We Are Now Focusing On Making UPI, RuPay Truly Global: RBI Chief

Reserve Bank Governor Shaktikanta Das on Wednesday said the central bank is focused on making the UPI and RuPay 'truly global' and asked financial institutions and fintech startups to adapt robust frameworks to capitalise on the new opportunities while mitigating connected risks.

Speaking at the Global Fintech Fest 2024, the governor said digital financial inclusion, digital public infrastructure (DPI), consumer protection and cyber security, sustainable finance, and global integration and cooperation are the five priority areas for the Reserve Bank.

Mr Das said strengthening financial infrastructure, including cross-border payment systems, will be key focus areas as India, with its tech talent and evolved fintech ecosystem, holds the potential to serve as a global hub for digital innovation and fintech startups.

Building and strengthening strategic partnerships, reinforcing the commitment to international cooperation, and developing institutions of excellence in the areas of technology and innovation across a wide spectrum of areas, including financial services, would give the right impetus for our journey towards 2047, he added.

"Based on the encouraging response we have received from several jurisdictions, we are now focusing on making the UPI and RuPay truly global," Mr Das said.

Unified Payments Interface (UPI) is an instant real-time payment system to facilitate inter-bank transactions through mobile phones, while RuPay is a domestically designed global card payment network.

India's CBDC, which is in the pilot stage, is another example of possible international cooperation, Mr Das said, adding that the RBI is now utilising features like programmability to provide credit or government assistance to landless tenant farmers and carbon credits to farmers through CBDC.

"While we have successfully demonstrated the interoperability of CBDC with retail fast payment systems like UPI, we continue to gain from our experimentation on off-line solutions. As we make progress, we would be happy to cooperate with other nations in their CBDC efforts," the governor said.

Mr Das also touched upon the regulatory approach for the fintech sector.

"Sustainable and orderly development of the fintech sector requires an appropriate balance between innovation and prudence. Our endeavour is to carefully craft regulations to achieve this delicate balance, while simultaneously ensuring trust, security, accessibility, risk management and competition," he said.

Emphasising that developing a mindset that anticipates disruption and embraces change with prudence becomes very important, Mr Das said, "Financial institutions and FinTech startups alike must, therefore, adapt swiftly, leveraging agile strategies and robust frameworks to capitalise on the new opportunities while mitigating the connected risks".

Publicly available information places the number of FinTechs founded in India at approximately eleven thousand (11,000).

The sector has received investments of about USD 6 billion in the last two years alone, Mr Das said.

He further said a preferred approach for achieving balance between innovation and prudent regulation involves self-regulation within the fintech sector.

Self-regulatory organisations (SROs), comprising industry participants and having a good understanding of the sector's unique challenges and opportunities, would be in a position to give appropriate suggestions to the regulators on regulations that are both practical and effective.

The RBI has received 3 applications for recognition as a Self-Regulatory Organisation(s) in the FinTech Sector (SRO-FT).

The central bank has decided to recognise the Fintech Association for Consumer Empowerment (FACE) as an SRO-FT.

"Of the remaining two applications, one application has been returned with a provision for resubmission after meeting certain requirements. The third application is under examination," Mr Das added.

On digital financial inclusion, the governor said as a policy priority, financial inclusion should ensure that everyone has appropriate access to financial services.

Digital financial inclusion has the unique advantages of scalability and cost-effectiveness, he added.

Accordingly, the next two decades will predominantly be about leveraging technology to deliver accessible and tailored financial services that meet diverse needs, he said.

Talking about the RBI's priority on digital public infrastructure, Mr Das said one significant initiative in this direction is the Reserve Bank's pilot on Unified Lending Interface (ULI), earlier known as Public Tech Platform for Frictionless Credit (PTPFC).

ULI aims to enable lending institutions to offer frictionless, end-to-end digital credit by leveraging consent-based data and related services.

