In Maharashtra, Ruling Alliance's 10 Guarantees Vs Opposition's "Panch Sutra"

It is raining poll promises in Maharashtra, with around two weeks to go before the assembly election. The ruling alliance Mahayuti and the Opposition Maha Vikas Aghadi, have both released their manifestos which make tall promises, especially to the women, farmers and the young people of the state.

Given the do-or-die nature of the coming battle, parties like Shiv Sena of Uddhav Thackeray or Sharad Pawar's faction of the Nationalist Congress Party, released individual manifestos and made election announcements for every seat. 

While the ruling alliance is wooing voters with its 10 guarantees, the opposition has gone to the people with a "Panchsutra" (Letter of five promises) in its joint manifesto.

The Mahayuti's 10 guarantees include:

1. . Increasing the amount of Ladli Behan Yojana from Rs 1,500 to 2,100 and a promise to deploy 25,000 women in the police force.
2. . Farmers guaranteed loan waiver and under the Kisan Samman Yojana, the amount to increase from Rs 12,000 to Rs 15,000 per year
3. . A 20% subsidy on MSP
4. . Old-age pension increase from Rs 1,500 to Rs 2,100 per month
5. . Stability in prices of essential commodities 
6. . 25 lakh jobs and education allowance of Rs 10,000 per month promised, training for 10 lakh students 
7. . Anganwadi and Asha workers promised a salary of Rs 15,000 and insurance protection
8. . 45,000 connecting roads in rural areas
9. . 30 per cent reduction in electricity bill
10.  Vision Maharashtra 2029 to be completed within 100 days

"Opposition parties were making fun of Ladli Behan Yojana. What will Rs. 1500 do?" said Chief Minister Eknath Shinde. "I promise that the scheme will never be stopped. Many more important decisions will be taken as soon as the government is formed," he added.

Congress's Rahul Gandhi, meanwhile, held a "Swabhiman Sabha" in Mumbai and released the five promises of the Maha Vikas Aghadi. 

The "Panch Sutra" promise of Mahavikas Aghadi includes:

1.  Under the Mahalaxmi Yojana, women will get Rs. 3,000 per month and free bus travel 
2.  Farmers will get loans up to Rs. 3 lakh, and an incentive of Rs 50,000 for repaying the loan on time.
3.  Caste-based census will be conducted, in which an attempt will be made to remove the 50% reservation limit.
4.  Health insurance up to Rs 25 lakh and free medicines 
5.  Financial assistance of up to Rs 4,000 per month for unemployed young people.

In the Lok Sabha elections, the "Constitution in danger" narrative had given a big advantage to the Maha Vikas Aghadi. This time too, Rahul Gandhi was seen waving the Red Book of the Constitution in Nagpur and Mumbai. 

He was joined by Uddhav Thackeray and Sharad Pawar.

The BJP, however, claimed the Red Book Mr Gandhi had brought was completely blank, and called it an insult to Baba Saheb Ambedkar's Constitution.

'Thadou Inpi GHQ' Says Won't Recognise New Body; 'Thadou Inpi Manipur' Pushes Ahead

The Thadou Inpi General Headquarters (TI-GHQ) which says it is the top body of the Thadou tribe has rejected the formation of another body, called the 'Thadou Inpi Manipur', or TIM. The new Thadou body was formed at the two-day Thadou Convention held on November 1 and 2 in Assam's Guwahati, an event which the organising committee billed as "historic" for the tribe.

"... The formation of the 'Thadou Inpi Manipur' and other bodies in the Thadou Convention held at Guwahati... under the aegis of the Thadou Community International is invalid," TI-GHQ said in a statement.

The TI-GHQ said the 'Thadou Inpi Manipur' and other bodies were formed "without the knowledge and consent of the TI-GHQ, [and] it is contrary to the principles or provisions of the constitution of the Thadou Inpi."

The TI-GHQ in the statement appealed to "all sensible members of our community" to consider the 'Thadou Inpi Manipur' and declarations at the Guwahati event "null and void".

The newly-formed TIM in a statement on Tuesday said it will have a three-year tenure. H James Thadou, Michael Lamjathang Haokip, and seven others have been unanimously elected as president, general secretary, and executive members, respectively, it said, adding three advisers have also been appointed.

