"Made Mistake Twice": Nitish Kumar Says He Will Stay With NDA 'Permanently'

Maintaining that he "made a mistake twice" in the past by joining hands with RJD, Bihar Chief Minister Nitish Kumar on Saturday said that now he would stay permanently with the National Democratic Alliance (NDA).

Addressing a public meeting in favour of NDA nominee, Vishal Prashant of BJP for the Tarari assembly byelection, Kumar said, "I have said it earlier also...I am once again saying that we (BJP-JDU) were together earlier. I made a mistake twice in the past by joining hands with the RJD...I went 'idhar udhar' twice in the past...But now, I have again come to the NDA. I will remain permanently with the NDA".

He said, "We have been working for the development of Bihar since 2005. Several infrastructural and development works have been done in Bihar after 2005.....and it will continue further under the NDA rule".

Kumar accused RJD of trying to "polarise" votes on "communal lines" in the upcoming bypolls in the state.

"They (RJD) always try to create a divide on communal lines. When RJD was in power in Bihar, the state witnessed several communal clashes. But, now the situation is totally different when the NDA is in power. I am sure that people will give a befitting reply to the INDIA bloc in the coming bypolls in the state", he said.

By-polls on four Bihar assembly seats will be held on November 13 for which results will be out on November 23.

All four assembly seats had fallen vacant after MLAs representing them were elected to the Lok Sabha. The four seats where by-polls will be held are Ramgarh, Tarari, Belaganj, and Imamganj.

AMU पर सुप्रीम कोर्ट का फैसला : छात्रों ने कहा- यह हमेशा से अल्पसंख्यक यूनिवर्सिटी, अदालत ने भी माना

अलीगढ़ मुस्लिम यूनिवर्सिटी (AMU) के अल्पसंख्यक दर्जे पर बड़ा फैसला आया है. सुप्रीम कोर्ट ने AMU का अल्पसंख्यक का दर्जा फिलहाल बरकरार रखा है, लेकिन साथ में यह भी साफ किया कि एक नई बेंच इसको लेकर गाइडलाइंस बनाएगी. सीजेआई डीवाई चंद्रचूड़ ने अपने फैसले में कहा कि एक 3 सदस्यीय नियमित बेंच अलीगढ़ मुस्लिम यूनिवर्सिटी के अल्पसंख्यक दर्जे पर फाइनल फैसला करेगी. यह बेंच 7 जजों की बेंच के फैसले के निष्कर्षों और मानदंड के आधार पर एएमयू के अल्पसंख्यक दर्जे के बारे में अंतिम फैसला लेगी.

अलीगढ़ मुस्लिम यूनिवर्सिटी के माइनॉरिटी स्टेटस के मामले में 7 जजों की बेंच का फैसला शुक्रवार को आया. हालांकि यह फैसला सर्वसम्मति से नहीं बल्कि 4:3 के अनुपात में आया है. फैसले के पक्ष में सीजेआई, जस्टिस खन्ना, जस्टिस पारदीवाला जस्टिस मनोज मिश्रा एकमत रहे. वहीं जस्टिस सूर्यकांत, जस्टिस दीपांकर दत्ता और जस्टिस एससी शर्मा का फैसला अलग रहा.

इस फैसले का यह असर होगा कि मुस्लिम छात्रों को 50 प्रतिशत सीटें आरक्षित रहेंगी, एससी,एसटी छात्रों को आरक्षण नहीं मिलेगा. जामिया सहित अन्य अल्पसंख्यक विश्वविद्यालयों पर इसका असर पड़ेगा. 

एनडीटीवी ने सुप्रीम कोर्ट के फैसले पर अलीगढ़ मुस्लिम यूनिवर्सिटी में पढ़ रहे छात्रों के विचार जाने. एक छात्र ने कहा कि यह यूनिवर्सिटी माइनारिटी संस्थान है. यह अल्पसंख्यक संस्थान ही रहा है और आगे भी रहेगा. एक छात्र ने कहा कि, ''यह यूनिवर्सिटी उस समय बनी थी जब बनारस हिंदू यूनिवर्सिटी सहित तीन-चार अन्य विश्वविद्यालय बने थे. देश में सिर्फ यही एक अल्पसंख्यक संस्थान नहीं है. कई संस्थान हैं, अलग-अलग धर्मों के हैं. एएमयू देश के पिछड़े हुए मुसलमान तबके को ऊपर लाता रहा है.'' 

