मुंबई में 50 प्रतिशत कोविड मरीज ऑक्सीजन सपोर्ट पर, पॉजिटिविटी रेट 11 प्रतिशत से ऊपर

मुंबई में कोरोना वायरस संक्रमित मरीजों की संख्या बढ़ने के कारण कोविड वॉर रूम फिर एक्टिव हो गए हैं. मुंबई में 50 प्रतिशत कोविड मरीज ऑक्सीजन सपोर्ट पर हैं. पॉजिटिविटी रेट 11 प्रतिशत से ऊपर है. ऐसे में सभी वार्डों के कोविड वॉर रूम अलर्ट पर हैं. बूस्टर डोज और टेस्टिंग से लोगों की हिचक दूर करना बड़ी चुनौती है. 

मुंबई शहर के हर वॉर्ड में कोविड वॉर रूम फिर से एक्टिव हो गए हैं. कोविड बेड मैनेजमेंट, पेशेंट काउंसलिंग वगैरह सारा जिम्मा यही वॉर रूम संभालते हैं. फ़िलहाल बिना लक्षणों वाले मरीज़ ज़्यादा हैं. 

बीएमसी के एफ साउथ वॉर्ड की मेडिकल ऑफिसर डॉ वैशाली खाड़े ने कहा कि,‘'दस में से छह मरीज असिम्पटोमेटिक हैं. दोनों जगह स्लम और नॉन स्लम से मरीज आ रहे हैं.''

मुंबई में कोविड पॉजिटिविटी रेट 11 प्रतिशत से ऊपर है. लोगों में कोरोना टेस्टिंग को लेकर हिचक है. इस वजह से टेस्टिंग कम है और पॉजिटिविटी ज़्यादा दिखती है. शहर की 15 फीसदी जनसंख्या ने ही बूस्टर डोज़ ली है. यह भी बीएमसी के सामने बड़ी चुनौती है. 

असिस्टेंट मेडिकल ऑफिसर डॉ जुनैद शेख ने कहा कि,‘'टेस्टिंग में हिचक है, मना रहे हैं. बूस्टर डोज के लिए भी काउंसलिंग कर रहे हैं.''

 दस दिनों के भीतर देश में कोविड पॉजिटिविटी रेट दोगुना हो गया है, वहीं एक्टिव मामलों में करीब ढाई गुना की बढ़ोतरी हुई है. गुरुवार को देश में पांच हजार से ज़्यादा कोरोना के मामले रिपोर्ट हुए.

दो अप्रैल को 3824  मामले रिपोर्ट हुए थे और 6 अप्रैल तक यह बढ़ते-बढ़ते 5,335 पर पहुंच गए. यानी पांच दिनों में ही 40 प्रतिशत का उछाल आया. 

ILBS के डायरेक्टर डॉ एसके सरीन ने कहा कि, ‘'अभी जो वेरिएंट है वो उतना घातक नहीं है. अस्पताल में दाखिले बढ़े हैं पर मृत्यु दर ज्यादा नहीं है. XBB.1.16 वेरिएंट अभी है. वह जल्दी स्प्रेड करता है, बहुत इनफेक्टिव है.''

ज़्यादातर कम लक्षण वाले मरीज ही रिपोर्ट हो रहे हैं लेकिन इन सबके बीच महाराष्ट्र में बीते 16 दिनों में 23 मौतें और मुंबई शहर में कुल मरीज़ों में से 50% मरीज़ों का ऑक्सीजन सपोर्ट पर होना साफ़ ज़ाहिर करता है कि सावधानी ज़रूरी है.

Cabinet Approves 'Indian Space Policy 2023' Which Will Boost ISRO Missions

The Union Cabinet on Thursday approved the Indian Space Policy, 2023 under which roles and responsibilities of organisations such as ISRO, NewSpace India Limited and private sector entities have been laid down.

The government had earlier opened up the space sector for the private sector to help boost development of the segment.

"In brief, it will offer clarity in the role of the components set up (in the recent past)," Union minister Jitendra Singh told reporters here.

He said the policy will aim to enhance the role of Department of Space, boost activities of Indian Space Research Organisation (ISRO) missions and give a larger participation of research, academia, startups and industry.

Uttar Pradesh To Crackdown On Real Estate Defaulters, To Recover Rs 503 Crore

The Gautam Buddh Nagar district administration has said it will launch a crackdown on real estate defaulters from Friday, noting that over Rs 500 crore are to be recovered from developers against whom the Uttar Pradesh real estate authority has issued notices.

District Magistrate Manish Kumar Verma, who took charge last month, said "munaadi" (beat of drum) will be carried out against the builders over the next two days for the recovery of dues towards the Uttar Pradesh Real Estate Regulatory Authority (UP RERA).

After this, the defaulters would be further "named and shamed" and coercive action -- including attachment and auction of their properties -- will follow in accordance with the law, Mr Verma told reporters.

