Manipur Kuki Leader Faces Action After Mob Stops Forces From Destroying Poppy

The chief of a key Kuki body in Manipur faces legal action after a mob attacked a small team of security forces when they tried to destroy illegal opium poppy fields in Manipur's Kangpokpi district on January 31.

The Manipur government in a statement said a team of the state police and the Central Reserve Police Force (CRPF) went to destroy illegal poppy plantations in the hill range of Kangpokpi district's Lhungjang village, 40 km from the state capital Imphal, when they were confronted by a large mob armed with sticks.

Lhungjang is the native village of Ajang Khongsai, the chief of Kuki Inpi, the government said.

"An FIR [first information report] has been filed at Saikul police station for further investigation into the incident. The government takes the incident very seriously and condemns the mob violence in the strongest terms. Strict legal action will be taken up against all those involved, including Ajang Khongsai, who is linked to both the village and the incident..." it said in the statement.

The Kuki Inpi is an organisation that has endorsed the demand by Kuki leaders and militants under the suspension of operations (SoO) agreement for a separate administration carved out of Manipur.

"The operation targeted a large tract of land used for poppy cultivation, which has been identified as a key source for the production of illicit opium. Despite the clear intentions of the authorities to enforce the law and tackle the drug menace in the region, the drive was met with violent opposition," the government said in the statement.

"A large mob armed with sticks gathered at the site, forcibly halting the operation. Taking advantage of the limited number of police personnel, the mob vandalised three police vehicles and threatened the personnel to stop the destruction drive. The situation quickly escalated, and a reinforcement team led by the SP [Superintendent of Police] Kangpokpi rushed to the spot to control the mob and restore order and ensure the continuation of the destruction drive," the government said.

The Kangpokpi SP, Manoj Prabhakar, is an Indian Police Service officer who suffered a gash on his forehead during a protest by members of the Kuki tribes on January 3, days after protesters tried to stop security forces from dismantling bunkers on the hills. Many women from the Kuki tribes were injured in clashes with the security forces on December 31 on the hilltops, when the forces went to remove the bunkers. One woman lost an eye.

The Manipur government said the combined team eventually managed to destroy 45 acres of illegal poppy cultivation.

On Sunday, Manipur Chief Minister N Biren Singh in a post on X said over 25 acres of poppy cultivation have been destroyed in Tengnoupal district.

"I commend the coordinated efforts of Tengnoupal district police, BSF, AR, reserve line teams, forest department, and the executive magistrate in tackling these illicit activities," Mr Singh said.

Earlier, Mr Singh reached out to his counterpart in neighbouring Assam, Himanta Biswa Sarma, in a show of support to the Assam Police for destroying illegal opium poppy cultivation worth over Rs 27 crore. The police in Assam's Goalpara destroyed 170 bighas (over 56 acres) of poppy plantation in January, Mr Sarma said in a post on X on Sunday.

Manipur has been experiencing ethnic violence between the valley-dominant Meitei community and over a dozen distinct tribes collectively known as Kuki, who are dominant in some hill areas of the state. Both communities have been fighting since May 2023 over a range of issues such as land rights and political representation.

The Kuki tribes have alleged the Biren Singh government targeted poor farmers in the hills who have no other sources of income and ignored the role of drug lords living in Meitei-dominated valley areas.

The Manipur government has refuted the allegations and shared data to assert no community was singled out in the state's 'war on drugs' campaign.

Lakshmi, Said To Be Last Maoist In Karnataka, Surrenders In Udupi

Lakshmi, said to be the last Maoist in Karnataka, unconditionally surrendered on Sunday in front of Udupi Deputy Commissioner Vidya Kumari and Superintendent of Police Arun K.

According to police, Lakshmi, who had been hiding in Andhra Pradesh, has had three cases at Amasebail and Shankaranarayana police stations in Kundapur Taluk in the Udupi district. These cases date back to 2007-2008, and they pertain to the exchange of fire with police, assault, and pushing Maoist literature in villages and small towns.

Police said Lakshmi originally belonged to Thombattu of Machchattu village in Kundapura taluk.

She was accompanied by the State Naxal Surrender Committee member Sripal and her husband Salim, a former Maoist who had surrendered in 2020 in Andhra Pradesh.

After severing her connection with her family 15 years ago, Lakshmi had gone underground and was active in pushing the Maoist agenda in Chikkamagaluru and Udupi districts.

