People's Democratic Front Merges With Meghalaya's Ruling Party

The People's Democratic Front (PDF) on Friday officially merged with the National People's Party (NPP) at a function in the latter party's office in Shillong.

The merger took place in the presence of Chief Minister and NPP chief Conrad Sangma.

PDF signed the papers of the merger, and both the party MLAs, Banteidor Lyngdoh and Gavin Mylliem joined the NPP.

After the merger, Meghalaya CM Conrad Sangma tweeted saying that the merger will also merge the 'collective effort' for the state and people.

"Elated to welcome MLAs of PDF, Banteidor Lyngdoh, Gavin M Mylliem & all supporters of PDF to the growing NPP family. The growing belief in the NPP is a testament to the proven capabilities of NPP to take Meghalaya forward. Merger of PDF to NPP will also merge our collective mission for the State & its people," he said in a tweet

With this merger, the number of NPP MLAs in the 60-member Meghalaya legislative assembly has increased to 28, and the party is just three short of getting an absolute majority on its own.

In the 2023 Meghalaya Assembly elections, Gavin Maylim, who is also the president of PDF, won from the Sohra assembly constituency, and Banteidor Lyngdoh won from the Mawkynrew Assembly Constituency.

कांग्रेस नेता सचिन पायलट के कार्यक्रम राजस्थान में कांग्रेस के फॉर्मूले से हटते नजर आ रहे हैं. मुख्यमंत्री अशोक गहलोत सामाजिक कल्याण कार्यक्रमों पर ध्यान केंद्रित कर रहे हैं और व्यक्तिगत रूप से राज्य में घूम-घूमकर उन शिविरों का निरीक्षण कर रहे हैं, जहां लोग सरकारी सहायता के लिए पंजीकरण कराने के लिए कतार में खड़े हैं. हालांकि पायलट ने पश्चिमी राजस्थान के बाड़मेर में धावा बोला है, जो कांग्रेस का गढ़ नहीं है. उनकी चाल पश्चिमी राजस्थान के दो प्रमुख कांग्रेस नेताओं - हरीश चौधरी और हेमाराम चौधरी द्वारा संचालित है. हरीश चौधरी कांग्रेस के पंजाब प्रभारी हैं और हेमाराम चौधरी गहलोत सरकार में मंत्री हैं.

जाट मुख्‍यमंत्री की मांग 

जाट लंबे समय से राजस्थान में अपने समुदाय से मुख्यमंत्री की मांग कर रहे हैं. उन्होंने अक्सर गहलोत का विरोध किया है. कांग्रेस और जाटों के नेता परसराम मदेरणा को गहलोत का पारंपरिक प्रतिद्वंद्वी माना जाता था. 

गहलोत और जाट नेताओं के बीच की इस दरार में हरीश चौधरी और हेमाराम चौधरी जैसे जाट नेताओं के साथ पायलट कदम रखते दिख रहे हैं. 

पायलट ने राजस्थान में परीक्षा पेपर लीक और युवाओं के साथ अन्याय और भ्रष्टाचार के खिलाफ उनकी लड़ाई के मुद्दों को उठाया है. 

'भ्रष्‍टाचार के मुद्दे पर ध्‍यान क्यों नहीं?'

पायलट ने संवाददाताओं से कहा कि उन्होंने इसके बारे में गहलोत को लिखा था और पूछा था कि अगर कांग्रेस कर्नाटक में भ्रष्टाचार को मुद्दा बना रही है तो पार्टी राजस्थान में पिछली भाजपा सरकार में भ्रष्टाचार के मुद्दे पर ध्‍यान क्‍यों नहीं देती है.  

उन्होंने कहा, "जब भी भ्रष्टाचार हुआ है, हमने इसका विरोध किया है. कर्नाटक में भी हम भ्रष्टाचार के खिलाफ चुनाव लड़ रहे हैं. राजस्थान में पिछली भाजपा सरकार में जो कुछ हुआ, उसके बाद हमें भ्रष्टाचारियों को दंडित करने की अपनी प्रतिबद्धता पर काम करना चाहिए. मैंने इस मुद्दे को उठाया और मुख्यमंत्री को लिखा है. आगे भी ऐसा करना जारी रखूंगा." 

तेजी से कार्रवाई करनी चाहिए : पायलट 

परीक्षा पेपर लीक होने पर पायलट ने कहा कि गहलोत सरकार को पेपर लीक करने वालों को पकड़ने के लिए तेजी से कार्रवाई करनी चाहिए. उन्‍होंने कहा, "युवाओं के भविष्य के साथ खिलवाड़ करने वालों के खिलाफ कार्रवाई करने में इतना समय क्यों लगता है?"

