Intense Rain Spell Over Himachal May Abate From Tomorrow: Weather Office

The India Meteorological Department on Monday said that the intense spell of rains over Himachal Pradesh is likely to decrease from tomorrow, however, Uttarakhand may continue to witness heavy to very heavy rainfall for the next three days.

Speaking with ANI, IMD Senior Scientist Dr Soma Sen Roy said, "Currently if you see in terms of warnings, today also, we have given an extremely heavy rainfall warning for Himachal Pradesh, mostly over western Uttarakhand, northeast Punjab, Haryana, northwestern parts of west Uttar Pradesh, and south Rajasthan. These regions that I have just mentioned are likely to get heavy to very heavy rainfall, up to 20 cm of rainfall."

He also said that very heavy to extremely heavy rainfall is expected over sub-Himalayan West Bengal, Assam, especially Meghalaya and Arunachal Pradesh for the next three days.

The torrential rains have wreaked havoc on Himachal Pradesh, leading to waterlogging, flash floods, and landslides, affecting the lives of many across the state.

"Even today we expect the current situation to continue especially for Himachal Pradesh. We have given extremely heavy rainfall warnings and issued red alerts based on the impact as well as the likelihood of people being affected," she said.

Twenty major landslides and 17 flash floods in Himachal Pradesh have been reported in the past 48 hours. Over 30 houses have been completely and partially damaged. All major rivers including Ravi, Beas, Satluj, Swan and Chenab are flowing above the danger level.

"We've witnessed landslides, flash floods and road blockages, however, tomorrow onwards we are expecting rainfall to decrease in Himachal Pradesh but similar rainfall or slightly less in intensity may continue over Uttarakhand. Rainfall to continue in Uttarakhand for next three days," Dr Roy said.

She said that very heavy rainfall up to 20cm over eastern Punjab, Haryana and northwestern parts of Utter Pradesh, as well as South Rajasthan, is expected as there is a low-pressure formation over northwest India and interaction with the string western disturbance is not being allowed to move.

"It will probably move east. The interaction zone has been present for the past three days because the south-easterly flow is preventing its movement. Tomorrow is likely to be the same. We expect rainfall to shift more towards central India and Uttar Pradesh by tomorrow, which means Madhya Pradesh and Uttar Pradesh will start getting more rain from tomorrow," Dr Roy said.

According to her, rain is expected to gradually lessen over the northwest Himalayan region starting tomorrow, but to continue in Uttarakhand. Dr Roy, however, told that from tomorrow onwards rain-fed clouds will move to Uttarakhand, west Uttar Pradesh, Madhya Pradesh and east Rajasthan.

He said that district-level warnings are being issued for the districts which are likely to be affected by flash floods, landslides, heavy rain and thunderstorm adding that the regional websites are updating warnings every 6 hours and simultaneously, also issuing nowcasts, descriptions of present weather conditions or a forecast of those immediately expected.

"Nowcast has been issued with a red alert for northeast Punjab and north Haryana. For Himachal Pradesh, we have issued an orange alert for rainfall on three hourly basis. For today red alert has been issued for Himachal Pradesh and an orange for Uttarakhand, northwestern parts of western UP, Haryana mainly and the northeastern part of Punjab, south Rajasthan and Gujarat. From tomorrow, the orange alert region will move eastwards i.e. Uttarakhand, Uttar Pradesh, Madhya Pradesh," Dr Roy added.

Flood Warning In Delhi As Haryana Discharges Water Into Yamuna

The Delhi government issued a flood warning on Sunday as Haryana released more than one lakh cusecs of water into the Yamuna river from the Hathnikund barrage.

The irrigation and flood control department said this was the first warning, with 1,05,453 cusecs of water discharged at 4 pm.

Normally, the flow rate at the barrage is 352 cusecs, but heavy rainfall in the catchment areas increases the discharge. The water from the barrage takes around two to three days to reach Delhi.

Authorities have been instructed to stay vigilant and take necessary action in vulnerable areas. Quick response teams have been deployed to raise awareness and warn the people living near the river embankments, according to the department.

The Delhi government has set up 16 control rooms, including a central control room, to monitor the flood-prone areas and the water level of the Yamuna.

