KCR Unanimously Elected Leader Of BRS Legislature Party In Telangana

Former Telangana Chief Minister K Chandrashekar Rao (KCR) was on Saturday elected as legislature party leader by the Bharat Rashtra Samithi (BRS) MLAs.

The BRS Legislative Party met at Telangana Bhavan and unanimously elected KCR as their leader in the newly-elected assembly.

The meeting, chaired by BRS Parliamentary Party leader K Keshava Rao, saw former Speaker Pocharam Srinivas Reddy proposing Chandrashekhar Rao's name and former ministers T Srinivas Yadav and Kadiyam Srihari supporting it.

The meeting unanimously passed a resolution entrusting the responsibility of selecting the rest of the office-bearers on KCR.

KCR has undergone a successful hip surgery. BRS lost the assembly polls earlier this month with the Congress forming its first government in the southern state, which is also India's youngest.

BRS had been in power for the past 10 years.

India Biennale Kicks Off At Red Fort, 7 Themes For 7 Days

The maiden India Art, Architecture and Design Biennale celebrating the rich tapestry of the country's artistic and cultural heritage kicked off at the historic Red Fort complex here on Friday evening with Prime Minister Narendra Modi inaugurating it.

Prior to the inauguration ceremony, the prime minister also visited some of the thematic pavilions set up in three British-era barracks of the Red Fort.

Large biennale banners have been put up at the venue, which has been decked up colourfully.

From ornate doors to magnificent ancient temples and from heritage stepwells to rich textile designs, the art and architectural legacy of India have been showcased at the biennale.

Seven "specially curated" thematic pavilions have been set up in the three barracks - A1, A2 and B4 - that have been refurbished for the event.

The seven-day India Art, Architecture and Design Biennale (IAADB), helmed by the Union Culture Ministry, will open to the public from December 9. And, while the biennale will end on December 15, the exhibitions will continue till March 31 next year.

Each day of the event has a different theme that will be complemented by "exclusively curated exhibitions" for which "seven distinguished curators have been onboarded", a senior official had earlier said.

The seven themes are 'Doors of India', 'Gardens of India', 'Baolis of India', 'Temples of India', 'Architectural Wonders of Independent India', 'Indigenous Design' and 'Women in Architecture and Design' and have been named as 'Pravesh', 'Bagh-e-Bahar', 'Sampravah', 'Sthapaya', 'Vismaya', 'Deshaj' and 'Samatva'.

In his nearly 25-minute address, the Prime Minister underlined the country's rich ancient history in art, culture and architecture, which has drawn people to India from around the world.

India's vibrant culture and ancient heritage sites attract tourists from all over the world, he said.

"Today, with the sentiment of 'taking pride in our heritage' (virasat par gaurav), the country is again taking it forward… In 'Azadi ka Amrit Kaal', India is charting new dimensions in cultural prosperity, and taking concrete steps for it. This biennale being held in India is another great step in that direction," Modi said.

In his opening remarks, Modi said, "This Red Fort itself is very historic. This Red Fort is not just a building, but it is history. It has been steady from before Independence and since. I welcome you all to this World Heritage Site." The biennale is being helmed by the Ministry of Culture which earlier this year had also organised the International Museum Expo and the Festival of Libraries.

Union Culture Minister G Kishan Reddy, Minister of State for Culture Meenakashi Lekhi, Union Law Minister Arjun Ram Meghwal and noted architect Diana Kellogg were also present on the dais.

Kellogg, in her address, called the biennale an "unprecedented initiative" by the Indian government, and said that society must work to create a "luminous future" based on holistic ideas of sustainability where everyone is treated equally.

Tamil Nadu Cyclone: Centre Releases Rs 450 Crore For Disaster Response

Prime Minister Narendra Modi has directed the Union Home Ministry to release Rs 450 crore, the second instalment to Tamil Nadu for cyclone relief, Defence Minister Rajnath Singh said here on Thursday.

Following an aerial survey and a hi-level meeting with Chief Minister M K Stalin at the Secretariat, Singh said the first instalment of Rs 450 crore had been released earlier to the state.

The release of two instalments to Tamil Nadu is the Centre's share in the State Disaster Response Fund.

"PM Modi is distressed by the loss of lives in TN due to rains, flood," he said.

After the meeting with Singh, Stalin said a team from the Centre would soon visit the state to assess damage due to the cyclone.

He termed as 'unseen before,' the rains here and nearby areas and outlined the state's relief initiatives on war-footing. In view of the government's preventive measures, loss of lives and damage has been avoided to a large extent.

