allowed the researchers to create a "somato-visual" biomarker. 'Somato-' is a prefix meaning 'body'.

Detecting the biomarker in brain scans could help diagnose the psychiatric condition before the first symptom emerged, they said. Currently, psychosis is diagnosed through an interview between a mental health professional and patient.

"What makes this biomarker unique is its large effect size, its robustness to over a dozen common confounds, and its high reliability across multiple scans," Keane, also the corresponding author of the study published in the journal Molecular Psychiatry, said.

"It also gives us a place to keep looking. An important next step will be to determine if the somato-visual biomarker emerges before or as psychosis begins," Keane said.

Ashok Gehlot's Ex-Aide Arrested In 2020 Phone-Tapping Case

Delhi Police has arrested Lokesh Sharma, the former OSD to ex-Rajasthan Chief Minister Ashok Gehlot, in a phone-tapping case of 2020 based on a complaint lodged by Union minister Gajendra Singh Shekhawat, officials said on Monday.

However, Sharma was granted bail soon after his arrest by the Crime Branch, police said.

In April this year, Sharma claimed that an audio clip of a purported telephonic conversation between Shekhawat and some Congress leaders discussing "toppling" the then Congress government in Rajasthan was given to him by Gehlot, the chief minister of the time.

In March 2021, Delhi Police registered an FIR against Sharma on charges of criminal conspiracy, criminal breach of trust, and unlawfully intercepting telephonic conversations on the complaint of Shekhawat.
