Mobile Internet Suspension Extended For 3 Days In 7 Manipur Districts

The Manipur government on Wednesday extended the suspension of mobile internet and data services for three more days in seven trouble-torn districts, while with some improvement in the law and order situation, like the previous day, curfew was relaxed in four Imphal Valley districts for five hours.

Commissioner, Home, N. Ashok Kumar in his order said that in view of the prevailing law and order situation, the government has decided to extend the suspension of mobile internet and data services for three more days in seven trouble-torn districts with effect from 5.15 pm on Wednesday to 5.15 pm on Saturday. The seven districts, comprising both the valley and hills, are Imphal West, Imphal East, Bishnupur, Thoubal, Kakching, Kangpokpi, and Churachandpur.

After the widespread violence and attacks by mobs started in valley districts including Imphal East and Imphal West on November 16 following the recovery of six bodies of missing three children and three women in Jiribam district on November 15 and 16, Chief Secretary Vineet Joshi on November 16 ordered the suspension of mobile internet and data services in these seven districts for two days.

The Commissioner, Home, in his order on November 18, extended the suspension of mobile internet and data services for two more days in seven districts till 5.15 pm on Wednesday.

Meanwhile, with no major incident reported from any of the districts in Manipur, the Home Department on Tuesday conditionally lifted the suspension on broadband services (fixed line) considering the hardships faced by students, employees, common people, healthcare facilities, educational institutions and other offices.

Officials said that with no major incident reported from any of the four districts, curfew was relaxed in Imphal East and West, Thoubal, and Kakching districts from 5 a.m. to 10 a.m. on Thursday to facilitate the people to purchase essential items and perform important work.

District Magistrates of four districts issued separate notifications relaxing the curfew, which was imposed for an indefinite period on November 16 after the widespread violence started in the Valley districts after the recovery of the bodies of children and women in Jiribam on November 15 and 16.

दिल्ली की हवा हर दिन खतरनाक लेवल पर बनी हुई है. वायु प्रदूषण (Air Pollution) की वजह से मंगलवार रात 9 बजे दिल्ली के वजीरपुर में AQI 494 तक पहुंच गया. सेंट्रल पॉल्यूशन कंट्रोल बोर्ड (CPCB) के मुताबिक आनंद विहार, नरेला, जहांगीरपुरी और रोहिणी समेत बाकी इलाकों का AQI भी 400 पार पहुंच चुका है. वहीं, दिल्ली का औसत AQI 494 दर्ज किया गया है. ये इस सीजन में सबसे खराब AQI है. इस बीच दिल्ली के पर्यावरण मंत्री गोपाल राय ने केंद्र सरकार को चिट्‌ठी लिखकर आर्टिफिशियल बारिश करवाने की गुजारिश की है.

दिल्ली की आम आदमी पार्टी की सरकार में पर्यावरण मंत्री भूपेंद्र यादव से कहा है कि दिल्ली में प्रदूषण बेहद गंभीर कैटेगरी में है. इससे निपटने के लिए आर्टिफिशियल बारिश कराने की जरूरत है. राय ने इस स्थिति को मेडिकल इमरजेंसी बताया है. सोमवार को दिल्ली-NCR में वायु प्रदूषण की गंभीरता देखते हुए ग्रेडेड रिस्पॉन्स एक्शन प्लान (GRAP) के स्टेज 4 के सभी जरूरी प्रतिबंध लागू किए गए हैं.

एयर क्वालिटी इंडेक्स का रियल टाइम रीडिंग देने वाली साइट aqicn.org की के मुताबिक, मंगलवार रात 9 बजे दिल्ली के वजीरपुर का AQI 494 रिकॉर्ड हुआ. अशोक विहार का AQI 488, बवाना का 430, करणी सिंह रेंज का 480, द्वारका का 472, जहांगीरपुरी का 466, मेजर ध्यानचंद स्टेडियम का 476, मुंडका का 400, नजफगढ़ का 490 रिकॉर्ड हुआ. नेहरू नगर का AQI 488, रोहिणी का 476, मंदिर मार्ग का 490, ओखला का 489 रिकॉर्ड हुआ.

