एग्जॉस्ट फैन की ब्लेड तोड़ कैदियों ने बनाया था चाकू, तिहाड़ जेल में ऐसे हुई थी टिल्लू ताजपुरिया की हत्या

देश की सबसे सुरक्षित जेल तिहाड़ इन दिनों 'चाकूबाज़' कैदियों से परेशान है. बीते 19 दिनों में यहां दो गैंगवार की घटनाएं हुई. इन घटनाओं में दो बड़े गैंगस्टर की हत्या कर दी गई. 14 अप्रैल को प्रिंस तेवतिया की हत्या कर दी गई थी. 2 मई को एक और गैंगस्टर टिल्लू ताजपुरिया की हत्या कर गई है. ऐसे में तिहाड़ जेल प्रशासन की सुरक्षा को लेकर सवाल उठ रहे हैं. सबसे बड़ा सवाल यह है कि आखिर एशिया की सबसे सुरक्षित समझी जाने वाली तिहाड़ जेल में कैदियों के पास चाकू कहां से आता है. 

तिहाड़ जेल सूत्रों के मुताबिक, एग्जॉस्ट फैन की ब्लेड तोड़कर या फिर खिड़की की जाली को तोड़कर या किसी भी ऐसी लोहे की धातु को घिसकर उसे धारदार बनाया जाता है. जो चाकू की तरह काम करता है. ऐसी चीज के पीछे कपड़ा बांधकर उसका हत्था तैयार किया जाता है. जेल में कैदी अपने दुश्मन गैंग के लोगों पर हमला करने के लिए इस तरह से चाकू बनाते हैं. 

जेल नंबर 8-9 में कुल 2350 कैदी
वारदात को अंजाम देने से पहले कई दिनों तक पत्थर पर घिसकर ऐसे चाकुओं को धार दिया जाता है. अप्रैल में जेल नंबर 8 और 9 में कुल 32 बार सर्च ऑपरेशन चलाया गया. इस दौरान 22 चाकू धारदार मिले. जबकि 30 से 35 ऐसी लोहे की छड़ें मिली, जिनको धारधार किया जाना बाकी था. बता दें कि जेल नंबर 8-9 में कुल 2350 कैदी बंद हैं. इनपर नज़र रखने के लिए 60 सुरक्षा कर्मी तैनात होते हैं. जेल नंबर 8-9 में कुल 975 सीसीटीवी कैमरे भी लगे हैं. 

गोगी गैंग के सदस्यों ने किया मर्डर
तिहाड़ जेल प्रशासन समय-समय पर कैदियों की सुरक्षा की समीक्षा भी करता है. इसके बाद ज़रूरत के हिसाब से कैदियों की जेल बदली जाती है. इसी कड़ी में टिल्लू ताजपुरिया की हत्या के आरोपी योगेश टुंडा को 30 मार्च को जेल नंबर 8 में शिफ्ट किया गया था. कैदी राजेश को भी उसी दिन जेल नंबर 8 में शिफ्ट किया गया था. जबकि दीपक तीतर 6 जनवरी 2023 से ही जेल नंबर 8 में बंद था. रियाज़ भी यहां पहले से बंद था. चारों आरोपियों को गोगी गैंग का सदस्य बताया जाता है. 

गोगी की हत्या का बदला लेने के लिए रची साजिश
सूत्रों के मुताबिक, 30 मार्च को योगेश और राजेश के 8 नंबर जेल में आने के बाद हत्या के 15 दिन पहले ही सुनील मान उर्फ टिल्लू ताजपुरिया को मंडोली जेल से तिहाड़ जेल में शिफ्ट किया गया था. इसके बाद चारों कैदियों ने गोगी की हत्या का बदला लेने की साजिश रची. 

एग्जॉस्ट फैन की पत्तियां तोड़ बनाया चाकू
इसके लिए इन्होंने एग्जॉस्ट फैन की पत्तियां तोड़कर चाकू बनाये. वारदात वाले दिन ग्राउंड और फर्स्ट फ्लोर के बीच में बनी सिक्योरिटी ग्रिल को तोड़ा. इसके बाद नीचे कूदकर टिल्लू पर हमला कर दिया. पूरी वारदात 2 से 3 मिनट के बीच में ही खत्म हो गई. चारों कैदियों ने अपने-अपने चाकू से टिल्लू पर 90 से ज्यादा वार किए. 

