"50 Feared Dead In Cloudburst-Hit Areas": Himachal Minister

After the catastrophic cloudbursts hit different areas of Himachal Pradesh, including Samej, state minister Vikramaditya Singh on Saturday said that around 50 people are feared dead in the affected areas and the official number can only be declared after official confirmation and completion of rescue operations.

Mr Singh also said that the topmost priority of the state government is to retrieve the bodies and restore connectivity in the affected areas of the state as soon as possible.

Speaking with ANI, Himachal Pradesh minister Vikramaditya Singh said, "The main priority of the government is to retrieve the bodies from the site, as the catchment area of the destruction spot is huge. Apart from it, Government is making all efforts to restore the connectivity in affected areas as soon as possible. It is being feared that around 50 deaths have taken place, but it can only be officially confirmed after the rescue operations."

He further informed that the government has announced Rs 50,000 as an immediate relief to the affected families and in future, more compensation will be provided to them.

"Chief Minister Sukhu has also spoken to Home Minister Amit Shah regarding this. We should get support from the Centre too, and we are demanding the same from the Government...As an immediate relief, CM has announced Rs 50,000 for all affected families. In the time to come, they will provide help for repair too," said Mr Singh.

Furthermore, he conveyed that from NDRF to SDRF, Police and Home Guard personnel, everybody is involved in the rescue operations together.

Himachal Pradesh Minister Vikramaditya Singh said, "A cloudburst occurred 2-3 days back over the Shrikhand mountain top. Due to this, areas in Rampur and Kullu have faced massive destruction. Chief Minister Sukhvinder Singh Sukhu also visited the area. He took stock of the situation and briefed the officials. We have started setting up Bailey bridges at various locations. Police personnel are being deployed at various places. The administration is coordinating with everyone. NDRF, SDRF, State Police, Home Guard jawans are carrying out rescue operations together."

Earlier in the day, the Indian Army launched extensive Humanitarian Assistance and Disaster Relief (HADR) operations to aid the affected communities in Himachal Pradesh's Samej village.

According to the Indian Army, the road to the incident site was blocked due to a land shift approximately 2.5 kilometres short of the incident site, after which troops moved on foot beyond the blockade.

The Army's Engineer Task Force (ETF) repaired the road and made it operational on Friday itself.

The equipment was temporarily stuck at the blockade site but reached the incident site later, after the road was repaired.

On Friday, the Army also completed the construction of the improvised footbridge, thus facilitating the move of rescue teams towards the far bank of the river and the rescue of civilians stranded on the far bank.

How Missed Warnings, "Over-Tourism" Aggravated Landslides In Wayanad

With a steeply pitched tiled roof piercing misty green hills in southern India and a stream gushing through rocks nearby, the Stone House Bungalow was one of the most popular resorts in the Wayanad area of Kerala state.

It was empty when two landslides early on Tuesday washed away the 30-year-old stone building: staff and tourists had left after rain flooded its kitchen a few days earlier.

But neighbouring dwellings in Mundakkai village were occupied and 205 people, almost all locals, were killed and scores are missing. Tourists had been warned to leave the day earlier because of the rain.

Local authorities are now counting the cost of the disaster and questioning whether the rapid development of a tourism industry was to blame for the tragedy. Weather-related disasters are not unusual in India, but the landslides in Kerala state this week were the worst since about 400 people were killed in floods there in 2018.

Mundakkai, the area worst affected by the landslides, was home to some 500 local families. It and neighbouring villages housed nearly 700 resorts, homestays and zip-lining stations attracting trekkers, honeymooners and tourists looking to be close to nature, a local official said. Cardamom and tea estates dotted the hills.

Experts said they had seen Tuesday's disaster coming for years and several government reports in the past 13 years had warned that over-development in the ecologically sensitive areas would increase the risk of landslides and other environmental disasters such as floods by blocking natural water flows. The warnings were largely ignored or lost in bureaucratic wrangling.

A fast-growing India is rapidly building infrastructure across the country, especially in its tourist destinations, including the ecologically fragile Himalayan foothills in the north where there has been a rise in cave-ins and landslides.

Just three weeks before the latest disaster, Kerala Tourism Minister PA Mohammed Riyas said in the state assembly in answer to a question that Wayanad was "dealing with an influx of more people than it can handle, a classic example of a place facing the problem of over-tourism".

The area is just six hours by road from Bengaluru, India's tech hub, and is a favoured weekend destination for the city's wealthy IT professionals.