"I tried to get in touch with the district officials and wanted to surrender after the Karnataka government had announced the surrender protocol and package, but it had not happened for some reason. Now that the surrender committee was formed, my surrender has been facilitated," Lakshmi told journalists after her surrender today.

She thanked Chief Minister Siddaramaiah for the generous surrender package and appealed to the district administration to relieve her of all charges laid against her in the police stations in Amasebail and Shankaranarayana in Kundapur taluk.

DC Vidya Kumari said Lakshmi comes under the 'A' category candidate for surrender, and as a surrender package norm the Maoists coming under this category are entitled to get Rs 7 lakh.

The 'A' category has been denominated for the Naxals originating from Karnataka state, Kumari added.

"The surrender packages will be given in phases extending to three years, and in addition, depending on the core capacity of the Naxals who surrendered, facilities like education, rehabilitation, and employment will be offered," added the DC.

Sripal of the State Surrender Committee, told the journalists present that the committee had recommended to the government to expeditiously dispose of the cases filed against the surrendered Maoists, helping them to lead a normal life in society. "Due to the efforts of the Committee, 22 Naxal activists have surrendered in 2025 so far and Lakshimi happens to be the last one in the state to surrender. Karnataka is now a 'Naxal-free' state," he said.

Incidentally, after the surrender of Kotehanda Ravindra in Chikkamagaluru on Saturday, the Chief Minister Office had issued a press release stating that Karnataka is a Naxal-free state. It also said CM Siddaramaiah has announced the Chief Minister's Medal for the team of 22 police officers and men who put in efforts to make Karnataka a Naxal-free state.

Meanwhile, Sripal said Naxals belonging to Karnataka and Kerala must be facilitated to face the trial in one unified court either in Shivamogga, Udupi, or Chikkamagaluru or even at the NIA court in Bengaluru. They must also be extended defence counsels, he added.

Big Cut For Intelligence Units In Nirmala Sitharaman's Budget 2025

Intelligence gathering has taken a back seat in the Union Budget 2025-26 as the Centre has reduced the flow of funds of several verticals that deal with intelligence collection and dissemination, including the National Security Council Secretariat (NSCS) - the apex body for all matters concerning internal and external security.

According to Notes on Demand for Grants (2025-26), Rs 182.75 crore has been allocated to NSCS in comparison to Rs 270.08 crore (revised estimate) last financial year.

The budget of the Intelligence Bureau was also reduced by around Rs 100 crore. Last year, Rs 3,966 crore was allocated to the agency in the revised Budget but this year, the amount has been reduced to Rs 3,893 crore.

"This (reduction) indicates that the number of personnel working in these two arms of the intelligence apparatus are being reduced as revenue in both heads have come down," a senior officer explained, seeking anonymity. 

According to the officer, salaries, pensions and other expenses of intelligence personnel fall under the head of revenue, and the capital suggests a new set up is being built.

The Notes on Demand for Grants said that out of Rs 182.75 crore allocated to NSCS, Rs 127.51 crore is being granted under the revenue head. 

Similarly, for the Intelligence Bureau, of the Rs 3,893 crore, Rs 3,662 crore has been allocated under the revenue head. 

For the Intelligence Bureau, only Rs 230 crore has been allocated for capital expenditure. The amount last year was about Rs 437 crore, even though it was reduced to Rs 307 crores in the revised Budget.

Interestingly, the budget of the National Intelligence Grid (NATGRID) has also seen a reverse swing this time. Last year, Rs 247.72 crore was allocated to NATGRID in the revised Budget, but this time, only Rs 158.23 crore has been set aside. As per estimates, about 36% of its budget has been slashed by the government. 

The NATGRID is another crucial intelligence arm of the country and provides back end support to counter security threats.

Funds for the Special Protection Group (SPG), another elite force that looks after the security of the Prime Minister of India, were also reduced. Rs 489 crore has been allocated this year, which is around Rs 22 crore less than last year. In 2024-25, the revised budget was Rs 510.97 crore.

टैक्स रिफॉर्म से मतलब इनकम टैक्स में राहत से है. उससे शॉर्ट टर्म कंजम्पशन में काफी इजाफा होगा. अगले 6 महीने या एक साल के अंदर टैक्स रिफॉर्म बिल का असर दिखने लगेगा, जो साल दर साल चलेगा. इसी तरह कई और दूसरे रिफॉर्म हैं, जो ग्रोथ के लिए अच्छे हैं. 

