Traffic Back On Key Delhi Road As Floodwater Recedes, Few Curbs Remain

Traffic movement resumed on Delhi's Ring Road as the floodwater receded but some restrictions are still in place, an advisory issued on Monday said.

The movement resumed on both sides of the Ring Road between the Wazirabad flyover via Majnu ka Tila and the Kashmiri Gate ISBT for medium and light vehicles, it said.

Medium and light vehicles have been allowed to run from ISBT Kashmiri Gate via the Salimgarh bypass up to the IP flyover.

In view of waterlogging just before the IP flyover, commuters have been advised to take the left towards Vikas Marg and further take the loop or U-turn to go towards Sarai Kale Khan, the advisory said.

Both carriageways of the Outer Ring Road from Mukarba to Wazirabad have been opened for light vehicles and buses, it said.

The Ring Road carriageway from Sarai Kale Khan to the IP flyover via the Geeta Colony underpass towards the ISBT is now open for medium and light vehicles via Hanuman Setu, the advisory added.

It said the Ring Road from Rajghat to Shanti Van - Monkey Bridge - Yamuna Bazar is still closed, as is the old iron bridge from Pushta to Shamshan Ghat is closed. The Kashmiri Gate ISBT is also closed, the advisory said.

With slippery road conditions, MGM Road from Raj Ghat to Shanti Van and from Shanti Van to Y point is closed to traffic, it said.

There are no restrictions on vehicles carrying essential commodities or services and relief materials, the advisory added.

Amid a receding trend, the water level of the Yamuna in Delhi rose to 206.01 metres at 11 pm on Monday.

The water level of Yamuna, which breached the previous record of 207.49 metres last week and crossed 208 metres on July 12, is still flowing above the danger mark of 205.33 metres.

Delhi Reports 163 Dengue Cases, 43 Malaria Cases This Year

Over 160 dengue cases have been reported in the national capital till mid-July this year, the highest for this period since 2018, according to a municipal report released on Monday. The report issued by the Municipal Corporation of Delhi (MCD) also said that 54 cases of malaria have been recorded in the same period. The Delhi government has come up with a "mega action plan" to combat the spread of vector-borne diseases under which steps will be taken to determine the serotype of the prevailing dengue virus in the city, officials said on Sunday.

Health Minister Saurabh Bharadwaj on Sunday chaired a high-level meeting on the preparedness for keeping vector-borne diseases under check in the national capital.

"After flooding, there is a fear of cases of vector-borne diseases like dengue, chikungunya and malaria rising. But that trend is not being seen at the moment. Cases of conjunctivitis and skin allergy are mostly being reported from relief camps," he told reporters during his visit to a Delhi government hospital here.

Delhi Mayor Shelly Oberoi on Monday, however, said there is a possibility of a rise in dengue and malaria cases in the national capital this year due to flooding in several areas, adding that directions have been issued to departments concerned to take steps to check mosquito breeding and clear the silt and sludge left by the Yamuna waters.

According to the MCD report, 163 cases have been reported in the national capital this year till July 15. The number of cases reported in the first half of July stood at 41; 40 in June; and 23 in May.

For the same period (January 1-July 15), the number of cases of dengue reported in Delhi in 2022 stood at 158; 40 in 2021; 28 in 2020; 32 in 2019; and 43 in 2018.

The MCD, in a statement, on Monday said it has carried out fogging and spraying of insecticides in flood relief camps to prevent vector-borne diseases.

The public health department of the corporation pasted 700 stickers and displayed 37 banners to make people aware of these diseases. The department also distributed 1,000 ORS (oral rehydration solutions) packets and 160 bottles of chlorine to ensure the availability of clean drinking water in these camps.

Along with this, the department also checked the availability of free chlorine in water tankers of the Delhi Jal Board to ensure the supply of safe and clean drinking water, it added. The existing helpline -- 1031 -- used during the COVID-19 pandemic will now be utilised to facilitate dengue treatment. This expansion of services will ensure comprehensive support to individuals requiring medical assistance, the Delhi health department said on Sunday.