जेल का ऑडिट करवाने पर विचार कर रहा प्रशासन
प्रिंस तेवतिया और टिल्लू ताजपुरिया की हत्या के बाद अब तिहाड़ जेल प्रशासन पीडब्ल्यूडी से जेल का ऑडिट करवाने पर विचार कर रही है, ताकि ये पता लगाया जा सके कि आखिर जेल में कौन से बदलाव करने से कैदी जेल की चीज़ों से चाकू नहीं बना पाएंगे.

Manish Sisodia's Bail Request In Money Laundering Case In Court Tomorrow

Former Delhi deputy chief minister Manish Sisodia Wednesday approached the Delhi High Court seeking bail in a money laundering case related to the alleged excise policy scam.

The plea was mentioned before Chief Justice Satish Chandra Sharma for an urgent listing and was allowed to be listed for hearing on Thursday, when it will be heard before Justice Dinesh Kumar Sharma.

Mr Sisodia has filed a regular bail plea as well as an interim bail application on the ground of illness of his wife.

In his regular bail plea filed in the CBI case, Mr Sisodia had earlier argued that his wife has been suffering from multiple sclerosis, a degenerative disease, for 20 years and it was likely to worsen.

He has challenged a trial court's April 28 order by which his bail plea was dismissed in the money laundering case on the ground that the evidence prima facie "speaks volumes of his involvement in commission of the offence." Mr Sisodia's regular and interim bail pleas in the case lodged by CBI are also listed for hearing on Thursday before Justice Sharma.

He was arrested by the CBI and ED in the corruption and money laundering cases on February 26 and March 9 respectively.

The trial court, while denying him relief in the ED's case, had said that the prosecution was able to show a genuine and prima facie case for Sisodia's involvement in money laundering.

It listed such reasons as the "serious nature of allegations made and role played by Mr Sisodia in the criminal conspiracy, his connection with the activities relating to generation or acquisition and use etc of the proceeds of crime … and the oral and documentary evidence collected in support of the same" for the denial of bail.

The trial court had said that the medical illness of Mr Sisodia's wife was also not a ground to release him on bail, also that it cannot rule that he may try to influence prime witnesses in the case.

The trial court in its order had noted that Mr Sisodia has not been accused of laundering money in his individual capacity, but in his capacity as a public servant holding the charge or portfolio of Excise Ministry as well as being the Deputy Chief Minister of Delhi.

The allegations made in the case are found to be serious since proceeds of crime in crores of rupees are alleged to have been generated or processed through different activities, it had said.

The Enforcement Directorate (ED) had opposed the bail application before the trial court, asserting that the investigation was at a "crucial" stage and claiming that the senior AAP leader had planted fabricated emails to show there was public approval for the policy.

The CBI and the ED had arrested Mr Sisodia for alleged corruption in the formulation and execution of the now-scrapped Delhi Excise Policy 2021-22 and for purportedly laundering the money generated from the policy.

महाराष्ट्र के पहले सीएम यशवंतराव चव्हाण शरद पवार के राजनीतिक गुरु माने जाते हैं. यशवंतराव चव्हाण कांग्रेस के कद्दावर नेता थे. उनके मार्गदर्शन से ही शरद पवार पहले युवा कांग्रेस से नेशनल कांग्रेस पार्टी में सक्रिय रूप से जुड़े. शरद पवार 26 की उम्र में पहली बार विधायक बने. 1974 में कांग्रेस ने उन्हें महाराष्ट्र का प्रदेश सचिव नियुक्त किया.

38 साल की उम्र में बने सीएम
शरद पवार 38 साल की उम्र में 1978 में महाराष्ट्र के मुख्यमंत्री बने. इसके बाद वह साल 1988, 1990 और 1993 में महाराष्ट्र के मुख्यमंत्री पद पर कार्यरत रहे. यूपीए की गठबंधन सरकार में शरद पवार 10 सालों तक देश के कृषि मंत्री रहे हैं. पवार को यशवंतराव चव्हाण और वसंतदादा पाटिल के बाद महाराष्ट्र का सबसे बड़ा नेता माना जाता है.