"TIM shall function as the legitimate peak body of Thadou tribe for Manipur, providing strategic leadership, coordination and advocacy. TIM will also spearhead, be responsible for, and coordinate movements and representation and all affairs relating to Thadous of Manipur and beyond as needed," the TIM said in the statement.

The Thadou Convention held in Assam had released a 10-point declaration and a 9-point resolution after. The declaration emphasised on the tribe's distinct ethnic identity having its own language, culture, traditions, and history.

"Thadou is not Kuki, or underneath Kuki, or part of Kuki, but a separate, independent entity from Kuki... Thadou is one of the original 29 native/indigenous tribes of Manipur, India, that were all simultaneously and duly recognised as independent Scheduled Tribes of Manipur under the 1956 Presidential Order, Government of India," the declaration stated.

"Thadous have always been known and recorded as Thadou, without any prefix or suffix to it, and it has been the single-largest tribe in Manipur consistently since the first census of India in 1881 till the latest census in 2011 that recorded Thadou population at 2,15,913. Any Kuki Tribes (AKT) had a population of 28,342 in the latest Manipur census in 2011, the first time Kuki was ever recorded in a census," it stated.

Civil society organisations and a defence volunteer group of the Meitei community welcomed the formation of TIM to assert Thadou as a distinct tribe. Meitei Leepun in a statement said it gives "heartfelt appreciation" to the Thadou tribe for the new Thadou body's latest announcement that it would support the National Register of Citizens (NRC) exercise if the Centre decides to carry it out in Manipur.

The Meitei defence volunteer group Arambai Tenggol - similar to village defence volunteers of the hill-dominant Kuki tribes - in a statement in Meiteilon said it welcomes the decision taken at the Thadou Convention to support the NRC.

Volunteer groups from both sides have accused each other of atrocities.

The Kuki tribes and the Meiteis have been fighting since May 2023 over a range of issues such as land rights and political representation.

महाराष्ट्र के चुनावी दंगल में नामांकन वापसी के अंतिम दिन किसके बागी माने, जानिए पूरी लिस्ट

Maharashtra Assembly Election 2024: महाराष्ट्र का चुनावी दंगल एक तो वैसे ही दोनों गठबंधनों के लिए आग का दरिया बना हुआ है. ऊपर से इन दोनों दलों की सिरदर्दी इनके बागियों ने बना दी. निर्दलीय नामांकन कर जीत की राह का रोड़ा बन गए. इन बागियों में अधिकतर जीत भले न पाएं, लेकिन अपनी पार्टी को हरवाने में मददगार जरूर साबित हो सकते हैं. यही कारण है कि नामांकन के बाद से ही इन्हें मनाने की कोशिश दोनों ही गठबंधनों की तरफ से लगातार की जा रही थी. सोमवार को नाम वापसी का अंतिम दिन था. जानिए किसने अपने पैर पीछे खींचे और कौन बाग़ी बन डटा है! 

बीजेपी ने इन्हें मनाया

बागी तो नहीं, लेकिन  महायुति और महाविकास आघाड़ी की सबसे बड़ी टेंशन और मराठा आंदोलन का चेहरा मनोज जरांगे पाटिल ने नामांकन दाखिल करने वाले अपने समर्थकों से उम्मीदवारी वापस लेने की अपील कर दोनों गठबंधनों को बड़ी राहत दी.उनके इस फ़ैसले का दोनों गठबंधनों ने स्वागत किया.इस बीच बीजेपी के लिए अच्छी खबर उसकी गढ़ माने जाने वाली बोरिवली सीट से आई. यहां से पार्टी के पूर्व सांसद गोपाल शेट्टी ने अपना नामांकन वापस ले लिया.इस सीट से बाहरी उम्मीदवार को टिकट मिलने से नाराज होकर उन्होंने निर्दलीय नामांकन दाखिल किया था.इसके बाद से ही नितिन गडकरी,पीयूष गोयल, विनोद तावड़े से लेकर देवेंद्र फडणवीस समेत कई बड़े-बड़े नेताओं ने गोपाल शेट्टी को मनाने की कोशिश की.नामांकन वापसी से अब पार्टी की स्थिति यहां मजबूत मानी जा रही है. 

