Chaos In Telangana Assembly: Congress vs BRS Over Governor's Address

The Telangana Legislative Assembly on Saturday witnessed a stormy debate on the Motion of Thanks to the Governor's address with the ruling Congress and the opposition BRS indulging in a war of words over the track record of the two parties while in power, alleging 'family rule' and others.

BRS Working President K T Rama Rao, who alleged that the Governor's address was full of untruths and that he is "shameful as a member" to listen to such a speech, attacked the Congress that its rule in undivided Andhra Pradesh was marked by parched lands, hunger deaths and suicides.

Chief Minister A Revanth Reddy led the Congress defence, citing the alleged family rule, non-completion of irrigation projects, ignoring the families of those who sacrificed their lives for the cause of Telangana statehood, leak of question papers and other failures during the 10 years of BRS rule.

"... our government broke the iron gates of Pragati Bhavan (former CM KCR's camp office-cum-official residence). It is a government elected by the people. It is the people's government. Ministers did not have an entry to meet the Chief Minister then. Gaddar (folk singer), who gave a push to the Telangana agitation, did not have an entry. But, today, the government is ready to listen if minorities, Dalits, tribals, women, weaker sections say we have a problem," the CM said.

The debate on the Motion of Thanks to the Governor's address on Saturday is the first debate after the formation of the third Telangana Legislative Assembly following the recent elections.

In a sharp attack on the Congress, Rama Rao, son of former Chief Minister K Chandrasekhar Rao, alleged that lack of electricity and water supply, dictatorial rule, emergency and attacks on state governments and unfulfilled 'garibi hatao' slogan were the order of the day during the 'Indiramma Rajyam' (the welfare rule of former PM Indira Gandhi promised by the Congress).

He also alleged that Telangana Congress leaders, in an undivided AP, kept quiet for the sake of posts and also when the then CM Kiran Kumar Reddy "refused" to give any funds to Telangana.

State Transport Minister Ponnam Prabhakar countered Rama Rao by saying a separate Telangana State was achieved with the Congress also fighting for it due to the belief that Telangana was discriminated against in the undivided state.

The debate should be about the government programmes after Telangana formation in 2014, he said.

Deputy Chief Minister Mallu Bhatti Vikramarka said people had fought for Telangana and it was Congress which fulfilled the demand of separate. However, Telangana which was a surplus state is burdended with Rs five lakh crore debt during the BRS regime since 2014, he said.

Chief Minister Revanth Reddy, who intervened, referred to Rama Rao talking about the past and said it was Congress which made former CM KCR as a vice-president in the Youth Congress and it was again Congress which made KCR an MP and an Union Minister.

KCR's nephew and MLA T Harish Rao was made a minister in the government of Y S Rajasekhara Reddy in undivided AP when the former was not even a legislator, he said.

It was the late Congress leader P Janardhan Reddy who had fought for Telangana's interests in an undivided AP over the issue of Pothireddypadu head regulator, Revanth Reddy said.

Several incumbent BRS MLAs were in power in undivided AP which is being criticised now, he said.

The government is ready for a debate if the opposition members are keen on a debate about the past, Revanth Reddy said.

The government has presented its vision document and the opposition should make constructive suggestions, he said.

Later, replying to the debate, CM Revanth Reddy hit out at the BRS, saying people of the state gave a verdict against family rule in the recent elections.

In a veiled reference to Rama Rao speaking for the BRS, he said he and people had expected that any experienced members of BRS would get the opportunity to speak but the people were left disappointed as only the "family" got the opportunity.

Referring to the BRS claiming to be a party that ran the Telangana agitation, he asked whether the then Chief Minister (KCR) ever invited any family members of those who sacrificed their lives for the cause of Telangana to his camp office-cum-official residence and extended help.

Without mentioning KCR's name, he said the former CM, however, gave posts to his son, nephew and daughter .

Did the former CM ever review the police cases against the students and others who supported the Telangana cause and tried to remove such cases, he asked.

The BRS claims to have grown on the back of the Telangana agitation but the BRS government disbanded the 'Dharna Chowk' in Hyderabad, a venue for democratic protests, he said.

"Don't Need Confrontation But...": Vice President On Separation Of Powers

Vice President Jagdeep Dhankhar on Friday pitched for a "structured mechanism" of interaction among the heads of the Executive, the Legislature and the Judiciary, saying it will not help if the heads of these institutions start sharing their thoughts from public platforms.

He also said Indian democracy thrives and blossoms only when its three wings act in tandem.

Addressing an event here to launch a poetry collection 'Roses without thorns' penned by Attorney General (AG) R Venkataramani, Dhankhar said that "there will always be issues" but there must be a structured mechanism of interaction.

"We cannot go ahead in the country without someone telling all concerned that we must respect the doctrine of separation of powers," the vice president said.

He felt the attorney general is imminently suited to ensure that the doctrine of separation of powers evoke deference from all the three organs.

Dhankhar urged him (Venkataramani) to pen down his reflections on the issue. Those at the helm of affairs of the three institutions will be enlightened by it, he noted.