Earlier in the day, the Central Water Commission (CWC) said the water level in the river in Delhi is rising and is expected to surpass the danger mark of 205.33 metres on Tuesday.

According to the CWC's flood-monitoring portal, the water level at the Old Railway Bridge touched 203.18 metres at 1 pm on Sunday. The warning level is 204.5 metres.

The water level is anticipated to rise to 205.5 metres between 11 am and 1 pm on Tuesday, the CWC said.

Northwest India has seen incessant rainfall over the last two days, with many areas in Uttarakhand, Himachal Pradesh, Haryana, Uttar Pradesh and Rajasthan recording "heavy to very heavy" precipitation.

This has resulted in overflowing rivers, creeks and drains that have massively damaged infrastructure and disrupted essential services in Jammu and Kashmir, Himachal Pradesh and Uttarakhand.

Delhi witnessed its highest rainfall in a single day in July since 1982, recording 153 mm rainfall in the 24-hour period ending at 8:30 am on Sunday. Between 8:30 am and 5:30 pm, the city received an additional 105 mm rainfall, exacerbating the situation.

In response to the torrential rains, the Delhi government announced a closure of all schools on Monday and cancelled the Sunday leave of government officials, instructing them to be in the field.

According to the India Meteorological Department (IMD), Chandigarh and Ambala reported a record rainfall of 322.2 mm and 224.1 mm respectively.

The Yamuna river system's catchment covers parts of Uttar Pradesh, Uttarakhand, Himachal Pradesh, Haryana, Rajasthan, Madhya Pradesh and Delhi.

The low-lying areas near the river in Delhi are considered prone to flooding and are inhabited by around 37,000 people.

Encroachments on the river floodplain have occurred over the years, despite the land belonging to the Delhi Development Authority (DDA), revenue department and private individuals.

Last year, the river breached the danger mark twice in September.

जोधपुर में पूनिया की प्‍याऊ मामला एक बार‍ फिर गरमा गया है. इस मामले को लेकर एक समाज के लोगों की रविवार को महापंचायत हुई. इसके बाद समाज के लोगों ने कलेक्‍ट्रेट की ओर कूच किया है. सरकारी जमीन पर अतिक्रमण को लेकर पिछले कुछ दिनों से विवाद चल रहा है. हालात यहां तक पहुंच गए थे कि दो पक्षों के बीच पथराव भी हो चुका है. ऐसे में इस मामले में प्रशासन सतर्क है और भारी संख्‍या में पुलिस बल को तैनात किया गया है. 

जोधपुर के अरणा-झरना में रविवार को एक समाज के लोगों की महापंचायत का आयोजन किया गया. इस दौरान समाज के लोगों ने जोधपुर कलेक्‍ट्रेट की ओर कूच करने का निर्णय लिया. महापंचायत के बाद 100 से अधिक वाहनों में सवार होकर समाज के लोग जोधपुर कलेक्‍ट्रेट के लिए रवाना हुए. 

वहीं मामले की गंभीरता और तनावपूर्ण स्थिति को देखते हुए प्रशासन ने भारी पुलिस बल तैनात किया है. साथ ही आरएसी के जवानों को भी लगाया गया है. स्थिति से निपटने के लिए आला अधिकारी भी मौके पर मौजूद हैं. 

बता दें कि जोधपुर के केरू गांव में सरकारी जमीन पर पौधे लगाने की बात पर दो पक्षों के बीच विवाद है. एक पक्ष ने इस जमीन पर पौधे लगाए तो दूसरे पक्ष ने जेडीए के बाहर धरना देकर अतिक्रमण को हटाने की मांग की थी. इसी बीच किसी ने पौधे उखाड़ दिए, जिसके बाद पौधे लगाने वाले पक्ष ने इसका विरोध किया. वहीं 30 जून को दोनों पक्ष आमने-सामने आ गए थे. पथराव के बाद पुलिस को आंसू गैस के गोले छोड़कर स्थिति को नियंत्रित करना पड़ा था. कुछ लोगों के साथ पुलिसकर्मियों को भी चोटें आई थी.

