"Vinesh Phogat Playing Role Of Manthara For Me", Says Wrestling Body Chief

BJP MP and Wrestling Federation of India chief Brij Bhushan Sharan Singh, who has been accused of sexual harassment by seven women wrestlers, on Tuesday sought to equate grappler Vinesh Phogat with Manthara, a character in the Hindu epic Ramayana.

The Ramayana says Manthara, who was queen Kaikeyi's maid, convinced her the throne of Ayodhya belonged to her son Bharat and that her step son and crown-prince Ram should be exiled from the kingdom.

"The role that Manthara-Kaikeyi played in the Treta yug, similarly Vinesh Phogat is playing the role of Manthara for me," Brij Bhushan Singh told a public meeting here.

He added that earlier thousands of wrestlers were staging protests against him, but now only three husband-wife pairs are left. There is no seventh, he said. "The day the results are out, I will thank Manthara also." The Delhi Police has registered two FIRs against Brij Bhushan Singh after he was accused of sexual harassment by women wrestlers, and is probing the case.

"The wrestlers who were staging protests, they have not been able to tell till today, what happened with them, when, where and how," Brij Bhushan Singh said.

Brij Bhushan Singh said he is facing problems due to these allegations of sexual harassment as former US President Donald Trump, who has been accused of abuse by multiple women, did.

"I am saying this conspiracy is not of today. It has been going on for many days, but something good will happen through this. Only God knows how I am surviving," he said.

"This is a case of good touch-bad touch. False allegations have been levelled on me. The God has made me a medium to fight against these allegations. This is because the God himself never appears. He makes someone a medium. In the same manner, the God has made me the medium to fight these allegations." On Sunday, Brij Bhushan Singh had said he is ready to undergo a narco test provided wrestlers Vinesh Phogat and Bajrang Punia take it too.

Prominent wrestlers, including Vinesh Phogat, Bajrang Punia and Sakshi Malik, have been protesting at Delhi's Jantar Mantar since April 23, accusing the Kaiserganj MP of sexual exploitation.

The Sports Ministry has cancelled all activities of the wrestling federation till the investigation into the allegations of the wrestlers is completed.

जन्म, मृत्यु के आंकड़े को मतदाता सूची, विकास प्रक्रिया से जोड़ने को विधेयक लाएगी सरकार: गृह मंत्री अमित शाह

केंद्रीय गृहमंत्री अमित शाह ने सोमवार को कहा कि सरकार जन्म और मृत्यु से जुड़े आंकड़ों को मतदाता सूची और समग्र विकास प्रक्रिया से जोड़ने के लिए संसद में एक विधेयक लाने की योजना बना रही है. भारत के महापंजीयक और जनगणना आयुक्त के कार्यालय 'जनगणना भवन' का उद्घाटन करते हुए शाह ने कहा कि जनगणना एक ऐसी प्रक्रिया है जो विकास के एजेंडे का आधार बन सकती है. उन्होंने कहा कि डिजिटल, पूर्ण और सटीक जनगणना के आंकड़ों के बहुआयामी लाभ होंगे. उन्होंने कहा कि जनगणना के आंकड़ों पर आधारित योजना से यह सुनिश्चित होता है कि विकास गरीब से गरीब व्यक्ति तक पहुंचे. 

शाह ने यह भी कहा कि यदि जन्म और मृत्यु प्रमाणपत्र के आंकड़ों को विशेष तरीके से संरक्षित किया जाए तो विकास कार्यों की समुचित योजना बनाई जा सकती है. 

उन्होंने कहा, "मृत्यु और जन्म रजिस्टर को मतदाता सूची से जोड़ने के लिए एक विधेयक संसद में पेश किया जाएगा. इस प्रक्रिया के तहत, जब कोई व्यक्ति 18 वर्ष का होगा, तो उसका नाम स्वत: मतदाता सूची में शामिल हो जाएगा. इसी तरह, जब किसी व्यक्ति की मृत्यु होगी, तो वह जानकारी स्वत: ही निर्वाचन आयोग के पास जाएगी, जो मतदाता सूची से नाम हटाने की प्रक्रिया शुरू करेगा."

अधिकारियों ने कहा कि जन्म एवं मृत्यु पंजीकरण अधिनियम (आरबीडी), 1969 में संशोधन विधेयक से ड्राइविंग लाइसेंस और पासपोर्ट जारी करने और लोगों को सरकारी कल्याणकारी योजनाओं का लाभ देने से संबंधित मामलों आदि में भी सुविधा होगी.