"He should write because if a thought is to emanate from one of the three organs, it is bound to be mistaken as adversarial. We require not confrontation but collaboration," the vice president said.

Dhankhar reminded that besides the president and MPs, the AG is the only person allowed to sit in the House and committee meetings.

According to constitutional provisions, while the AG can participate in proceedings, he cannot vote.

सूरत हवाई अड्डे को अंतरराष्ट्रीय एयरपोर्ट घोषित करने की योजना को मिली मंजूरी

केंद्रीय मंत्रिमंडल ने शुक्रवार को सूरत हवाई अड्डे को अंतरराष्ट्रीय हवाई अड्डा घोषित करने के प्रस्ताव को मंजूरी दे दी. एक आधिकारिक बयान में कहा गया, ''यह रणनीतिक कदम अभूतपूर्व आर्थिक क्षमता को उजागर करने के लिए है, जिससे सूरत अंतरराष्ट्रीय विमानन परिदृश्य में एक प्रमुख केंद्र बन जाएगा और क्षेत्र में समृद्धि के एक नए युग को बढ़ावा मिलेगा.''

यह फैसला प्रधानमंत्री नरेन्द्र मोदी की अध्यक्षता में मंत्रिमंडल ने लिया.

बयान में कहा गया कि सूरत हवाई अड्डे को अंतरराष्ट्रीय दर्जा देने से आर्थिक वृद्धि में तेजी लाने, विदेशी निवेश आकर्षित करने और राजनयिक संबंधों को मजबूत करने में मदद मिलेगी.

डीजीसीए ने अयोध्या हवाई अड्डे के लिए एयरोड्रम लाइसेंस जारी किया

दूसरी ओर, विमानन नियामक डीजीसीए ने अयोध्या हवाई अड्डे के लिए ‘एयरोड्रम' लाइसेंस जारी किया है. इस हवाई अड्डे को भारतीय विमानपत्तन प्राधिकरण (एएआई) लगभग 350 करोड़ रुपये की लागत से विकसित कर रहा है. एएआई के चेयरमैन संजीव कुमार को डीजीसीए (नागरिक उड्डयन महानिदेशालय) के प्रमुख विक्रम देव दत्त ने लाइसेंस दिया.

एएआई ने कहा कि अयोध्या हवाई अड्डे को सभी मौसम की स्थिति के लिए सार्वजनिक उपयोग श्रेणी में एयरोड्रम लाइसेंस दिया गया है.

एएआई ने सोशल मीडिया मंच एक्स पर लिखा, ‘‘हवाई अड्डे में एयरोनॉटिकल ग्राउंड लाइट (एजीएल) बुनियादी ढांचे के साथ 2,200 मीटर लंबा रनवे है. यह डीवीओआर और इंस्ट्रूमेंट लैंडिंग सिस्टम (आईएलएस) से युक्त है, जो हवाई अड्डे को रात में और कम दृश्यता/आरवीआर 550 मीटर के दौरान उड़ानों को संचालित करने की अनुमति देता है.''

डीवीओआर डॉपलर अत्यधिक उच्च फ्रीक्वेंसी ओमनी रेंज से संबंधित है, जो विमान के नेविगेशन में मदद करता है. आरवीआर रनवे की दृश्यता से संबंधित है.

एएआई ने बयान में कहा, ‘‘बहुप्रतीक्षित अयोध्या हवाई अड्डे में 6,500 वर्गमीटर क्षेत्रफल वाला एक टर्मिनल भवन होगाय यह व्यस्त अवधि के दौरान 600 यात्रियों और सालाना 10 लाख यात्रियों को संभाल सकता है.''

अयोध्या में मर्यादा पुरुषोत्तम श्री राम अंतरराष्ट्रीय हवाई अड्डे का विस्तारित रनवे ए-321/ बी-737 प्रकार के विमानों के संचालन के लिए उपयुक्त है.

6 Sentenced To Life For Killing Pregnant Woman Over Property Dispute

A court in Maharashtra's Jalna has sentenced six persons, including four women, to life imprisonment for killing a 35-year-old pregnant woman over a property dispute in 2020.

District and sessions court judge V M Mohite passed the order on Wednesday. The court also imposed a fine of Rs 1,000 on each convict.

The victim, Heena Khan, was six months pregnant when she was murdered in Kazi Pura locality of Jalna city.

The court convicted Nilofar Zafar Khan (23), Nasima Zafar Khan (55), Arbaz Khan Zafar Khan (20), Ismail Ahmed Shah (38), Halima Bi (60) and Shabana Shah (30) and sentenced them to life imprisonment.

According to government pleader Bharat Khandekar, the convicts are relatives of Heena Khan's first husband. They had a dispute with Heena over some property.

On August 9, 2020, the six convicts forced their way into the residence of Heena Khan's second husband Sayyed Majid Tamboli. They attacked Heena with rods, due to which she died on the spot. Tamboli also suffered injuries in the attack.

Later, a case was registered against the six assailants at the Sadar Bazar police station here.

During the trial, the government pleader sought stringent punishment for the accused.

