Watch: Rahul Gandhi Talks To Students Preparing For UPSC, SSC Exams

Congress leader Rahul Gandhi on Thursday interacted with students preparing for the Union Public Service Commission and the Staff Selection Commission examinations in the Mukherjee Nagar area in Delhi.

Rahul Gandhi's meeting with the students came on a day a court in Gujarat's Surat rejected his application for a stay on his conviction in a criminal defamation case over his "Modi surname" remark.

Mr Gandhi asked the students about their expectations and experiences.

In Mukherjee Nagar, Mr Gandhi was seen seated on a chair on the roadside with the students as he asked them about their expectations and experiences.

Earlier this week, Mr Gandhi visited the Jama Masjid area in old Delhi and the Bengali Market and treated himself to the popular dishes of these areas.

Rahul Gandhi visited a famous 'sharbat' vendor in the Jama Masjid area and other eateries. He also treated himself to fruits and had a taste of 'golgappas' at Nathu Sweets at the Bengali Market.

ड्रग्स लेने वालों पर नहीं, तस्करों पर करें फोकस: NCB से बोले गृहमंत्री अमित शाह

केंद्रीय गृह मंत्री अमित शाह ने बुधवार को कहा कि नारकोटिक्स कंट्रोल ब्यूरो (एनसीबी) को उपभोक्ताओं को टार्गेट करने के बजाय मादक पदार्थों के तस्करों और कार्टेल पर नकेल कसने पर ध्यान देना चाहिए. राज्यों और केंद्र शासित प्रदेशों के एंटी नार्कोटिक्स टास्क फोर्स के एक सम्मेलन को संबोधित करते हुए शाह ने कहा कि  नशा करने वाले पीड़ित होते हैं जिन्हें पुनर्वास की आवश्यकता होती है. अपराधीकरण की आवश्यकता नहीं होती है. 

शाह ने कहा कि हमारा दृष्टिकोण साफ होना चाहिए कि जो ड्रग्स का सेवन करता है वह पीड़ित है और जो ड्रग्स का कारोबार करता है वह अपराधी है, और उनसे दृढ़ता से निपटने की आवश्यकता है. हमें पुनर्वास में उनकी मदद करनी चाहिए. जांच का फोकस ड्रग व्यापार के पीछे तस्करों और कार्टेलों पर होना चाहिए.

गृह मंत्री की टिप्पणी एनसीबी द्वारा आर्यन खान से जुड़े एक हाई-प्रोफाइल मामले को संभालने के विवाद के बाद आई है. आर्यन खान को अक्टूबर 2021 में एक क्रूज पार्टी पर छापे के दौरान गिरफ्तार किया गया था. इस मामले ने NCB के भीतर भ्रष्टाचार, जबरन वसूली और राजनीतिक हस्तक्षेप के आरोप सामने आए थे. इस केस के बाद एनसीबी की तरफ से आंतरिक जांच के लिए एक विशेष जांच दल का भी गठन किया गया था.  जिसने मामले की जांच कर रही टीम द्वारा कई खामियां और "संदिग्ध व्यवहार" रेखांकित किया था.  और उनके खिलाफ कार्रवाई की सिफारिश की थी. एजेंसी के लिए एक बड़ी शर्मिंदगी भरे फैसले में आर्यन खान को सभी आरोपों से मुक्त कर दिया गया था. 

शाह ने कहा कि नशे ने न केवल युवा पीढ़ी को खोखला बनाया है बल्कि देश की अर्थव्यवस्था पर भी इसके कई प्रतिकूल प्रभाव पड़े हैं. उन्होंने यह भी कहा कि नार्को-टेररिज्म के जरिए ड्रग तस्कर देश की सीमा की सुरक्षा में सेंध लगा सकते हैं.उन्होंने कहा कि अगर 130 करोड़ भारतीय इसे एक साथ लड़ते हैं, तो हम इस लड़ाई को जीत लेंगे. उन्होंने कहा कि नरेंद्र मोदी सरकार ने आजादी के 100वें वर्ष 2047 तक देश को नशा मुक्त बनाने का लक्ष्य रखा है.

Sanitation Workers In Supreme Court To Be Called Supervisor: Chief Justice

The humble sanitation worker called 'Jamadar' in the Supreme Court will now be addressed as 'Supervisor', with Chief Justice of India D Y Chandrachud deciding to change the nomenclature of certain posts, saying they reflected a “colonial mindset” having no place in a modern society.

While inaugurating the ‘Supreme Court Sports, Cultural & Other Events- 2023' in which 970 court employees will participate, the CJI said the purpose behind organising the events was to encourage a holistic pattern of living for the staff and to promote their physical and mental well-being.