According to officials, the total amount of dues for which recovery certificates (RCs) have been issued is over Rs 1,700 crore but the "recoverable" amount is Rs 503 crore since seven to eight builders have gone for insolvency through the National Company Law Tribunal (NCLT).

"There are over 1,700 RCs and the amount of recoverable dues is more than Rs 500 crore. We are currently not working on the RCs which are under litigation or have been stayed by some court. We have details of all defaulter builders and take action for recovery, starting with 'munaadi' against them," Verma said.

He said the administration has already taken action in some cases, sealed properties of defaulters and will now investigate their cases afresh, attach the properties and auction their assets to recover the dues.

"Our ultimate objective is to swiftly bring back the hard-earned money of the common man which has been stuck with the builder. This whole plan of action is to increase pressure on the defaulters and they return the money of the common man soon," the IAS officer said.

He said there are over 100 builders who are defaulters - 28 in Sadar tehsil and 73 in Dadri tehsil.

In a stern message to defaulters, DM Verma said, "The UP RERA has issued the RCs after due hearings and there is no way to escape it. The district administration appeals the defaulters to return the money of common man or else we are going to take strict action in future." Additional DM (finance and revenue) Vandita Srivastava said these RCs are from UP RERA only and not the local Noida Authority or the Greater Noida Authority.

"Ever since the RERA was formed in May 2018, the district administration has been getting 150 to 200 RCs on an average every month. Till date, the total number of RCs received are 4,571, totaling around Rs 1,728 crore," Vandita Srivastava said.

"Action has been taken on these RCs at the tehsil levels from 2018 to present day, excluding the period of peak COVID-19 pandemic from March 2020 to February 2022 during which no coercive action was taken against builders in compliance with a court order," she said.

Ms Srivastava said that last year the district administration managed to recover over Rs 200 crore of the RERA's RCs from the defaulters, while the overall recoveries done since 2018 is around Rs 365 crore.

During last year, several defaulting builders also reached a settlement with homebuyers in cases totaling an amount of over Rs 344 crore, the ADM said.

"Now we are going to further sharpen our efforts in recovering the dues through this campaign against defaulters," Vandita Srivastava told reporters.

India Elected To UN Statistical Commission For 4-Year Period

In a significant victory, India has overwhelmingly been elected to the UN Statistical Commission for a four-year period in a "competitive" election in which China and South Korea are still vying for the remaining seat from the Asia Pacific category.

India secured an overwhelming 46 out of 53 votes. A second candidate is yet to be decided between South Korea and China and the balloting process will resume later in the day for electing the remaining Asia Pacific States member.

India was elected by secret ballot while Argentina, Sierra Leone, Slovenia, Ukraine, the United Republic of Tanzania and the United States of America were elected by acclamation for a four-year term of office beginning January 1, 2024.

"India elected to the highest UN statistical body for a 4-year term beginning on 1 January 2024! Congrats Team @IndiaUNNewYork for coming through so strongly in a competitive election," External Affairs Minister S Jaishankar said in a tweet on Wednesday.

He added that India's "expertise in the field of statistics, diversity & demography has earned it a seat on the UN Statistical Commission." The current members from the Asia-Pacific States are Japan (2024), Samoa (2024) as well as Kuwait and the Republic of Korea, whose terms are ending this year.

The United Nations Statistical Commission, established in 1947, is the highest body of the global statistical system bringing together the Chief Statisticians from member states from around the world.

It is the highest decision-making body for international statistical activities, responsible for setting of statistical standards and the development of concepts and methods, including their implementation at the national and international levels.

The Commission consists of 24 member countries of the United Nations elected by the United Nations Economic and Social Council on the basis of equitable geographical distribution.

Five members are from African States, four from Asia-Pacific States, four from Eastern European States, four from Latin American and Caribbean States and seven members from Western European and other States.

"मंत्री जी भाग गए", गिरिराज सिंह से मुलाकात नहीं होने पर टीएमसी प्रतिनिधिमंडल ने लगाया आरोप

तृणमूल कांग्रेस के सांसदों के एक प्रतिनिधिमंडल ने अभिषेक बनर्जी के नेतृत्व मे बुधवार को केंद्रीय मंत्री गिरिराज सिंह से मुलाकात करने और पश्चिम बंगाल में श्रमिकों के लिए लंबित महात्मा गांधी राष्ट्रीय ग्रामीण रोजगार गारंटी अधिनियम (मनरेगा) कोष का मुद्दा उठाने का प्रयास किया. लेकिन  प्रतिनिधिमंडल की मुलाकात गिरिराज सिंह से नहीं हो पाई. मंत्री से मुलाकात नहीं होने के बाद मीडिया से बात करते हुए अभिषेक बनर्जी ने कहा कि हमें उनकी अनुपस्थिति का कोई उचित कारण नहीं बताया गया.  ऐसा लगता है कि मंत्री के पास हमारे सवाल का जवाब नहीं है. इसलिए उन्होंने आसान रास्ता चुना और भाग निकले.