The MCD commissioner has been directed to "deploy drones" for mosquito surveillance and control, particularly in vulnerable areas such as construction sites, nurseries, and abandoned houses with inaccessible terraces, it said.

This innovative approach will help identify breeding sites and implement targeted interventions to prevent disease transmission, officials said.

Recognising the importance of awareness among children, "dengue homework cards" will be provided to students in both government and private schools. These cards will be reviewed by class teachers on a weekly basis to reinforce knowledge about dengue prevention and promote responsible actions, they said.

"As an additional precautionary measure, schools will be directed to allow students to wear full-sleeve school dress or full-sleeve clothing until November. This step will provide added protection against mosquito bites and minimise the risk of disease transmission," the statement said. For the same period (January 1-July 15), the number of malaria cases reported in the last few years is -- 29 in 2022; 17 in 2021; 40 in 2020 and 75 in 2019 -- the report said

Derek O'Brien, 5 Other Trinamool Leaders Elected Unopposed To Rajya Sabha

All seven candidates from Bengal - six from the Trinamool Congress, including Derek O'Brien and Saket Gokhale, and one from the BJP - have been elected unopposed to the Rajya Sabha, state assembly officials said.

Six Rajya Sabha seats of the state are scheduled to go to polls on July 24, the tenures of which are going to end in August. A by-election was also supposed to be held on another Rajya Sabha seat.

"After the scrutiny of nomination papers, the assembly secretary announced that all six candidates of the TMC and one of the BJP have been elected to the Rajya Sabha unopposed," an assembly official said.

The TMC leaders elected unopposed are Derek O'Brien, Sukhendu Sekhar Ray and Dola Sen. Mr O'Brien, an MP since 2011, is the TMC's leader in the Upper House, while Mr Ray, first sent to the Upper House of Parliament in 2012, is the deputy chief whip. Ms Sen, a senior leader and trade unionist, became an MP in 2017.

The newcomers on the list were Bangla Sanskriti Mancha president Samirul Islam, the TMC's Alipurduar district president Prakash Chik Baraik, and RTI activist and party spokesperson Saket Gokhale.

Mr Gokhale was elected in the by-poll to a Rajya Sabha seat that fell vacant following the resignation of former Goa Chief Minister Luizinho Faleiro in April.

Ananta Rai 'Maharaj' became the BJP's first elected member of the Rajya Sabha from Bengal. He earlier demanded a separate state of 'Greater Cooch Behar' to be carved out of the northern part of the state.

The TMC has 216 MLAs in the 294-member assembly and enjoys the support of five BJP legislators, who switched over to the ruling party but are yet to resign from the House. The BJP has 70 lawmakers in the assembly.

According to the number, of the six seats whose tenure is going to expire, the TMC was supposed to get five, and the BJP one. Mr Gokhale got elected in the by-polls.

"The most important matter in Parliament is debate. We aim to ensure that there is proper debate on all the Bills and not just Bills being passed through a voice vote," Mr Gokhale said.

2024 तक UP में करीब 5 लाख करोड़ की योजनाओं को पूरा करेंगे : लखनऊ में बोले नितिन गडकरी

केंद्रीय सड़क, परिवहन एवं राजमार्ग मंत्री नितिन गडकरी ने सोमवार को लखनऊ में उत्तर प्रदेश के लिए 3300 करोड़ रुपये की विकास परियोजनाओं की सौगात दी. इस मौके पर उन्‍होंने कहा कि 2024 तक उत्तर प्रदेश में करीब 5 लाख करोड़ की योजनाओं को पूरा करेंगे. कार्यक्रम में रक्षा मंत्री राजनाथ सिंह और मुख्‍यमंत्री योगी आदित्‍यनाथ भी मौजूद थे. गडकरी ने लखनऊ के इंजीनियरिंग कॉलेज चौराहे पर नए फ्लाईओवर समेत कई घोषणाएं भी की. साथ ही कहा कि एक समय यूपी बीमारू राज्‍य था पर मुख्‍यमंत्री योगी आदित्‍यनाथ के नेतृत्व में आज यूपी का विकास हो रहा है.

