"No Question Of Going With Congress Or BJP": HD Deve Gowda

JD(S) patriarch H D Deve Gowda on Monday asserted that there is no question of his party going near to either the Congress or BJP, and announced that he will be touring various parts of the state for campaigning ahead of the Assembly polls in Karnataka.

The former Prime Minister said he will tour extensively in the party stronghold of Old Mysuru region and a couple of districts in northern parts of the state for campaigning.

"I will tour the state after April 10th, preferably all of the Old Mysuru region -- Mandya, Hassan, Kolar, Chikkamagaluru, Chikkaballapur, Ramanagara and Tumkur. I'm going to tour this region. This is our strong belt," Mr Gowda said in a video statement released by his office.

"I also want to go to Raichur and Vijayapura districts (north Karnataka), where I have done a lot of work to save farmers, who were suffering badly because of drought. By getting water from Krishna (river), amidst water sharing dispute with Andhra Pradesh and Maharashtra, I had worked there," he said.

Stating that his son and party leader H D Kumaraswamy will tour the rest of the state including these regions, the veteran leader said "there is no question of going either near to Congress or near to BJP." The 89-year-old leader had stayed away from active campaigning, other than appearances at a couple of rallies, like the one in Mysuru recently, due to age-related ill health.

Speaking about Hassan seat, Mr Gowda said: "Hassan is my Parliamentary segment. Of course, I have left it to my grandson (MP Prajwal Revanna). Even then, I have take care of all these areas personally along with Old Mysuru, Raichur and Vijayapura, among others." Differences seem to have cropped up within the Gowda family regarding Hassan Assembly seat, which has become a bone of contention, as Bhavani Revanna, who has thrown her hat in the ring, has not relented, despite her brother in-law Kumaraswamy repeatedly making it clear that she will not be fielded, and instead a "loyal party worker" will enter the fray.

Bhavani Revanna, a former Hassan zilla panchayat member, is the wife of Kumaraswamy's elder brother and former minister H D Revanna and daughter-in-law of Gowda. She has the backing of her husband and sons -- Prajwal and Suraj Revanna -- who are Member of Lok Sabha from Hassan and an MLC respectively.

JD(S), which has set a target of winning at least 123 seats in the 224 member Assembly, has announced the first list of 93 candidates so far.

Voting will take place in a single phase across the state on May 10 and the results declared on May 13.

"Sorry Spectacle": Supreme Court On Andhra Pradesh Newspapers Case

The Supreme Court Monday voiced displeasure over bitter arguments between the Andhra Pradesh government and a leading Telugu newspaper over the choice of an Andhra Pradesh High Court bench to adjudicate the dispute regarding a government order on purchase of newspaper by local bodies volunteers, calling it a "sorry spectacle".

The dispute has its genesis in a tussle between two leading Telugu dailies-- Eenadu owned by Ushodaya Publications and Sakshi, published by Jagati Publications owned by Chief Minister Y S Jaganmohan Reddy.

Eenadu has accused the state government of promoting the sales of Sakshi newspaper. The top court said the judges are "extremely disturbed" with the arguments canvassed by the Andhra Pradesh government and the company that publishes Eenadu.

A bench of Chief Justice DY Chandrachud and Justices PS Narasimha and JB Pardiwala said it is willing to transfer the matter to the Delhi High Court.

"This is a sorry spectacle and we three judges are extremely disturbed with your arguments. One side does not want the matter to be adjudicated by a single judge bench and the other side does not want it to be heard by the division bench. This is a matter of propriety. Therefore, now, we are willing to transfer the matter outside the state to Delhi High Court," the bench said.

Senior advocate Mukul Rohatgi, appearing for the publishers of Eenadu, insisted the matter be listed before any single judge bench of the Andhra Pradesh High Court, while senior advocate CS Vaidyanathan, representing the state government, wanted it to be heard by a division bench.

When the bench said it is willing to transfer the matter to the Delhi High Court, Mr Vaidyanathan contended he needs to seek instructions on the transfer. The top court granted him time till April 17.