Punjab Vigilance Department Arrests Former Deputy Chief Minister OP Soni

Congress leader and Punjab's former Deputy Chief Minister OP Soni has been arrested in a disproportionate assets case by the state Vigilance Department.  

A spokesperson of the department said there was a disproportionate increase in assets of the former minister between 2016 and 2022 --
 when the Congress was in power in the state.

An inquiry was ordered in this matter on October 10, 2022.

Sources in the investigative agency said between April 1, 2016 and March 31, 2022, the income of the former Deputy Chief Minister and his family was 4.5 crores, while he spent 12.5 crores.

In this period, OP Soni also created property in the name of his wife Suman Soni and son Raghav Soni.

A First Information Report has been registered under Sections 13 (1) (b) and 13 (2) of the Prevention of Corruption Act following investigations, a spokesperson of the agency said in Chandigarh.

The arrest of the Congress leader comes amid the anti-corruption campaign launched by Aam Aadmi Party Chief Minister Bhagwant Mann.

It is likely to add to the rift between AAP and the Congress at a time the opposition is trying to stitch up a common front to take on the BJP in the 2024 general elections.

Case Filed Against Trio After Picture Shows Man Wearing Garland Of Shoes

The police have registered a case against three persons after a picture showing a man wearing a garland of shoes surfaced in Madhya Pradesh's Rewa district, an official said on Saturday.

The incident took place on June 22 at village Gangtira under Sohagi police station limits, some 65 km from the district headquarters, he said.

The man, later identified as Indrajeet Majhi, was beaten and forced to wear a garland of footwear after being accused of theft, the official said.

Additional Superintendent of Police (ASP) Anil Sonkar said that following a complaint by Majhi, a case was registered on July 6 against accused Deshpal Singh, his son and nephew under Indian Penal Code (IPC) sections, including 294 (obscene acts), 323 (voluntarily causing hurt), 355 (assault with intent to dishonour a person), and 504 (provoking breach of the peace).

No arrests have been made yet, he said.

Sonkar said the police first received a complaint against Majhi alleging that he had assaulted Singh, his son and nephew on June 23.

When they recently took Majhi into custody, he told the police that the trio had accused him of theft and then thrashed and forced him to wear a garland of shoes the previous day.

Majhi also showed the picture of the incident which had also been widely shared on social media, he said.

Now, the police have registered a case against Deshpal Singh and two others and are searching for them, he said.

Miscreants Run Away With Panchayat Polls Ballot Box In Bengal's Mahadipur

Amid incidents of violence during voting for the Panchayat election across West Bengal, a miscreant ran away with the ballot box from the polling station in Malda's Mahadipur area.

Meanwhile, voting was suspended at Indreshwar primary school in Dinhata, West Bengal's Cooch Behar, after water was thrown into the ballot box.

In another incident, a ballot box at a polling booth in Baranachina of Dinhata in Cooch Behar district was set on fire allegedly by voters who were angry with bogus voting that was reportedly going on there.

Another incident was reported from Balutola in Gopalpur Panchayat of Malda where a clash broke out between Congress and TMC workers and bombs were hurled.

The polling booth at Baravita Primary School in Sitai of Coochbehar also was vandalised and ballot papers were set on fire.

Several other incidents of ballot box and ballot paper looting and destruction were reported from numerous polling booths in the State.

Abdullah, the booth agent of an independent candidate was killed in Pirgachha of North 24 Parganas district following a protest by the villagers who demanded the arrest of the accused and alleged that the husband of TMC candidate Munna Bibi is behind the murder.

Police personnel were deployed at the spot.

In the meantime, a 52-year-old TMC worker, Sateshuddin Sheikh was killed in Khargram of Murshidabad.

However, the residents of Nandigram Block 1 of Purba Medinipur district said that they are boycotting the election until Central forces are deployed at booth numbers 67 and 68 in Mahammadpur No. 2 area.

A voter, Govind while speaking to ANI, said, "There is no Central force here. Booth capturing keeps happening here by TMC. They do bogus voting even in the name of the deceased. We won't allow voting here unless Central forces come here..."

The panchayat elections are underway for a single phase, with the counting of votes scheduled on July 11.