गडकरी ने कहा, "पिछली बार लखनऊ आया था तो मोदी जी के नेतृत्व में यूपी के विकास के लिए काफी बड़ा निवेश यूपी में आया था. योगी जी ने जिन्हें बुलाया था, उन्होंने आश्वस्त किया था कि यूपी में बड़ी पूंजी निवेश करेंगे. आज योगी जी बता रहे थे कि करीब 10 लाख करोड़ से यहां नए-नए उद्योग शुरू होने जा रहे हैं. एक समय यूपी बीमारू राज्‍य था पर योगी जी के नेतृत्व में आज यूपी का विकास हो रहा है."

50 लाख करोड़ का काम किया 
उन्‍होंने कहा कि पीएम मोदी ने सबके सामने देश को पांच ट्रिलियन डॉलर की इकॉनमी और भारत को आत्मनिर्भर, सुखी-समृद्ध व शक्तिशाली बनाने का उद्देश्य रखा है. उन्‍होंने कहा कि 9 साल में मुझे जो विभाग देखने को मिला, उसका जब हिसाब किया तो 50 लाख करोड़ रुपये का कार्य करने का सौभाग्य मिला. 

मोदी और योगी सरकार ने बदली तस्‍वीर 
उन्‍होंने कहा कि 2024 समाप्त होने तक यूपी में करीब पांच लाख करोड़ रुपये के कार्य पूरे करेंगे और कुछ नए कार्यों की शुरुआत करेंगे. 2014 से 2023 तक डेढ़ लाख करोड़ से छह हजार किमी रोड का काम पूरा हुआ है और सवा लाख करोड़ का तीन हजार किमी का काम चल रहा है. करीब 80 हजार करोड़ का 3300 किमी. का डीपीआर बन रहे हैं. आने वाले फ्यूचिरिस्टिक प्लानिंग में 1.50 लाख करोड़ की 120 परियोजनाओं का अध्ययन कर रहे हैं. उन्‍होंने कहा कि मोदी जी के नेतृत्व में 2014 और 2017 में यूपी में योगी जी के नेतृत्व में सरकार आई तो यहां की तस्वीर बदली है. 

एथेनॉल से हवाई जहाज चलेंगे 
केंद्रीय मंत्री ने कहा कि योगी जी ने यूपी के विकास को अच्छी दृष्टि दी है. उन्‍होंने कहा कि 2004 से मैं एथेनॉल की बात करता था. अब यूपी के एथेनॉल से केवल गाड़ी ही नहीं, बल्कि आने वाले समय में दुनिया में हवाई जहाज एविएशन फ्यूल बनकर चलेगा. इंडियन ऑयल इसका प्लांट डाल रहे हैं, जिससे किसान अन्नदाता नहीं,  ऊर्जादाता बनेगा. उन्‍होंने कहा कि एथेनॉल, मिथेनॉल, बायो सीएनजी,  हाइड्रोजन हमारा भविष्य है.

दिल्ली के बाढ़ प्रभावित जिलों के सभी स्कूल सोमवार और मंगलवार को बंद रहेंगे, आदेश जारी

दिल्ली के बाढ़ प्रभावित छह जिलों के सभी सरकारी और प्राइवेट स्कूल सोमवार और मंगलवार को बंद रहेंगे. दिल्ली सरकार ने इस बारे में आदेश जारी किया है. पूर्वी, उत्तर पूर्वी, नॉर्थ वेस्ट-ए, नॉर्थ, सेंट्रल और साउथ ईस्ट जिले के सभी स्कूल बंद रखने का आदेश जारी किया गया है. यह जिले डायरेक्टरेट ऑफ एजुकेशन के हिसाब से हैं.

शिक्षा निदेशालय की तरफ से आदेश में कहा गया है कि जहां भी संभव हो ऑनलाइन क्लास की जा सकती है. दिल्ली के बाकी सभी सात जिलों के स्कूल खुलेंगे. बुधवार से दिल्ली के सभी स्कूल सामान्य तौर पर चलेंगे. 

