Loco Pilot Run Over By Rajdhani Express In Jharkhand: Cops

A loco pilot was run over by the New Delhi-Ranchi Rajdhani Express when he was crossing the railway tracks in Jharkhand's Koderma district on Saturday morning, police said.

The incident happened near Gajhandi station in Dhanbad railway division, they said.

Pankaj Kumar Singh (36), a resident of Munger district in Bihar, was posted at Gomoh in Dhanbad, they added.

After his duty was over, Mr Singh was crossing the tracks when the incident happened, Koderma RPF in-charge Jawahar Lal said.

After post-mortem examination and completion of other formalities, the body was handed over to his family, he said.

Man Throws Show At Swami Prasad Maurya Over Remarks Against Ramcharitmanas

A man hurled a shoe at the national president of Rashtriya Shoshit Samaj Party Swami Prasad Maurya during a rally here on Friday.

The man, identified as Dharmendra Dhakrey, has been and further action is being taken against him, Dauki SHO Rampal Singh said.

A spokesperson of the Akhil Bharat Hindu Mahasabha (ABHM) claimed that Dharmendra Dhakrey is associated with the organisation.

Mr Maurya in February left the Samajwadi Party and formed the Rashtriya Shoshit Samaj Party.

The incident happened this evening when Mr Maurya was addressing a rally in support of the party candidate from Fatehpur Sikri in Dauki.

Talking to news agency PTI, ABHM spokesperson Sanjay Jaat said, "One of our members hurled a shoe at Mr Maurya when he was delivering his speech in Dauki. We were against the leader over his remarks against Ramcharitmanas." 

Mr Maurya striked a controversy by alleging that certain verses in the Ramcharitmanas, a sacred text in the Awadhi language based on the epic Ramayana, "insult" a large section of the society on the basis of caste and hence, those should be banned.

"We have also written letters in blood and appealed to admit him in a mental asylum for disrespecting the Hindu saints and Ramcharitmanas," Mr Jaat said.

The members of the mahasabha also threw ink on Maurya's cavalcade and brandished black flags when it was passing from Fatehabad.

The members threw black ink on the cavalcade and chanted 'Jai Shri Ram' slogans.

"We have been following Mr Maurya's cavalcade from the Fatehabad toll on Agra-Lucknow Expressway. Some of the members protested at Fatehabad and showed black flags when it was passing. Besides, they also threw ink on his car," Mr Jaat said.

While leaving the party, Maurya accused the SP leadership of discriminating against him and not defending him over his statements on the Ramcharitmanas and the Ayodhya temple consecration ceremony.

He had joined the Samajwadi Party leaving the BJP ahead of the 2022 assembly polls, contesting the elections unsuccessfully from Fazilnagar.

Before joining BJP in 2016, Swami Prasad Maurya was in the BSP and was leader of opposition in the Akhilesh yadav regime.

Recently, Maurya announced to contest the elections from Kushinagar Lok Sabha seat.

BJP Will Take Action If Pawan Singh Contests Against NDA Nominee: Minister

Union Minister R K Singh on Thursday sought action against Bhojpuri singer-turned-politician Pawan Singh who has announced that he will contest the Lok Sabha elections against NDA despite being a BJP member.

R K Singh was responding to queries about the singer's decision to enter the fray as an independent from the Karakat Lok Sabha seat in Bihar, where former Union minister Upendra Kushwaha, chief of Rashtriya Lok Morcha, is contesting as the NDA candidate.

"Either he should announce that he would not contest polls against the NDA nominee from Karakat or he should be suspended from the primary membership of the BJP. If he fights elections from Karakat, his suspension from the party will be the appropriate decision. Upendra Kushwa is the NDA candidate, who is Prime Minister Narendra Modi ji's nominee," said R K Singh, seeking re-election from the Arrah Lok Sabha seat.

Anybody contesting against the NDA nominee means he or she is against the alliance headed by Modi Ji, the minister said.

"Kushwaha's win will strengthen the hands of the prime minister. It's as simple as that," the union minister told reporters in Arrah.

Despite several attempts, Pawan Singh could not be reached for comment.

Asked about the Bhojpuri singer's decision, Bihar BJP president Samrat Chaudhary evaded a direct reply.

"Upendra Kushwaha is the NDA nominee from Karakat. He has the approval from PM Modi. The entire BJP is with Kushwaha. All BJP workers and leaders of NDA parties are working for him," Chaudhary told PTI.

