Amid Paper Row, Ashoka Faculty Presses For Academic Freedom Committee

A group of faculty members of Ashoka University has written to its vice chancellor claiming that free thought within universities in India is in crisis today and demanded that all decisions on matters related to academic freedom should be put on hold till the promised committee for academic freedom is in place.

The letter comes following the resignation of assistant professor Sabyasachi Das after a controversy over his research paper which argued that the BJP won a disproportionate share of closely contested parliamentary seats in 2019 Lok Sabha polls, especially in states where it was the ruling party at the time.

While another professor Pulapre Balakrishnan has put in his papers in support of Das, the faculty members from Economics, Political Science, English and creative writing departments have have written to the governing body threatening a faculty exodus if Das is not offered reinstatement. The faculty members have also warned of stopping teaching till their demands are met.

"Free thought within universities in India is in crisis today, largely because of the near-absolute intolerance of critique. What is critique! It is legitimate disagreement, and comprises the raising of questions that are inextricable, at any given point, from the fabric of a free and healthy society. It is to be distinguished, firmly, from defamation or incitement to hatred or all categories of expression that will not stand up in a court of law or which do not abide by the Constitution.

"To stifle critique is to poison the life-blood of pedagogy, consequently, it is to dam age whatever future our students might have as serious thinkers. Recent events around a paper published by Professor Sabyasachi Das are a reminder that the crisis is an ongoing and deep one, with implications for every academic working at Ashoka University and, for that matter, in India," the joint letter signed by nearly 100 faculty members said.

The letter noted that it is not a crisis that will go away by wishing that papers like the one by Das will not be written in the future, because that is not a realistic possibility in a working institution.

"It will not be solved by apologies and resignations. It has to be addressed with academic freedom constituting the core of our position with regard to the crisis. Ashoka University drafted and adopted a document for academic freedom in 2021. It has been bewildering to witness events unfold in the last two weeks that are directly related to academic freedom in a way that makes no reference to this document and behaves, to all purposes, as if it does not exist.

"We ask that all responses to the matter of what may or may not be admissible in research and academic practice at Ashoka University proceed from now on according to the guidelines set out in this document, which, rather than any tweet or individual opinion, expresses the university's position on this all-important subject," it said.

The faculty has demanded that the committee for academic freedom, which the document had proposed be set up soon, be created immediately.

"It will bring much-needed transparency and procedural fairness whenever such issues arise. The absence of both are being felt acutely at this moment. It would also prevent, on such occasions, public pronouncements that claim to speak on behalf of Ashoka University of whose provenance almost no one at the university is aware.

"All such pronouncements and decisions about actions to be taken in such circumstances should emanate, after deliberation, from the committee for academic freedom. Decisions on matters related to academic freedom should be put on hold until the committee is in place," the letter said.

The university had earlier distanced itself from the paper, "Democratic Backsliding in the World's Largest Democracy" which was published on the Social Science Research Network on July 25 saying social media activity or public activism by Ashoka faculty, students or staff in their "individual capacity" does not reflect its stand.

Chandraya-3 से पहले चांद पर पहुंचेगा Luna-25, मिशन मून को लेकर क्या कहते हैं एक्सपर्ट?

भारत के तीसरे मून मिशन 'चंद्रयान-3' और रूस के 'लूना-25' के अगले सप्ताह चंद्रमा के दक्षिणी ध्रुव (साउथ पोल) पर उतरने की होड़ तेज हो गई है. भारत की स्पेस एजेंसी इसरो ने चंद्रयान-3 मिशन को 14 जुलाई 2023 को लॉन्च किया था. यह 23-24 अगस्त को चंद्रमा के दक्षिणी ध्रुव पर सॉफ्ट लैंडिंग करेगा. वहीं, रूस का 'लूना-25' चंद्रयान-3 के दो दिन पहले 21-23 अगस्त को चांद के दक्षिणी ध्रुव पर लैंड करने वाला है. 