शाह ने कहा, "यदि जन्म और मृत्यु प्रमाण पत्र के आंकड़ों को विशेष तरीके से संरक्षित किया जाए तो जनगणना के बीच के समय का अनुमान लगाकर विकास कार्यों की योजना सही ढंग से की जा सकती है."

उन्होंने कहा कि पहले विकास की प्रक्रिया टुकड़ों में पूरी होती थी क्योंकि विकास के लिए पर्याप्त आंकड़े उपलब्ध नहीं थे. शाह ने कहा कि आजादी के 70 साल बाद हर गांव में बिजली पहुंचाने, सबको घर देने, सबको नल से पीने का पानी देने, सबको स्वास्थ्य सेवा देने, हर घर में शौचालय बनाने की योजना अपनाई गई.

उन्होंने कहा, "इतना समय इसलिए लगा क्योंकि किसी को भी अंदाजा नहीं था कि इन मूलभूत आवश्यकताओं को पूरा करने के लिए कितने पैसे की आवश्यकता होगी, क्योंकि जनगणना की उपयोगिता की कल्पना नहीं की गई थी, जनगणना से संबंधित आंकड़े सटीक नहीं थे, उपलब्ध आंकड़ों तक ऑनलाइन पहुंच नहीं थी और जनगणना और योजना अधिकारियों के साथ समन्वय नहीं था."

उन्होंने कहा, "मैं पिछले 28 वर्षों से विकास प्रक्रिया से जुड़ा हूं और देखा है कि हमारे देश में विकास मांग आधारित रहा है. जिन जनप्रतिनिधियों का बोलबाला था, वे अपने निर्वाचन क्षेत्र के लिए विकास का अधिक लाभ उठा सकते थे. यह उन कारणों में से एक है कि हमारा विकास क्यों टुकड़ों में हुआ और दोहराव के चलते अधिक महंगा हुआ."

नए जनणना भवन के साथ ही मंत्री ने जन्म और मृत्यु के पंजीकरण के लिए एक वेब पोर्टल का भी उद्घाटन किया. 

जनगणना रिपोर्ट का एक संग्रह, जनगणना रिपोर्ट का एक ऑनलाइन बिक्री पोर्टल और जियोफेंसिंग सुविधा से लैस एसआरएस मोबाइल ऐप का उन्नत संस्करण की भी शुरुआत की गई. 

शाह ने कहा कि जियोफेंसिंग से लैस मोबाइल ऐप यह सुनिश्चित करेगा कि अधिकारियों को पता चले कि गणनाकर्ता उन्हें सौंपे गए खंड में जाकर डेटा दर्ज करते हैं और कोई भी खंड का दौरा किए बिना फर्जी प्रविष्टियां नहीं कर सकता। उन्होंने कहा कि यह सुनिश्चित करेगा कि दर्ज किए गए डेटा सटीक हैं.

उन्होंने कहा, "जनगणना एक ऐसी प्रक्रिया है जो किसी देश की विकास प्रक्रिया को रेखांकित करती है. इसलिए जियोफेंसिंग सुविधा से लैस एसआरएस मोबाइल ऐप के उन्नत संस्करण जैसी तकनीकों का उपयोग करके इसे विश्वसनीय और दोषरहित बनाना बहुत आवश्यक है."

उन्होंने कहा कि अगली जनगणना में गणना इलेक्ट्रॉनिक प्रारूप में की जाएगी, जिसमें स्व-गणना की भी अनुमति होगी.

सदी के अंत तक भारत में 60 करोड़ से ज्यादा आबादी भीषण गर्मी की चपेट में होगी: अध्ययन

अगर सभी देश उत्सर्जन में कटौती के अपने वादे को पूरा कर भी लें तब भी भारत की 60 करोड़ से अधिक आबादी समेत दुनिया भर में 200 करोड़ से अधिक लोगों को खतरनाक रूप से भीषण गर्मी का सामना करना पड़ेगा और यह गर्मी इतनी भयानक होगी कि 'अस्तित्व का संकट' तक पैदा हो सकता है. एक नए अध्ययन में यह दावा किया गया है. 
अध्ययन में यह भी कहा गया है कि आज औसतन 3.5 वैश्विक नागरिकों या सिर्फ 1.2 अमेरिकी नागरिकों का आजीवन उत्सर्जन भविष्य के एक व्यक्ति के लिए खतरनाक गर्मी की स्थिति पैदा करेंगे. 