There are about 50 such types of data services on the platform, apart from banks and NBFCs. The RBI is now focusing on the inclusion of other lenders like cooperative credit institutions through the NABARD.

"A full-scale launch of ULI will be done in due course. As I said two days ago in another event, the 'New Trinity' of JAM-UPI-ULI will mark a revolutionary step forward in India's DPI journey," Mr Das said.

2 Boys Rape Girl, 18, After Morphing Her Photos Using AI App

Two teenage boys were detained for allegedly morphing photos of an 18-year-old girl through an AI-powered app and raping her by threatening to release the images in Shahdol city, police said on Tuesday.

Kotwali police station in-charge Raghvendra Tiwari said the accused included a minor son of the house owner where the victim was staying as a tenant.

The minor boy allegedly clicked photos of the girl and converted them into obscene images using an artificial intelligence-powered app, he said.

The accused started blacking the girl and also roped in his friend. The duo allegedly raped the nursing student by threatening to make her photos viral, the police officer said.

Based on a complaint lodged by the victim, police registered a case against the boys and detained them. Their mobile phones were seized for forensic examination, he added.

PM Modi-Biden Phone Call Over Ukraine, Safety Of Hindus In Bangladesh

Prime Minister Narendra Modi today received a phone call from US President Joe Biden and discussed his recent Ukraine visit and the situation in Bangladesh among other things.

While discussing Ukraine, PM Modi reiterated India's consistent position in favour of dialogue and diplomacy and expressed full support for the early return of peace and stability.

PM Modi, during the first visit to Ukraine by an Indian prime minister, called for a diplomatic solution to more than two years of war with Russia.

"We were not neutral from day one, we have taken a side, and we stand firmly for peace," he told Ukraine President Volodymyr Zelensky.

PM Modi and Biden also shared concern over the situation in Bangladesh. They emphasised the restoration of law and order and ensuring the safety and security of the minorities, particularly Hindus, in Bangladesh.

The Indian government has been sounding alarm over reports of attacks on Bangladesh's Hindu minority immediately following Sheikh Hasina's overthrow.

Bangladesh's new interim government has already said it is committed to restore law and order and to protect all minorities.

PM Modi and Joe Biden also reviewed the significant progress in bilateral relations and highlighted that India-US partnership is aimed at benefiting the people of both countries as well as the entire humanity.

Why M Kharge's Family Allocated Land In Hitech Defence Aerospace Park: BJP

Karnataka BJP has questioned the land allotment to Congress President Mallikarjun Kharge's family in the Hitech Defence Aerospace Park near Bengaluru.

"When did the Kharge family become aerospace entrepreneurs to be eligible for Karnataka Industrial Area Development Board (KIADB) land? How did the Large and Medium Industries Minister M.B. Patil consent to this allocation in March 2024? Is this about misuse of power, nepotism, and conflict of interest?" BJP Rajya Sabha member Lahar Singh Siroya said.

He said that it has come to light that Siddhartha Vihara Trust run by Mallikarjun Kharge's family, has been allocated five acres of Karnataka Industrial Area Development Board (KIADB) land out of a total of 45.94 acres meant for civic amenities, under the SC quota, in the Hitech Defence Aerospace Park near Bengaluru.

"Interestingly, those who are trustees include Mallikarjun Kharge, his wife Radhabai Kharge; his son-in-law and Gulbarga MP Radhakrishna; another son and minister in the Karnataka government Priyank Kharge; another son Rahul Kharge among others. Is this about misuse of power, nepotism, or conflict of interest?" he questioned.

He added that the BJP has taken the matter of this alleged illegal allocation to Governor Thaawarchand Gehlot's office through an RTI activist.

He asked will the Kharge family eventually give up this land like Chief Minister Siddaramaiah has to give up the controversial Mysuru Urban Development Authority (MUDA) sites in Mysuru.

"Will this allocation be probed?" Lahar Singh questioned.