At the outset, Mr Vaidyanathan said the state government is willing to increase the additional financial support of Rs 200 per month to Rs 210 per month for village and ward volunteers for purchase of newspapers and it would cover almost newspapers.

The bench told him it should not appear that the government is favouring one newspaper and that it has to ensure a level playing field.

Mr Rohatgi said the beneficiary volunteers are members of local bodies and village committees who are given financial support to buy the newspaper favouring the government (Sakshi) in order to take the message of its schemes to the people.

"They (the government) claim we are a newspaper which is favoured by the opposition and that is the reason for the dispute," he said.

Mr Vaidyanathan said that the matter related to volunteers is pending before the high court and the opposition has not challenged the scheme.

The bench posted the matter for further hearing on April 17 and asked the state government to convey its response on transfer of the matter to the Delhi High Court.

Ushodaya Publications alleged the Government Order (GO) violated the fundamental rights to equality and freedom of speech and expression, and that the widest circulated Telugu newspaper in the state 'Eenadu' was deliberately kept out on account of the fixation of an additional financial support of Rs 200 per month for village volunteers and ward volunteers.

"It is relevant to note that 'Eenadu' (petitioner) has a monthly subscription at the rate of Rs 207.5 and the newspaper published by R-7 (Sakshi) has a monthly subscription rate of Rs 176.5. It is relevant to note that the newspaper with the third widest circulation, that is 'Andhra Jyoti', has a monthly subscription rate of Rs 207," the plea has said.

It has claimed the amount of Rs 200 has been fixed by the state government so the volunteers do not purchase Eenadu.

On March 29, the top court had the response of the Andhra Pradesh government and others on a plea moved by Ushodaya Publications challenging the government order (GO) "aimed at increasing the sales of the Sakshi newspaper".

Ushodaya Publications, which has moved the appeal against an Andhra Pradesh High Court order that refused to stay the impugned GO, alleged that allowances are being given to village and ward volunteers in the southern state to buy "Sakshi".

"The state government has also said Eenadu does yellow journalism and hence, do not go for it. This is a state propaganda," Rohatgi had earlier argued and referred to the remarks made by the chief minister against Eenadu.

"This is a classic case where the respondent -- the state government at the instance of respondent number 9 (the chief minister) -- has made every attempt to curtail freedom of press, including freedom of circulation of the petitioners, in an arbitrary exercise of jurisdiction.

"The constitutional rights guaranteed under Articles 14 and 19 of the Constitution of a newspaper (petitioner number 1) are infringed by the abuse of the official position by respondent number 9, who is making every attempt to strangulate the operations of 'Eenadu', published by petitioner number 1," Ushodaya Publications has said in its plea filed through lawyer Parmatma Singh.

The petition has challenged the two high court orders by which the plea seeking the suspension of the GO dated December 8, 2022 was rejected.

"The high court failed to appreciate that the aforesaid GO was ex-facie violative of Articles 14 and 19 of the Constitution. The objective of the said GO was to provide gram volunteers and functionaries with 'one widely circulated daily newspaper'," the plea said.

"The state government has not given a choice to the readers of subscribing to a newspaper of their own choice and has forced them to buy 'Sakshi', which promotes the political agenda of a particular political party, and not to subscribe to any newspaper that is critical of the state government," the plea has said.

Besides seeking a stay on the operation of the high court orders, it has also sought a direction to the Audit Bureau of Circulations of the Andhra Pradesh government to "suspend auditing the circulation of Sakshi newspaper for the period from July-December, 2022 and for subsequent period".

The GO sanctioned Rs 200 per month from the state funds as an additional financial support for each gram volunteer and ward volunteer to enable them to purchase one widely circulated Telugu newspaper.

The Andhra Pradesh High Court had said there was no material showing that the GO instructed the gram volunteers or ward volunteers and village secretariats or ward secretariats to subscribe to "Sakshi".

9% Of India's Electricity To Come From Nuclear Sources By 2047: Minister

India will get 9 per cent of its electricity from nuclear sources by 2047, the centenary year of the country's independence, Union Minister Jitendra Singh said on Sunday.