However, officials were unable to share any documentary evidence with Reuters of resorts and tourist facilities flouting building regulations, although they said some had done so.

Noorudheen, part of Stone House's managing staff who goes by one name, said no government or village authority had warned the management against building or operating a resort there.

There was no sign that the landslides were directly caused by over-development. Residents said regions higher up in the hills were loosened by weeks of heavy rain and an unusually heavy downpour on Monday night led to rivers of mud, water and boulders crashing downhill, sweeping away settlements and people.

But experts said the unbridled development had worsened the situation by removing forest cover that absorbs rain and blocking natural runoffs.

"Wayanad is no stranger to such downpours," said N Badusha, head of Wayanad Prakruthi Samrakshana Samiti, a local environment protection NGO.

"Unchecked tourism activity in Wayanad is the biggest factor behind worsening such calamities. Tourism has entered ecologically sensitive fragile areas where it was not supposed to be."

SURGE IN TOURISM

Wayanad received more than 1 million domestic and foreign tourists last year, nearly triple the number in 2011 when a federal government report warned against over-development in the broader mountain range the district lies in, without clearly spelling out the consequences.

"The geography is really too fragile to accommodate all that," K. Babu, a senior village council official in Mundakkai, said in his office this week as he coordinated rescue efforts. "Tourism is doing no good to the area...the tourism sector was never this active."

A Wayanad district disaster management report in 2019 warned against "mindless development carried out in recent decades by destroying hills, forests, water bodies and wetlands".

"Deforestation and reckless commercial interventions on land have destabilised the environment," Wayanad's then top official, Ajay Kumar, wrote after landslides in the district that year killed at least 14 people.

Reuters reached out to the Wayanad district head, its disaster management authority, Kerala Chief Minister Pinarayi Vijayan's office and the Union environment ministry seeking comment but there were no responses.

Mundakkai used to be a small village sitting on the eastern slope of one of the forested green hills of the Western Ghats mountain range that runs parallel to nearly the entire length of India's western coast for 1,600 km (1,000 miles).

Rashid Padikkalparamban, a 30-year-old Mundakkai native who lost six family members including his father to the landslides, said that the place came to the attention of outsiders mainly after 2019 and turned it into a major tourist attraction.

"They discovered a beautiful region full of tea and cardamom plantations, and a river that swept through it," he said at a school-turned-relief camp.

Many locals sold their lands to outsiders, who then built tourist retreats in the area, he said.

'GOD'S OWN COUNTRY'

Kerala, a sliver of land between the Western Ghat mountains to the east and the Arabian Sea to the west, is one of the most scenic states in India, and is advertised as "God's Own Country".

But it has witnessed nearly 60% of the 3,782 landslides in India between 2015 and 2022, the Central government told parliament in July 2022.

Studying the ecological sensitivity of the Western Ghats, a central government-appointed committee said in 2011: "It has been torn asunder by the greed of the elite and gnawed at by the poor, striving to eke out a subsistence. This is a great tragedy, for this hill range is the backbone of the ecology and economy of south India."

The committee, headed by ecologist Madhav Gadgil, recommended barring mining, no new rail lines or major roads or highways in such areas, and restrictions on development in protected areas that it mapped out. For tourism, it said only minimal impact tourism should be promoted with strict waste management, traffic and water use regulations.

State governments, including Kerala, did not accept the report, and a new committee was set up, which in 2013 reduced the overall protected area from 60% of the mountain range to 37%.

But all the states along the mountain range wanted to reduce the protected area even further, minutes of successive meetings until 2019 show. The central government issued drafts to implement the recommendations for all stakeholders, but is yet to issue a final order.

Gadgil told Reuters his committee had "specifically recommended that in ecologically highly sensitive areas there should be no further human interventions, such as reconstruction".

"The government, of course, decided to ignore our report," he said, because tourism is a cash cow.

Kerala Chief Minister Vijayan dismissed questions about the Gadgil recommendations, telling reporters his focus was on relief and rehabilitation and asking people to not "raise inappropriate propaganda in the face of this tragedy".

While experts bemoan tourism-led development, locals like Mundakkai's Padikkalparamban said it brought jobs to an area that did not have many options earlier.

"After the plantation estates, resorts are the second biggest job-generating sector in the area now," he said.

But KR Vancheeswaran, president of the Wayanad Tourism Organisation that has some 60 resorts and homestays as members but none in the vicinity of the landslides, said the industry needed to take some of the blame.