The top court, in a statement, said 12 sports and 9 cultural events will be organised.

Justice Chandrachud also mentioned some of the welfare measures being planned for the staff, including a bigger and better equipped creche, a training centre, and a staff library among others.

He also referred to his recent administrative decisions to change the nomenclature of certain designated posts.

The CJI greatly encouraged the women staff members to participate in the upcoming sports events, emphasising that they are no less than their men counterparts.

He also distributed track suits for the events to select staff members, including persons with disabilities.

The CJI inaugurated the event by taking the first shot with the striker in a game of carrom.

Secretary General of the top court Sanjeev Kalgaonkar also spoke at the inauguration function.

Sexual Offence Victim Has Right To Participate In Proceedings: High Court

The Delhi High Court on Wednesday ruled the victim of a sexual offence has "unbridled participatory rights" in all criminal proceedings in the matter but there is no legal requirement to make her a party to the proceedings.

Justice Anup Jairam Bhamabhani stressed on the need of maintaining confidentiality in respect of the identity of the victim and directed the high court registry to "carefully scrutinise" all filings in order to ensure the anonymity of the victim is strictly maintained.

The court also said in light of a Supreme Court decision granting participatory rights to such victims in criminal proceedings, section 439(1A) (right of victim to be heard) of Code of Criminal Procedure must be expanded to include her right to be heard even in petitions where an accused seeks anticipatory bail, a convict seeks suspension of sentence, parole, furlough, or other such interim relief.

The court's order came while dealing with bail plea by a person accused of rape and aggravated sexual assault on a minor.

The victim had been made a "party-respondent" in the matter while redacting her details.

The court observed that it is the State which is in-charge of prosecuting criminal offences and the "right to be represented and be heard" is different from the "right or the obligation to be a party" to the proceedings.

The court noted there may be times where a victim may not seek a hearing, and making her a party to the proceedings and mandating her to appear and defend may cause her additional hardship and agony.

"There is no requirement in law to implead the victim, that is to say, to make the victim a party, to any criminal proceedings, whether instituted by the State or by the accused," said the court in its 20-page order.

"In accordance with the mandate of the Supreme Court.., a victim now has unbridled participatory rights in all criminal proceedings in relation to which the person is a victim, but that in itself is no reason to implead a victim as a party to any such proceedings, unless otherwise specifically so provided in the statute," it stated.

Making the presence of the informant obligatory at the time of hearing in terms of section 439(1A) CrPC gives the victim the right to be "effectively heard", whether through the informant or other authorised representative, and her "mere ornamental presence" is not enough, it said.

The court said it was clear that victims of crime can no longer be asked to remain mere spectators and must be accorded unbridled participatory rights in the legal proceedings initiated in relation to the crime alleged to have been committed against them.

Amicus curiae, senior advocate Rebecca John who assisted the court in the matter, argued there was no requirement, statutory or otherwise, that a victim must be made party to criminal proceedings and her right to be heard is already recognised.

The counsel for the complainant, however, argued the victims must be impleaded.

John said, in certain cases, there is no anonymousness in relation to a victim at all, and once a victim has been impleaded as a party respondent, there are high chances of third persons being able to put-together her identity even if anonymity is maintained.

To protect the identity of victims, the court passed a slew of directions and asked that the same may be shared with trial courts and police by the high court Registrar General and be brought to the notice of the high court chief justice for framing appropriate practice directions.

The court said the name, parentage, address, social media credentials and photographs of the prosecutrix/victim/survivor must not be disclosed in the filings made in court and any identifying particulars may be brought to court or filed in a sealed cover or a pass-code locked electronic folder.

The registry must ensure that particulars do not get reflected in the cause-list and the details of the victim's family members are not disclosed in any manner, the court stated.

"At the stage of scrutiny of the filings, in the event the Registry finds that the identity credentials of a prosecutrix/victim/ survivor are disclosed in the memo of parties or anywhere else in the filings, such filings must be returned to counsel who have filed the same, to undertake requisite redactions, before the filings are accepted," stated the court.

It since complete redaction from all documents may not be possible, files/paper-books etc relating to sexual offences must not be provided to any person other than the parties to the litigation and all service shall only be effected by the investigating officer who must remain in plain clothes to avoid any unwarranted attention and inform the victim of her right to free legal aid.

The court perused the legal framework under the Indian Penal Code, POCSO and CrPC and said it was a statutory mandate that the identity of a victim must be kept confidential.