विशेषज्ञों का कहना है कि चंद्रयान-3 की योजना चंद्रमा के दक्षिणी ध्रुव पर उतरने वाला पहला मिशन बनने की है, वहीं लूना-25 के तेजी से कक्षा तक पहुंचने की होड़ ने इस पर नई रोशनी डाली है. लूना-25 चंद्रमा के बोगुस्लावस्की क्रेटर के पास लैंड करेगा.  जबकि चंद्रयान मैंजिनस U क्रेटर के पास लैंड करेगा.

चंद्रयान-3, भारत का चंद्रमा के लिए तीसरा मिशन है. इसने 5 अगस्त को चंद्रमा की कक्षा में सफलतापूर्वक प्रवेश किया. लॉन्चिंग के 40 दिन के भीतर सॉफ्ट लैंडिंग की तैयारी के लिए यह सावधानीपूर्वक अपनी कक्षा को समायोजित कर रहा है.

चंद्रमा पर रिसर्च में रूस महत्वपूर्ण वापसी कर रहा है. 1976 में सोवियत युग के लूना-24 मिशन के बाद लगभग पांच दशकों में पहली बार 10 अगस्त को लूना-25 अंतरिक्ष में भेजा गया. इसने चंद्रमा के लिए अधिक सीधे रास्ते को अपनाया है. संभावित रूप से यह लगभग 11 दिन में 21 अगस्त तक लैंडिंग का प्रयास करने में सफल हो जाएगा. लूना-25 के तेज यात्रा का श्रेय मिशन में इस्तेमाल यान के हल्के डिजाइन और कुशल ईंधन भंडारण को दिया गया है, जो इसे अपने गंतव्य तक छोटा रास्ता तय करने में सक्षम बनाता है.

वहीं, चंद्रयान-3 में फ्यूल के कम इस्तेमाल और कम खर्च में यान चंद्रमा पर पहुंच जाए, इसका ध्यान रखा गया है. इसलिए इसरो ने इसमें पृथ्वी की ग्रैविटी का इस्तेमाल किया. इस प्रोसेस में फ्यूल तो बच जाता है, लेकिन समय ज्यादा लगता है. इसलिए चंद्रयान को चांद पर पहुंचने में ज्यादा वक्त लग रहा है.

बेंगलुरु के इंडियन इंस्टीट्यूट ऑफ एस्ट्रोफिजिक्स के वैज्ञानिक क्रिसफिन कार्तिक ने ‘पीटीआई-भाषा' से कहा, ‘‘क्या होड़ से फर्क पड़ेगा? ब्रह्मांडीय अन्वेषण के विशाल दायरे में, पहुंचने का क्रम चंद्र परिदृश्य में महत्वपूर्ण बदलाव नहीं कर सकता है. फिर भी प्रत्येक मिशन से प्राप्त ज्ञान चंद्रमा के अतीत और क्षमता के बारे में हमारी समझ को समृद्ध करेगा. मूल्य हमारे संयुक्त प्रयासों के योग में निहित है.''

दोनों मिशन के अलग-अलग पहुंचने के समय का एक प्रमुख कारक उनका संबंधित द्रव्यमान और ईंधन दक्षता है. लूना-25 का भार केवल 1,750 किलोग्राम है, जो चंद्रयान-3 के 3,800 किलोग्राम से काफी हल्का है. भारत की अंतरिक्ष एजेंसी इसरो के अनुसार यह कम द्रव्यमान लूना-25 को अधिक प्रभावी ढंग से आगे बढ़ने में सक्षम बनाता है.

भारतीय अंतरिक्ष अनुसंधान संगठन (इसरो) के पूर्व अध्यक्ष डॉ के. सिवन ने बताया कि इसके अलावा, लूना-25 का अधिशेष ईंधन भंडारण ईंधन दक्षता संबंधी चिंताओं को दूर करता है, जिससे यह अधिक सीधा मार्ग अपनाने में सक्षम होता है. उन्होंने कहा कि इसके विपरीत, चंद्रयान-3 की ईंधन वहन क्षमता के अवरोध के कारण चंद्रमा तक अधिक घुमावदार मार्ग की जरूरत है.