"If human activities are going to be unbearable to nature, nature will unleash its power and we will not be able to withstand it," Vancheeswaran said. "We have had to pay a very, very high price, so let us try to learn from it."

Kukis Protest Against Centre's Move To Send 2 Assam Rifles Battalions To J&K

The government faces fresh challenges in Manipur after the Centre decided to move out two Assam Rifles (AR) battalions from the state to Jammu and Kashmir. The Central Reserve Police Force (CRPF) will replace the two AR battalions.

Nearly two dozen tribes under the Kuki banner have started protesting against the Centre's move, which they alleged would be destabilising as they considered the Assam Rifles a "neutral" force amid the ethnic tensions.

The protesters held a candlelight vigil in Churachandpur and Kangpokpi districts. They tried to stop AR soldiers from moving out of their locations.

"The Assam Rifles have been doing a good service for people living in sensitive areas without any bias. It is due to the AR's presence that peace and normalcy are possible at least in some of these areas," Kangvai Women Union secretary Vahneinieng said.

She alleged there is a trust deficit with the state police and other central forces like the CRPF. The village chiefs in Kangvai donated land for the AR only and not for other central forces, and if AR moves out, the village chiefs would take back the land, Vahneinieng said.

At Gothol, students of the only existing school protested against the plan to replace the AR with the CRPF in the area. Class 10 student Daniel said they have been able to pursue their studies only due to the presence of the AR, which ensured peace.

"The Kuki-Zo will never allow the passage or thoroughfare of the Chief Minister of Manipur, who has been the mastermind of mass genocide," Ng Lun Kipgen, the media cell coordinator of the Commitee on Tribal Unity (CoTU), told reporters.

Home Ministry sources have said the two AR battalions will be moved to J&K for counter-terror operations. They said the move is routine as the military works to deploy forces including the AR in the most efficient manner for neutralising terrorists in the Union Territory.

The paramilitary CRPF which is under the Home Ministry will take over security duties in the locations in Manipur where the two AR battalions comprising approximately 1,500 soldiers were stationed, sources said.

The remaining AR battalions in Manipur will continue to stay on for the dual roles of counter-insurgency and border-guarding, sources said. Outside of J&K, the AR is among the most experienced counter-insurgency forces, sources said, adding the deployment of AR soldiers will help boost anti-terror ops in J&K.

The AR - 'Sentinels of Northeast' - is under the administrative control of the Home Ministry and operational control of the army. It guards the 1,600-km-long Indo-Myanmar border, of which nearly 400 km is in Manipur, where it also functions as the primary counter-insurgency force making its task a dual-role one.

Auto Driver Killed In Road Rage Near Delhi, Was Family's Sole Breadwinner

A 32-year-old auto-rickshaw driver, who was the sole breadwinner in his family and father to three kids, was killed in an alleged road rage incident in Faridabad.

Police identified the victim as Bunty, a native of Uttar Pradesh's Aligarh who earned his livelihood by driving an auto-rickshaw in Faridabad.

They said Bunty got into a dispute with a car driver near Nagla Chowk on Thursday when his auto-rickshaw brushed past the four-wheeler.

The car driver allegedly beat him up brutally and fled the scene. Bunty was rushed to the civil hospital by locals where he died during treatment, police said.

According to a complaint filed by his sister, the car rider thrashed Bunty before local people could rescue him.

She said her brother was the sole breadwinner in his family and had three children. "His wife has hearing and speech impairment and now, a big crisis has come before us," the woman told police.

Following her complaint, an FIR was registered against the car driver under section 103 (1) of the BNS at the Mujesar police station on Thursday.

Local SHO Inspector Darpan Singh said the accused is a 24-year-old graduate student. "He will be arrested soon and the car used in the crime also will be seized," he added.

Youtuber Puts Cycle, Bricks On Railway Tracks For Clicks, Arrested

In a major crackdown on reckless behaviour, the Railway Protection Force has arrested a YouTuber for endangering public safety by criminal tampering with railway tracks for publicity.

Viral videos on Twitter had shown a person placing various kinds of objects on railway tracks, prompting an urgent investigation. The culprit, Gulzar Sheikh has uploaded more than 250 videos on his YouTube channel and has over 2 lakhs subscribers. His on-camera activities posed a significant risk to both railway safety and operations.

Through a detailed analysis of Sheikh's YouTube profile and social media presence, RPF Unchahar, Northern Railway registered the offence under various provisions of the Railway Act on August 1.

On the same day, a joint team of RPF and Local Police arrested Gulzar Sheikh from his residence in Khandrauli Village in Uttar Pradesh.