एक छात्र ने कहा कि, ''सुप्रीम कोर्ट की बैंच ने यह मामला तीन जजों की बैंच को रिफर किया है. इससे यह साबित होता है कि कोर्ट ने आगे हमारे लिए रास्ता दिखा दिया है. कोर्ट ने माना है कि यह एक अल्पसंख्यक संस्थान है. सर सैयद अहमद खान ने 1875 में यह संस्थान बनाया था. यह तभी से एक अल्पसंख्यक संस्थान है.'' 

एक छात्र ने कहा कि, ''करीब 4000 से अधिक नॉन मुस्लिम छात्र यहां पढ़ते हैं. सुप्रीम कोर्ट के फैसले से पूरी दुनिया में यह पैगाम गया कि भारत और यहां की अदालतें अल्पसंख्यकों के अधिकारों का संरक्षण करती हैं. सबको रिजर्वेशन दीजिए कोई तकलीफ नहीं है लेकिन माइनारिटी भी एक तबका है.''

Yoga Teacher Buried Alive, Escapes Death Using Breathing Techniques

A 34-year-old Yoga teacher faked her death using breathing techniques and saved herself after allegedly being assaulted, strangled and then buried by a group of people who assumed she was dead, police said on Friday.

Five people, including a woman identified as Bindu and her friend named Satish Reddy who runs a detective agency in Bengaluru, have been arrested in connection with the incident, they said.

"Bindu suspected her husband of having an affair with the Yoga teacher and asked Reddy to keep a tab on the woman and her proximity to him. As part of the plan, Reddy allegedly befriended the victim some three months ago on the pretext of taking Yoga classes from her and during this period, he managed to gain her confidence," a police official said.

In her complaint, the victim alleged that on the pretext of showing some places around the city on October 23, he came to her house near Dibburahalli and took her in a car in which three other men were also present.

She alleged that they took her to a secluded spot on the outskirts of the city and allegedly stripped and assaulted her.

According to her, she was thrashed, threatened and strangled using a cable. She claimed that she played along, pretended to be unconscious and faked her death using breathing techniques.

"Assuming the woman died, the accused allegedly dug a pit and covered her body with thin layers of soil because they were in a hurry and feared to be caught. But before leaving, they took away all her gold jewellery," a senior police officer said.

She claimed that she later managed to wriggle out of the pit and with the help of some villagers, got clothes and managed to reach the police station to file a complaint, he said.

The woman was sent for a medical examination as per procedure and admitted to a hospital.

"Based on the complaint, we registered a case under sections of kidnapping, attempt to murder and other appropriate sections of the Bharatiya Nyaya Sanhita. Based on the investigation, we arrested five people, including Reddy and Bindu, on November 6," the officer said.

The vehicle in which the victim was kidnapped was allegedly stolen from Bengaluru, police said, adding, the victim's jewellery has also been recovered with the arrests.

"We are trying to verify all the claims made by the victim. There were also some online money transactions between Bindu and the associates and we are investigating the money trail also," he added.

Sinclair, IIT Bombay Partner For Next Gen Wireless Broadcast-To-Everything Research

The Indian Institute of Technology Bombay and Sinclair Inc have recently signed a Memorandum of Understanding (MoU) for "collaboration of technology and standards development in wireless broadcast services over next generation telecom and broadcast networks." 

Sinclair, a diversified media company and a leading provider of local broadcast television, in a statement said, "Research efforts will focus on enhancements to the international ATSC (Advanced Television Systems Committee) 3.0 wireless broadcast standard for a variety of mobile, television and other fixed applications that can benefit India and the world." 

The new capabilities of ATSC 3.0, they said, will advance "Broadcast-to-Everything (B2X) use cases to provide dynamic traffic management and fast interworking with 5G networks, efficient spectrum utilization, low-latency datacasting, edge content distribution and improved battery life for smartphones, featurephones, wearables and IoT devices."

How Will IIT Bombay Contribute? 

IIT Bombay will also contribute directly to the B2X release standardization work under way as a member of ATSC, Sinclair said.

"B2X will help relieve network congestion, provide a high quality of service for concurrent and popular content, and promote sustainability. B2X further improves upon Direct-to-Mobile (D2M), extending broadcast into the IMT-2030 (6G) ecosystem," they added.