बीसीसीआई अध्यक्ष के तौर पर भी किया काम
शरद पवार ने बतौर बीसीसीआई अध्यक्ष काम करते हुए भारत में क्रिकेट के विकास में महत्वपूर्ण भूमिका निभाई. इसके अलावा उद्योग जगत में भी पवार का अच्छा खासा नाम है. महाराष्ट्र में शरद पवार के कई मीडिया हाउस और चीनी मिलें हैं.

लिए कई अहम फैसले
शरद पवार ने मुख्यमंत्री के तौर कई महत्वपूर्ण निर्णय लिए. महाराष्ट्र में सहकारिता क्षेत्र को बढ़ावा देने का काम भी उनके ही कार्यकाल में हुआ. महिलाओं को आरक्षण, महिला स्वयं सहायता समूहों की स्थापना जैसे महत्वपूर्ण निर्णय उनके कार्यकाल में सरकार द्वारा लिए गए. यही नहीं, महाराष्ट्र में पुलिस को हाफ पैन्ट की जगह फुल पैन्ट पहनने की इजाजत भी शरद पवार के कार्यकाल में ही मिली थी.

"Law Of Land": Supreme Court On Its Verdicts

The Supreme Court on Tuesday said the judgments delivered by it are the "law of the land" and there is no question of anyone violating the principles laid down in the verdicts.

The court made these observations while hearing a matter relating to the compliance of its July last year verdict, in which it had passed several directions, including that the Centre may consider the introduction of a separate enactment in the nature of a bail Act so as to streamline the process of grant of bail.

"A judgment of this court, including the one in Antil's case (in which the July 2022 verdict was delivered), is the law of the land. There is no question of anyone violating the principles laid down. Suffice for us to say that wherever this judgment is applicable, the principles have to be followed," a bench of Justices SK Kaul and A Amanullah said.

The court said apparently, there is a large number of cases arising, especially in Uttar Pradesh, where the grievance is that verdicts are not being followed.

"We consider appropriate that this order should be placed before the chief justice of the Allahabad High Court to ensure that there is sufficient dissemination of information...," it said.

The top court said it is not inclined to entertain applications in individual cases where it is stated that a judgment is not being followed.

"We also make it clear that henceforth, we will not entertain any such applications and the registry should not list any such applications before us as the purpose of keeping this matter alive is only to see that the implementation takes place in the larger perspective," it said.

Dealing with the aspect of compliance, the bench said it is for the high courts to ensure that wherever there is non-compliance, necessary steps are taken to ensure compliance.

In its order passed in the matter on March 21, the court had observed that it was the high courts' duty to ensure that the subordinate judiciary under their supervision follows the law of the land and if orders are being passed by magistrates in breach of its judgment, "it may even require judicial work to be withdrawn and those magistrates to be sent to the judicial academies for upgradation of their skills for some time".

During the hearing on Tuesday, an order passed by a sessions judge in Uttar Pradesh rejecting an anticipatory bail plea was placed before the top court bench.

The court noted that the order was passed in a matrimonial dispute where it was alleged that the complainant was assaulted and the husband and other members of his family were sought to be roped in.

The bench noted that it was stated before the court that the applicants were not arrested during the investigation and now, the chargesheet has also been filed.

Referring to the session court's order, the bench observed: "Certainly, the judge concerned meets the parameters for upgradation of skills in a judicial academy and the needful be done by the high court." The bench, which also dealt with several other issues related to the matter, posted it for further hearing in July.

In its judgment delivered in July last year in the case of Satender Kumar Antil vs CBI and another, the court passed several directions, including that bail pleas ought to be disposed of within a period of two weeks except if the provisions mandate otherwise, with the exception being an intervening application.

It had said applications for anticipatory bail were expected to be disposed of within a period of six weeks, with the exception of any intervening application.

Prior to that, in another order passed in October 2021, the court had issued guidelines for granting bail after the filing of the chargesheet and said trial courts were not precluded from granting interim relief, considering the accused's conduct during the probe.

Chargesheet Filed In Case Against Gujarat Conman Who Posed As PMO Official

The Jammu and Kashmir Police on Tuesday filed a charge sheet against alleged conman Kiran Patel who was arrested for posing as a senior PMO official and enjoying security cover, officials said.

