Manipur Chief Minister Briefs Amit Shah On Violence, Tribal MLAs' Demand

Ten days after violence broke out in Manipur, Chief Minister N Biren Singh came to Delhi and met with Home Minister Amit Shah to brief him about the situation in the state, where ethnic violence broke out between the Meiteis and Kuki tribals.

BJP chief JP Nadda also attended the meeting at Mr Shah's home.

"The Chief Minister briefed the Home Minister about the ground situation in Manipur," Manipur Health Minister Dr Sapam Ranjan Singh told NDTV.

He said the Chief Minister was accompanied by four of his cabinet ministers and Manipur BJP chief Sarada Devi.

"The Chief Minister is going back to Imphal tonight and will be addressing a press conference at 9 am in Imphal," the Health Minister said.

Sources said Mr Singh briefed Mr Shah about the tribal MLAs' demand for a "separate administration".

"The situation is slowly limping back to normal, but this issue may deepen the divide between the Meiteis and the Kukis, and can trigger more clashes between the two communities," a Home Ministry officer said, asking not to be named.

The officer said the Chief Minister has been asked to handle the matter carefully and take adequate precautions so that fresh clashes don't break out.

The 10 MLAs, seven of them belonging to the BJP and two from the Kuki People's Alliance, which is an ally of the BJP, issued a statement on Friday demanding a "separate administration" for Kukis.

Violent clashes broke out in Manipur after a "tribal solidarity march" was held in the 10 hill districts on May 3 in protest against Meiteis' demand for Scheduled Tribes (ST) status.

The clashes were preceded by tension over the eviction of Kuki villagers from reserve forest land, which led to a series of smaller agitations.

Meiteis account for 53 per cent of Manipur's population and live mostly in and around Imphal valley. Tribals - Nagas, Kukis and others - constitute another 40 per cent of the population and live in the hill districts.

The Chief Minister on Monday said 60 people have been killed in the violence.

The Meitei community of Manipur gathered in large numbers at Delhi's Jantar Mantar on Sunday to demand the implementation of the National Register of Citizens (NRC), an exercise to identify illegal immigrants and deport them.

The protesters said Meiteis who have been living in Kuki-majority hills have left their homes and they are unable to return, allegedly due to threats from Kuki insurgents who are hiding in the hills.

The NRC was last done in Assam, where many people alleged they have been misidentified as foreigners. They had to go to the foreigners' tribunals and the courts for relief.

"The entry of illegal migrants needs to be identified which is the need of the hour. This will help to safeguard all the indigenous communities in Manipur. The illegal immigrants with the support of their armed insurgent wings have raised atrocities to the indigenous community systematically since 1993 and this should be stopped at any cost," World Meitei Council chairman Heigrujam Nabashyam, who is one of the organisers of the protest, said in a statement.

"Meiteis have been demanding constitutional protection for their survival for the past 11 years. Only constitutional protection to Meiteis will allow them to survive against the rapid changing demography caused by the influx of illegal immigrants from neighbouring Myanmar," it said in the statement.

The Kukis have objected to the Meiteis' demand for inclusion under ST category citing the numerically larger and economically stronger Meiteis will grab all government benefits and take their lands.

Currently, the Meiteis - Hindus who are mostly settled in and around the state capital Imphal valley - can't buy land in the tribal-majority hills, while the tribals can buy land in the valley.

Bhupesh Baghel On Why He "Didn't Have Courage" To Ban Liquor

Chhattisgarh Chief Minister Bhupesh Baghel on Sunday said he didn't have the courage to ban alcohol in the state when he witnessed deaths due to consumption of spurious liquor and other harmful substances after outlets were shut during the coronavirus-induced lockdown.

He stressed the need for running campaigns against not just liquor but all kinds of addiction. Baghel was speaking at the launch of 'Nashamukt Chhattisgarh Abhiyaan' (addiction free Chhattisgarh campaign) at Prajapita Brahmakumari Ishwariya Vishwavidyalaya centre Shanti Sarovar in Raipur.

He also hailed the spiritual and meditation centre's 'Nasha Mukt Bharat Abhiyan', calling it a commendable initiative towards building society and appealed to people to ensure their participation in making Chhattisgarh addiction-free.

"Addiction usually starts from childhood or young age. Initially they start from 'sutta' (smoking) as a hobby and it gradually becomes a habit. As stress increases they start smoking more cigarettes. If stress is more in the evening, drinking of liquor starts. Finally they land in the hospital. Addiction is not good in any form. It causes only harm. It is very harmful for all of us physically and mentally. It affects the person, the family and the society as a whole," he said.

Being the chief minister, Baghel said he can order prohibition in the entire state "right now" even as he wondered if it will solve the problem of addiction.

The CM said he learnt about the problems that cropped up when liquor shops were closed during the country-wide lockdown to contain the spread of COVID-19.

"All the shops were closed, transportation was closed, families were staying behind the doors, but complaints of domestic violence started surfacing. Despite the lockdown in force for a long time, it was seen that people managed to arrange stuff for addiction," he said.