The polls are likely to see a fierce tussle for control of local administrations between the ruling TMC and the BJP and will be a litmus test for both parties ahead of next year's Lok Sabha elections.

Around 5.67 crore voters are likely to exercise their franchise to choose representatives for nearly 928 seats across 22 zilla parishads, 9,730 panchayat Samiti, and 63,239-gram panchayats seats.

The number of village panchayat election centres is 58,594. There are 63,239 seats at the Gram Panchayat level, 9730 at Panchayat Samiti and 928 at the Zila Parishad level.

In 2018, the Trinamool Congress (TMC) won uncontested, 34 per cent of the seats in panchayat elections, which also saw various instances of violence. Trinamool Congress has won many seats uncontestedly in the 2023 elections as well.

Following the violence, a war of words escalated between Bharatiya Janata Party (BJP) and the ruling Trinamool Congress.

In-charge of BJP's National Information and Technology Department Amit Malaviya posted a purported video which showed a man opening fire with a gun.

"TMC goons openly brandish a gun and threaten an independent candidate in Barrackpore, North 24 Parganas. 9 people have died since morning and no one knows how many more will die through the day. SEC and Mamata Banerjee are responsible for this bloodshed. They didn't deploy CAPF," he said in a tweet.

BJP state chief Sukanta Majumdar alleged that "TMC hooliganism crossed all limits" and that Chief Minister Mamata Banerjee along with the Chief Electoral Officer of the state were "responsible" for murders.

"Bloodshed in West Bengal in Panchayat Election. TMC candidate killed an independent Muslim candidate in North 24, Parganas dist. TMC knows only the language of violence, murder and booth capturing. CM @MamataOfficial along with @CEOWestBengal is responsible for these murders," he said.

Majumdar claimed that the workers of the TMC have looted the ballots from many polling booths in the state.

"TMC hooliganism has crossed all the limits and is now stifling democracy by looting ballots openly in the West Bengal Panchayat elections," he said.

Majumdar further accused the West Bengal government and the state polling body of "hoodwinking" the court's order which directed the deployment of central forces in all the districts.

"On the one hand, the SEC is reluctant to deploy the central forces. On the other hand, civil volunteers are deployed for election duty. This clearly shows that the state govt and SEC have hoodwinked the courts. Is SEC silently facilitating the booth capturing by TMC goons?" he tweeted.

बेंगलुरु: खुद को विधायक बताकर शुक्रवार को कर्नाटक विधानसभा के भीतर घुसे 72 वर्षीय एक व्यक्ति को पुलिस ने गिरफ्तार कर लिया है. आरोपी सदन में प्रवेश करने के बाद करीब 15 मिनट तक विधायकों के बीच घूमता रहा. पुलिस सूत्रों ने बताया कि व्यक्ति की पहचान थिप्पेरूद्र के रूप में हुई है और वह स्वयं को सागर का विधायक बेलुर गोपालकृष्ण बताकर सदन में घुसा था.

उन्होंने बताया कि वह देवदुर्ग के विधायक कारेम्मा की सीट पर करीब 15 मिनट तक बैठा रहा. जब जद (एस) विधायक शरणागौड़ा कांदकुर को संदेह हुआ तो उन्होंने सदन के मार्शल को बुलाया. कांदकुर ने कहा, ‘‘जिस दिन सिद्धरमैया ऐतिहासिक बजट पेश कर रहे थे, यह ऐतिहासिक घटना हुई, कर्नाटक विधानसभा के इतिहास में पहली बार एक व्यक्ति चुपके से सदन में घुस आया.''

पुलिस उपायुक्त आर. श्रीनिवास गौड़ा ने कहा कि आरोपी स्वयं को विधायक बताकर सदन में दाखिल हुआ. गौड़ा ने संवाददाताओं को बताया कि सत्यता सामने आने के बाद मार्शल ने उसे पकड़ लिया और उसे पुलिस को सौंप दिया गया. पुलिस के एक अधिकारी ने बताया कि सदन में तैनात मार्शल के लिए सभी विधायकों को पहचानना मुश्किल है क्योंकि कई नये चेहरे हैं.