शिंदे खेमे में भी जश्न

इधर मुख्यमंत्री एकनाथ शिंदे द्वारा खुले मंच से आश्वासन के बाद, शिंदे सेना की बाग़ी नेता स्वीकृति शर्मा ने भी महाराष्ट्र विधानसभा चुनाव से अपने पैर वापस पीछे खींच लिए. मुख्यमंत्री एकनाथ शिंदे ने प्रचार के मंच से स्वीकृति शर्मा को भविष्य में विधायक बनाने का “कमिटमेंट” दिया! अंधेरी ईस्ट विधानसभा से निर्दलीय उम्मीदवार के रूप में मैदान में उतरी एक्स एनकाउंटर स्पेशलिस्ट प्रदीप शर्मा की पत्नी स्वीकृति शर्मा के नामांकन वापस लेने से शिवसेना के उम्मीदवार मुरजी पटेल की राह आसान होगी. 

सना मलिक का काम बना

हालांकि, शिंदे अपने माहिम सीट के उम्मीदवार पर ज़ोर नहीं चला पाये. जब उम्मीदवारी वापस लेने में कुछ ही घंटे बचे थे तो सदा सरवणकर मनसे प्रमुख राज ठाकरे से मिलने शिवतीर्थ पहुंच गये.राज ठाकरे नहीं मिले और सदा सरवणकर ने अपना फ़ैसला क़ायम रखा.राज ठाकरे के बेटे अमित ठाकरे मुंबई के माहिम सीट से चुनावी मैदान में हैं. बीजेपी उनका समर्थन कर रही है. प्रचार भी करेगी, लेकिन महायुति से शिंदे कैंडिडेट सदा सरवणकर चुनावी दंगल में बने हुए हैं.
मुंबई के अणुशक्ति नगर विधानसभा सीट से शिंदे गुट ने अपने उम्मीदवार अविनाश राणे का नामांकन भी वापस ले लिया है. इस सीट से अजित पवार गुट से नवाब मलिक की बेटी सना मलिक चुनाव लड़ रही हैं. महायुति चाहती है कि यहां एलायंस से एक ही उम्मीदवार हो. 

उद्धव-कांग्रेस ने भी समझाया

भायखला सीट से शिवसेना यूबीटी उम्मीदवार मनोज जामसुतकर के खिलाफ बगावत करने वाले कांग्रेस के मधु चव्हाण ने भी उम्मीदवारी वापस ले ली. कोल्हापुर उत्तर विधानसभा सीट से महाविकास आघाड़ी की आधिकारिक उम्मीदवार मधुरिमा राजे ने भी उम्मीदवारी वापस ले ली.कांग्रेस के बागी राजेश लाटकर आखिर तक पीछे नहीं हटे थे, नामांकन वापस लेने के लिए बाक़ी दस मिनट में मधुरिमा राजे ने आवेदन वापस ले लिया.कसबा विधानसभा क्षेत्र से बागी कांग्रेस नेता मुख्तार शेख ने भी स्वतंत्र उम्मीदवार के रूप में नामांकन वापस लेते हुए आधिकारिक एमवीए उम्मीदवार रवींद्र धांगेकर का समर्थन करने का फैसला किया. शिवसेना यूबीटी उम्मीदवार रंजीत पाटिल ने शिवसेना के मंत्री तानाजी सावंत के खिलाफ धाराशिव जिले की परंदा विधानसभा सीट से अपना नामांकन वापस लिया. एनसीपी-शरद गुट नेता और पूर्व विधायक राहुल मोटे, सावंत के खिलाफ परंदा से एमवीए के आधिकारिक उम्मीदवार होंगे. 

यहां फ्रेंडली फाइट

महाराष्ट्र के 2024 चुनावी दंगल में सभी पार्टियां जीत के लिए एड़ी चोटी का जोर लगा रही हैं.उम्मीदवारों के नामांकन के बाद अब दोनों ही गठबंधनों को अपने बचे हुए बागियों से डर तो सता रहा है, लेकिन “फ्रेंडली फाइट” यानी दोस्ताना लड़ाई ने कुछ सीटों को और दिलचस्प भी बना दिया है. महाविकास अघाड़ी तो इस फ्रेंडली फाइट के ख़िलाफ़ है पर तीन सीटों मानखुर्द-शिवाजी नगर, मोर्शी और देवलाली पर महायुति के भीतर ही दोस्ताना बग़ावत देखते हैं क्या गुल खिलाती है.