When people did not get anything, they even consumed sanitizer and many lost their lives due to it, said the Congress leader.

"I did not have courage then to order a liquor ban after witnessing people dying due to consumption of spurious alcohol and other substances during the lockdown. I don't want to implement anything that will cost lives," he added.

Organisations that deal with de-addiction can be helpful for persons dependent on various forms of intoxication, he said. "We have to end this social evil together with the support of people," he said.

When it comes to banning intoxicating substances, women immediately favour it as if only men consume them, he said.

"Before the 2018 assembly elections, there was pressure from women to ban liquor. We had then announced to ban liquor (as a poll promise). Liquor ban means we have to move ahead towards an addiction free society. Even during the 'Bhent Mulaqat' programme (CM's public interaction drive), some people said that alcohol should be banned," he said.

The CM said they have constituted a committee headed by their party MLA Satyanarayan Sharma to study the issue and it has visited other states where prohibition is in force.

"When women are asked about banning alcohol, they raise both hands in its favour. When I ask whether 'gudaku' (paste made of tobacco and molasses) should be banned or not, they don't raise their hands as women use it more than men. The campaign should be against every kind of addiction, not only against liquor," he said.

Baghel said people should be addicted to serving humanity and devotion towards God.

"Misuse Of Government Machinery": Mayawati Slams BJP Over UP Civic Polls

A day after results of the urban local body polls in Uttar Pradesh were announced, Bahujan Samaj Party chief Mayawati Sunday accused the ruling BJP of misusing government machinery, and said her party will not sit silently over it.

Refuting the allegations, spokesperson of the BJP in Uttar Pradesh Harishchandra Srivastava hit out at the BSP leader and said she is refusing to accept the truth that her party has been rejected by the people.

The BJP on Saturday swept the mayoral elections in the state, winning the posts in all the 17 municipal corporations in Varanasi, Lucknow, Ayodhya, Jhansi, Bareilly, Mathura-Vrindavan, Moradabad, Saharanpur, Prayagraj, Aligarh, Shahjahanpur, Ghaziabad, Agra, Kanpur, Gorakhpur, Firozabad and Meerut.

In a series of tweets in Hindi on Sunday, Mayawati said, "The BSP is not going to sit silently over the BJP's misuse of government machinery." She also accused the ruling party of using any means ('saam', 'daam', 'dand', 'bhed') at its disposal, and said, "When the time comes, the BJP will definitely face the consequences." Thanking people for extending support to her party, the BSP chief said, "Gratitude and thanks to the people for reposing faith in the BSP and voting for its candidates despite facing a host of adverse circumstances. Had this election been free and fair, the results would have been something else. If the mayoral elections were conducted using ballot papers, the BSP would have won." The BSP had fielded mayoral candidates on all the 17 seats in the state but none could register a win.

"Whether it's the BJP or the SP, both parties are equally adept at winning elections through misuse of power. This is why the ruling party often manages to secure more seats through manipulation, and this election was no different. It is a matter of great concern," Mayawati added.

Earlier, addressing a press conference in Lucknow on April 10, Mayawati had batted for the use of ballot papers in the elections for mayors and corporators of municipal corporations in Uttar Pradesh.

Countering Mayawati's allegations, Srivastava told PTI, "BSP chief Mayawati ji's tweet is a reflection of her utter frustration, in which she has refused to respect the mandate." Instead of acknowledging that the BSP has been rejected by the people, she has called the BJP's victory a result of manipulation, he said, adding that Mayawati was shying away from the truth.

Srivastava also thanked the people of Uttar Pradesh for choosing good governance and development of the BJP over caste-based politics and corruption of the BSP, SP and the Congress.

In the 2017 municipal elections in the state, 14 out of 16 mayoral seats were won by the BJP, while the BSP had registered wins in Aligarh and Meerut.

This time in Meerut, the BJP's Harikant Ahluwalia defeated his nearest rival Anas of the AIMIM. The SP's Seema Pradhan stood third, while the BSP stood fourth.

In Aligarh, BJP candidate Prashant Singhal defeated his nearest rival Zamir Ullah Khan of the SP, while the BSP's Salman Shahid finished third.

Besides winning all the 17 mayoral seats in the Uttar Pradesh urban local body polls, the BJP has also bagged 813 out of 1,420 seats in the corporators category.

After the bulk of the results were announced on Saturday, Chief Minister Yogi Adityanath thanked the people and congratulated BJP workers for forming a "triple-engine government" following the party's "biggest victory" in the urban local body polls.

The party's candidates won in Varanasi, Lucknow, Ayodhya, Jhansi, Bareilly, Mathura-Vrindavan, Moradabad, Saharanpur, Prayagraj, Aligarh, Shahjahanpur, Ghaziabad, Agra, Kanpur, Gorakhpur, Firozabad and Meerut. Of these municipal corporations, the BJP had repeated its candidates only in Kanpur City, Bareilly and Moradabad.