चंद्रयान की कक्षा को चरणबद्ध तरीके से बढ़ाया गया था. यह प्रक्रिया प्रक्षेपण के लगभग 22 दिन बाद चंद्रमा की कक्षा में खत्म हुई. वैज्ञानिकों ने कहा कि अंतरिक्ष यान लैंडिंग के समय को प्रभावित करने वाला एक महत्वपूर्ण कारक आकाश में सूर्य का मार्ग है. यानों को जिस मार्ग से गुजरना है, वहां सूर्य का उगना आवश्यक है.

सिवन ने ‘पीटीआई-भाषा' से कहा, ‘‘मुझे यह देखकर खुशी हो रही है कि रूस भी चंद्रमा मिशन पर जा रहा है. अंतरिक्ष अन्वेषण में वैश्विक भागीदारी जिज्ञासा और खोज की मानवीय भावना को बढ़ाती है.''उन्होंने कहा, ‘‘दोनों मिशन का लक्ष्य चंद्रमा के दक्षिणी ध्रुव पर पहुंचना है. हालांकि, पहुंचने का क्रम मिशन के परिणामों पर महत्वपूर्ण प्रभाव नहीं डालेगा, लेकिन यह नयी सीमाओं की खोज के लिए सामूहिक प्रतिबद्धता को मजबूत करता है.''

उन्होंने कहा कि चंद्र परिदृश्य अद्वितीय है और विशिष्ट चुनौतियां प्रस्तुत करता है. मिशन की सफलता केवल लैंडिंग के क्रम से निर्धारित नहीं होती है. सिवन ने कहा, ‘‘चंद्र अन्वेषण के लिए उच्च प्रक्षेपक शक्ति और उन्नत प्रौद्योगिकियों की आवश्यकता होती है, जिनमें से प्रत्येक समग्र सफलता में योगदान देता है.''

उन्होंने कहा, ‘‘मिशन की योजना में पेलोड विचार महत्वपूर्ण हैं. चंद्रमा के दक्षिणी ध्रुव के अन्वेषण के लिए सटीकता, दक्षता और अनुकूलन क्षमता की आवश्यकता होती है. भारत का मिशन उच्चतम प्रक्षेपण मूल्यों को प्राप्त करने के लिए हमारे समर्पण को दर्शाता है, जो हमारी तकनीकी कौशल का प्रमाण है.''

अंतरिक्ष अन्वेषण में दुनिया की नये सिरे से पैदा हुई दिलचस्पी के साथ भारत और रूस ऐतिहासिक उपलब्धियों के शिखर पर खड़े हैं. दोनों देश पृथ्वी के खगोलीय पड़ोसी के रहस्यों को उजागर करने के लिए मानवता की खोज के पथ को आकार दे रहे हैं.

दुनिया की नजर दोनों मिशन पर है जिससे चंद्रमा की संरचना, उसके इतिहास और संसाधन के रूप में क्षमता के बारे में नयी जानकारी मिलने की उम्मीद है. स्वस्थ प्रतिस्पर्धा को विकास के लिए उत्प्रेरक बताते हुए कार्तिक ने कहा कि चंद्रमा के दक्षिणी ध्रुव की होड़ एक गतिशील माहौल को बढ़ावा देती है, जहां राष्ट्र एक-दूसरे की उपलब्धियों और असफलताओं से सीख सकते हैं.

उन्होंने कहा, ‘‘यह स्पर्धा नवाचार की भावना को पैदा करती है, जो हमें सामूहिक रूप से अपनी अंतरिक्ष यात्रा क्षमताओं में सुधार करने के लिए प्रेरित करती है.'' कार्तिक ने कहा, ‘‘हम अपनी समयसीमा का पालन करते हुए आगे बढ़ रहे हैं. हमारा दृष्टिकोण हमारी आर्थिक वास्तविकता के साथ जुड़ा है. किफायती होना एक पहलू है, लेकिन यह हमें सितारों तक पहुंचने से नहीं रोकता है। संसाधन का उपयोगी तरीके से इस्तेमाल के साथ हमारा लक्ष्य अपने राष्ट्र की आकांक्षाओं को पूरा करना है.''