NCR की हवा भी हुई खराब
CBCB ने शहर के 40 निगरानी केंद्रों में से 37 के आंकड़ों को शेयर किया. इसके मुताबिक 3 केंद्रों बवाना, बुराड़ी और जहांगीरपुरी में एयर क्वालिटी ‘गंभीर' श्रेणी में दर्ज की गई. दिल्ली से सटे शहरों ग्रेटर नोएडा, गाजियाबाद और नोएडा में भी एयर क्वालिटी ‘बहुत खराब' और फरीदाबाद, गुरुग्राम में ‘खराब' दर्ज की गई है.

घने कोहरे ने बढ़ाई परेशानी
प्रदूषण के बीच दिल्ली-NCR समेत उत्तर भारत में ठंड और कोहरे का असर भी बढ़ता जा रहा है. मौसम विभाग (IMD) ने मध्य प्रदेश, उत्तर प्रदेश, राजस्थान, हिमाचल प्रदेश, दिल्ली, हरियाणा और बिहार में एक-दो दिन घने कोहरे का अलर्ट जारी किया है. दिल्ली में घने कोहरे की वजह से सुबह और रात को विजिबिलिटी काफी कम हो जा रही है. हालांकि, देश में सबसे कम विजिबिलिटी (जीरो मीटर) आगरा में दर्ज की गई. मौसम विभाग के मुताबिक, यहां आने वाले कुछ दिनों में कोहरा बना रहेगा.

पंजाब-हरियाणा में पराली जलाने के बढ़ रहे मामले
15 सितंबर से 18 नवंबर तक हरियाणा में मात्र 1118 मामले पराली जलाने के मिले हैं. वहीं, पंजाब में 9600 मामले सामने आए हैं. यानी पंजाब में 8 गुना से भी अधिक पराली जलाने के केस सामने आए हैं. आंकड़ों के अनुसार सोमवार को मुक्तसर जिले में पराली जलाने की 247 घटनाएं दर्ज की गईं, जो राज्य में सबसे अधिक है, इसके बाद मोगा (149), फिरोजपुर (130), बठिंडा (129), फाजिल्का (94) और फरीदकोट (88) का स्थान है. आंकड़ों के अनुसार, 2022 और 2023 में इसी दिन राज्य में पराली जलाने के क्रमशः 701 और 637 मामले दर्ज किए गए. पिछले वर्ष की इसी अवधि में दर्ज आंकड़ों की तुलना में लगभग 71 प्रतिशत की कमी दर्ज की गई.

हरियाणा में स्कूलों में छुट्टी, WFH के निर्देश
हरियाणा में प्रदूषण से बिगड़ते हालातों के बीच सभी सरकारी और प्राइवेट स्कूलों में 12वीं तक छुट्‌टी कर दी गई है. गुरुग्राम, फरीदाबाद, नूंह, झज्जर, रोहतक, रेवाड़ी, भिवानी, महेंद्रगढ़, चरखी दादरी, पानीपत और सोनीपत में स्कूल बंद हैं. गुरुग्राम और फरीदाबाद में बढ़ते प्रदूषण को लेकर प्रशासन ने प्राइवेट संस्थानों और कॉर्पोरेट ऑफिस से वर्क फ्रॉम होम की अपील की है.

Manipur Government Sets Up Committee To Probe Recent Jiribam Violence

The Manipur government on Monday said it has constituted a two-member inquiry committee to look into the causes that led to a firing in the Jiribam district, which left one person dead and another injured.

A protester was killed and another was injured in firing during a clash between security forces and a mob that was vandalising properties in the Babupara areas of Jiribam on Sunday night. Police could not confirm who opened fire, while eyewitnesses claimed the firing came from the direction of the security forces.

The committee will be led by IGP (Intelligence) K Kabib as the Chairman with Ningsen Worngam DIG (Range III) as the member, according to a notice issued by the home department.

The panel will inquire into the cause and circumstances leading to the incident and find out if there was any foul play on the part of any person including public authority, it said.

The committee was asked to submit its findings within 30 days.