"Make PFI Supporters Bite The Dust In Karnataka Polls": Yogi Adityanath

Uttar Pradesh Chief Minister Yogi Adityanath on Saturday urged "nationalistic people" to unite and make the supporters of the banned outfit Popular Front of India (PFI) bite the dust in the forthcoming elections in Karnataka.

Attacking the Congress and JD (S) governments of the past, Yogi Adityanath said, "On one hand, they had let loose an anti-India organisation like the PFI to carry forward its anti-national activities, and on the other were seeking a ban on an organisation like Bajrang Dal, which was dedicated to national and social service and devoted to Lord Hanuman. It amounts to disrespecting the Hindu faith and no nationalist will tolerate this".

Yogi Adityanath made these remarks during his marathon election rallies held in Koppa (Chikkamagaluru), Puttur (Dakshin Kannada) and Honnavara (Uttar Kannada) to seek votes for respective BJP candidates. He also held massive roadshows in Puttur (Dakshin Kannada), Karkala (Udupi) and Bantwal (Dakshin Kannada).

Yogi Adityanath was campaigning for Sringeri candidate DN Jeevaraj, Puttur candidate Asha Thimmappa, Karkala candidate V Sunil Kumar, Bhatkal candidate Sunil Biliya Naik and Bantwal candidate Rajesh Naik.

He accused Congress and JD (S) of "putting barriers" in the development of Karnataka and the country and said that the double-engine government led by PM Modi was carrying out developmental works with great speed and had earned 'global prestige' for the country.

"Uttar Pradesh and Karnataka have been culturally linked for thousands of years as the birthplace of Lord Shri Ram and his devotee and closest aide Lord Hanuman and both have strived for the goal of 'Ek Bharat Shresth Bharat'. But, some people have problems with this goal. The JDS and Congress governments in Karnataka were responsible for riots and anarchy in the past. Our government banned an anti-national organisation like the PFI", Yogi Adityanath said.

The Chief Minister further said that the nationalist society would ensure the victory of the double-engine government in the forthcoming assembly elections in Karnataka.

Emphasising that the double-engine government was a guarantee of security and development, he said, "India has come a long way in the last nine years of the honourable Prime Minister Narendra Modi's leadership. The country's global prestige has gone up significantly while massive infrastructural development is underway in highways, railways, metro, rapid rail, airports and waterway in addition to setting up of Science City, IIMs, IITs etc".

"Houses and toilets are being built for every poor who are also being provided health insurance coverage of upto Rs 5 lakh under Ayushman Bharat. The government has been providing free ration to 80 crore people for the last three years and at the same has given 220 crore free doses of Covid vaccines," he added.

Yogi Adityanath further pointed out, "India is emerging as a global leader under the leadership of PM Modi. PM Modi is the captain of Team India, which is working towards this goal. Now, you have to decide if you want Karnataka to play a key role in Team India's journey to global leadership, which is possible only in a double-engine government. Let's make India so strong that it becomes a global leader."

The Uttar Pradesh Chief Minister also invited people to visit Ayodhya in January next year to attend the opening of the grand Ram Temple.

Yogi Adityanath also said that the enthusiasm of people suggested that they had made up their minds to bring the 'double engine government' in Karnataka under the leadership of BS Yediyurappa and Basavraj Bommai.

Meanwhile, the final leg of campaigning for the May 10 Assembly elections has intensified in the State.

Karnataka will go to Assembly polls on May 10 and the counting of votes will take place on May 13.

Violence Erupts In Manipur, 13,000 Rescued And Shifted To Safe Shelter

The Imphal Valley in Manipur which remained peaceful for most of Friday witnessed sporadic clashes later in the day as more security forces were rushed in from other states by road and air to calm down a state which had witnessed bloody ethnic rioting over the last 48 hours.

A Defence spokesperson said a total of 13,000 people were rescued and shifted to safe shelters, some in army camps as the army brought Churachandpur, Moreh, Kakching and Kangpokpi districts under its "firm control".

Intermittent gunfights between militant groups and security forces were also reported in the morning hours from various hill districts surrounding the valley, but a wary peace seems to be reigning there since.

"In the past 12 hours, Imphal East and West districts witnessed sporadic incidents of arson and attempts by inimical elements to establish blockades. However, the situation was controlled by a firm and synergised response," the Defence official said on Friday night.

Details of the incidents, however, were not available.

The exchanges of fire between militant groups, who have involved themselves in the ethnic clashes in the state, and security forces were reported at Kangvai in Churachandpur district, western hill range of Phougakchao in adjoining Bishnupur district and Dolaithabi and Pukhao in Imphal East district, a senior police officer said.