बनर्जी ने पत्रकारों से बातचीत में कहा, ‘‘हम बंगाल के 17 लाख परिवारों को भाजपा के हाथों उनके अधिकार से वंचित नहीं होने देंगे. जब तक मनरेगा फंड जारी नहीं किया जाता, तब तक हम अपनी आवाज उठाते रहेंगे. आश्वासन के बिना, हम नहीं छोड़ेंगे. हम यहां चाय और नाश्ते के लिए नहीं आए हैं.'' उन्होंने कहा कि पार्टी नेताओं ने मंत्री से बात की थी और उन्हें बुधवार को उनसे मिलने के लिए कहा गया था. बनर्जी ने कहा, ‘‘मुझे बताया गया कि वह आज संसद गए हैं. हम यहां तब आए जब संसद की कार्यवाही स्थगित हो गई. हम 10-12 दिनों तक इंतजार करेंगे और अगर वह कोष जारी नहीं करते हैं तो हम सड़कों पर उतरेंगे.''एक ट्वीट कर भी टीएमसी की तरफ से बीजेपी पर हमला बोला गया है.

तृणमूल कांग्रेस के प्रतिनिधिमंडल ने ग्रामीण विकास मंत्रालय के अधिकारियों के साथ बैठक के बाद इस मुद्दे पर एक ज्ञापन भी सौंपा. ज्ञापन में कहा गया है कि 12 मई, 2022 को पश्चिम बंगाल की मुख्यमंत्री ममता बनर्जी ने प्रधानमंत्री नरेन्द्र मोदी को पत्र लिखकर विभिन्न केंद्रीय योजनाओं के तहत राज्य के बकाये पर ध्यान केंद्रित किया था. इसमें कहा गया है कि इस विषय पर एक और पत्र नौ जून 2022 को लिखा गया था.

इसके बाद, तृणमूल सांसदों के एक प्रतिनिधिमंडल ने इस मुद्दे पर 16 जून, 2022 को मंत्री से मुलाकात की थी.ज्ञापन में कहा गया है, ‘‘हमें आपको सूचित करते हुए खेद हो रहा है कि बार-बार अपील के बावजूद बंगाल को बकाया राशि का भुगतान नहीं किया गया है. अप्रैल 2023 तक, मनरेगा, पीएमजीएसवाई, पीएमएवाई (जी) और एनएसएपी जैसी विभिन्न योजनाओं के तहत बंगाल का बकाया लगभग 12,300 करोड़ रुपये है.

पार्टी ने यह भी कहा कि मनरेगा संसद के एक अधिनियम द्वारा गारंटीयुक्त एक अधिकार है और केंद्र सरकार कार्य दिवस को मंजूरी न देकर और भुगतान में देरी करके लोगों के अधिकारों को रोक नहीं सकती है. ज्ञापन में कहा गया कि केंद्र सरकार को आवास योजना के तहत देय सभी धनराशि जारी करने की भी आवश्यकता है ताकि बंगाल को अब अपने लोगों के जीवन स्तर में सुधार करने में किसी भी बाधा का सामना न करना पड़े और पर्याप्त आवास सुविधाएं प्रदान की जा सके.

इसमें कहा गया है, ‘‘हम आपसे मनरेगा अधिनियम की धारा 27 को रद्द करने और बंगाल को बकाया राशि जारी करने के लिए तत्काल कार्रवाई करने का आग्रह करते हैं. इसके अलावा, 2022-23 और 2023-24 (बंगाल के लिए) के श्रम बजट में आपकी तत्काल कार्रवाई की आवश्यकता है. यह 1.4 करोड़ सक्रिय वेतन भोगियों की दुर्दशा को दूर करने और यह सुनिश्चित करने में एक लंबा रास्ता तय करेगा कि बंगाल में गरीब परिवार अपने काम के अधिकार को न खोएं.''

सोशल मीडिया प्लेटफॉर्म ट्विटर पर इस वीडियो को @TheFigen नाम के अकाउंट से शेयर किया गया है. वीडियो को शेयर करते हुए कैप्शन में लिखा गया है, 'शानदार दिख रहा है! क्या है यह?' महज 13 सेकंड के इस वीडियो को अब तक 682.3K व्यूज मिल चुके हैं, जबकि 9 हजार से ज्यादा लोग इस वीडियो को लाइक कर चुके हैं. वीडियो देख चुके यूजर्स इस पर तरह-तरह की प्रतिक्रियाएं दे रहे हैं. एक यूजर ने लिखा, 'यह पेंडोरा के नावी पेड़ का पेन ड्राइव वर्जन है' दूसरे यूजर ने लिखा, 'ये जादू है.' तीसरे यूजर ने लिखा, 'यह टाइमस्टोन है! थानोस इसी के लिए आ रहा है.' चौथे यूजर ने लिखा, 'ऐसा लग रहा है कि यह कोई छोटा उल्कापिंड हो सकता है.'