He Broke Into Homes To Hit Sleeping Women On Head. Cops Explain Why

A 30-year-old man, who was arrested for allegedly breaking into homes at night and hitting sleeping women on the head in Uttar Pradesh's Gorakhpur, has told police that he held a grudge against women and sought to take revenge after he was imprisoned in a 2022 child abuse case.

At a press briefing at the White House at Gorakhpur Police Line on Sunday, Gorakhpur Senior Superintendent of Police (SSP) Gaurav Grover said the accused, Ajay Nishad, was involved in five such attacks on women, one of whom even succumbed to injuries. He would also speak to his girlfriend over the phone after committing each assault, police said.

"He always wore black clothes and remained barefoot as he broke into homes and hit women on the head with sticks or rods. He liked hitting the head of his women inmates in jail and that is why he carried out such assaults once he was released," SSP Grover said.

The police earlier said that Nishad was in prison for six months in a 2022 child abuse case. Out on bail, he lived in Surat for a while before returning to Gorakhpur. He carried out his first attack on the night of July 30, when he entered a house and hit a woman on the head, before fleeing away with some jewellery.

The police said that Nishad's role in the crime was established on the basis of CCTV footage of the localities he struck in.

They added that tracing the accused was a "challenging" task. Several teams were formed and a prize of Rs 100,000 was also announced for the team that would arrest the accused.

The police have recovered several blunt objects, including an iron rod and a bed leg, suspected to have been used in the attacks. They said they would put the matter before a fast-track court and ensure strict punishment for Nishad.

K Sanjay Murthy To Be The Next Comptroller And Auditor General Of India

The government on Monday said K Sanjay Murthy will be the next Comptroller and Auditor General of India.

Murthy, a 1989 batch IAS officer of the Himachal Pradesh cadre, will succeed Girish Chandra Murmu.

He is currently Secretary, of the Department of Higher Education, Ministry of Education.

"By virtue of the power vested in her by clause (1) of article 148 of the Constitution of India, the President has been pleased to appoint K Sanjay Murthy to be the Comptroller and Auditor General of India with effect from the date he assumes charge of his office," said a notification issued by the Department of Economic Affairs, Ministry of Finance.

Girish Chandra Murmu assumed office as the Comptroller and Auditor General of India on August 8, 2020. He will complete his term on November 20.

40 Injured In Cylinder Blast At 'Chaat' Stall In Madhya Pradesh

At least 40 people have been injured in a cylinder blast that occurred at a 'chaat' stall in Chhattarpur, Madhya Pradesh on Sunday, officials said.

Upper Collector Milind Kumar Nagdev said, "A small cyclinder blast occurred at a chat centre. On orders of the SDM, the injured were taken to the district hospital, the cost of which will be borne by the district administration... About 40 people have been injured."

Chief Medical Officer RP Gupta said that 23 people were brought to the hospital with burn injuries, adding that some patients have sustained 40 per cent injuries but none of them are in serious condition.

"23 people with burn injuries have been brought to the hospital. After being administered first aid, the patients have now been shifted to the normal ward... Some patients have come with 40 per cent burn injuries but none of them are in serious condition," Gupta said.

Madhya Pradesh Official Gets Show Cause Notice For Laughing During Hearing

A government official received a show cause notice for allegedly laughing in the presence of his senior colleagues during a public hearing in Madhya Pradesh's Chhatarpur district.

The show cause notice, issued on October 30, surfaced on social media on Saturday evening.

The notice was purportedly issued by additional collector Milind Nagdev to KK Tiwari, the assistant manager of e-governance at the district collector's office.

The notice stated that Tiwari was found laughing during the public hearing on October 29 in the presence of senior officials, which amounted to indiscipline and carelessness towards duty.

Public hearings are organised at select government offices on Tuesdays across the state.

In the notice, the additional collector stated that this was serious misconduct under the MP Civil Services Conduct Rules 1965 and punishable under MP Civil Services (Classification, Control and Appeal) Rules 1966.

Talking to reporters, the additional collector claimed he was unaware of how the show cause notice was issued and that he would inquire at his office.

Tiwari, however, said he had already submitted his reply to the notice.
