Pak Court Dismisses Petition Seeking Ownership Over Raj Kapoor's Haveli

A Pakistani court has dismissed a petition seeking ownership over legendary Bollywood actor Raj Kapoor's Haveli in the historic walled city here in the capital of Khyber Pakhtunkhwa province, which has been declared a national heritage by the provincial government in 2016.

A two-member bench of the Peshawar High Court comprising Justices Ishtiaq Ibrahim and Abdul Shakoor on Thursday dismissed the ownership case of the petitioner.

The court dismissed the petition in light of an earlier judgment of the same court pertaining to the acquisition process of legendary actor Dilip Kumar's haveli in Peshawar's famous Qissa Khwani Bazaar, which had already been declared a national heritage by the federal government led by the then prime minister Nawaz Sharif.

The Additional Advocate General of the Khyber Pakhtunkhwa province told the court that the provincial archaeology department had declared the Kapoor Haveli a national heritage in 2016 through a notification.

On this point, Justice Shakoor asked the archaeology department whether they had any documents or proof that indicated that the Raj Kapoor family ever lived in the haveli.

Advocate Sabahauddin Khattak, the counsel for the petitioner, Saeed Muhammad, told the court that the father of the petitioner had purchased the mansion during an auction in 1969 after competitive bidding, paid its cost and remained as absolute owner till the commencement of the acquisition process initiated by the provincial government.

He further claimed that there are no documents with any department of the provincial government to prove that the late Raj Kapoor and his family ever lived or owned this property.

However, the bench told the counsel that the matter ought to be taken to a civil court.

The mansion is now in a very dilapidated condition and its current owners want to demolish the structure and construct a commercial plaza in view of its prime location. However, all such moves were stopped as the archaeology department wanted to preserve the mansion, keeping in view its historic importance.

Raj Kapoor's ancestral home, known as Kapoor Haveli, is situated in Peshawar's famous Qissa Khwani Bazaar. It was built between 1918 and 1922 by the legendary actor's grandfather Dewan Basheswarnath Kapoor. Raj Kapoor and his uncle Trilok Kapoor were born here.

Rishi Kapoor and his brother Randhir had visited the site in the 1990s.

Shiv Sena Launches Delhi Unit, Eknath Shinde To Visit Soon

The Shiv Sena, led by Maharashtra Chief Minister Eknath Shinde, on Sunday launched its Delhi unit and vowed to implement the 'Maharashtra model' of development in the national capital.

Shiv Sena senior leaders Anandrao Adsul and Anshumman Joshi inducted several leaders into the party fold, asserting that the outfit would bat for the rights of the "sons of the soil" and root out corruption in the national capital.

Adsul said Shinde would soon visit the national capital to announce the office-bearers of the party's Delhi unit.

"We are reaching out to people and local leaders with our humanity, inclusiveness and good governance agenda," Adsul said, and launched the party's 'Good Governance, Maharashtra Model' and 'Apna Abhimaan, Dhanush-Baan' campaigns.

Adsul, a former Union minister, said the Shiv Sena would take forward the legacy and vision of party founder Balasaheb Thackeray with regard to inclusiveness, humanity, good governance and alliance with its old ally the BJP.

With the launch of the Delhi unit, the national capital becomes the 20th state/Union Territory to have a Shiv Sena unit, he said.

"The party will leverage experienced leadership to expand its reach nationally. Our Chief Minister Eknath Shinde has given a governance model to Maharashtra and the party's young leaders bank on that to expand the base in Delhi and other states too," Adsul said.

Adsul recalled that Balasaheb Thackeray had saved Sikhs in Mumbai and Maharashtra in the aftermath of the anti-Sikh riots of 1984.

Joshi said the Shiv Sena would fight against rampant corruption in Delhi.

"Only the son of the soil can understand the problems of Delhi. People are getting inflated electricity and water bills, so the promise of free water and electricity was not fulfilled," Joshi said.

No Pension For Over A Year, 85-Year-Old Rajasthan Woman Declared 'Dead'

Eighty-five-year-old Gattu Devi who lives in a village in Rajasthan's Ajmer district with her family was in for a shock when she learnt that her widow pension was stopped by the government declaring that she was dead.

A resident of Banjari village under Todgarh tehsil, the grandmother of three received her last pension of Rs 1,500 in February 2022, which too she discovered recently.

"We did not check the account as we thought the pension was being deposited regularly for the past many years. I went to the panchayat samiti and realised that my mother was declared dead and pension was stopped in February last year," Chunnilal Regar, Gattu Devi's son said.

The authorities of the Department of Social Justice and Empowerment have initiated an inquiry to ascertain the loophole that led to the mistake. In the meantime, the department has verified Gattu Devi's identity and said her pension along with the arrears will be released next month. According to officials, the octogenarian was declared dead by the panchayat samiti without verification.

To declare someone dead, the panchayat requires a death certificate without which it is impossible to update the system. However, my mother's name was not even present in the list of dead persons, said Regar.

Gattu Devi, accompanied by her son, also visited the e-Mitra centre for biometric identification with a fractured leg, but to no avail.

"We went to the centre three-four times. However her finger prints could not be taken due to old age," her son said.

The issue was resolved after it came to the notice of authorities.

" The matter has come to our notice. Why would the department declare someone dead? There must be some technical error. We will get the matter checked. We have also sent a person to the beneficiary's residence for verification, which has been completed. The pension will be resumed from next month and arrears will also be deposited," said Hari Mohan Meena, Director of the Department of Social Justice and Empowerment.

The authorities also pointed out that the verification process is carried out by field workers, which is subject to inquiry.

This process contains three layers which takes time, after the completion of which the pension and arrears are released.

According to authorities, the department has also started self-verification through a mobile application through which anyone, including the elderly and disabled, can get themselves verified while sitting at home. The step has been taken considering the problems that came to notice for getting biometric verification done.

After learning about Gattu Devi's case, Minister for Social Justice and Empowerment Department Tika Ram Jully instructed his officer on special duty to take necessary steps and start the pension immediately after taking complete information about the account.

Minister's action was called for as the state government is holding inflation relief camps where the government is providing information and benefits of its 10 ambitious schemes, including pensions, for various kinds of beneficiaries.

The inquiry revealed that the verification was pending due to an amendment in Jan Aadhar Card (ID for the citizens of Rajasthan) by the pensioners in April 2023. The Jan Aadhar team has been asked to complete the verification work at the earliest. After which, the department has activated the pension account and from next month, the pension will be resumed. The arrears will also be added to the sum.