Woman In Madhya Pradesh Gives Birth On Handcart, Newborn Dies

A woman in Madhya Pradesh's Sidhi district gave birth on a handcart after failing to get an ambulance in time, following which authorities issued show-cause notices to some officials.

Urmila Rajak (26) started experiencing labour pains on Friday night and was rushed to a hospital in a handcart by family members though she delivered before reaching the facility, officials said.

"Staffers examined her once she reached the hospital. The child had died in the womb 24 hours earlier. The family lives in a narrow lane and had to come out on the main road for the ambulance, which arrived late. The district administration has no direct control over the ambulance booking system, " Civil Surgeon Deeprani Israni told PTI.

"We have spoken to the doctors and the ambulance driver. The ambulance reached about 25 minutes after the woman's family called the centralised call centre. Notices have been served on the officials of the health department. A probe is underway," Additional Collector Anshuman Raj said.

CM Yogi Meet PM Modi: यूपी के सीएम योगी आदित्यनाथ (Yogi Adityanath) ने रविवार को पीएम नरेंद्र मोदी (PM Narendra Modi) से मुलाक़ात की. लोकसभा चुनाव के बाद दोनों नेताओं की ये पहली औपचारिक भेंट है. दिल्ली में 7 लोक कल्याण मार्ग पर ये मुलाक़ात हुई.पीएम मोदी को सीएम योगी ने अगले साल प्रयागराज में होने वाले महाकुंभ का प्रतीक चिह्न भेंट किया, लेकिन इस दौरान और भी कई मुद्दों पर बातचीत हुई. वैसे तो सीएम ऑफिस की तरफ़ से बताया गया कि  प्रधानमंत्री से मुख्यमंत्री की ये शिष्टाचार भेंट थी, लेकिन जब दो बड़े नेता मिलते हैं तो कई तरह की बातें होती हैं.सूत्र बताते हैं कि महाकुंभ के आयोजन पर चर्चा हुई.कुंभ दुनिया का सबसे बड़ा मेला माना जाता है,जिसमें करोड़ों श्रद्धालु आते हैं.यूपी की योगी सरकार की कोशिश इसे दिव्य और भव्य बनाने की है.पिछली बार जब प्रयागराज में साल 2019 में कुंभ आयोजित हुआ था, तब पीएम मोदी भी संगम में डुबकी लगाने पहुंचे थे. 

बताया जा रहा है कि यूपी के राजनैतिक हालात पर भी पीएम नरेंद्र मोदी और सीएम योगी आदित्यनाथ में बातचीत हुई. पिछले लोकसभा चुनाव में बीजेपी का यूपी में प्रदर्शन बड़ा ख़राब रहा.बीजेपी की सीटें 62 से घट कर 33 रह गईं. पार्टी के केंद्रीय नेतृत्व ने हार की समीक्षा भी की. यूपी में इन दिनों विधानसभा की नौ सीटों पर उप चुनाव हो रहा है.सूत्र बताते हैं कि इस मुद्दे पर भी पीएम और सीएम के बीच चर्चा हुई.प्रधानमंत्री से मिलने के बाद सीएम योगी ने केंद्रीय गृह मंत्री अमित शाह (Amit Shah) से भी भेंट की. झारखंड में बीजेपी का मैनिफ़ेस्टो जारी करने के बाद अमित शाह रांची से वापस लौटे थे.लौटने के तुरंत बाद उन्होंने योगी आदित्यनाथ से मुलाक़ात की.बताया जा रहा है कि यूपी के उप चुनाव को लेकर दोनों नेताओं में लंबी बातचीत हुई.एक-एक सीट पर मंथन हुआ.बीजेपी ने सभी नौ सीटें जीतने का लक्ष्य रखा है.योगी आदित्यनाथ की तरफ़ से चुनावी तैयारी के बारे में अमित शाह को बताया गया. अमित शाह ने विधानसभा की सभी नौ सीटों का फ़ीडबैक लिया.जिन नौ सीटों पर उप चुनाव हो रहे हैं, उनमें से 5 पर एनडीए और बाक़ी 4 पर समाजवादी पार्टी का क़ब्ज़ा था.