शोधकर्ताओं के मुताबिक वैश्विक स्तर पर 4.4 डिग्री सेल्सियस बढ़ने की "सबसे बदतर स्थिति" में दुनिया की 50 प्रतिशत आबादी अभूतपूर्व चरम तापमान के संपर्क में आ सकती है, जो अस्तित्व संबंधी खतरा पैदा कर सकता है. 

जलवायु वैज्ञानिकों के अनुसार, वर्तमान जलवायु नीतियों के परिणामस्वरूप सदी के अंत (2080-2100) तक तापमान में 2.7 डिग्री सेल्सियस वृद्धि होगी. तापमान में इतनी वृद्धि से विश्व स्तर पर लू की घातक लहरें, चक्रवात और बाढ़ तथा समुद्र के स्तर में वृद्धि की आशंका है.

ग्लोबल सिस्टम्स इंस्टीट्यूट, एक्सेटर विश्वविद्यालय, अर्थ कमीशन से संबद्ध और नानजिंग विश्वविद्यालय के शोधकर्ताओं ने 2.7 डिग्री सेल्सियस तापमान बढ़ने की स्थिति का आकलन किया है.

एक्सेटर विश्वविद्यालय में ग्लोबल सिस्टम्स इंस्टीट्यूट के निदेशक प्रोफेसर टिम लेंटन ने कहा, "जलवायु परिवर्तन की लागत अक्सर वित्तीय शर्तों में व्यक्त की जाती है, लेकिन हमारा अध्ययन जलवायु आपातकाल से निपटने में असफल होने की अभूतपूर्व मानवीय लागत को रेखांकित करता है." 

शोधकर्ताओं ने कहा कि सदी के अंत की अनुमानित आबादी (950 करोड़) का 22 प्रतिशत से 39 प्रतिशत हिस्सा खतरनाक गर्मी (औसत तापमान 29 डिग्री सेल्सियस या अधिक) के संपर्क में होगा. 

उन्होंने कहा कि तापमान को 2.7 डिग्री सेल्सियस से घटाकर 1.5 डिग्री सेल्सियस करने से अभूतपूर्व गर्मी के संपर्क में आने वाली आबादी (210 करोड़ से 40 करोड़) में पांच गुना कमी (22 प्रतिशत से 5 प्रतिशत) होगी. अध्ययन में कहा गया है कि 60 करोड़ से अधिक लोग (वैश्विक आबादी का लगभग 9 प्रतिशत) पहले से ही खतरनाक गर्मी के संपर्क में हैं. 

तापमान 2.7 डिग्री सेल्सियस बढ़ने पर सबसे ज्यादा भारत में 60 करोड़ से अधिक की आबादी प्रभावित होगी. वहीं 1.5 डिग्री सेल्सियस की स्थिति में यह आंकड़ा बहुत कम, लगभग नौ करोड़ होगा. 

तापमान 2.7 डिग्री बढ़ने पर दूसरा सबसे ज्यादा प्रभावित होने वाला देश नाइजीरिया होगा जहां ऐसे लोगों की संख्या 30 करोड़ से अधिक होगी. वहीं 1.5 डिग्री सेल्सियस तापमान बढ़ने पर यह आंकड़ा चार करोड़ से कम होगा. 

अध्ययन के मुताबिक 2.7 डिग्री सेल्सियस तापमान बढ़ने पर, बुर्किना फासो और माली सहित कुछ देशों में रहना मनुष्यों के लिए खतरनाक होगा. ऑस्ट्रेलिया और भारत भी गर्म क्षेत्र (लगभग 40 प्रतिशत) में भारी वृद्धि का सामना करेंगे. 

पेरिस समझौते के तहत, 190 से अधिक देशों ने इस सदी के अंत तक वैश्विक तापमान में वृद्धि को 2 डिग्री सेल्सियस (पूर्व-औद्योगिक स्तरों की तुलना में) और मुख्य रूप से 1.5 डिग्री सेल्सियस तक सीमित करने का संकल्प लिया था.

