Man Rapes Woman, Kills Her By Hitting Head With Stone: Gurugram Cops

A man was arrested for allegedly killing a 34-year-old woman after raping her in this district, police said Wednesday.

The body of the woman was spotted in the hilly area near Bhondsi village on January 13, they said.

Both the accused and the woman were known to each other.

According to police, Jeevan Aharwal (28), a resident of Rajpura village in Madhya Pradesh' Chhatarpur district and the woman, a native of Sagar district, came to know each other when they worked as labourers. The accused, however, later started selling fruits.

A senior police officer said Aharwal confessed to the murder. He told police that he had raped the woman and she wanted to lodge a police complain against him so he killed her by hitting her head with a stone.

"On January 7, he took the woman to the hills of Bhondsi on the pretext of showing her a temple. He raped her and when she resisted and threatened to file a complaint, he killed her using a stone," the official said.

The forest ranger had informed the police on January 13 about the body of a woman lying in the hilly area in Bhondsi. The police reached the spot, took the body in custody, and kept it in the mortuary.

The woman's body was identified a day later by her husband, police said.

An FIR was registered at Bhondsi police station on January 14. During the investigation, a team led by Sub-Inspector Ashok Kumar arrested the accused Jeevan from near SPR Road on Tuesday night, they said.

"We have taken the accused on two days' police remand after producing him in a city court today. We are questioning him," Gurgaon police spokesperson Subhash Boken said on Wednesday.

उप्र सरकार सुनिश्चित करे कि मुख्तार अंसारी को किसी अप्रत्याशित स्थिति से नहीं गुजरना पड़े: सुप्रीम कोर्ट

नई दिल्ली: सुप्रीम कोर्ट ने मंगलवार को उत्तर प्रदेश सरकार को निर्देश दिया कि वह गैंगस्टर से नेता बने मुख्तार अंसारी की सुरक्षा के लिए उठाए गए कदमों को जारी रखे, ताकि उन्हें किसी ‘अप्रत्याशित स्थिति' से नहीं गुजरना पड़े. मुख्तार अंसारी फिलहाल उत्तर प्रदेश की बदायूं जेल में बंद हैं.
शीर्ष अदालत ने मुख्तार अंसारी के लिए की गई सुरक्षा व्यवस्था को दर्शाने वाले चार्ट का जायजा लिया और पाया कि वे ‘काफी मजबूत' प्रतीत होते हैं.

न्यायमूर्ति हृषिकेश रॉय और न्यायमूर्ति प्रशांत कुमार मिश्रा की पीठ मुख्तार अंसारी के बेटे उमर अंसारी द्वारा दायर याचिका पर सुनवाई कर रही थी. उमर ने याचिका में जेल परिसर के भीतर अपने पिता की सुरक्षा का मुद्दा उठाने के साथ उन्हें उत्तर प्रदेश के बाहर किसी अन्य राज्य की जेल में स्थानांतरित करने का अनुरोध किया.

उत्तर प्रदेश की ओर से पेश अतिरिक्त सॉलिसिटर जनरल (एएसजी) केएम नटराज ने पीठ के समक्ष मुख्तार अंसारी के खिलाफ विभिन्न चरणों में लंबित मामलों की संख्या और सुरक्षा व्यवस्था का विवरण रखा. पीठ ने कहा, ‘‘सुरक्षा इंतजाम काफी मजबूत दिखते हैं. हमारी यही धारणा है.''

याचिकाकर्ता की ओर से पेश वरिष्ठ वकील कपिल सिब्बल ने पीठ से मामले को जुलाई तक के लिए स्थगित करने का अनुरोध किया. पीठ ने कहा कि एएसजी ने कुछ उपाय उसके संज्ञान में लाये हैं. पीठ ने कहा, ‘‘सभी उपायों के बावजूद, चीजें घटित हो सकती हैं. हम इसके बारे में निश्चित नहीं हो सकते. फिलहाल जो कुछ भी किया जा रहा है, उसे जारी रहने दें.''

पीठ ने कहा कि उसे उत्तर प्रदेश सरकार को यह निर्देश देना उचित लगता है कि बंदी मुख्तार अंसारी के लिए किये गये सभी सुरक्षा उपायों को जारी रखा जाए, ताकि उन्हें किसी अप्रत्याशित स्थित से नहीं गुजरना पड़े. अदालत ने गौर किया कि मुख्तार अंसारी को पहले डिजिटल माध्यम से उनसे जुड़े मामलों की अदालती सुनवाई में शामिल होने की अनुमति दी गई थी. शीर्ष अदालत मामले की अगली सुनवाई जुलाई के तीसरे हफ्ते में करेगी.

Poll Body Reschedules UP Bypoll Due To Public Holiday For Ram Temple Event

The Election Commission (EC) on Monday rescheduled a bypoll to fill a vacancy in the Uttar Pradesh legislative council as the last date to withdraw candidature was January 22, which the state government has declared a public holiday to mark the Ram temple consecration ceremony at Ayodhya.

In a statement, the poll panel said January 22 was the last day to withdraw candidature for the January 29 bypoll. But in view of the public holiday, the last date to withdraw nominations has now been fixed at January 23 and the bypoll itself will take place on January 30, instead of January 29.

On January 4, the EC announced two legislative council by-polls for Telangana and one for Uttar Pradesh.

It made it clear that the by-polls scheduled for Telangana will go ahead in accordance with the schedule announced earlier.

According to the established practice, polls and counting of votes for the Rajya Sabha and legislative councils take place on the same day.

The by-poll for the Uttar Pradesh legislative council was necessitated after former deputy chief minister Dinesh Sharma resigned from the state's Upper House after being elected to the Rajya Sabha.

