दिल्ली में मेडिकल सेवाओं में सुधार के लिए अदालत ने समिति के सुझावों को लागू करने का निर्देश दिया

दिल्ली उच्च न्यायालय ने मुख्य सचिव और प्रधान स्वास्थ्य सचिव को राष्ट्रीय राजधानी में चिकित्सा सेवाओं में सुधार के लिए छह-सदस्यीय विशेषज्ञ समिति द्वारा अनुशंसित ‘‘तत्काल उपायों'' को 30 दिन के भीतर लागू करने का निर्देश दिया है. अदालत ने कहा कि चूंकि डॉ. एस. के. सरीन समिति की तत्काल सिफारिशें मानव जीवन को बचाने में काफी मददगार होंगी और किसी भी तरह से ‘‘राजनीतिक प्रकृति की नहीं'' हैं, इसलिए लोकसभा चुनाव के लिए आदर्श आचार संहिता बाधा नहीं बनेगी.

कार्यवाहक मुख्य न्यायाधीश मनमोहन और न्यायमूर्ति मनमीत पी. एस. अरोड़ा की पीठ ने मंगलवार को 17 पन्नों के आदेश में कहा, ‘‘मुख्य सचिव और प्रधान स्वास्थ्य सचिव एक रोडमैप भी बताएंगे कि वे विशेषज्ञ समिति द्वारा बताई गई समय सीमा के भीतर मध्यवर्ती और दीर्घकालिक उपायों को कैसे लागू करना चाहते हैं.'' अदालत ने प्रधान स्वास्थ्य सचिव को चार सप्ताह के भीतर कार्रवाई-सह-स्थिति रिपोर्ट दाखिल करने को कहा.

उच्च न्यायालय के 13 फरवरी के आदेश के अनुपालन में अदालत द्वारा गठित डॉ. सरीन समिति ने अपनी अंतरिम रिपोर्ट और सिफारिशें प्रस्तुत कीं. अदालत का आदेश सरकारी अस्पतालों में गहन चिकित्सा कक्ष (आईसीयू) में बिस्तर और वेंटिलेटर की कथित कमी को लेकर 2017 में संज्ञान ली गई एक जनहित याचिका पर आया.

समिति ने रिक्त पद, महत्वपूर्ण संकाय की कमी, बुनियादी ढांचे, चिकित्सा या सर्जिकल सामग्रियों, आपातकालीन ऑपरेशन थिएटर, ट्रॉमा सेवाएं और रेफरल प्रणाली समेत चिकित्सा प्रणाली में कुछ कमियों की ओर इशारा किया. रिपोर्ट में कहा गया है कि समिति ने उच्च न्यायालय के पूर्व के आदेश पर गौर किया और सराहना की कि इस मामले में उठाई गई प्रमुख चिंताएं दिल्ली के नागरिकों के लिए आपातकालीन स्वास्थ्य सेवाओं के संबंध में हैं.

समिति ने सिफारिश की है कि तत्काल उपाय 30 दिन के भीतर, अल्पकालिक उपाय 31 से 90 दिन में, मध्यवर्ती उपाय 91 से 365 दिन में और दीर्घकालिक उपाय एक से दो साल में लागू किए जाएं. अदालत ने समिति को चार सप्ताह के भीतर एक पूरक रिपोर्ट दाखिल करने की स्वतंत्रता दी और रजिस्ट्री से आदेश की एक प्रति निर्वाचन आयोग को जानकारी के लिए भेजने को कहा. अदालत ने इस मामले को 24 मई को आगे की सुनवाई के लिए सूचीबद्ध किया है.

Watch: Sparks Fly As Speeding Truck Rams Bike, Drags It Along

A lorry driver was arrested in Hyderabd for allegedly hitting a car and driving away without stopping and then hitting a bike and dragging it along as sparks flew on the road, the police said today.

A video of the incident is now viral on social media.

The lorry, headed for Vanasthalipuram from Chandrayangutta in the city on April 14, hit a car first, There was no major damages to the car or injuries to anyone, they said.

Locals began chasing the lorry which made the driver speed away out of fear. One of the locals chasing the lorry climbed on to its foot board as it slowed down a bit as he asked the driver to stop.

But he continued to drive. On the way, the truck hit a bike, which got stuck to the tires and got dragged along. The man on the bike did not sustain any injuries.

The lorry dragged the bike for a while until the two-wheeler got detached from the lorry.

The driver later surrendered before a traffic police station.

The viral video gave an impression that the bike rider boarded the lorry's footboard but that is not the case, the police said.

Following a complaint made by the bike's rider, a case was registered and the lorry driver was arrested and jailed, the police said.