India has over 1 billion mobile subscribers, over 200 million homes with TV, high per-capita mobile data consumption and proliferation of news, sports and other TV and radio channels. 

In the long term, Sinclair says, "B2X will drive progress in emergency and disaster management, remote education and skilling, advanced agricultural techniques, augmentation of satellite positioning and timing, vehicular communications and open AI-based applications for broadcasting and datacasting." 

'Excited To Partner'

Professor Shireesh Kedare, Director of IIT Bombay, said, "We are excited to partner with Sinclair in wireless telecom transformation and promote academic excellence, joint projects, and joint intellectual property development including Make in India initiatives to drive B2X adoption in India. It touches IIT Bombay's mission to address the needs of society and country at large and develop technologies and products that improve the quality of life for both urban and rural population." 

Chris Ripley, President and CEO, Sinclair, Inc, said, "We consider the collaboration work with IIT Bombay to be of the utmost importance in establishing ATSC 3.0-based B2X as the preferred technology for broadcasting and multicasting for diverse applications, not just in India, but ultimately across the globe. Mark Aitken, Senior Vice President, Sinclair, Inc. and the guiding architect of the ATSC 3.0 standard, said "ATSC 3.0's high bandwidth efficiency, and time and frequency interleaving features make it undisputedly the best mobile broadcast standard. ATSC 3.0 also stands alone with its bootstrap "blanking" feature that facilitates the introduction of B2X release enhancements without disrupting the operation of earlier releases." 

Madeleine Noland, President of ATSC, said, "Telecom networks focus on unicast (one-to-one) communications, while B2X adds ATSC 3.0's high performance broadcast (one-to-many) distribution aligned with mobile specifications. ATSC applauds Sinclair's and IIT Bombay's participation in B2X standards and technology development, which has the potential to revolutionize data distribution efficiency across multiple networks. IIT Bombay joins other world class academic and research institutions as ATSC's newest member." 

Shashi Shekhar Vempati, former CEO Prasar Bharati, and member of the ATSC Business Advisory Council, said, "The recent decision by Brazil to adopt the ATSC 3.0 standard for broadcast services, based on extensive testing of multiple systems, paves the way for B2X to further advance the standard's broadcast resilience for the greater public good. This collaboration furthers the developmental goals of a Viksit Bharat (Developed Bharat) as envisioned by Prime Minister Narendra Modi."

"Wanted To Be A Militant After Torture By Army Officer," Claims J&K MLA

National Conference MLA Qaiser Jamshaid Lone on Friday said he wanted to become a militant after he was "tortured and humiliated" by an army officer during a crackdown when he was a teenager but a senior officer's action restored his faith in the system.

The senior army officer spoke to him and then reprimanded the junior officer for his conduct, Mr Lone said while participating in the Motion of Thanks to the Lieutenant Governor's address in the Jammu and Kashmir Legislative Assembly.

The incident showed how dialogue can resolve issues, the Lolab MLA said.

"There was a crackdown in my area when I was a youngster. I must have been a student of the 10th standard. There were 32 youths, including me, who were singled out for questioning," he said.

Mr Lone claimed that he was asked by an army officer about a youth who had joined terrorist ranks. "I said yes I know him because he lived in our area. I was beaten up for that. Then he asked me if the terrorist was present in the crackdown. I replied in the negative and I was beaten up again," the ruling party MLA said.

He said later a senior officer came to the spot and spoke to him.

"He asked me 'what do you want to become in life?' I told him I want to be a militant. He asked me the reason and I told him about the torture I had gone through," the NC leader said.

Mr Lone said the senior officer rebuked his junior publicly, which reinstated his "faith in the system". He said that he later learnt that out of the 32 youths who were questioned, 27 joined the militancy.

"Have To Presume...": Court On Order Banning Import Of 'The Satanic Verses'

The Delhi High Court has closed the proceedings on a petition challenging the Rajiv Gandhi government's decision to ban the import of Salman Rushdie's controversial novel "The Satanic Verses" in 1988, saying since authorities have failed to produce the relevant notification, it has to be presumed that it does not exist.

In an order passed on November 5, a bench headed by Justice Rekha Palli observed that the petition, which was pending since 2019, was therefore infructuous and the petitioner would be entitled to take all actions in respect of the book as available in law.