The CM said relief work would continue to go on in full swing to bring normalcy in all the affected areas. Chennai city has started returning to normalcy.

The Union Minister said the problem of urban floods has become repetitive in Chennai in recent years and the Government of India has approved a Central funding of Rs 500 crore for urban flood management activities.

The Centre has approved the first urban flood mitigation project of Rs 561.29 crore for "Integrated Urban Flood Management activities for Chennai Basin Project," under the National Disaster Mitigation Fund, which includes the Central assistance of Rs 500 crore.

Union Home Minister Amit Shah, in a post on 'X' said the mitigation project will help make Chennai flood-resilient.

"This is the first in a series of urban flood mitigation efforts and will help develop a broader framework for urban flood management." Singh told reporters that all the Central agencies including NDRF, are doing their best as regards mitigation work in Tamil Nadu.

"I have been directed by PM Modi to monitor the situation; PM has spoken to CM Stalin." The prime minister has assured the chief minister of all possible help from the Central government, he added.

Earlier, Singh undertook an aerial survey of flood hit northern Tamil Nadu and held discussions with Stalin over the extent of damage due to the cyclone Michaung.

After he surveyed Chennai and nearby areas hit by torrential rains and flood, the Union Minister called on Stalin at the Secretariat here and he was briefed on the cyclone, the damage caused and the relief needed from the Centre.

The CM submitted a memorandum (Impact of Cyclone Michaung, Interim Report) to Singh seeking interim relief, the government said.

"The Union Minister (Rajnath Singh) has assured expeditious release of funds by the Centre," Stalin said.

Union Minister of State, L Murugan and Central government officials were present during Singh's meeting with Stalin at the Secretariat.

Tamil Nadu Finance Minister Thangam Thenarasu and Chief Secretary Shiv Das Meena accompanied the Defence Minister during the aerial survey.

Chennai, Kancheepuram, Chengelpet and Tiruvallur in northern Tamil Nadu were hit by the cyclone and heavy inundation.

The state government has already sought an interim Central relief of Rs 5,060 crore.

Under the influence of the severe cyclonic storm 'Michaung,' Chennai, Tiruvallur, Kancheepuram and Chengelpet districts received a total of 109.41 cm rainfall (December 3 and 4). Poonamalle (in Tiruvallur district, a Chennai suburb) received 32 cm and Perungudi (Chennai) received 29 cm. PTI VGN SA VGN KH

AAP vs BJP On Corruption In Delhi Flood Department, Payment To Contractors

The BJP on Wednesday trained its guns at the Arvind Kejriwal government in Delhi, alleging "corruption" in the award of tenders by the flood and irrigation department and payments to contractors without any work being done on the ground.

Flood and Irrigation Minister Saurabh Bharadwaj, however, fired back at BJP, asking it to first answer why files were not sent by the officers to the minister in charge of the department for approval.

"Since March 2023, since I took charge of the department and till date, no file of these works was sent by the officers for the minister's approval," Mr Bharadwaj claimed.

Virendra Sachdeva, the BJP's Delhi unit chief, and Leader of Opposition in Delhi Assembly Ramvir Bidhuri during a joint press conference showed copies of purported documents and also interacted with party workers present on the spots where the work was tendered by the department.

"The flood (and irrigation) department of the Kejriwal government is setting new records of corruption, as is shown that payments of crores of rupees were done even though no work was to be seen on the ground," Mr Sachdeva alleged.

A delegation of BJP leaders will meet Lt Governor VK Saxena and request him for a high-level probe into the "scam", Mr Sachdeva added.

"In four cases of work tendered at Burari, Tikri, Kheda Kalan and Siraspur, there was manipulation in the tender and also, under pressure of the minister concerned of the Kejriwal government, the money was paid without work (being done) by showing running bills," Mr Sachdeva charged.

Mr Bidhuri said the BJP leaders will also lodge a complaint with the Anti Corruption Branch (ACB) on the corruption at the flood and irrigation department.

"Corruption has spread to every department of the Kejriwal government. In the last two weeks, we have exposed tender and other scams of the Delhi Jal Board, after which the Kejriwal government is trying to spread the illusion of a water crisis in Delhi to delay the investigation," Mr Sachdeva claimed.

He charged that drain and road tenders for the extended Lal Dora area work in Kheda Kala were worth Rs 3.28 crore. It was awarded to a construction company that had quoted Rs 1.58 crore and, despite no work being done on the ground, more than half of the amount was paid in the name of running bills.

In case of drain repairs and painting work in Burari ahead of the G20 Summit, the tender amount was for Rs 76.56 lakh and the successful bidder quoted a price of Rs 38.98 lakh. However, they were paid Rs 43 lakh despite no work being done, he claimed.