Doctor, 2 Nurses Off-Rostered After Ventilator Malfunction Kills Patient

A doctor and two nurses of MDM Hospital in Rajasthan's Jodhpur were removed from duty today, a day after a cancer patient died due to a disruption in the supply of oxygen caused by a power shutdown in the trauma centre of the state-run facility.

The action was taken following a preliminary report by the inquiry committee constituted by the hospital administration to fix responsibility for the incident.

Dr Kuldeep Singh and two nurses have been put on APO (awaiting posting order), hospital superintendent Vikas Rajpurohit said, adding that a detailed inquiry was in progress.

A parallel administrative inquiry has been ordered into the incident by the divisional commissioner. Additional District Magistrate Sanjay Basu will conduct the probe and submit a report by Monday.

Rajasthan Medical and Health Minister Gajendra Singh Khimsar reached the hospital this evening and held a meeting.

He enquired about the incident from the hospital superintendent and directed him to take strict action against those responsible for it.

He also directed the administration to take action against the ventilator supplier for the failure of its power backup system.

Gopal Bhati, a cancer patient admitted at the MDM Hospital, died early morning on Friday after the supply of oxygen was disrupted following a power cut, which led to the ventilator dysfunction. An attempt to engage a generator to resume the power supply also failed.

The patient's family alleged that the on-duty doctor was not present at the centre and the male nurse could not handle the situation.

"Had they swung into action and resumed the supply of oxygen by making an alternative arrangement, the patient could have been saved," a family member said.

This is the second such incident at the hospital in nearly 15 years.

In 2011, three patients died due to a disruption in the supply of oxygen.

Amid Severe Cold Wave, Patna Schools Upto Class 8 Shut Till January 16

Cold wave conditions gripped Bihar on Friday with the mercury dipping below 10 degrees Celsius in several districts.

Gaya recorded the lowest temperature in the state at 4.9 degrees Celsius, according to an India Meteorological Department (IMD) report.

The IMD predicted that minimum temperatures were likely to remain between 9 and 12 degrees Celsius over the next four to five days in several parts of the state, including Patna.

According to the IMD report, Banka was the second-coldest at 6.3 degrees Celsius, followed by Motihari (6.8), Sabour in Bhagalpur at 7 degrees Celsius, Dehri (7.2) and Kaimur (7.6).

State capital Patna recorded a minimum temperature of 8.1 degrees Celsius.

Low visibility due to foggy conditions was reported from different parts of the state, the weather office said.

The maximum temperature of 22.2 degrees Celsius was registered at Forbesganj in Araria district.

Meanwhile, Patna District Magistrate Chandra Shekhar Singh ordered the closure of all government and private schools up to class 8 till January 16 due to the prevailing severe cold conditions.

The order will be effective across the Patna district.

"It has been made to appear to me that due to prevalent cold weather and low temperature prevailing particularly in the morning in the district, the health and life of children are at risk.

"Therefore, I... hereby prohibit the academic activities of all the private and government schools (including pre-schools and anganwadi centres) of the district up to class 8 till January 16," the DM's order stated.

Foreigners Cant Claim Right To Reside, Settle In India: Delhi High Court

The Indian Constitution does not allow a foreign national to claim the right to reside and settle in India, the Delhi High Court has said while observing that the fundamental right of foreigners is limited to the right to life and liberty.

The high court dismissed a petition that claimed the detention of a man named Azal Chakma was illegal and without authority.

"We may also note that foreign national cannot claim that he has the right to reside and settle in India in terms of Article 19 (1) (e) of the Constitution of India.....

"Fundamental right of any such foreigner or suspected foreigner is limited to the one declared under Article 21 of Constitution of India, that is, fundamental right of life and liberty and there is nothing which may suggest that his liberty has been curtailed in an illegal or unlawful manner," a bench of Justices Suresh Kumar Kait and Manoj Jain said.

The high court said Chakma himself is to be blamed for his miseries as he has failed to explain as to how he came back to India when he had left the country on a Bangladeshi passport.

It rejected the habeas corpus petition filed by the family of Azal Chakma, a suspected Bangladeshi national, who was apprehended at the Indira Gandhi International Airport in Delhi in October 2022.

A habeas corpus petition is filed seeking direction to produce a person who is missing or has been illegally detained.

According to the plea, the man has Indian citizenship by birth and had his initial education in Gomati in Tripura and later in Shillong, Meghalaya.

It was averred that he lived in India all his life except for a very brief period and that he was holding an Indian passport, Aadhaar card, PAN card and driving licence issued by Indian authorities, and was running business in Kolkata.

However, Foreign Regional Registration Office (FRRO) contended that the man was apprehended at IGI Airport during immigration clearance when he was attempting to depart for Bangladesh capital Dhaka using a fraudulently obtained Indian passport. It was in this backdrop that his movements were restricted.

The authorities claimed it transpired after scrutiny that Chakma had been visiting India till 2016 on the basis of multiple Indian visas on a passport issued to him by Bangladesh.

They claimed he had left India on a Bangladeshi passport in June 2016 and it was not known how he subsequently sneaked into India.

According to the authorities, he entered India illegally through a porous border and thereafter managed to obtain Indian documents, including passport, in a "fraudulent and dishonest" manner. His passport was revoked by the Indian authorities in June 2023.

The high court was told that Chakma's movements have been restricted under the provisions of the Foreigners Act and that the High Commission of Bangladesh has already issued travel documents for his repatriation. He will be deported as soon as the authorities get a confirmed air ticket for him from the Embassy of Bangladesh, the court was informed.