दूसरी चीज है-इश्यू ऑफ स्किल एजुकेशन. सरकार ने इनोवेशन पर जोर दिया है. इसका पॉजिटिव असर होगा. लॉन्ग टर्म ग्रोथ, जॉब क्रिएशन में इनोवेशन का असर दिखेगा. तीसरी चीज है- एक्सपोर्ट और सप्लाई चेन. किस तरह कई चीजों का ऐलान किया गया. किस तरह MSME का लेबर इंटेंसिव एक्सपोर्टेबल बनाया जाएगा, ताकि ज्यादा रोजगार पैदा हो.

पिछले साल कंजम्पशन सर्वे आया. इससे गरीबी की दर 2% से कम हो गई है. अगर सब्सिडी को काउंट किया जाए, तो गरीबी खत्म ही हो गई है. अब हम इन लोगों को लोअर मिडिल क्लास की तरह देख सकते हैं. बेशक उसमें Vulnerability है. इसका जिक्र PM मोदी ने बजट से पहले किया था. अब हमारा फोकस लोअर मिडिल क्लास पर जाना चाहिए. सरकार ने टैक्स में छूट देकर इसका संकेत दे दिया है.

अब महंगाई की बात करते हैं. महंगाई की वजह से मिडिल क्लास की सैलरी इतनी तेजी से नहीं बढ़ी है. वास्तविक मजदूरी कम बढ़ी है. टैक्स नॉमिनल वेज पर होता है. ऐसे में हमें इंफ्लेशन एडजस्टमेंट की जरूरत थी, ताकि वो रियल इनकम पर असर कम डालता. क्योंकि कंजम्प्शन GDP रेशियो, कोविड महामारी की वजह से कम हो गया था. पिछले 12-18 महीनों में रिकवरी शुरू हुई है. उम्मीद है कि इससे कंजम्पशन रेशियो बढ़ जाएगा. इसका असर पॉजिटिव होगा. ग्रोथ बढ़ेगी. 

इस बजट से रेगुलेशन या नियंत्रित कोशिशों से लागत कम होगी. स्मॉल और माइक्रो इंडस्ट्रीज की ग्रोथ होगी. इससे ज्यादा रोजगार के मौके बनेंगे. साथ ही स्किल्स डेवलपमेंट होगा. क्वालिटी एजुकेशन मिलेगी. अगर प्रोडक्टिविटी बढ़ानी है, तो स्किल लेवल भी बढ़ाया जाना चाहिए. क्वालिटी एजुकेशन साथ स्किल्स डेवलपमेंट होगा, तो उससे नौकरी मिलेगी और अच्छी सैलरी भी. आखिर में लेबर इंटेंसिव की बात. इसे इंपोर्ट और सप्लाई चेन के साथ कनेक्ट करने की जरूरत है.

इंदौर में बात करने से इनकार करने पर एमबीए छात्रा का गला रेत दिया, विरोध में आधे दिन बाजार बंद

मध्य प्रदेश के इंदौर जिले में मास्टर ऑफ बिजनेस एडमिनिस्ट्रेशन (एमबीए) की एक छात्रा का गला रेतकर उसकी हत्या का प्रयास करने के आरोप में 23 वर्षीय व्यक्ति को शुक्रवार को गिरफ्तार किया गया. पुलिस उपाधीक्षक (डीएसपी) उमाकांत चौधरी ने बताया कि यहां से करीब 40 किलोमीटर दूर सांवेर कस्बे में अमन शेख (23) ने बृहस्पतिवार दोपहर एमबीए की एक छात्रा के गले पर चाकू से हमला किया.

उमाकांत चौधरी ने बताया कि छात्रा को एक निजी अस्पताल में भर्ती कराया गया, जहां इलाज के बाद उसकी हालत खतरे से बाहर है. शेख को छात्रा की हत्या का प्रयास करने के आरोप में गिरफ्तार किया गया है.

डीएसपी ने बताया,‘‘युवती ने हमें बताया कि आरोपी और उसने एक ही महाविद्यालय में स्नातक की पढ़ाई की थी. आरोपी उसका पीछा करके उससे जबरन बात करने की कोशिश करता था. युवती ने जब आरोपी के साथ बात करने से इनकार कर दिया, तो उसने विवाद करते हुए युवती पर चाकू से हमला कर दिया.''

घायल छात्रा के परिजनों का आरोप है कि शेख उसे पिछले तीन साल से परेशान कर रहा था और मना किए जाने पर भी अपनी हरकतों से बाज नहीं आ रहा था.