Pawan Singh, who had earlier turned down a BJP ticket for Asansol in West Bengal, had recently said he would contest polls from the Karakat seat.

He has started campaigning there and announced that he would soon file his nomination papers as an independent candidate.

If Pawan Singh throws his hat into the ring as an independent candidate, the Karakat Lok Sabha seat is all set to witness a triangular contest.

Mr Kushwaha will soon file his nomination papers from the seat as the NDA nominee, while the CPI(M-L) Liberation's former MLA Rajaram Singh is also in the fray as a 'Mahagathbandhan' candidate.

Rajasthan Government School Teacher Suspended For Beating Class 3 Student

The Rajasthan government on Wednesday suspended a government school teacher in Barmer district for allegedly beating a class 3 student.

Ganpat Patalia, a teacher of Government Higher Primary School in Chhota Hathala village, was suspended after the authorities took suo moto cognizance of a video in which he was seen slapping a student.

The teacher had slapped an eight-year-old student named Praveen on Monday, Bakhasar Police Station SHO Vishan Singh said.

An FIR was booked in the matter on Tuesday evening after a video of it surfaced on the internet.

Singh said the medical examination of the boy has been done and further action will be taken against the teacher after the boy's and his family members' statements have been recorded.

Rajasthan School Education Minister Madan Dilawar had earlier in the day ordered officials to take strict action in the matter.

"Taking this whole incident seriously, necessary guidelines have been given to them after talking to the concerned officers for taking strict action against each culprit involved in this act," Mr Dilawar wrote on X.

He added, "During the tenure of our government, any kind of misbehavior with children, who are the pillars of the golden future of Rajasthan, will not be tolerated at all."

न्यूजक्लिक के संपादक की गिरफ्तारी मामले में SC ने दिल्ली पुलिस की कार्रवाई पर उठाए सवाल, फैसला सुरक्षित

न्यूज पोर्टल न्यूजक्लिक (News Portal Newsclick) के संपादक प्रबीर पुरकायस्थ (Prabir Purkayastha) की गिरफ्तारी के मामले पर सुप्रीम कोर्ट में मंगलवार को सुनवाई हुई. सुप्रीम कोर्ट ने गिरफ्तारी के बाद उनके वकील को सूचित किए बिना मजिस्ट्रेट के सामने पेश करने में जल्दबाजी के लिए दिल्ली पुलिस पर सवाल उठाया. जस्टिस बीआर गवई और जस्टिस संदीप मेहता की पीठ ने इस तथ्य पर भी हैरानी जताई कि पुरकायस्थ के वकील को रिमांड आवेदन दिए जाने से पहले ही रिमांड आदेश पारित कर दिया गया था.

गिरफ्तारी के तरीके पर सवाल उठाते हुए पीठ ने गैरकानूनी गतिविधियां (रोकथाम) अधिनियम 1967 के तहत एक मामले में  गिरफ्तारी और रिमांड को चुनौती देने वाली पुरकायस्थ की याचिका पर फैसला सुरक्षित रख लिया. पोर्टल के माध्यम से राष्ट्र-विरोधी प्रचार को बढ़ावा देने के लिए कथित चीनी फंडिंग के मामले में अक्टूबर को गिरफ्तारी के बाद से पुरकायस्थ हिरासत में हैं.

कपिल सिब्बल ने रखा पक्ष
सुनवाई के दौरान पुरकायस्थ की ओर से पेश वरिष्ठ वकील कपिल सिब्बल ने कहा कि उन्हें 3 अक्टूबर, 2023 की शाम को गिरफ्तार किया गया था. सिब्बल ने अदालत को बताया कि अतिरिक्त लोक अभियोजक के साथ लीगल एड वकील ही मौजूद थे. पुरकायस्थ के वकील को सूचित नहीं किया गया था. जब पुरकायस्थ ने इस पर आपत्ति जताई तो जांच अधिकारी ने उनके वकील को टेलीफोन के माध्यम से सूचित किया और रिमांड आवेदन वकील को व्हाट्सएप पर भेजा गया. पीठ ने ASG एसवी राजू से पूछा कि पुरकायस्थ के वकील को सूचित क्यों नहीं किया गया.