In Narela's Tikri village, a construction company was paid Rs 50 lakh for a bid of Rs 1.91 crore for a project under the Chief Minister Road Reconstruction Scheme, although no work is visible on the ground, he alleged.

Bidhuri alleged that in the extended Lal Dora area of Siraspur, a work for construction of reinforced concrete road and drain was awarded to a construction company but no work was done.

"I challenge Chief Minister Kejriwal to show even one road or drain constructed in that area. I will quit politics if he shows me even one," Mr Bidhuri asserted.

In his response, Mr Bharadwaj alleged that the BJP-led Centre and the Lt Governor were running Delhi through their "favourite" officers.

He claimed that the flood and irrigation department secretary was instructed by him in writing that all files related to projects costing more than Rs 25 lakh should be sent to the minister for in-principle approval but it was not being followed by the officers.

"This was to ensure that the minister is at least aware of the projects being undertaken by the department," he said.

Bharadwaj further charged that the Centre's law relating to Delhi have increased the powers of the officers and causing a rise in corruption at the departments of the government.

Delhi's Air Quality Improves, Clear Skies Predicted For Wednesday

Pollution levels in Delhi improved on Tuesday and were recorded in the "poor" category, with the minimum temperature settling at 11.2 degrees Celsius, weather department officials said.

As per Central Pollution Control Board (CPCB) data, the 24-hour average air quality index (AQI) was 297, higher than 310 ("very poor" category) recorded a day earlier.

The national capital recorded a maximum temperature of 25.4 degrees Celsius, normal for the season, while the minimum temperature settled two notches above normal at 11.2 degrees Celsius, as per weather department data. The air quality is likely to slip back to the "very poor" category from December 6-8.

An AQI between zero and 50 is considered 'good', 51 and 100 'satisfactory', 101 and 200 'moderate', 201 and 300 'poor', 301 and 400 'very poor', and 401 and 500 'severe'.

A mainly clear sky is predicted for Wednesday with moderate fog in the morning. The maximum and minimum temperatures are likely to settle around 25 degrees Celsius and 11 degrees Celsius respectively.

राजस्थान: BJP के 25 नवनिर्वाचित विधायकों ने वसुंधरा राजे से की मुलाकात

राजस्थान में भाजपा को बहुमत मिलने के एक दिन बाद पार्टी के 25 से अधिक नवनिर्वाचित विधायकों ने सोमवार को यहां पूर्व मुख्यमंत्री वसुंधरा राजे के आवास पर उनसे मुलाकात की. राजे को मुख्यमंत्री पद की दौड़ में सबसे आगे बताया जा रहा है. राजे से मुलाकात करने वालों में शामिल कुछ लोग मीडिया से बात करने से कतराते रहे. कई अन्य ने इसे शिष्टाचार मुलाकात बताया और उनमें से कुछ ने अपनी पसंद का संकेत भी दिया. लेकिन इस कवायद को ऐसे समय में शक्ति प्रदर्शन के रूप में देखा जा रहा है जब पार्टी नेतृत्व मुख्यमंत्री उम्मीदवार पर विचार कर रहा है. नवनिर्वाचित विधायकों ने सिविल लाइंस में राजे के आवास पर जाकर उनसे मुलाकात की.

मुलाकात करने वाले विधायकों में कालीचरण सराफ, बाबू सिंह राठौड़, प्रेम चंद बैरवा, ललित मीणा, बहादुर कोली, प्रताप सिंह सिंघवी, कालू लाल मीणा, शंकर सिंह रावत, विजय सिंह चौधरी एवं अन्य शामिल थे. नसीराबाद विधायक रामस्वरूप लांबा ने कहा कि जनता ने प्रधानमंत्री नरेन्द्र मोदी और वसुंधरा राजे के कामों को देखा है और मुख्यमंत्री को लेकर फैसला संसदीय बोर्ड करेगा.

जब उनसे पूछा गया कि क्या पार्टी के सभी विधायक मुख्यमंत्री पद के लिए राजे का समर्थन करेंगे, तो उन्होंने कहा कि विधायक उनके साथ हैं. राजे पार्टी की राष्ट्रीय उपाध्यक्ष हैं और दो बार मुख्यमंत्री रह चुकी हैं.

राजस्थान विधानसभा चुनाव के सोमवार को घोषित नतीजों में भाजपा को 199 सीट में से 115 सीट मिली हैं.