बाढ़ पीड़ितों के लिए दिल्ली सरकार की तरफ से सीएम अरविंद केजरीवाल ने राहत की घोषणा की है. उन्होंने कहा है कि, यमुना किनारे रहने वाले कई बेहद गरीब परिवारों का काफी नुक़सान हुआ है. कुछ परिवारों का तो पूरे घर का सामान बह गया. आर्थिक मदद के तौर पर हर बाढ़ पीड़ित परिवार को दस हज़ार रुपये देंगे. जिनके कागज जैसे आधार कार्ड आदि बह गए, उनके लिए स्पेशल कैंप लगाए जाएंगे. जिन बच्चों की ड्रेस और किताबें बह गईं, उन्हें यह स्कूलों की तरफ से दिलाई जाएंगी.

दिल्ली सरकार ने हरियाणा सरकार को आईटीओ बैराज को सौंपने के लिए पत्र लिखा है. आज शाम सात बजे यमुना का जलस्तर  205.61 मीटर था. यमुना के पुराने ब्रिज (पुराना लोहे का पुल) पर रेल यातायात 20 किलोमीटर प्रति घंटे के गति प्रतिबंध के साथ आज से बहाल हो गया.

बचाव और राहत के लिए दिल्ली के बाढ़ प्रभावित जिलों में 17 टीमें तैनात हैं. मध्य दिल्ली में तीन, उत्तर पूर्वी दिल्ली में दो, दक्षिण पूर्वी दिल्ली में चार, पूर्वी दिल्ली में छह और शाहदरा में दो टीमें तैनात हैं. एनडीआरएफ की टीमें लगातार दिन-रात निकासी अभियान में लगी हुई हैं. अब तक दिल्ली क्षेत्र में एनडीआरएफ की टीमों ने दुर्गम इलाकों से कुल 1606 लोगों को बचाया है और 7241 लोगों को 956 पशुओं के साथ सुरक्षित स्थानों पर पहुंचाया है.

4 Drown While Taking Selfie At Lake In Maharashtra's Chandrapur

Four persons drowned while taking a selfie at a lake in Maharashtra's Chandrapur district on Sunday, police said.

The incident took place at Ghodazeri Lake, some 106 km from the district headquarters, around 4.30 pm, an official said.

A group of eight youngsters from Shegaon village in Warora tehsil went for a picnic at the lake, where four of them slipped while taking a selfie and drowned, he said.

The police and disaster management team have launched a search operation to trace them, the official said.

The men have been identified as Manish Srirame (26), Dheeraj Zade (27), Sanket Modak (25) and Chetan Mandade (17), he said, adding that the water level in the lake has increased due to rains in the area.

"The remaining members of the group alerted the police. A search operation has been launched at the site to trace the men," said Reena Janbhandu, additional superintendent of police, Chandrapur.

Air India Official Slapped, Abused By Co-Passenger On Sydney-Delhi Flight

A passenger allegedly abused and assaulted a senior Air India official onboard a Sydney-Delhi flight on July 9, adding to the recent spate of unruly behaviour mid-air.

The incident took place when the Air India official, who had to move to the economy from his business class seat due to a malfunction in his seat, requested the accused to speak softly, a source said.

According to the source, the Air India official was allotted seat 30-C in the economy class. Since there were other passengers, he chose sit in row 25, the source said.

"The official requested his co-passenger to speak softly. But he slapped the official, twisted his head and abused him," the source alleged.

When the five cabin crew failed to contain the rowdy passenger, the official rushed to the rear seats, as per the source.

"This unruly passenger was fiddling with the emergency equipment and walking freely in the aisle," the source further alleged.

The cabin supervisor was called in and the passenger was "issued a verbal and a written warning", the source said, adding, despite the physical assault, no restraining devices were used by the crew to contain the unruly passenger.

Reacting to the incident, Air India, in a statement, said, "A passenger on board AI-301 operating Sydney-Delhi on July 9, 2023, behaved in an unacceptable manner during the flight, despite verbal and written warnings, causing distress to other passengers, which included one of our employees." 

"Upon the flight's safe landing in Delhi, the passenger was handed over to the security agency, and he later apologised in writing," the airline said.

The country's aviation regulator, the DGCA, was "duly informed" of the incident, the airline said, adding that it "will take a firm stand against misbehaviour". 

"We will pursue this to the full extent of the law," the statement said.