इस बीच, एमबीए छात्रा की हत्या के प्रयास की वारदात को लेकर आक्रोशित हिन्दू संगठनों के आह्वान पर सांवेर में शुक्रवार को आधे दिन तक बाजार और अन्य प्रतिष्ठान बंद रखे गए. एक पुलिस अधिकारी ने बताया कि सांवेर में हालात फिलहाल शांतिपूर्ण हैं.

"Four light vehicles were broken, mostly the front windshield. The mob was later controlled by using minimum force. Later, reinforcements came... and poppy destruction at Lhungjang hill range resumed," the police said.

US में प्लेन-हेलिकॉप्टर क्रैश में कोई नहीं बचा जिंदा, ट्रंप ने ओबामा और बाइडेन को घेरा

अमेरिका की राजधानी वॉशिंगटन DC में बुधवार रात को पैसेंजर प्लेन क्रैश हादसे में सभी यात्रियों के मारे जाने की आशंका जताई जा रही है. इस पैसेंजर प्लेन की बीच हवा में US आर्मी के ब्लैक हॉक हेलिकॉप्टर के साथ आमने-सामने की टक्कर हो गई थी. प्लेन में 4 क्रू मेंबर समेत 60 यात्री सवार थे. इस हादसे में अब तक 28 लाशें बरामद कर ली गई हैं. पैसेंजर प्लेन कैंसस के विचिटा से वॉशिंगटन DC आ रहा था. प्लेन रनवे पर लैंड करने वाला था, उसी दौरान ये हादसे का शिकार हो गया. क्रैश के बाद दोनों एयरक्राफ्ट पोटोमैक नदी में जा गिरे. टक्कर इतनी जबरदस्त थी कि प्लेन के 3 टुकड़े हो गए. इस हादसे को लेकर राष्ट्रपति डोनाल्ड ट्रंप ने पूर्व राष्ट्रपति बराक ओबामा और जो बाइडेन को उनकी पॉलिसी को लेकर घेरा है.

वॉशिंगटन फायर चीफ जॉन डोनेली ने न्यूज एजेंसी AFP को बताया, "इतने भयानक हादसे में किसी के बचने की उम्मीद नहीं है. इसलिए अब रेस्क्यू ऑपरेशन को रिकवरी ऑपरेशन में बदलना चाहिए." जॉन डोनेली ने कहा, "रेस्क्यू ऑपरेशन में 300 फर्स्ट रिस्पॉन्डर शामिल थे. इनमें से ज्यादातर ने अंधेरे में ऑपरेशन को अंजाम दिया. पानी काफी गहरा और मटमैला है. इससे गोताखोरों को गोता लगाने में कठिनाई आ रही है."

उन्होंने कहा, "इन रिस्पॉन्डर्स को बहुत मुश्किल हालात में सर्च ऑपरेशन चलाया. इस दौरान उन्होंने तेज हवा का सामना करना पड़ा. नदी के पानी में बर्फ जमा हुआ था. ऐसे मुश्किल स्थिति में भी रेस्क्यू टीम पूरी रात ऑपरेशन में लगी रही. रेस्क्यू में कई दिनों का वक्त लग सकता है. फिलहाल एयरपोर्ट पर सभी उड़ानें और लैंडिंग रोक दी गई हैं."

अभी तक पैसेंजर प्लेन और ब्लैक हॉक हेलिकॉप्टर की बीच टक्कर की वजह सामने नहीं आई है. ट्रांसपोर्ट अधिकारियों का कहना है कि दोनों एयरक्राफ्ट स्टैंडर्ड फ्लाइट पैटर्न पर काम कर रहे थे. उड़ान के समय वो बिल्कुल अच्छी कंडीशन में थे. जब इन दोनों ने उड़ान भरी, तो विजिबिलिटी भी बहुत अच्छी और साफ थी.

गौर करने वाली बात ये है कि प्लेन के क्रैश होने के 30 सेकेंड पहले रीगन नेशनल एयरपोर्ट के एयर ट्रैफिक कंट्रोलर ने मिलिट्री हेलिकॉप्टर को एक कॉल किया था. लेकिन मिलिट्री के हेलिकॉप्टर ने इसका कोई रिस्पॉन्स नहीं दिया था.