The Centre banned the import of the Booker Prize-winning author's "The Satanic Verses" for law-and-order reasons in 1988, after Muslims across the world viewed it as blasphemous.

Petitioner Sandipan Khan had argued in court that he was unable to import the book on account of a notification issued by the Central Board of Indirect Taxes and Customs on October 5, 1988, banning its import into the country in accordance with the Customs Act, but the same was neither available on any official website nor with any of the authorities concerned.

"What emerges is that none of the respondents could produce the said notification dated 05.10.1988 with which the petitioner is purportedly aggrieved and, in fact, the purported author of the said notification has also shown his helplessness in producing a copy of the said notification during the pendency of the present writ petition since its filing way back in 2019," the bench, also comprising Justice Saurabh Banerjee, observed.

"In the light of the aforesaid circumstances, we have no other option except to presume that no such notification exists, and therefore, we cannot examine the validity thereof and dispose of the writ petition as infructuous," it concluded.

Besides assailing the ban notification, the petitioner had sought a direction to set aside other related directions issued by the Ministry of Home Affairs in 1988.

The petition had also sought directions to enable him to import the book from its publisher or international e-commerce websites.

During the course of the proceedings in the court, authorities had said the notification was untraceable, and therefore, could not be produced.

In Maharashtra, Ruling Alliance's 10 Guarantees Vs Opposition's "Panch Sutra"

It is raining poll promises in Maharashtra, with around two weeks to go before the assembly election. The ruling alliance Mahayuti and the Opposition Maha Vikas Aghadi, have both released their manifestos which make tall promises, especially to the women, farmers and the young people of the state.

Given the do-or-die nature of the coming battle, parties like Shiv Sena of Uddhav Thackeray or Sharad Pawar's faction of the Nationalist Congress Party, released individual manifestos and made election announcements for every seat. 

While the ruling alliance is wooing voters with its 10 guarantees, the opposition has gone to the people with a "Panchsutra" (Letter of five promises) in its joint manifesto.

The Mahayuti's 10 guarantees include:

  1. . Increasing the amount of Ladli Behan Yojana from Rs 1,500 to 2,100 and a promise to deploy 25,000 women in the police force.
  2. . Farmers guaranteed loan waiver and under the Kisan Samman Yojana, the amount to increase from Rs 12,000 to Rs 15,000 per year
  3. . A 20% subsidy on MSP
  4. . Old-age pension increase from Rs 1,500 to Rs 2,100 per month
  5. . Stability in prices of essential commodities 
  6. . 25 lakh jobs and education allowance of Rs 10,000 per month promised, training for 10 lakh students 
  7. . Anganwadi and Asha workers promised a salary of Rs 15,000 and insurance protection
  8. . 45,000 connecting roads in rural areas
  9. . 30 per cent reduction in electricity bill
  10.  Vision Maharashtra 2029 to be completed within 100 days

"Opposition parties were making fun of Ladli Behan Yojana. What will Rs. 1500 do?" said Chief Minister Eknath Shinde. "I promise that the scheme will never be stopped. Many more important decisions will be taken as soon as the government is formed," he added.

Congress's Rahul Gandhi, meanwhile, held a "Swabhiman Sabha" in Mumbai and released the five promises of the Maha Vikas Aghadi. 

The "Panch Sutra" promise of Mahavikas Aghadi includes:

  1.  Under the Mahalaxmi Yojana, women will get Rs. 3,000 per month and free bus travel 
  2.  Farmers will get loans up to Rs. 3 lakh, and an incentive of Rs 50,000 for repaying the loan on time.
  3.  Caste-based census will be conducted, in which an attempt will be made to remove the 50% reservation limit.
  4.  Health insurance up to Rs 25 lakh and free medicines 
  5.  Financial assistance of up to Rs 4,000 per month for unemployed young people.

In the Lok Sabha elections, the "Constitution in danger" narrative had given a big advantage to the Maha Vikas Aghadi. This time too, Rahul Gandhi was seen waving the Red Book of the Constitution in Nagpur and Mumbai. 

He was joined by Uddhav Thackeray and Sharad Pawar.

The BJP, however, claimed the Red Book Mr Gandhi had brought was completely blank, and called it an insult to Baba Saheb Ambedkar's Constitution.
