Maharashtra Congress Chief's "Adarsh Scam" Jibe At Ashok Chavan Post Exit

Maharashtra Congress President Nana Patole on Tuesday said that the Bharatiya Janata Party is scared and departure of former Chief Minister Ashok Chavan will not have any impact on Congress.

"Congress and Maha Vikas Aghadi belong to the common people. The exit of a leader makes no difference. BJP in Maharashtra is scared in their survey also. That is why, they are making small attempts but as a result, people's sympathy for Congress has increased. I think Congress' seats will increase. The departure of Ashok Chavan will not have any impact on Congress," he said.

Former Congress leader Ashok Chavan on Tuesday announced his decision to join the Bharatiya Janata Party asserting to work for the "constructive development of Maharashtra".

Nana Patole further said that Central government mentioned the 'Adarsh Scam' during a discussion on white paper in the Parliament and everybody knows who is associated with that scam.

"Our in-charge has told you how much respect he (Ashok Chavan) had in our party. But two days back, the Government came out with a White Paper on the UPA Government. Adarsh Scam was specifically mentioned by the PM. Everyone knows who is involved in Adarsh Scam," he said.

"I had told him that his condition would be bad there (in BJP). He always had leadership roles here but there he won't get any such opportunity. What is the condition of many Maharashtra leaders who went there today? That's why I offered him to come back today," Mr Patole added.

Meanwhile, Maharashtra Congress in-charge Ramesh Chennithala on Tuesday slammed Ashok Chavan for quitting the party and joining the Bharatiya Janata Party and said that he should clarify his stand.

He further went on to say that those "who wish to leave the party for selfish gains and are feeling pressure from the ED and CBI are free to go".

"No one apart from Ashok Chavan will leave the party in Maharashtra. Congress is united and will work under the leadership of Kharge Ji. Ashok Chavan should clarify his stand. As a political leader, he needs to explain why he made this decision when the party gave him everything. People are watching him. What is the pressure on him? Is it being the pressure of ED? He must answer. Congress will become stronger now; we will not be affected," he said.

Calling it a "new beginning" in his political career, Ashok Chavan said, "Today it's a new beginning of my political career. I am formally joining the BJP in their office today. I am hopeful that we will work for the constructive development of Maharashtra."

"Muslims Back Our Brand Of Hindutva, Reject BJP's": Uddhav Thackeray

Chief Uddhav Thackeray on Sunday asserted that the Muslim community backed their brand of Hindutva which 'lights the stoves in their homes" and rejects that of the Bharatiya Janata Party (BJP) which "burns their homes."

Addressing a gathering of Shiv Sena workers in Mumbai, Mr Thackeray said, "The Muslim community is coming with us. I ask them don't you know that I am the party chief of Shiv Sena and the son of a 'Hindu Hriday Samrat'. I am a staunch Hindu myself so why are you coming with me? They say that we have come to know that there is a difference between your Hindutva and the Hindutva of BJP. Your Hindutva lights the stove in our house and the Hindutva of the BJP burns the house," the Shiv Sena (UBT) chief said.

He further said that Ram is in our hearts and this is our Hindutva, and we are patriotic Hindus.

Earlier, Mr Thackeray said that the Prime Minister Narendra Modi-led BJP government awarded the Bharat Ratna to former Bihar Chief Minister Karpoori Thakur to lure voters from the eastern state in the upcoming Lok Sabha elections.

"Earlier there were rules on how many Bharat Ratna could be awarded and to whom and when they could be awarded. PM Narendra Modi is awarding it to whoever comes to his mind," Uddhav Thackeray said.

He further said that he is happy that Karpoori Thakur is being acknowledged after so many years.

"I am not saying that whoever has been conferred with the Bharat Ratna is wrong. They need votes in Bihar that's why Bharat Ratna has been awarded to Karpoori Thakur," he added.

Rahul Gandhi's "Close Aide" Questioned By Cops Over Yatra Route Deviation

A "close aide" of Congress leader Rahul Gandhi was questioned by Assam Police in Jorhat district on Saturday over his alleged role in deviation from the permitted route of the 'Bharat Jodo Nyay Yatra' in the northeastern state last month, an officer said.

KB Byju, a former SPG personnel and now a close aide of Mr Gandhi, was questioned for over three hours, and he may be called again although no date has been fixed yet, the police officer said.

"The 'Bharat Jodo Nyay Yatra' had passed through Jorhat town on January 18, during which there were some problems and a case was registered at Jorhat Sadar police station. We had issued a notice to the accused in the case, and one of them was KB Byju, who appeared before us today," he said.

Mr Bjyu reached the police station around 10.20 am and was there till 2 pm.

"We have conducted our interrogation for now. If needed, we will call him again during the course of investigation," he said, adding no date has been fixed yet.

Besides Bjyu, several other Congress leaders, including state president Bhupen Kumar Borah and working president Rana Goswami, were named in the FIR for allegedly deviating from the yatra's permitted route in Jorhat town on January 18.

The case was lodged under nine sections, including non-bailable ones, such as 120B (criminal conspiracy), 143 (unlawful assembly), 147 (rioting), 188 (disobedience of order), 283 (causing danger, obstruction or injury), 323 (voluntarily causing hurt) and 353 (criminal force to deter public servant from discharging duty) of the Indian Penal Code.

Section 3 of the Prevention of Damage to Public Property Act, 1984 for alleged mischief causing damage to public property has also been slapped in the FIR.

The police then issued notices to Mr Byju, Mr Borah, Mr Goswami, Congress Jorhat district president Pratul Buragohain and district secretary Abhijit Phukan.