However, it was not immediately known whether there was any casualty on either side.

"Prompt response by Security Forces led to rescuing of civilians of all communities from various minority pockets of areas affected by violence. As a result, Churachandpur, Kangpokpi, Moreh and Kakching are now under firm control with no major violence reported since yesterday night," the PRO said.

Nearly 10,000 soldiers from the Army and the Assam Rifles have been deployed in the state which was rocked by clashes since Wednesday between the Meitei community, which mainly live in Imphal Valley, and Naga and Kuki tribals who are inhabitants of the hill districts.

"Total of approximately 13,000 civilians have been rescued and are currently staying in various ad-hoc boarding facilities specifically created for the purpose within Company Operating Bases & Military Garrisons," the defence official said.

Union Home Minister Amit Shah reviewed the situation in Manipur with Chief Minister N Biren Singh and top officials, even as the Centre dispatched additional security forces and anti-riot vehicles to maintain peace there.

Around 1,000 more central paramilitary personnel with anti-riot vehicles reached Manipur on Friday, sources said.

At least five Deputy Inspector General (DIG) rank officers and seven senior superintendents of police (SSP) and SP rank officers of the CRPF have been tasked to coordinate the deployment of various security forces in violence-hit Manipur, official sources said in New Delhi.

Multiple sources said the fighting between communities had left several scores of people dead and nearly a hundred injured. However, the police were unwilling to confirm this.

Trains to Manipur have been cancelled with immediate effect on Friday due to the prevailing in the state, a Northeast Frontier Railway (NFR) spokesperson said.

The Defence PRO, in a statement, earlier said, "The Indian Air Force (IAF) undertook continuous sorties from two airfields in Assam employing C17 Globemaster and AN 32 aircraft." "Induction commenced on the night of May 4 and additional columns commenced domination with effect from the wee hours of May 5. Domination & evacuation of civilians of all communities from affected areas continued throughout the night. Flag march in Churachandpur and other sensitive areas are underway," it added.

Violence first erupted in Torbung area in Churachandpur district during the 'Tribal Solidarity March' organised by the All Tribal Student Union Manipur (ATSUM) on Wednesday to protest the demand of Meiteis for Scheduled Tribe (ST) status.

The march was organised by tribals -- including Nagas and Kukis -- after the Manipur High Court asked the state government last month to send a recommendation to the Centre within four weeks on the demand for ST status by the Metei community.

During the march in Torbung, an armed mob allegedly attacked people of the Meitei community, leading to retaliatory attacks in the valley districts, which escalated the violence throughout the state, police said.

Meiteis account for about 53 per cent of the population and live mostly in the Imphal Valley. Tribals, who include Nagas and Kukis, account for another 40 per cent of the population and live mostly in the hill districts which surround the Valley.

Two shopping malls in New Checkon and Chingmeirong areas of Imphal city were vandalised and torched by an angry mob on Thursday evening.

People were not seen gathering in large numbers or venturing out of their houses in Imphal and other areas on Thursday night as patrolling was intensified on the streets, he said.

A tribal MLA, Vunzagin Valte, of Thanlon constituency was critically injured and was undergoing treatment at a hospital after he was assaulted by a mob on Thursday, the officer said.

The violence between the majority Meiteis and tribals over the demand of the former for ST status has displaced over 13,000 people from both communities.

People in various parts of the country protested against the violence in Manipur.

The Manipur government has given "shoot at sight" orders to contain the violence and Chief Minister N Biren Singh has said the violence was a result of "misunderstanding" in the society and that his administration was taking all measures to bring the situation under control.

Madhya Pradesh Man Arrested For Raping 3-Year-Old Girl: Cops

A 26-year-old man was arrested for allegedly raping a three-year-old girl on the pretext of giving her an ice cream in Madhya Pradesh's Chhatarpur district, a police official said on Friday.

"The accused had come to his in-laws house here in the village and he took the girl on the pretext of giving her an ice cream on Thursday. When the minor was not found for a long time, the family members searched her in nearby areas and informed dial 100 about the matter," a senior police officer said.

He added that acting on the information, the police reached there. When the police also began the search, they went near a stop dam around 8 pm on Thursday, and found the minor in an unconscious state.

Seeing the condition, the police station in charge brought her to the district hospital and an FIR was registered against the accused at Mahila police station in the district. The accused has been arrested, he said.

He further said that the health condition of the girl was stable but for further treatment to avoid future complications she was referred to Gwalior.

An investigation is underway.