The victim's husband Tamboli, medical officer R B Shejul, and investigation officer Shivaji Nagve were witnesses in the case.

Gujarat Court Rejects Arvind Kejriwal's Adjournment Plea In PM Degree Case

A metropolitan court here on Wednesday rejected Delhi Chief Minister Arvind Kejriwal and Rajya Sabha member Sanjay Singh's applications seeking adjournment in proceedings in a defamation case filed against them over their remarks regarding Prime Minister Narendra Modi's educational degree.

The court of additional chief metropolitan magistrate SJ Panchal rejected the adjournment applications moved by the lawyers representing the Aam Aadmi Party (AAP) leaders. The court also reserved its order for Thursday on Kejriwal's plea stating that he cannot be prosecuted without sanction under section 197 of CrPC (Code of Criminal Procedure) because he is a public servant.

The two leaders are facing a criminal defamation case filed by the Gujarat University (GU) over their "sarcastic" and "derogatory" statements in connection with PM Modi's degree.

Kejriwal and Singh moved pleas seeking adjournment of the case on the grounds that their petitions challenging the summons are pending before the Gujarat High Court and are likely to be taken up in February next year.

Taking strong objection to the adjournment applications, Gujarat University's lawyer Amit Nair said that the HC has not granted any stay on the trial, and witnesses to be examined in the case are present in the court.

Nair also argued against Kejriwal's plea challenging his prosecution in the matter on the grounds that since he is a public servant, sanction for prosecution should have been obtained under section 197 of CrPC.

The lawyer representing the GU said that the utterance of defamatory words does not fall under the category of discharge of official function and hence such a sanction was not required in the present case. He said that the application was a tactic to delay the matter. The court reserved its order for Thursday.

Kejriwal and Singh had approached the Gujarat High Court for a stay on the defamation proceedings against them till the disposal of their revision plea in a sessions court.

The court had summoned the two leaders after observing that prima facie there appeared to be a case against them under section 500 (defamation) of the Indian Penal Code (IPC).

GU registrar Piyush Patel had filed a defamation case against the two leaders over their comments after the Gujarat HC set aside the Chief Information Commissioner's order on PM Modi's degree.

They made "defamatory" statements in press conferences and on their Twitter, now X, handles targeting the university over Modi's degree, the complainant stated.

He said their comments targeting Gujarat University were defamatory and hurt the prestige of the university which has established its name among the public.

Over 2,000 Children Adopted By Indians, 224 By Foreigners This Year: Centre

More than 2,000 children have been adopted by Indians in the financial year 2023-24 so far while 224 children have been adopted by foreigners, Union Minister for Women and Child Development Smriti Irani informed the Parliament on Wednesday.

In a written reply in the Rajya Sabha, Ms Irani said the Women and Child Development Ministry had notified Adoption Regulations, 2022, which have been framed in line with the Juvenile Justice (Care and Protection of Children) Act, 2015 (as amended in 2021), on September 23 last year.

The Adoption Regulations were framed keeping in mind the issues and challenges faced by the Central Adoption Resource Authority (CARA) and other stakeholders, including the Adoption Agencies and Prospective Adoptive Parents (PAPs), she said.

According to the data shared by the minister, 3,142 children were adopted by Indians and 417 by foreigners in 2020-21, 2,991 by Indians and 414 by foreigners in 2021-22, and 3,010 by Indians and 431 by foreigners in 2022-23.

In 2023-24, 2,248 children had been adopted by Indians and 224 by foreigners till December 12, the data showed.

CARA has developed CARINGS, an online adoption platform for building bridges and creating links through a robust web-based management system designed to bring transparency in the adoption system and curtail delays at various levels. The CARINGS portal has been further simplified, Ms Irani said.

IndiGo Pilot Approaches Court To Seek Approval To Carry 'Kirpan' On Plane

A pilot working with IndiGo, a private airline, has approached the Bombay High Court seeking a direction to the Union government to allow him to carry a 'kirpan' while flying.

Kirpan is a short knife with a curved blade, worn, sometimes in miniature form, as one of the five distinguishing signs of the Sikh Khalsa.

Angad Singh, a pilot with InterGlobe Aviation which operates IndiGo, claimed in the petition filed before the Nagpur bench of the high court that he has the right to carry a kirpan as part of the freedom of religion guaranteed under Article 25 of the Indian Constitution.

A division bench of Justices Nitin Sambre and Abhay Mantri on Monday issued a notice to the Union government and the airline, seeking their replies. The bench posted the matter for further hearing on January 29, 2024.

Mr Singh's lawyer advocate Saahil Shyam Dewani said the restrictions imposed by the Ministry of Civil Aviation are required to be amended as on March 12, 2022, the government issued guidelines permitting Sikh passengers to carry a kirpan of a particular size.

The guidelines, however, said employees (including those belonging to the Sikh religion) working at airports or airlines are not allowed to carry a kirpan.

This was a violation of his fundamental rights, the petition claimed.

Also, allowing passengers to carry a kirpan on board a plane but not giving the same right to airline staff defies logic, it added.