चंद्रमा का दक्षिणी ध्रुव अपने संभावित जल संसाधनों और अद्वितीय भूवैज्ञानिक विशेषताओं के कारण विशेष रुचि जगाता है. अपेक्षाकृत अज्ञात क्षेत्र भविष्य के चंद्र मिशन के लिए महत्वपूर्ण है, जिसमें अमेरिकी अंतरिक्ष एजेंसी नासा का आगामी आर्टेमिस-तीन मिशन भी शामिल है, जिसका उद्देश्य पांच दशक के अंतराल के बाद मानव को चंद्रमा पर ले जाना है.

कार्तिक ने कहा, ‘‘चंद्रमा के दक्षिणी ध्रुव का अज्ञात क्षेत्र हमें हमारे आकाशीय पड़ोसी के बारे में अधिक गहन अंतर्दृष्टि को उजागर करने का वादा करता है। चंद्रमा पर हमारा मिशन अज्ञात का पता लगाने के हमारे संकल्प का एक प्रमाण है.'' उन्होंने कहा, ‘‘चंद्रमा का दक्षिणी ध्रुव वैज्ञानिक अवसरों का खजाना प्रदान करता है. इस क्षेत्र की खोज से मूल्यवान जानकारी प्राप्त होगी, जो चंद्रमा के इतिहास और विकास के बारे में हमारी समझ में योगदान देगी.''

विशेषज्ञों का कहना है कि मिशन के निष्कर्ष न केवल चंद्रमा के पर्यावरण के बारे में हमारी समझ को समृद्ध करेंगे बल्कि भविष्य के चंद्र अन्वेषण प्रयासों का मार्ग भी प्रशस्त करेंगे. सिवन ने कहा, ‘‘इन मिशन के माध्यम से, हम नयी तकनीकी क्षमताएं हासिल करेंगे जो अंतरिक्ष अन्वेषण में हमारी विशेषज्ञता का विस्तार करेगी. प्रत्येक मिशन में अभूतपूर्व विज्ञान प्रयोगों की क्षमता है जो चंद्रमा के रहस्यों के बारे में हमारी समझ को व्यापक बनाएगी.''

Centre Proposes Rules For Government Officials' Appearance In Court

Appearance through video conferencing, refraining from making comments on the physical appearance and educational background of government officials and reasonable time frame for compliance of judicial orders are some of the suggestions enumerated in the Standard Operating Procedure (SOP) the government has submitted to the Supreme Court for consideration.

Solicitor General Tushar Mehta submitted the Standard Operating Procedure (SOP) in the top court regarding the appearance of government officials in court proceedings, including contempt proceedings.

The SOP submitted for the apex court's consideration is intended to be applicable to all proceedings in government-related matters before the Supreme Court, high courts and all other courts that are hearing matters under their respective appellate and/or original jurisdiction (writ petitions, PIL etc.) or proceedings related to contempt of court.

As per the SOP, in case of proceedings related to government matters where the personal appearance of a government official is involved, in-person appearance of government officials should be called for only in exceptional cases and not as a matter of routine.

"Courts should practice necessary restraint while summoning the government officials during the hearing of cases (writs, PILs etc.) including contempt cases.

"In exceptional circumstances wherein there is no option other than the concerned government official to be present in person in the court, due notice for in-person appearance, giving sufficient time for such appearance, must be served in advance to such official," the SOP said.

However, in exceptional cases, where in-person appearance of a government official is still called for by the court, the court should allow as a first option to appear before it through video conference, it said.

"The invitation link of VC for appearance and viewing, as the case may be, can be sent by the Registry to the given mobile no/e-mail id by SMS/email/WhatsApp of the concerned official at least one day before the scheduled hearing. The appearance of government official in cases as pro forma party should be avoided," the SOP stated.

The guidelines state that comments on the "dress/physical appearance/educational and social background" of the government official appearing before the court should be avoided.

"Government officials are not officers of the court and there should be no objection to their appearing in a decent work dress unless such appearance is unprofessional or unbecoming of her/his position," the SOP said.

It said compliance of judicial orders involving complex policy matters requires various levels of decision-making and the courts may take into consideration these aspects before contemplating affixing some specific timelines for compliance of its orders.