रूसी नागरिक भी प्लेन में थे सवार
AFP की रिपोर्ट के मुताबिक, यूएस फिगर स्केटिंग ने बताया कि क्रैश हुए पैसेंजर प्लेन अमेरिकन ईगल फ्लाइट 5342 में कई एथलीट, कोच और अधिकारी सवार थे. वहीं, मॉस्को में अधिकारियों ने पुष्टि इस प्लेन में रूसी कपल एवगेनिया शिश्कोवा और वादिम नौमोव सवार थे. इन्होंने- 1994 में विश्व जोड़ी का खिताब जीता था.

गौर करने वाली बात ये है कि प्लेन के क्रैश होने के 30 सेकेंड पहले रीगन नेशनल एयरपोर्ट के एयर ट्रैफिक कंट्रोलर ने मिलिट्री हेलिकॉप्टर को एक कॉल किया था. लेकिन मिलिट्री के हेलिकॉप्टर ने इसका कोई रिस्पॉन्स नहीं दिया था.

हालांकि, एयर ट्रैफिक कंट्रोलर के इस अलर्ट का मिलिट्री हेलिकॉप्टर ने कोई रिस्पॉन्स नहीं दिया. कुछ सेकेंड्स बाद दोनों एयरक्राफ्ट की टक्कर हो गई. इस क्रैश को देखने वाले पायलट ने रेडियो पर अर्जेंट कॉल भी किया था: "टावर, क्या आपने देखा..."

क्रैश की दी गई थी 3 बार चेतावनी
इन-फ़्लाइट रिकॉर्डिंग रखने वाले साइट  LiveATC.net के ऑडियो ने मिलिट्री हेलिकॉप्टर के क्रू मेंबर के सदस्यों के बीच आखिरी कम्युनिकेशन को कैप्चर किया है. न्यूज एजेंसी 'रॉयटर्स' की रिपोर्ट के मुताबिक, एयर ट्रैफिक कंट्रोलरों में से एक को यह कहते हुए सुना जा सकता है, "क्रैश, क्रैश, क्रैश...यह चेतावनी 3 बार दी गई."

मौत की उड़ान... दुनिया को दहलाने वाले 9 बड़े हवाई हादसे

राष्ट्रपति ट्रंप ने हादसे पर उठाए सवाल 
इस बीच अमेरिका के राष्ट्रपति डोनाल्ड ट्रंर ने इस प्लेन हादसे पर सवाल खड़े किए हैं. ट्रंप ने अपने 'ट्रुथ' सोशल मीडिया प्लेटफॉर्म पर पोस्ट किया, "प्लेन एयरपोर्ट के लिए एकदम सही रास्ते पर था. हेलिकॉप्टर काफी देर से प्लेन की ओर सीधा आ रहा था. रात साफ थी, प्लेन की लाइट्स जल रही थीं. फिर भी हेलिकॉप्टर ऊपर या नीचे क्यों नहीं गया? हेलिकॉप्टर ने टर्न क्यों नहीं लिया?"

ट्रंप आगे लिखते हैं, "कंट्रोल टावर ने हेलिकॉप्टर को यह क्यों नहीं बताया कि उसे क्या करना है, बजाय इसके कि क्या उन्होंने प्लेन देखा है. यह एक बुरी स्थिति है जिसे रोका जाना चाहिए था."  

ओबामा और बाइडेन की पॉलिसी पर छिड़ी बहस
राष्ट्रपति डोनाल्ड ट्रंप ने इसके साथ ही पूर्व राष्ट्रपति बराक ओबामा और जो बाइडेन की पॉलिसी पर भी सवाल उठाए हैं. ट्रंप की बातों ने फेडरल एविएशन एडमिनिस्ट्रेशन (FAA) में विविधता, समानता और समावेशन (DEI) कार्यक्रमों की भूमिका के बारे में एक तीखी बहस छेड़ दी है. ट्रंप ने दावा किया कि DEI प्रोग्राम ने सुरक्षा के मुकाबले नीति को प्राथमिकता दी है. उन्होंने कहा, "मैंने सुरक्षा को पहले रखा है. ओबामा, बाइडेन और डेमोक्रेट ने नीति को पहले रखा." ट्रंप ने जोर देकर कहा, "वे वास्तव में एक निर्देश लेकर आए और हम चाहते हैं कि ऐसे लोग सक्षम हों."

उपराष्ट्रपति ने जताया दुख
दूसरी ओर, उपराष्ट्रपति जेडी वेंस ने इस हादसे पर दुख जताया है. उन्होंने हादसे में शामिल लोगों के लिए प्रार्थना करने की अपील की है.