While appreciating RPF, Lucknow Division for the prompt and effective action, DG RPF emphasized that legal action against Gulzar Sheikh would serve as a strong deterrent to persons attempting to compromise the safety of Indian Railways.

He reiterated the importance of railway safety and assured the public that any attempts to undermine rail safety will be met with firm resolve and strict legal action and those engaging in such activities will be prosecuted to ensure maximum punishment.

DG RPF also appealed to the public not to indulge in such activities and report any acts which compromise the railway security and safety. Such information can be given to the Railway Protection Force or on Rail Madad through the toll-free helpline number 139.

इजरायल के जिस दुश्मन को मोसाद ने दिया था जहर, नेतन्याहू ने उसे क्यों बचाया था? अब वह होगा हमास का चीफ

खालिद मेशाल (Khaled Mashaal) अस्पताल के बिस्तर पर पड़ा था और मर रहा था.. उसके खून में जहर बह रहा था.. इससे उसका श्वसन तंत्र आहिस्ता-आहिस्ता काम करना बंद करता जा रहा था. एक मशीन के जरिए उसके फेफड़ों को आक्सीजन दी जा रही थी. उसकी जिंदगी के चंद दिन ही बचे थे. फिलिस्तीनी आतंकी संगठन हमास (Hamas) के संस्थापकों में शामिल रहे मेशाल की जान एक एंटीडॉट, यानी जहर का असर खत्म करने वाली दवा ही बचा सकती थी. लेकिन यह दवा वही व्यक्ति दे सकता था जिसने जहर दिया था, यानी कि जिसने मेशाल की हत्या की कोशिश की थी... और वह व्यक्ति थे इजरायल (Israel) के प्रधानमंत्री बेंजामिन नेतन्याहू (Benjamin Netanyahu). 

बेंजामिन नेतन्याहू के आदेश पर ही इजरायली खुफिया एजेंसी मोसाद (Mossad) के एजेंटों ने खालिद मेशाल को कान के जरिए जहर का इंजेक्शन दिया था. यह घटना सितंबर 1997 में हुई थी. 

जहर दिए जाने के बाद मेशाल की हालत बिगड़ती गई और चार दिन बाद वह बेहोश हो गया. मोसाद के एजेंट ने जॉर्डन के अम्मान शहर में एक सड़क पर मेशाल के कान में जहर दिया था. यह इजरायल में किए गए आत्मघाती हमलों का बदला लेने की कार्रवाई थी. मोसाद की इस कार्रवाई पर जॉर्डन के राजा हुसैन नाराज हो गए थे. उन्होंने तय किया था कि यदि मेशाल की मौत हुई तो वे इजरायलियों पर केस चलाएंगे. यदि एजेंट दोषी पाए गए तो उन्हें फांसी पर लटकाया जाएगा. 

अमेरिका के दबाव के आगे नेतन्याहू को झुकना पड़ा

 इजरायल और उसके अरब के दुश्मनों के बीच समझौता कराने के लिए मध्यस्थता कर रहे अमेरिका के तत्कालीन राष्ट्रपति बिल क्लिंटन ने तब हस्तक्षेप किया था. उन्होंने इजरायली प्रधानमंत्री नेतन्याहू पर दबाव डाला कि वे मेसाल को  एंटीडॉट दें. नेतन्याहू ने अनिच्छा के साथ मेशाल को एंटीडॉट दी और अम्मान जाकर हुसैन से माफी भी मांगी. मेशाल को नया जीवन मिल गया. तब मेशाल इजरायल का सबसे बड़ा दुश्मन था लेकिन नेतन्याहू को मजबूरी में उसे नया जीवन देना पड़ा. इजरायल पर अमेरिका का दबाव था क्योंकि ऐसा न होने पर अरब में बड़ा संघर्ष शुरू हो सकता था.   

मेशाल ने 15 साल बाद गाजा में भरी थी हुंकार

सन 1997 में यह घटना हुई थी और इसके 15 साल बाद दिसंबर 2012 में खालिद मेशाल गाजा सिटी में लोगों के सामने आया. वह फिलिस्तीनियों की भीड़ के बीच एक रॉकेट के विशाल मॉडल से बाहर निकला. उसकी शान में नारे लगाए गए. उसने फिलिस्तीनियों को संबोधित किया. उसने कहा कि, "हम कभी भी इजरायली कब्जे की वैधता को मान्यता नहीं देंगे. इजरायल के लिए कोई वैधता नहीं है, चाहे इसमें कितना भी समय लगे." उसने कहा था कि, "हम यरुशलम की हर इंच जमीन को मुक्त कराएंगे. इजरायल को यरुशलम में रहने का कोई अधिकार नहीं है."