Nearly 400 Coins Dating Back To Mughal Era Found in UP: Cops

Around 400 coins dating back to the Mughal era were found during the construction work at a temple in the Nanauta area here, police said on Monday.

Superintendent of Police (Rural) Sagar Jain said a few labourers stumbled upon the coins on Sunday night while digging soil for erecting a boundary wall at Sati Dham temple in Hussainpur village here.

After being informed about the discovery, the police reached the spot and took the coins in their custody, he added.

Mr Jain said the coins having inscriptions in Arabic language were used during the Mughal period.

The archaeological department will examine the coins and confirm the metal used in making them, the SP added.

Bill To Link Birth, Death Data With Electoral Rolls Soon: Amit Shah

The government is planning to bring a bill in Parliament to link data related to birth and death with electoral rolls and the overall development process, Union Home Minister Amit Shah said on Monday.

Inaugurating the 'Janganana Bhawan', the office of the Registrar General and Census Commissioner of India, Mr Shah said the census is a process that may form the basis of the development agenda.

Digital, complete and accurate census figures will have multi-dimensional benefits, he said, adding planning based on the census data ensures development reaches the poorest of the poor.

Mr Shah also said if the birth and death certificate data are preserved in a special way, development works can be planned properly.

"A bill to link death and birth register with electoral rolls will be introduced in parliament. Under this process, when a person turns 18, his or her name will be automatically included in the electoral rolls. Similarly, when a person dies, that information automatically will go to the Election Commission, which will start the process of deleting the name from the voters' list," he said.

Officials said the bill to amend the Registration of Birth and Death Act (RBD), 1969, will also facilitate matters related to the issuance of driving licences and passports and giving benefits of the government welfare schemes to people besides others.

"If the data of birth and death certificate is preserved in a special way, then by estimating the time between the census, planning of development works can be done properly," he said.

Earlier the development process happened in fragments because adequate data for development was not available, he said.

After 70 years of independence planning was adopted to electrify every village, to give a home to everyone, to give tap drinking water to everyone, to give healthcare to everyone, to give toilets to every home, Mr Shah said.

"It took so long because no one had the idea as to how much money will be required to fulfil these basic necessities because the utility of the census was not conceived, the data related to the census were not accurate, the available data was not accessible online and coordination with census and planning authorities were absent," he said.

"I have been involved in the development process for the last 28 years and have seen that the development in our country has been demand-based. Public representatives who had sway could extract more benefits of development for his or her constituency. This is one of the reasons why our development has been fragmented and more expensive due to duplicacy," he said.

Along with the new Janganana Bhawan, the minister also inaugurated a web portal for registrations of birth and death.

A collection of census reports, an online sale portal of census reports, and an upgraded version of the SRS mobile app equipped with a geofencing facility were also unveiled.

Mr Shah said the mobile app equipped with geo-fencing will ensure that the authorities know that the enumerators record data by going to the blocks assigned to him or her and no one can make fake entries without visiting the blocks.

This will ensure that the data recorded are accurate, he said.

"Census is a process that outlines a nation's development process. So it is very much necessary to make it fool proof and flawless by using technologies like upgraded version of the SRS mobile app equipped with a geo-fencing facility," he said.

He said enumeration in the next census will be carried out in an electronic format where self-enumeration will also be allowed.

Hyderabad Delivery Man Falls From 3rd Floor While Escaping Customer's Dog

A delivery person of an e-commerce firm was injured after falling from the third-floor of a building in Hyderabad when he tried to evade the customer's barking dog, police said.

The incident took place in an apartment at Manikonda on Sunday when the delivery executive, aged 30, went there to deliver a mattress and the dog started barking at the customer's door, which was reportedly partly open, they said.

Afraid of being attacked, the man ran for safety and climbed a railing but slipped and fell on the ground from there, police said, adding that the customer and some others got him admitted to a hospital and his condition is said to be out of danger.

The delivery person suffered multiple injuries in the incident, a police official at the Raidurgam police station said.

A case has been registered under the IPC section 289 (negligent conduct with respect to animal) against the dog owner, the official said. A probe is on.

Meanwhile, the Telangana Gig and Platform Workers Union (TGPWU) in a release demanded that the dog owner bear the expenses of treatment of the delivery executive.

In January this year, a 23-year-old food delivery executive died after he suffered critical injuries after jumping off the third floor of an apartment building, out of fear of being attacked by a pet dog of a customer that chased him.