अदालत ने पूछा कि सुबह 6 बजे उसे पेश करने की जल्दबाजी क्या थी जबकि उन्हें पिछले दिन शाम 5.45 बजे गिरफ्तार किया गया था.आपके पास पूरा दिन था. पीठ ने कहा कि प्राकृतिक न्याय के सिद्धांतों के लिए आवश्यक है कि रिमांड आदेश पारित होने पर पुरकायस्थ का वकील उपस्थित रहे.  एएसजी राजू ने पीठ को तर्क देकर समझाने की कोशिश की लेकिन पीठ ने इस तर्क को मानने से इनकार कर दिया.

पीठ ने फैसला रखा सुरक्षित
लंबी बहस  के बाद आखिरकार पीठ ने इस मामले में अपना फैसला सुरक्षित रख लिया. पीठ पुरकायस्थ की  याचिका पर सुनवाई कर रही थी जिसमें दिल्ली पुलिस द्वारा उनकी गिरफ्तारी को बरकरार रखने के दिल्ली हाईकोर्ट के फैसले पर सवाल उठाया गया था. सह-अभियुक्त और न्यूजक्लिक के मानव संसाधन प्रमुख अमित चक्रवर्ती ने भी अपनी गिरफ्तारी को चुनौती देते हुए शीर्ष अदालत का दरवाजा खटखटाया था. लेकिन ईडी के सरकारी गवाह बनने के बाद उन्हें अपनी याचिका वापस लेने की अनुमति दी गई और उन्हें माफी दे दी गई.

Tamil Nadu Ex-Professor Jailed For Attempted Sex Trafficking Of Students

A former assistant professor, Nirmala Devi, has been sentenced to 10 years in jail by a court in Tamil Nadu for soliciting sexual favors from women students to university officials. 

The court's verdict on Monday found her guilty under five Sections, including attempting to traffick four women and imposed a fine of Rs 2.4 lakh. Two others, including a male assistant professor, were acquitted in the case.

Nirmala Devi, who worked at the Devanga Arts College in Aruppukottai, was arrested in 2018 following the circulation of a recorded telephonic conversation where she was heard tacitly asking students to provide sexual favors to university authorities.

The incident sparked a significant controversy, for implicating the Raj Bhavan. The then Governor, Banwarilal Purohit, swiftly dismissed the allegations at the time.

"996 New Villages, Poppy...": Manipur Chief Minister On Illegal Immigrants

Manipur Chief Minister N Biren Singh has doubled down on the state government's claim that a major factor behind the ethnic crisis in the border state was the "massive influx of illegal immigrants from Myanmar".

Mr Singh said at least 996 villages have mushroomed across Manipur since 2006, and attributed what he called the "unnatural growth" to illegal immigrants settling down after scattering all over the unsurveyed hill areas of the state.

"Will anyone accept the unnatural growth of new villages and population, causing massive changes to the demography in their own state or country due to the influx of illegal immigrants?" Mr Singh said in a post on the microblogging website X.

"We're confronting a serious issue within our nation, especially in Manipur, where several new villages have emerged due to a massive influx of illegal immigrants from Myanmar since 2006 till date. During this period, massive forest cover have been destroyed to establish settlements as well as carry out poppy plantations," said the Chief Minister from the BJP who won his second consecutive term in March 2022.

On why the government chose to look at the influx of illegal immigrants from 2006, an official who has direct knowledge of the matter and access to the relevant departmental records told NDTV: "The stronger Nagas led by the NSCN had driven away the Kukis from border areas to Myanmar in the long ethnic conflict between them from the early 1990s till around the end of that decade. A large number of Kukis regrouped in Myanmar's border region with the help of Myanmar-based insurgent groups -- they share ethnic ties -- from the year 2000 onwards, and along with them came a huge influx of illegal immigrants.

"It is no surprise that the 2001 Census for Manipur was never finalised because there was abnormal decadal population growth as high as 169 per cent. It had become impossible to do a proper survey. From 2001 onwards, the illegal immigrants gradually dissolved into new settlements and villages in pockets across Manipur. You don't make a village overnight. It takes time, men, and material. So till 2006 they were busy with this aspect. The government eventually saw the problem and decided to start the count of such new settlements from 2006."

The hill-dominant Kuki-Zo tribes hold the Chief Minister, who belongs to the valley-dominant Meitei community, responsible for the outbreak of the ethnic clashes in May 2023 that left 210 dead and thousands internally displaced.