"In case an order has already been passed and the time frame stated in the judicial order is requested to be revised on behalf of the government, the court may allow for a revised reasonable time frame for compliance of such judicial orders and allow for hearing of such requests of modification," the SOP said.

On contempt of court, the SOP stated that no contempt should be initiated in case of statements made in court by government counsel that is contrary to the stand of the government affirmed through its affidavit or written statement submitted before it.

"It is already established case law that an undertaking that is contrary to statutory provisions cannot be the basis for contempt proceedings. Similarly, in case of criminal contempt, the court should hesitate to punish a contemnor if the act or omission complained of was not wilful," it said.

"Before initiation of contempt proceedings, prayer for review petition on behalf of the government may be entertained by higher courts wherein it is prayed that substantive law points have not been considered by the court during the adjudication of the matter," the SOP said.

Suggesting that judges should not sit on contempt proceedings relating to their own orders, the SOP said it is an established principle of natural justice that no person can judge a case in which they have an interest or in other words be a judge in their own cause.

With regard to cases pertaining to policy matters, the SOP said in matters being heard by the court involving issues that are within the exclusive domain of the executive, the court may refer it to the executive instead of taking up such matter for adjudication and call for the appearance of a government official. "In case of matters before the court involving public policy having wider implication not only for the Central Government but for the States and other stakeholders as well, it may be recommended to exercise caution to settle the point of law in rem (against a thing) before pronouncing the decision on the individual representation," the guidelines submitted in the apex court said.

The SOP said in matters before the court that involve setting up a committee for further examination of the matter, the court may prescribe only the broad "composition/domains of members/chairperson" of such committee instead of naming individual members and leave the identification/selection/ appointment of individual members/chairperson" to the administration.

प्रधानमंत्री नरेन्द्र मोदी ने 77वें स्वतंत्रता दिवस के मौके पर लालकिले की प्राचीर से देश को संबोधित किया. इस दौरान उन्होंने 2024 लोकसभा चुनाव को लेकर एक भविष्‍यवाणी की. पीएम ने कहा कि वह अगले साल 15 अगस्‍त को फिर से लालकिले से देश को संबोधित करने आएंगे. पीएम के इस बयान पर केंद्रीय सूचना और प्रसारण मंत्री अनुराग ठाकुर ने कहा कि पीएम ने जो कहा है वो बिल्कुल सत्य है. क्योंकि उन्होंने पिछले 9 साल में देश के लिए बिल्कुल समर्पण भाव से काम किया है.

अनुराग ठाकुर ने कहा कि जिस व्यक्ति ने अपनी मेहनत से देश को दुनिया की 5वीं अर्थव्यवस्था बनाया हो. साढ़े 13 करोड़ लोगों को गरीबी रेखा से बाहर निकाला हो. 4 करोड़ पक्के मकान बनाए हों. महिलाओं को रसोई गैस के घुएं से मुक्त किया हो. जो पिछले 4 साल से लगातार दुनिया के सबसे लोकप्रिय नेता के रूप में चुने जा रहे हों. आज उनकी पहचान एक अलग रूप में दिखती है.

केंद्रीय मंत्री ने कहा कि ऐसे बहुत से काम पहले नहीं थे जो आज हुए हैं. इसीलिए पीएम मोदी को अटूट विश्वास है कि जिन 140 करोड़ भारतीयों को उन्होंने परिवारजन माना है, वो जनता पिछली दो बार की तरह तीसरी बार भी उन्हें चुनेगी और वो भारत को दुनिया की तीसरी सबसे बड़ी अर्थव्यवस्था बनाएंगे.

केंद्रीय मंत्री ने कहा कि दुनियाभर में भारत के लिए जो विश्वास पैदा हुआ है, वो भारत की तरफ एक उम्मीद से देखते हैं. क्योंकि दुनिया की सबसे बड़ी युवा शक्ति भारत के पास है. इन युवाओं ने 9 सालों में स्टार्टअप इको सिस्टम को दुनिया का तीसरा सबसे बड़ा इको सिस्टम बना दिया है. मोदी जी भारत के युवाओं को दुनिया के सबसे बड़े स्कील्ड पावर के रूप में खड़ा करना चाहते हैं. भारत के युवाओं में ताकत है, जिससे वो देश को हर क्षेत्र में आगे ले जा सकते हैं.