Split Verdict In Supreme Court On Individual's Right To Approach The Court

A citizen's right to move the Supreme Court under Article 32 of the Constitution has been given such importance because the State, if left without checks and balances, has the potential to become a "tyrannical institution" that can take the civil and individual liberties of its people for granted, a top court judge has said.

Supreme Court judge Justice Krishna Murari made these observations while delivering a split verdict in a case where a question arose about whether an individual can approach the top court under Article 32 for settlement of a dispute under the Customs Act.

Article 32 gives individuals the right to move the Supreme Court for justice when they feel their fundamental rights have been infringed.

The other judge of the bench, Justice Sanjay Karol, who disagreed with Justice Murari, held a recourse to the right to approach the top court can only be permitted where the fundamental rights of an individual have been infringed. He said, in the present case, no such infringement was made out and other statutory remedies were available.

The bench, in view of the divergence of opinion between the two judges, directed the registry to list the matter before the Chief Justice for appropriate orders.

Justice Murari said the writ petition, filed under Article 32, raises an issue of huge importance of personal liberty, granted under Article 21 of the Constitution of India, regarding the right of an accused under the Customs Act, 1962 to settle the dispute as per the provisions of the Customs Act itself.

The case involved a Non-Resident Indian (NRI), who was arrested on October 4, 2022 at the Delhi International Airport for allegedly trying to smuggle high value goods, mainly watches, through the green channel in order to avoid paying customs duty.

After the arrest, the NRI filed a writ petition seeking home cooked food. The NRI also filed an application seeking direction to the settlement commission to initiate settlement proceedings as he was unable to travel outside India after October, 2022.

The customs department raised preliminary objections with regard to maintainability of the writ petition on the ground that there were other statutory remedies available to the petitioner under law.

Dealing with the applicability of Article 32, Justice Murari said, "The reason why Article 32 is given such importance is because the State as an organ, if left without checks and balances, has the potential to become a tyrannical institution that can take the civil and individual liberties of its people for granted".

He said, "To curb this inclination of the State at its very roots, the constitutional scheme envisaged an organ within the state machinery, namely the judicial organ, which is vested with the powers to interfere with the tyrannical tendencies of the State".

Justice Murari said the apex court functions within the State, but in cases of violation of fundamental rights, also combats it.

"Further, the Constitution of India, amongst all the other rights conferred by it, has placed civil and individual liberties at the highest pedestal. These civil and individual liberties that act as a sword and a shield against the State, find their translation from ideal to enforceable rights through Part III of the Constitution", he said.

Justice Murari said one such right under Part III of the Constitution, which shields its people from the tyranny of the state, is Article 32 of the Constitution, which in itself is a fundamental right falling within part III of the Constitution that exists to protect other fundamental rights.

"By way of Article 32, any action of the State that violates the fundamental rights of a person, or causes harm to civil or individual liberties is within the purview of scrutiny of the Court", he said.

Justice Murari rejected preliminary objections raised by the customs department regarding maintainability of the writ petition on "mere technicalities" and said if an application of settlement is filed by the NRI petitioner, the same shall be dealt with by the Settlement Commission on its own merits and in accordance with law and the procedure prescribed under the Customs Act.

Justice Karol, in his separate opinion, said the Customs Act, 1962 is a law to sternly and expeditiously deal with smuggled goods and curbs the dents on the revenue.

On applicability of Article 32 in the present case, Justice Karol said it is well settled law that the apex court has wide powers when violation of fundamental rights is alleged under Article 32.

"However, such intervention must be made on a case-by-case basis and only when a fundamental right question arises," he said and noted the NRI petitioner approached the court through writ praying only for the grant of a direction for home cooked food for under trial prisoners and, only subsequently, an interlocutory application was filed seeking direction to the customs authority for settlement under Section 127B of the Customs Act, 1962.

"This approach taken by the Petitioner, in my view, is unwarranted and undesirable if not malafide for not exhausting the appropriate alternative remedies. Under the garb of relief purportedly relating to fundamental rights, the relief sought in the instant IA, is statutory in nature under the Act i.e. for an application of settlement to be decided," he said.

Justice Karol said, "recourse to the fundamental right to approach this Court has to be permitted in cases where the fundamental rights of the Petitioner have been infringed. Herein, no such infringement is made out. No material has been brought on record displaying that the Customs Department has proceeded in a manner contravening the Constitutional mandate." He accepted the preliminary objections raised by the customs departments on the maintainability of the writ petition and dismissed the NRI's application for direction to customs department to settle the dispute.

"Therefore, given the above, the present application is liable to be dismissed on maintainability. It is also to be noted that the practice of circumventing the well established principles for the exercise of the power of Article 32 should not be encouraged," he said.