"Who Wants To Look At Amul Babies?" Himanta Sarma's Jibe At Gandhis

Hours after Congress leader Priyanka Gandhi Vadra led a roadshow in Assam's Jorhat, Chief Minister Himanta Biswa Sarma claimed that an "insignificant" number of people attended it and that watching rhinos at the Kaziranga National Park would be "more beneficial".

"I heard around 2,000-3,000 people gathered (at Priyanka Vadra's roadshow). It was not significant. Who will come to see Priyanka Gandhi? People will rather visit Kaziranga and watch tigers, rhinos, and the time spent there will be more useful," he said.

The senior BJP leader was speaking to reporters on the sidelines of an election campaign in Majuli.

Members of the Gandhi family are only fit for advertising campaigns, he claimed.

"What's the benefit of seeing the Gandhi family? They look fit for the Amul campaign, so they are Amul babies. It's more beneficial to watch rhinos at Kaziranga than catching a glimpse of Amul babies," he said.

Leading a massive 2-km long roadshow in support of Congress candidate Gaurav Gogoi earlier in the day, Ms Vadra said the daily wages of tea garden workers will be hiked if the INDIA bloc wins the upcoming Lok Sabha elections.

Asked about Gaurav Gogoi's poll prospects, Mr Sarma said, "Some people want to say that Gaurav Gogoi was an active parliamentarian. I challenge anyone who can show me a single word spoken by him for the Kaliabor constituency. Has he spoken a single word for Jorhat, Majuli?"

Mr Gogoi is a sitting Congress MP from Kaliabor, which was rechristened Kaziranga after delimitation last year. This time he is contesting from Jorhat and looking for a third consecutive term in Lok Sabha.

"We don't need an active parliamentarian to shout 'Rahul Gandhi zindabad'. We need a parliamentarian who can speak for Assam's problems. Gaurav is a spokesperson of the Gandhi family. He has not spoken a single word for the people of Assam," Mr Sarma said.

The Chief Minister said that he is inspired if someone speaks for Assam inside Parliament since that helps expediting any pending work.

"He (Gaurav Gogoi) only speaks about Manipur in Parliament. Is he a son-in-law or grandchild of Manipur? Why does he speak about Manipur day and night? And some people here are enthused that he spoke a lot in Parliament. Assam remained backward for such statements," the Chief Minister asserted.

5 Dead, Many Injured After Kolkata-Bound Bus Falls From Bridge In Odisha

Five people, including a woman, died and several others are reported injured after a Kolkata-bound bus fell from a bridge in Odisha's Jajpur district on Monday evening, police said. 

The accident took place around 9 pm on Barabati bridge on National Highway-16, when the bus with 40 passengers was en route to Kolkata from Puri.

Rescue operation is underway at the accident spot.

Chief Minister Naveen Patnaik condoled the deaths and announced a compensation of Rs 3 lakh each for the families who lost a loved one.

'Spends Summers In London': GN Azad's 'Tourist' Jibe At Omar Abdullah

Democratic Progressive Azad Party (DPAP) president Ghulam Nabi Azad on Monday alleged that former chief minister Omar Abdullah comes to the valley only as a "tourist," while he spends summers in London and winters in warmer climates abroad.

Mr Azad made the sally as he hit the campaign trail in Doda as a star campaigner, canvassing for party candidate and former minister G M Saroori.

The campaigning in Udhampur-Kathua Lok Sabha constituency has become intense with the exchange of personal attacks by rival politicians.

Congress's Lal Singh is pitted against Union minister and BJP candidate Jitendra Singh in the Udhampur-Kathua parliamentary constituency, which goes to polls in the first phase of the Lok Sabha election on April 19.

DPAP's G M Saroori is among 10 others in the fray.

"Omar sahib ... You visit your maternal grandfather's house during summers in London and some hot country during winters and you come here as a tourist," Mr Azad took a dig at the National Conference vice president in his speech.

Omar Abdullah is also on a campaign trail in Doda district canvassing for Choudhary Lal Singh of Congress, in capacity as a partner in the INDIA bloc.

Lal Singh is contesting for the fourth time from Udhampur Lok Sabha seat.

Mr Azad alleged that Mr Omar used to visit Chenab Valley for five minutes and hasn't come to the area even once in the last several years.

"Have you seen his face in Doda, Bhaderwah or Kishtwar during his tenure as CM? Has he been here for the last 10 years?" Mr Azad said, addressing the public.

He also questioned the whereabouts of "political tourists" during the region's years of hardship and criticised the parties for their silence on issues like land eviction order and the abolition of Article 370.

He accused the NC of tacitly supporting the BJP's agenda for its own interests, over the welfare of the people.

"Where were these political tourists in Chenab Valley during these ten years of people's suffering? Did they raise their voices against land eviction or Article 370 in Parliament?

"They seem to be aiding the BJP in every action. Their leaders are too busy appeasing the BJP, just check their statements. They are the ones who declared their doors open for NDA, not me. So who's the BJP's A team? It's NC," Mr Azad said.