Borah had appeared for questioning on January 31 and has been called again on February 12, while Buragohain and Phukan have been quizzed earlier.

A 'padayatra' (foot march), a part of the yatra, through Jorhat town had allegedly proceeded through a road without permission, causing "stampede-like situation", prompting the Jorhat Police to register the case.

Congress leaders had later claimed that the route deviation occurred due to "confusion" when the padayatra reached a tri-junction and there was no clear marking to the route they were to take.

The yatra had started its Assam leg on January 18 and concluded on January 25, covering 833 km across 17 districts.

The yatra, led by Gandhi, commenced from Manipur on January 14 and will culminate on March 20 in Mumbai.

It plans to cover 6,713 km in 67 days, passing through 110 districts in 15 states.

Doctor-Population Ratio In Country At 1:834: Health Minister

The doctor-population ratio in the country stands at 1:834 which is better than the WHO standard of 1:1000, Union Health Minister Mansukh Mandaviya told Lok Sabha on Friday.

As per the information provided by National Medical Commission (NMC), there are 13,08,009 allopathic doctors registered with the state medical councils and the National Medical Commission (NMC) as on June, 2022, Mr Mandaviya said responding to a question.

"Assuming 80 per cent availability of registered allopathic doctors and 5.65 lakh AYUSH doctors, the doctor-population ratio in the country is 1:834 which is better than the WHO standard of 1:1000," he said.

Also, there are 34.33 lakh registered nursing personnel and 13 lakh allied and healthcare professionals in the country. The government has increased the number of medical colleges and subsequently increased MBBS seats, Mr Mandaviya stated.

There is an increase of 82 per cent in medical colleges from 387 before 2014 to 706 as of now.

Further, there is an increase of 112 per cent in MBBS seats from 51,348 before 2014 to 1,08,940 as of now, there is also an increase of 127 per cent in PG seats from 31,185 before 2014 to 70,674 as of now, the minister stated.

For increasing the number of psychiatrists in the country, PGMEB of the NMC issued the Minimum Standard of Requirements for Post-Graduate Courses - 2023 (PGMSR-2023) on January 15, Mr Mandaviya said responding to a question on whether the government plans to take steps such as training healthcare workers to properly address mental health issues.

"For starting or increase of seats in MD (psychiatry), PGMSR-2023 has brought down the number of OPD to 30 per day, for annual intake of maximum two PG students with 20 per cent increase for each additional seat.

Similarly, the minimum beds required per unit for starting MD (psychiatry) course with two seats in a medical college is eight beds and 12 beds for three seats and 20 beds for five seats," he said.

Under the tertiary care component of NMHP, 25 Centres of Excellence have been sanctioned to increase the intake of students in PG departments in mental health specialities as well as to provide tertiary level treatment facilities, the minister stated.

Further, the government has also supported 19 government medical colleges/institutions to strengthen 47 PG departments in mental health specialties. Mental health services are also provisioned for 22 AIIMS through the psychiatry departments.

He said that mental health infrastructure development is being implemented across the primary, secondary, and tertiary care facilities for implementing the measures detailed in National Mental Health Policy (NMHP) 2014.

As part of the NMHP, the District Mental Health Programme (DMHP) component has been sanctioned for implementation in 738 districts of the country, for which support is provided to states and Union Territories through the National Health Mission.

As per DMHP guidelines, one psychiatrist, one clinical psychologist, one psychiatric social worker, one psychiatric nurse, one community nurse, one monitoring and evaluation officer and case registry assistant and one ward assistant are the staff of the District Mental Health Programme Team, Mr Mandaviya elaborated.

Under the DMHP implemented under the National Mental Health Programme, the manpower is trained at various DMHP units. One of the components of DMHP is to provide training to specialist and non-specialist cadres such as medical officers, psychologists, social workers, and nurses.

The government is also augmenting the availability of manpower to deliver mental healthcare services in the underserved areas of the country by providing online training courses to various categories of general healthcare medical and para-medical professionals through the Digital Academies, since 2018.

How Pet Dog Led Rescue Teams To Missing Tourists Who Died On Walking Trail

The police found the bodies of two people who died allegedly after slipping and falling in the snow in Himachal Pradesh's Billing Valley. A pet dog stood guard over them for almost two days, officials said.

The two tourists, including a woman, went missing on Sunday. The rescue teams searching for the two on Tuesday heard the barks of the German Shepherd, the police said.

On following the sound, they reached the bodies that were lying on the side of a walking trail, three kilometres below the take-off point for paragliders, they added.

For almost two days, the dog, named Alpha, guarded the bodies, which bore marks of attack by wild animals, according to the police.

When the rescue teams removed the bodies, the dog accompanied them to Bir on foot from where the man's family took him, the police said. The victims, identified as Abhinandan Gupta (30), a resident of Pathankot, and his friend Pranita Wala (26) from Pune, had arrived in Bir Billing, a famous paragliding destination in Himachal Pradesh's Kangra district, on Sunday afternoon.

The two came in a private car along with Mr Gupta's dog. After parking the car, they left on foot to the take-off point for paragliders.

When the two did not return to Chogan near Bir, their friends on Monday informed the police, following which a rescue team launched a search operation and recovered the bodies on Tuesday.

Preliminary investigation suggests that the man and the woman slipped in the snow, sustained injuries, and died due to extreme cold, Kangra ASP Veer Bahadur said.

The autopsy report will reveal the circumstances under which both the two died, he said.

Mr Gupta lived in a rented house near Chaugan in Bir for the last five years, while the girl came to Bir a few days ago, the police said.