The charge sheet against Patel, who is currently lodged in the Central Jail here, was filed in the court of the Chief Judicial Magistrate in Srinagar.

The fraudster, hailing from Gujarat, was arrested for allegedly posing as an additional director (strategy and campaigns) in the Prime Minister's Office (PMO) and enjoying many perks, including a bulletproof car and security cover besides other hospitality, police said.

Patel had claimed that he had been given a mandate by the central government to identify buyers for apple orchards in south Kashmir, they added.

A case under relevant sections of cheating and forgery was registered against him on March 2 and he was nabbed the next day from a five-star hotel here during his third visit to the Valley.

Four FIRs related to cheating were recently registered against Patel in different police stations in Gujarat, including one by the Ahmedabad crime branch for trying to usurp a senior citizen's bungalow.

ये मोटे कैनवास से बना हुआ एक तरफ खुले मुंह वाला बैग है. इसे गांव-देहात में छागल कहते हैं. यात्रा के दौरान ये बहुत ही उपयोगी थैली होती थी. इसमें पानी भर के इसे कहीं भी खुली जगह पर छाया में टांग दिया जाता था. अंदर भरे पानी से इसमें नमी बनी रहती थी और बाहर चलने वाली गर्म लू से इसे ठंडक मिलती थी. 

यात्रा के समान में इसका खास महत्व हुआ करता था, इसे ट्रेन की खिड़की में बाहर की तरफ टांग दिया जाता था ताकि हवा से पानी शीतल बना रहे. ट्रक चालक इसे हमेशा अपने साथ रखते थे..

"Misunderstanding That Government Putting Pressure On Judiciary": Minister

Union Law Minister Kiren Rijiju on Tuesday said the Narendra Modi government has not done anything to undermine the judiciary's independence, and every institution should respect the 'Lakshman rekha' or boundary set by the Constitution.

Speaking at an event organised by the Bar Council of Maharashtra and Goa, he sought to refute the narrative that the government was exerting pressure on the judiciary.

"It is a misunderstanding that the government is trying to put any kind of pressure on the judiciary. We are not only maintaining the judiciary's independence but working to strengthen it," Mr Rijiju said.

"Some people who claim to be liberals are spreading this misunderstanding among people but it is not at all true," the minister added.

To the question whether the government was interfering in the functioning of the judiciary, Mr Rijiju in a lighter vein said a question could also be asked the other way around, whether the judiciary was interfering in the government's work.

"Our Constitution mandates a 'Lakshman rekha' for every institution and this line should be respected. Our government under the leadership of Narendra Modi has done nothing to undermine the judiciary's independence or interfere with the judiciary's work," the law minister asserted.

Increasing pendency of court cases is the biggest concern for the country and the solution lies in technology, he said.

"There are around five crore cases pending in our country. This means there is a delay in justice which in turn means five crore injustices are being done to the people of our country," he said.

The Supreme Court and Chief Justice of India DY Chandrachud are taking steps to promote online hearing and e-filing, the minister said.

"Some High Courts are, however, going slow on technology. I don't want to name as then it will become an insult for them," Mr Rijiju stated.

Budget for the judiciary is not an issue, he said.

"The Narendra Modi government has done everything to strengthen the judiciary. This is why even during the COVID-19 pandemic courts in India did not stop functioning," Mr Rijiju said.

The minister, an MP from Arunachal Pradesh, also said that "for my peace I derive inspiration from Lord Buddha" but "when it comes to fighting for someone's rights, then my source of inspiration is Chhatrapati Shivaji Maharaj."

The Modi government is a "Rashtravadi Raj" and only wants people not to forget their roots, he said.

"Learning a new language or speaking in English is fine but a person needs to think in their Hindustani language," he said, adding that Indian courts should start using local language.

Maharashtra Chief Minister Eknath Shinde, present at the event, urged Mr Rijiju to look into the proposal to rename the Bombay High Court as Mumbai High Court.

His government recently decided to allot land in suburban Bandra-Kurla Complex (BKC) for a new high court building and would also consider allotting land in neighbouring Thane district for an academy for law students, he said.

"We know how important the judiciary is. Whenever we get any requests for manpower or infrastructure (for judiciary) we pass the proposal without wasting any time," Mr Shinde said.