अब खालिद मेशाल और बेंजामिन नेतन्याहू फिर से एक-दूसरे के सामने होंगे क्योंकि इस्माइल हनिया की मौत के बाद मेशाल को हमास का चीफ बनाया जा रहा है. इजरायल और हमास के बीच संघर्ष जारी है. यह गाजा पट्टी को नियंत्रित करने वाले आतंकी समूह हमास के खिलाफ इजरायल का अब तक का सबसे बड़ा युद्ध है. मेशाल फिलिस्तीनी राजनीति में सबसे प्रभावशाली व्यक्तियों में से है. 

हनिया की हत्या के बाद मेशाल को हमास की कमान

इजरायल की खुफिया एजेंसी मोसाद ने ईरान में घुसकर हमास के प्रमुख इस्माइल हनिया की हत्या कर दी है. पहले माना जा रहा था कि हनिया की मौत के बाद आतंकी संगठन हमास कमजोर पड़ जाएगा. लेकिन संगठन के चीफ के लिए मेशाल का नाम सामने आने पर ऐसा लगने लगा है कि इजरायल-हमास संघर्ष और तेज हो सकता है. मेशाल हनिया से ज्यादा खतरनाक है. वह आत्मघाती हमलों का विशेषज्ञ है. 

संघर्ष के साथ जीवन गुजारने वाले नेतन्याहू और मेशाल आमने-सामने 

जिस तरह बेंजामिन नेतन्याहू का जीवन फिलिस्तीनियों के खिलाफ संघर्ष करते हुए गुजरा है उसी तरह खालिद मेशाल का जीवन भी इजरायल के खिलाफ संघर्ष करते हुए गुजरा है. सन 1956 में वेस्ट बैंक में जन्मा मेशाल किशोर अवस्था में ही मिस्र के सुन्नी इस्लामवादी संगठन मुस्लिम ब्रदरहुड का हिस्सा बन गया था. वह सन 1987 में आतंकी संगठन हमास का गठन करने वाले लड़ाकों में शामिल था. सन 1992 में हमास का पोलित ब्यूरो गठित हुआ था और वह उसका संस्थापक सदस्य था. उसने सन 1996 से 2017 तक पोलित ब्यूरो का नेतृत्व भी किया था. उसके बाद इस्माइल हनिया को नेतृत्व सौंपा गया था. मेशाल किसी एक जगह पर नहीं रहता. वह कभी सीरिया में कबी कतर में तो कभी मिस्र में रहता है.

Meitei, Hmar Leaders Meet In Manipur's Jiribam, Agree To Bring Normalcy

Representatives of the Meitei community and the Hmar tribe held a peace meeting in Manipur's Jiribam today, and agreed to work for normalcy nearly two months after ethnic violence reached the district bordering Assam.

The district commissioner, and senior officers of the Central Reserve Police Force (CRPF) and the Assam Rifles (AR) moderated the meeting at the CRPF group centre, the representatives said in a statement jointly signed by them.

Both sides will make full efforts to bring normalcy and prevent incidents of arson and firing, they said in the statement. The two sides also agreed to cooperate with security forces in Jiribam, and to ensure controlled and coordinated movement of people.

Another meeting will be held after August 15, they said in the statement.

Representatives of the Paite, Thadou and Mizo tribes living in Jiribam also participated in the meeting, the statement said.

Jiribam, 250 km from the state capital Imphal, didn't see violence for over a year since Meitei-Kuki ethnic violence began in May 2023; however, clashes erupted in the district in June, forcing over a thousand people from both the communities to live in relief camps, some in neighbouring Assam.

A CRPF soldier was killed in action on July 14 after a joint patrol with the state police was ambushed by "suspected Kuki insurgents" in Jiribam, the Manipur Police had said in a statement.

Hmar civil society groups had alleged Meitei insurgents had been attacking their villages in Jiribam.

Chief Minister N Biren Singh yesterday said in the assembly 226 people have died in the violence, and 59,000 have been internally displaced.

The general category Meiteis want to be included under the Scheduled Tribes category, while the nearly two dozen tribes known as Kukis who share ethnic ties with people in neighbouring Myanmar's Chin State and Mizoram want a separate administration carved out of Manipur, citing discrimination and unequal share of resources and power with the Meiteis.