Body Of Missing 3-Year-Old Girl Found Inside Luggage Bag In Bihar: Police

The body of a three-year-old girl in Bihar's Muzaffarpur, who went missing a day ago, was found inside a luggage bag hidden near her home on Saturday, police said.

The girl was a resident of Nirala Niketan locality and, according to her father, she had left home on Friday afternoon along with her mother to attend a function.

"The father of the girl said the mother and daughter did not return home and that he was unable to contact his wife as her mobile phone was out of reach. Today, his neighbours informed the police about a luggage bag hidden in the bushes near his home. When we prised it open, we found the body," said Mithanpura police station SHO Ram Iqbal.

"We have sent the body for post-mortem examination. We shall not comment as to whether there were injury marks, which could suggest murder, till forensic experts complete their investigation," he said.

The SHO also said attempts were being made to track down the mother of the girl by placing her mobile phone under surveillance.

पीएम मोदी ने यूक्रेन को दी अनूठी गिफ्ट, बिजली और ऑक्सीजन खुद बना लेता है BHISHM क्यूब

प्रधानमंत्री मोदी (PM Modi) ने शुक्रवार को यूक्रेन को भीष्म क्यूब्स भेंट किए. प्रत्येक भीष्म क्यूब में सभी प्रकार की चोटों और चिकित्सा स्थितियों के लिए प्राथमिक देखभाल के लिए दवाइयां और उपकरण शामिल हैं. इसमें एक बुनियादी ऑपरेशन रूम के लिए सर्जिकल उपकरण भी शामिल हैं. इनसे प्रतिदिन 10-15 बेसिक सर्जरी का प्रबंधन किया  जा सकता है.

पीएम मोदी ने यूक्रेन सरकार को चार भारत हैल्थ इनीशिएटिव फॉर सहयोग हित एंड मैत्री (BHISHM) यानी भारत स्वास्थ्य सहयोग हित एवं मैत्री पहल (भीष्म) क्यूब्स भेंट किए. यूक्रेन के राष्ट्रपति वोलोडिमिर जेलेंस्की ने मानवीय सहायता के लिए प्रधानमंत्री मोदी को धन्यवाद दिया. यह क्यूब्स घायलों को शीघ्र उपचार उपलब्ध कराने में मदद करेंगे और जीवन रक्षा में योगदान देंगे.

पीएम मोदी ने एक्स पर पोस्ट में कहा- ''भारत हैल्थ इनीशिएटिव फॉर सहयोग हित एंड मैत्री (BHISHM) एक अनूठा प्रयास है जो तेजी से चिकित्सा सुविधाएं उपलब्ध कराना सुनिश्चित करेगा. इसमें क्यूब्स होते हैं जिनमें चिकित्सा देखभाल के लिए दवाइयां और उपकरण होते हैं. आज राष्ट्रपति जेलेंस्की को BHISHM क्यूब्स भेंट किए गए.''

प्रत्येक भीष्म क्यूब में सभी प्रकार की चोटों और चिकित्सकीय जरूरतों के लिए प्राथमिक देखभाल की दवाइयां और उपकरण शामिल हैं. इसमें एक बुनियादी ऑपरेशन रूम के साथ-साथ सर्जिकल उपकरण भी शामिल हैं. इससे प्रतिदिन 10 से 15 बेसिक सर्जरी की जा सकती हैं. 

भीष्म क्यूब में इमरजेंसी में आघात, रक्तस्राव, जलन, फ्रैक्चर जैसे करीब 200 मामलों का उपचार करने की क्षमता है. यह स्वयं सीमित मात्रा में बिजली और ऑक्सीजन भी उत्पादित कर सकता है. यूक्रेन में क्यूब को संचालित करने के लिए प्रारंभिक प्रशिक्षण देने के लिए भारत से विशेषज्ञों की एक टीम तैनात की गई है. भारत,का यह कदम यूक्रेन को मानवीय सहायता प्रदान करने के लिए भारत की निरंतर प्रतिबद्धता को रेखांकित करता है.