The former Congress leader said that despite such restrictions as the Public Safety Act, Omar Abdullah and "his cohorts" have continued to live luxuriously.

Mr Azad, who is also a former J-K chief minister, said that unlike some, he does not indulge in leisurely vacations and is committed to the alleviation of the suffering of the people.

Mr Azad questioned the Congress party's stance on Article 370 and said he always advocated for Article 370 and 35A, as well as the restoration of statehood of Jammu and Kashmir.

He said that instead of confronting the BJP, the Congress seems to focus on targeting his party.

"Congress is silent on Article 370, they didn't even speak when I was in Congress. Only I know how I managed to speak on Article 370 in parliament," he said.

2-Month-Old Child, Found On Rail Tracks In Delhi, Reunited With Parents

The Delhi Police has reunited a two-month-old child found abandoned on the tracks near the Shakur Basti Railway Station here with his family members, officials said on Monday.

The couple had lost their child while they were travelling from Gwalior to their home in Agra via Delhi, they added.

The infant was reunited with his family after adopting the due procedure of law, they said.

Deputy Commissioner of Police (Railways) K P S Malhotra said the infant was found abandoned on the railway tracks on April 9.

An FIR was lodged under Section 317 (exposure and abandonment of child under 12 years, by parent or person taking care) and an investigation was taken up, Malhotra said.

There was no CCTV camera in the area where the child was left abandoned, the officer said, adding that the spot was also inspected by the crime and forensic teams to find clues regarding the infant.

"The team investigating the matter shared pictures and other details of the infant with all DCPs, SSPs across the country and all SHOs of Delhi through social media," the DCP said, adding that information was also uploaded on ZIP Net.

During the investigation, various child centres were also checked to confirm whether any query had been made by any person regarding the infant and follow-up was taken daily.

"Our team was contacted by one Anil Kumar Rajavat from Agra who informed that he had seen the photographs and details of the infant circulating on a WhatsApp group," the DCP said.

Mr Rajavat told the police that he was the father of the infant. On April 13, he came to Delhi with his wife and confirmed that the infant was their son after meeting him, the officer said.

The man said the child got lost in the crowd at a railway station here when they were travelling from Gwalior to Agra.

After due process of law, the infant was handed over to the parents, he added.

Arvind Kejriwal To Meet Ministers, Government Will Run From Jail: AAP

AAP Rajya Sabha MP Sandeep Pathak on Monday said Chief Minister Arvind Kejriwal, arrested in the Delhi liquor policy scam case, will call two ministers to jail each week and review the progress of the work in their departments.

Mr Pathak and Punjab Chief Minister Bhagwant Mann met Mr Kejriwal in Tihar on Monday.

Arrested by the Enforcement Directorate on March 21, Mr Kejriwal is currently in judicial custody and is lodged in Tihar jail. A person in judicial custody cannot sign documents which are political in nature.

DG (Prisons) Sanjay Baniwal, in an interaction with PTI editors here, said, "Only two things the person is allowed to sign -- one is his legal papers or a complaint but those should be non-political in nature or about his situation, or letters to family members or property papers."

Mr Pathak, who is the Aam Aadmi Party's National General Secretary (Organization), at a press conference conveyed the chief minister's plan of action for reviewing the functioning of various departments in the coming days.

"From next week, the chief minister will call two ministers to jail every week and there he will review the work of their departments and give them guidelines and directions," he said.

"We will undertake whatever legal process are needed (to make this happen). From next week, when the ministers meet, the government will start functioning from jail in a proper format," Mr Pathak said.

The AAP National General Secretary (Organization) said Mr Kejriwal asked him to convey to the party MLAs to go door to door in their areas and meet people to understand their concerns.

"The MLAs should try and solve any issue that the people are facing. Mr Kejriwal said the MLAs will have to cover up his absence by working twice as hard as before,” he said.

At the press conference when Mr Pathak was asked about Mr Kejriwal's absence from the election campaign, he said, "Poll campaigns are going on in all states. All people in the party have become even more motivated. People who used to work for 10 hours are now working for 15 hours. Those who worked for 15 hours are now working for 18 hours. Most of the people of our party are emotionally attached to Kejriwal and this feeling is encouraging them to work more."

Mr Kejriwal on Monday did not get any interim relief from the Supreme Court which sought a response from the Enforcement Directorate by April 24 on his plea challenging his arrest in a money-laundering case stemming from the alleged liquor policy scam.

Responding to a question on it, Mr Pathak said, "We have full faith in the judiciary and hope that Arvind Kejriwal will get bail soon. Because in the end, truth prevails. There is a complete process of law, and everyone has to go through it. In such a situation, whatever decision will be taken by the judiciary, we will accept unanimously."