हम जिस योजना का शिलान्यास करते हैं, उसका उद्घाटन भी करते हैं- केंद्रीय मंत्री
अनुराग ठाकुर ने पीएम मोदी के बयान का जिक्र करते हुए कहा कि हमारी सरकार जिस भी परियोजना का शिलान्यास करती है. उसका उद्घाटन भी करती है. पिछली कांग्रेस सरकारों में कई सालों तक योजनाएं लटकी रहती थी.

केंद्रीय मंत्री ने कहा कि हमारी सरकार कई रिफॉर्म लेकर आयी, जिसका असर दिख रहा है. हमने 1500 से ज्यादा पुराने कानून खत्म किए हैं. डिजिटली भी हम काफी आगे हैं. दुनियाभर के डिजीटल पेमेंट का 46 प्रतिशत भारत में होता है. हमने सिस्टम को पारदर्शी बनाया है. जी20 में आए दुनियाभर को नेताओं ने भी कहा है कि जो भारत ने कर दिखाया है, वो कोई और देश नहीं कर सकता

भ्रष्टाचार मुक्त सरकार आज देश की मांग- अनुराग ठाकुर
उन्होंने कहा कि आज दुनिया के सबसे बड़े लोकतंत्र भारत की मांग है कि भ्रष्टाचार मुक्त सरकार हो. जो पीएम मोदी के नेतृत्व में हमने पिछले साढ़े 9 सालों में कर दिखाया है. हमने हिंदु, मुस्लिम, सिख और इसाई सभी के लिए काम किया है. अनुराग ठाकुर ने कहा कि पीएम मोदी ने राजनीति में परिवारवाद को लेकर जो कहा है वो भी सच है, क्योंकि किसी परिवार की पीढ़ी ही पार्टी पर कब्जा जमाए रखे. इससे भी बचने की जरूरत है.

Government Hospitals In Maharashtra To Provide Free Services From Today

Free treatment and screening or testing facilities became available at government hospitals in Maharashtra from August 15, officials said.

An order to this effect had been issued on Saturday.

All services at the hospitals run by both the state government and civic bodies will be free, it said.

But the order is not applicable to hospitals under the control of the Maharashtra Medical Education and Research Department.

A complaint can be lodged on toll-free number 104 if a government hospital covered under the order charges a fee.

Among other things, common tests and screenings such as X-ray, ECG, blood tests and CT scans will be free. If medicines are not available at the OPD, they shall be purchased locally (by the hospital) and given to patients, the order said.

शो में मनीषा का कॉन्ट्रिब्यूशन बिल्कुल शहनाज गिल जैसा था. जिस तरह शहनाज अपने प्यारे अंदाज से दर्शकों का दिल जीतने में कामयाब रहीं उसी तरह मनीषा रानी ने भी शुरू से ही अपनी बातों, दोस्ती और रिश्तों से दर्शकों के दिल में जगह बनाई. उनके को-कंटेस्टेंट का भी यही मानना था कि मनीषा ने शो में एंटरटेनमेंट और ड्रामा का तड़का लगाया. उनकी स्ट्रैटेजी लोगों को पसंद आई और इसी वजह से वो फिनाले तक पहुंची हालांकि शो के आखिर में वो फिनाले की रेस से बाहर हो गईं.

66-Year-Old Nagpur Man Kills Estranged Wife With An Axe After Dispute

A 63-year-old woman was killed with an axe allegedly by her estranged husband in Shambhu Nagar area of Nagpur, a police official said on Monday.

Mukulkumari Sinha was killed with a blow to her head by her husband Purushottam Sinha (66) on Sunday morning, the Koradi police station official said.

"She is a retired Kendriya Vidyalaya teacher. The couple was having a long-standing dispute and stayed on different floors of their house, while their two children reside in Delhi and Mumbai. She had even filed a case against him last year," the official said.

"Their caretakers spotted the body of the woman but ran away in fear. Police were alerted by someone from the vicinity. Purushottam surrendered sometime later. He has been charged with murder," the official said.