नोएडा प्रशासन ने रियल एस्टेट कंपनी सुपरटेक का कार्यालय किया सील

दिल्ली से सटे नोएडा में जिला प्रशासन ने जमीन, जायदाद के विकास से जुड़ी प्रमुख कंपनी सुपरटेक समूह के कार्यालय को सील कर दिया है. अधिकारियों ने बुधवार को यह जानकारी दी. कंपनी ने प्रशासन की इस कार्रवाई को अवैध बताते हुए कहा कि जो कार्यालय सील किया गया है, वह सुपरटेक लिमिटेड का है जबकि बकाया वसूली का मामला सुपरटेक टाउनशिप से जुड़ा है. जिला प्रशासन ने समूह के सुपरटेक टाउनशिप से बकाया वसूलने के लिए हाल ही में कार्रवाई शुरू की थी.

अतिरिक्त जिला अधिकारी (वित्त/राजस्व) वंदिता श्रीवास्तव ने पीटीआई-भाषा से कहा, “सुपरटेक का कार्यालय सील कर दिया गया है.” अधिकारियों के अनुसार, कार्यालय को सील करने की प्रक्रिया मंगलवार दोपहर दादरी के तहसीलदार की निगरानी में शुरू की गई थी. इस बीच, सुपरटेक समूह ने जिला प्रशासन की कार्रवाई की निंदा की है.कंपनी के एक अधिकारी ने कहा, ‘‘अवैध कार्रवाई से उन घर खरीदारों को भारी परेशानी हुई है, जिन्हें अपनी विभिन्न जरूरतों के लिए इस कार्यालय में आने की जरूरत है.''

Maharashtra Records 1,100 New Covid Cases, 4 Deaths In 24 Hours

Maharashtra on Wednesday recorded 1,100 new coronavirus infections and four fatalities, the health department said in a bulletin.

The state has 6,102 active cases now.

The state's COVID-19 case tally rose to 81,58,393, and death count to 1,48,489.

The state had recorded 949 cases and six deaths on Tuesday.

Mumbai recorded 234 cases and one fatality on Wednesday.

Thane city, Pune city and Satara district recorded one fatality each.

The case fatality rate of Maharashtra is 1.82 per cent.

As per the health department, XBB.1.16 is the dominant variant of coronavirus in the state with a total of 681 cases of its infection found. There were five deaths among the cases of this variant, the bulletin said.

Since January 1, Maharashtra has recorded 72 COVID-19 deaths. Of these, 74 per cent of fatalities were individuals above 60 while 69 per cent of the deceased had comorbidities.

As of April 18, the state had 6,118 active cases, of which 5,830 (95.3 per cent) were in home isolation while 288 were hospitalised.

Of 288 hospitalised patients, 48 per cent were in Intensive Care Units.

With 1,112 patients recovering from coronavirus infection since previous evening, the total of recoveries rose to 80,03,802.

The recovery rate in the state is 98.11 per cent.

Earlier in the day, Medical Education Minister Girish Mahajan said that 25 dedicated COVID-19 hospitals under his department have been activated looking at the rise in the cases.

'Make In India' Should Embrace Chinese Market, Says China Envoy

China's Consul General in the financial capital, Kong Xianhua, on Tuesday stressed that there is a need for increasing Indian exports into the northern country, emphasising that a big opportunity exists.

Addressing representatives of trade at a promotion event for the China International Import Expo, Mr Xianhua acknowledged the high imbalance in trade in favour of his country.

"...give more emphasis to China, 'Make in India' should embrace Chinese market," Mr Xianhua urged the industry.

Last year, the Indo-China bilateral trade reached a new record of USD 136 billion, which included USD 118 billion of China's exports into India and USD 18 billion of India's exports into China, he said.

The data, however, does not tell the "full story", he said, pointing out that a lot of China's exports are intermediate products which finally become Indian exports to other countries.

Mr Xianhua also asked the members of trade to make friends with Chinese merchants and customers, and "win their heart" with the products and charisma.

Stating that India possesses a strength in information technology and movie production, Mr Xianhua asked those present at the conference to "take advantage" of their specialties.

Pointing to Beijing's 'Digital China Construction' plan focused on digital transformation of the whole economy and society, Mr Xianhua said it will generate real and huge demand for IT services.

"I do hope my Indian friends will not miss this digital feast," he added.

Lasting business partnership can only be built upon mutual trust, he said, adding that the same can be established only by understanding the partner's "mindset and morality". There are over 2 lakh Indians happily staying in Shanghai, he added.

The China International Import Expo scheduled to be held in November this year is the best entrance for newcomers into China, the diplomat said, adding that in its last edition in 2019, over 5 lakh Chinese visited the expo which had stalls by 3,800 vendors.