केंद्र और लद्दाख के नेताओं के बीच गतिरोध समाप्त, राज्य की मांग पर "समयबद्ध" समाधान का मिला आश्वासन

केंद्र सरकार और लद्दाख के नेताओं के बीच जारी गतिरोध खत्म हो गया है. उच्चाधिकार प्राप्त समिति (HPC) के नेताओं और गृह मंत्रालय (MHA) के अधिकारियों के बीच सोमवार को दिल्ली में पहले दौर की वार्ता हुई. ये समूह लद्दाख के लिए अलग राज्य का दर्जा, छठी अनुसूची (जो आदिवासी समुदायों को स्वायत्तता प्रदान करती है) की तर्ज पर संवैधानिक सुरक्षा उपाय, लोक सेवा आयोग का गठन, लद्दाखियों के लिए नौकरियों में आरक्षण और लेह तथा कारगिल के लिए दो अलग संसदीय निर्वाचन क्षेत्रों के निर्माण की मांग कर रहे हैं. गृह मंत्रालय के अधिकारियों ने प्रतिनिधियों से  विरोध प्रदर्शन न करने की अपील की और उन्हें समयबद्ध समाधान निकाले जाने का आश्वासन दिया.

गृह राज्य मंत्री नित्यानंद राय की अध्यक्षता में हुई बैठक

बताते चलें कि एचपीसी में एपेक्स बॉडी लेह (एबीएल) और कारगिल डेमोक्रेटिक अलायंस (केडीए) के प्रमुख प्रतिनिधि शामिल हैं. बैठक की अध्यक्षता गृह राज्य मंत्री नित्यानंद राय ने की और यह लगभग 2 घंटे तक चली.  इन संगठनों द्वारा लद्दाख और कारगिल में ब्लॉक स्तर और ग्राम स्तर पर जन जागरूकता कार्यक्रम आयोजित किए जा रहे थे ताकि लोगों को जागरूक किया जा सके कि परिवर्तन उन पर कैसे प्रभाव डालेंगे. एनडीटीवी से बात करते हुए छात्र नेता पद्मा स्टैनज़िन ने कहा कि "हम लोगों को एकजुट कर रहे थे, लेकिन अब हमें विरोध प्रदर्शन रोकने के लिए कहा गया है और बातचीत शुरू हो गई है और केंद्र ने समयबद्ध परिणाम का आश्वासन दिया है.

पूर्व लोकसभा सांसद थुपस्तान छेवांग ने कहा, "हमने मंत्रालय के सामने अपना चार सूत्री एजेंडा रखा है. मंत्री ने हमें धैर्यपूर्वक सुना और अगली बैठक से पहले अपनी मांगें लिखित रूप में सौंपने को कहा है.

राजनीतिक कार्यकर्ता सज्जाद कारगिली ने कहा, "हम अपना लिखित आवेदन प्रस्तुत करेंगे. हमें उम्मीद है कि सरकार लद्दाख के लोगों की चिंताओं पर सकारात्मक प्रतिक्रिया देगी. 

साल 2019 में  जम्मू और कश्मीर राज्य से लद्दाख को अलग किए जाने के बाद एबीएल और केडीए नामक 2 संगठनों का गठन किया गया था. एबीएल और केडीए सदस्यों ने लद्दाख निवासियों के अधिकारों की सुरक्षा, फास्ट ट्रैक भर्ती प्रक्रियाओं, एलएएचडीसी को मजबूत करने, निर्णय लेने में अधिक भागीदारी आदि से संबंधित विभिन्न मुद्दे प्रस्तुत किए. लेह में कई लोगों ने अनुच्छेद 370 के निरस्तीकरण पर प्रारंभिक खुशी के बाद, फैसले पर अफसोस जताया और बाद में संवैधानिक सुरक्षा उपायों की मांग करते हुए एक जन आंदोलन शुरू किया था. 

क्या है KDA और ABL?

KDA और ABL दोनों विभिन्न सामाजिक, धार्मिक और राजनीतिक निकायों के समूह हैं जो क्षेत्र के लिए केंद्र सरकार से अधिकारों की मांग करने वाले लोगों के आंदोलन का नेतृत्व करतारहा है. अनुच्छेद 370 और 35 ए के तहत गारंटीकृत अधिकारों के अभाव में, स्थानीय लोगों के बीच भूमि और नौकरियों की स्थिति और पर्वतीय क्षेत्र के नाजुक पारिस्थितिकी तंत्र को लेकर चिंताएं बढ़ गईं है, स्थानीय लोगों का मानना ​​है कि ऐसे अधिकारों के अभाव में शोषण का सामना करना पड़ता है.  ABL और KDA  अपनी मांगों पर दबाव बनाने के लिए लगातार आंदोलन करता रहा है.