Mr Singh has refuted the allegations, and pointed at the destruction of opium poppy cultivation and clearing of illegal immigrants from forest areas as the chief reasons behind the crisis. The total area of opium poppy cultivation declined 60 per cent since 2021, data from the autonomous government institution Manipur Remote Sensing Applications Centre shows.

"Not to mention, these illegal immigrants have started encroaching on the resources, job opportunities, land, and the rights of indigenous people. We have started collecting biometric data of the illegal immigrants as well as geotagging of their settlements. I appeal to everyone in the country to support the government in keeping our nation safe and secure from illegal immigrants," Mr Singh said.

"When the British Prime Minister recently asserted their unyielding commitment to deporting illegal immigrants and even claimed that no foreign court can stop them, nobody dared to question the British government," the Chief Minister said, referring to the Safety of Rwanda (Asylum and Immigration) Bill 2023, the UK government's latest attempt to deport asylum seekers to the east African country as part of efforts to cut irregular immigration, after previous attempts were ruled illegal.

"Now, when the Ministry of Home Affairs and the government of Manipur adopt a similar stance and initiate the deportation of illegal immigrants from Manipur, certain sections of people are losing their sleep. They have been persistently spreading false propaganda to portray the government of Manipur as a communal government," Mr Singh said.

The ethnic clashes between the Meiteis and the Kuki-Zo tribes began over cataclysmic disagreements on sharing land, resources, affirmative action policies, and political representation, mainly with the 'general' category Meiteis seeking to be included under the Scheduled Tribes category. A top factor the state government says led to the crisis was its 'war on drugs' campaign.

"The slow but steady decline in opium cultivation due to the 'war on drugs' campaign would have been a kick in the gut of powerful drug cartels. The Kuki insurgents, too, have been demanding a separate land for a long time. It was a dangerous combination," a senior officer in the Narcotics and Affairs of Border (NAB) said, requesting anonymity. "The idea of a separate administration did not just fall from a tree after May 2023. The idea was always there," the officer added.

The Chief Minister in the post on X also included an over two-minute-long video presentation explaining in brief what Mr Singh claimed was the root cause of the Manipur crisis.

"Illegal immigrants have been entering Manipur since 1967," the presentation reads as it starts playing.

It shows a letter written by Henkhosei Haokip and Shochung Haokip, two senior members of the Burma Kuki Refugees Association Manipur, to the then Relief and Rehabilitation Minister in February 1973 seeking a loan to rehabilitate 1,500 Kuki families who came from Myanmar (formerly Burma). The two asked the Centre to give a "special sanction as a relief grant and loan to the Kuki refugees during the current financial year."

The video also shows satellite imagery of how since 2006 forest cover has declined due to new settlements in Churachandpur, Tengnoupal, Kangpokpi, Pherzwal and Chandel districts.

"Due to the Myanmar coup and civil war, a significant number of immigrants from Myanmar are entering Indian border villages. To address national security concerns, a cabinet sub-committee led by minister Letpao Haokip with committee members minister Awangbow Newmai and minister Thounaojam Basanta (was set up)," the Manipur government said in the video presentation.

The initial findings of the first phase of the identification exercise as of April 24, 2023 - violence broke out the next month - found the data below. The government says the total would be significantly high as this was only the first phase of the exercise.

  • 1,147 Myanmar immigrants in Tengnoupal (13 villages)
  • 881 Myanmar immigrants in Chandel (3 villages)
  • 154 Myanmar immigrants in Churachandpur (1 village)
  • 5 Myanmar immigrants in Kamjong (24 villages)

"It was observed that the illegal Myanmari immigrants established their own villages in the first phase of the exercise," the government said in the presentation.

"There was a major objection by the immigrant establishment here to such an identification exercise. The new villages were strongly opposed to the advised proposal of shelter homes to be built by the government for them... The total immigrant population in Manipur must be significantly higher considering the number of immigrants revealed in just the first phase of the identification exercise," the government said in the presentation.

The infiltration and influx pose challenges to social cohesion and harmony, potentially fuelling resentment and conflict among different communities, the government said. It said strengthening border security, enhancing surveillance, and capacity-building measures essential to prevent unauthorised entry and curb illicit activities have already started.

"As the issue continues to garner attention and concern, it is imperative to examine the root causes, consequences, and potential solutions," the government said in the presentation.