यूपी के सीएम योगी आदित्यनाथ इसी महीने आरएसएस प्रमुख मोहन भागवत (Mohan Bhagwat) से भी मिल चुके हैं.मथुरा में ये मुलाक़ात क़रीब ढाई घंटे तक चली थी.इस दौरान संघ के विस्तार से लेकर महाकुंभ के आयोजन तक पर चर्चा हुई थी.संघ प्रमुख जब इसी साल गोरखपुर गए थे, तब सीएम योगी से भेंट नहीं हो पाई थी. इसीलिए हाल के मुलाक़ात को बेहद महत्वपूर्ण माना जा रहा है. बाद में संघ की तरफ़ से सीएम योगी के नारे बंटेंगे तो कटेंगे को भी समर्थन मिला.इसके कई तरह के मायने निकाले जा रहे हैं.लोकसभा चुनाव में बीजेपी के ख़राब प्रदर्शन के बाद पार्टी के ही कई नेता योगी आदित्यनाथ के खिलाफ मुखर हो गए थे. सरकार बड़ा या फिर संगठन को लेकर लंबे समय तक विवाद चला.बाद में सीएम योगी ने एनडीए के सभी विधायकों और सांसदों से मुलाक़ात की.उनके मन को जानने की कोशिश की. 

अमित शाह से मुलाक़ात के बाद सीएम योगी आदित्यनाथ ने बीजेपी के राष्ट्रीय अध्यक्ष जेपी नड्डा (JP Nadda) से भी भेंट की. उनसे उप चुनाव से लेकर संगठन के कामकाज पर भी बातचीत हुई. यूपी में सरकार और संगठन के समन्वय पर चर्चा हुई.हाल के दिनों में यूपी में इस बात पर विवाद होता रहा है.संगठन के कुछ नेताओं ने सरकार से सहयोग न मिलने की शिकायत की थी.लोकसभा चुनाव के बाद बोर्ड और आयोग में पार्टी के समर्पित नेताओं का समायोजन शुरू हो गया है.जो काम बाक़ी रह गया है उस पर सीएम योगी ने पार्टी के अध्यक्ष से बातचीत की.

2 Officials Suspended After Bandhavgarh Elephant Deaths, Task Force Formed

Two senior forest officials of Madhya Pradesh have been suspended for alleged negligence in their duties after the death of 10 elephants at the Bandhavgarh Tiger Reserve.  Assistant Forest Conservator Fateh Singh Ninama and Field Director Gaurav Chaudhary were removed from their posts due to failures in leadership and vigilance. 

The suspensions come after several allegations, including delayed response times and a lack of oversight to critical incidents involving elephant welfare in the reserve.

Field Director Gaurav Chaudhary faced suspension for failing to return from leave when informed about the elephant deaths. Mr Ninama was accused of failing to take proactive measures despite previous elephant sightings. 

Last year also three employees from the tiger reserve were suspended -- Officer Shil Sindhu Shrivastava and Forest Guards Kamla Prasad Kol and Pushpendranath Mishra. They had kept silent about the discovery of a dead elephant and burnt the carcass. 

The matter became known only when a photograph of the burning carcass went viral, and a wildlife activist filed a formal complaint. 

Chief Minister Dr Mohan Yadav has now formed a state-level elephant task force. 

This body aims to establish "Elephant Friends" in districts that promotes elephant-human coexistence. 

Among the preventive measures announced are solar fences to protect crops and efforts to involve farmers in alternative livelihoods, such as agroforestry, to mitigate crop damage. 

Dr Yadav underscored the need for sustainable forest development that would help foster harmony between local communities and wildlife.

The state government has also initiated discussions with the Union Environment Minister to seek support for forest management strategies and integrate best practices from other states known for elephant management.

Acknowledging the severity of the situation, the Chief Minister expressed his deep concern over the recent deaths in Umaria district, describing the incident as both tragic and preventable. 

Following an inspection by the State Forest Minister and senior officials, preliminary investigations ruled out pesticide involvement, though the full post-mortem report is still pending. 

Dr Yadav has directed the forest department to map agricultural areas and implement safeguards, including solar fencing, to protect crops and reduce human-animal conflict.

To improve elephant management in Madhya Pradesh, officials will visit Karnataka, Kerala, and Assam - states known for their significant elephant populations and successful conservation practices. These study tours aim to provide insights into sustainable management practices that could be applied in Bandhavgarh and other areas where elephants now reside permanently.