The Science and Technology minister made these remarks after reviewing the functioning of the Bhabha Atomic Research Centre in Mumbai.

Mr Singh said the rising share of nuclear power in India's energy basket would help it get closer to the commitment of achieving the net zero target by 2070.

He said the Department of Atomic Energy has been given the target of achieving 20 gigawatts (GW) capacity of nuclear power generation by 2030, which will make India the third-largest producer of atomic energy in the world after the US and France.

Mr Singh said the credit for this rapid stride goes to Prime Minister Narendra Modi who took the decision of approving 10 reactors in a fleet mode in a single order and also allowed nuclear installations to be developed under joint ventures with PSUs.

India has the sixth-highest number of functional nuclear reactors in the world and the second-highest number of reactors, including those under construction.

During 2021-22, nuclear power reactors generated 47,112 million units of electricity, about 3.15 per cent of the total electricity generated in the country, Singh had told Lok Sabha last week.

The present installed nuclear power capacity is set to increase from 6,780 megawatts (MW) to 22,480 MW by 2031 on progressive completion of projects under construction and accorded sanction, Singh had said.

After Sachin Pilot's Attack, Congress Defends Ashok Gehlot's Leadership

After Sachin Pilot fired a fresh salvo at the Ashok Gehlot dispensation in Rajasthan, the Congress on Sunday said its government has implemented a large number of schemes that benefitted people and it will seek a renewed mandate on the strength of its achievements as well as collective efforts of the organisation.

The assertion by the party came after former deputy chief minister Sachin Pilot  opened a new front against Chief Minister Gehlot, announcing a day-long fast to seek action from his government over alleged corruption during the BJP rule in the state.

In a statement, Congress general secretary Jairam Ramesh said the Congress government in Rajasthan with Ashok Gehlot as chief minister has implemented a large number of schemes and taken many new initiatives that have impacted the people profoundly.

"This has given the state a leadership position in governance in our country. The Bharat Jodo Yatra in Rajasthan was an outstanding success made possible by the dedication and determination of the party organisation in the state," he said.

"Later in the year, the Congress will seek a renewed mandate from the people on the strength of these landmark achievements and the collective efforts of our organisation," Ramesh said.

The statement came after Mr Pilot fired a fresh salvo at his bete noire, putting pressure on the central leadership to resolve issues before the year-end polls.

"No action was taken (by the Gehlot government) on corruption by the previous Vasundhara Raje government. While in opposition, we had promised that an inquiry would be conducted in the mines scam of Rs 45,000 crore," he said at a press conference at his residence in Jaipur, announcing that he will hold a hunger strike on Tuesday.

Army Team Inspects Route To Hemkund Sahib, Before May 20 Reopening

An Army team on Sunday visited the Hemkund Sahib, which will open for pilgrims on May 20, and inspected the road leading to the revered Sikh shrine in the Garhwal Himalayas in Uttarakhand, an official said.

Narinderjit Singh Bindra, chairman of the Gurudwara Sri Hemkunt Sahib Management Trust, said the road to the shrine is enveloped by a 10-feet blanket of snow on the Atlakoti glacier.

The shrine itself is covered by 8-12 feet of snow while the lake on whose banks it is situated is blanketed by a layer of snow, Bindra added.

He added that the Army personnel would begin to clear the snow from the route from April 20.

The road will be ready well before the pilgrimage season begins on May 20, Bindra said, quoting the Army team.

Indian Army jawans clear the snow from the road leading to Hemkund Sahib ahead of the pilgrimage season every year.

Located at a height of over 15,000 feet on the banks of a Himalayan lake in Uttarakhand's Chamoli district, Hemkund Sahib is the highest Sikh shrine in the world.

The visiting Army team included Brigade Commander Brigadier Aman Anand, Officer Commander Colonel Sunil Yadav, Captain Manik Sharma, Subedar Major Nekchand and Havildar Harsevak Singh, Bindra added.
