India Successfully Tests Critical Homegrown Equipment In LCA Tejas

A successful flight-test of power take off (PTO) shaft was conducted on the Light Combat Aircraft Tejas in Bengaluru on Tuesday, the defence ministry said.

The PTO is a critical equipment that transmits power from aircraft engine to gearbox.

The ministry said the maiden successful flight-test of PTO shaft was conducted on LCA Tejas Limited Series Production (LSP)-3 aircraft.

"With this successful test, the DRDO has achieved a greater technological feat by realisation of complex high-speed rotor technology which only few countries have achieved," it said.

The PTO shaft is indigenously designed and developed by Chennai-based Combat Vehicles Research and Development Establishment of Defence Research and Development Organisation (DRDO).

"The PTO shaft, which is a critical component in the aircraft, will support the requirements of future fighter aircraft and their variants and offers competitive cost and reduced time of availability," the defence ministry said in a statement.

"The PTO shaft was designed with a unique innovative patented 'Frequency Spanning Technique' which enables it to negotiate different operating engine speeds," it said.

"The light weight, high speed, lubrication free PTO shaft transmits higher power between aircraft engine gear box and aircraft mounted accessory gearbox while accommodating misalignments that arise in the drive line," the ministry added.

Defence Minister Rajnath Singh complimented the DRDO, public sector undertakings concerned and the industry, saying that the successful realisation of PTO shaft is another major milestone towards Aatmanirbhar Bharat.

DRDO Chairman Samir V Kamat stated that the success showcased the country's research capability and will actively support the test aircraft programmes.

"Some Opposing Hindutva Thought Within, Outside The Country": RSS

Some forces in the world are not accepting "Bharatiya" resurgence and are opposing “Hindutva thought” within and outside the country, devising “new conspiracies” for creating mutual distrust and anarchy in society, and there is a need to defeat their designs, the RSS' top decision making body said on Monday.

Passing a resolution at its meeting here, the Akhil Bharatiya Pratinidhi Sabha (ABPS) of the Rashtriya Swayamsevak Sangh (RSS) urged the people to be vigilant against the forces that are instigating divisiveness.

“The ABPS wishes to underscore the fact that while many countries have respect and goodwill for Bharat, some forces in the world are not accepting this Bharatiya resurgence based on its 'Swa' or selfhood,” the resolution passed at the annual meeting read.

“These forces opposing Hindutva thought within and outside the country are devising new conspiracies for creating mutual distrust in society, systemic alienation and anarchy by instigating selfish interests and divisiveness,” it  noted “While being vigilant towards all these, we also need to defeat their designs,” it added.

More than 1,400 office-bearers, including RSS chief Mohan Bhagwat and general secretary Dattatreya Hosabale, are participating in the annual meeting which began here on Sunday.

A select number of office-bearers of 34 RSS-linked organisations including Vishva Hindu Parishad (VHP) are also present at the meeting, which will conclude on Tuesday.

BJP president JP Nadda and general secretary (organisation) BL Santhosh joined the meeting on Monday.

"India's Engagement With China Complex": Government

India's engagement with China is "complex" and Chinese attempts to unilaterally alter the status quo along the Line of Actual Control (LAC) in eastern Ladakh starting from April-May 2020 seriously disturbed the peace and tranquility in border areas and impacted overall ties, the Ministry of External Affairs (MEA) said in a report on Monday.

It said the Chinese attempts were invariably met with an "appropriate response" from Indian armed forces.

In its annual report for 2022, the MEA said the External Affairs Minister conveyed to his Chinese counterpart that the restoration of normalcy in ties will require the restoration of peace and tranquility along the frontier.

"India's engagement with China is complex. The two sides have agreed that pending the final settlement of the boundary question, maintenance of peace and tranquility in the border areas is an essential basis for the overall development of the bilateral relationship," the MEA's annual report for 2022 said.

"However, starting from April-May 2020, the Chinese side undertook several attempts to unilaterally alter the status quo along the LAC in the Western sector, which seriously disturbed the peace and tranquility along the LAC in the Western sector and impacted the development of the relationship," it said.

The government refers to eastern Ladakh as the Western sector.

The MEA said both sides have agreed to resolve the issues along the LAC in eastern Ladakh through peaceful dialogue and that discussions have continued with the Chinese side to achieve complete disengagement from all friction points and full restoration of peace and tranquility in the India-China border areas at an early date.

"However, the continued unilateral attempts by China to change the status quo have impacted the bilateral relationship since then," it said.

"The two sides continued to make some progress in the resolution of the issues along the LAC in eastern Ladakh. Continuing with disengagement in Pangong Tso in February 2021 and in the Gogra area in August 2021, this year, disengagement was achieved in Gogra-Hot Springs (PP-15) in Eastern Ladakh (September 2022)," the MEA said.

It said there are still some outstanding issues that need to be resolved.

"India has maintained its engagement with the Chinese side both through diplomatic and military channels to resolve the remaining issues at the earliest so as to restore peace and tranquility in the border areas," the MEA said.

It said External Affairs Minister S Jaishankar held a meeting with the then Chinese foreign minister Wang Yi during the latter's visit to India on March 25 last year.

"The two ministers exchanged views on the border situation along the Line of Actual Control (LAC) in eastern Ladakh. EAM conveyed to FM Wang Yi that restoration of normalcy will require a restoration of peace and tranquility," the report said.

Apart from this, Mr Jaishankar discussed key issues including the return of Indian students to continue their education in China.

The majority of Indian students had returned home following the COVID-19 pandemic. The report also mentioned the meeting of the two foreign ministers in Bali on July 7 last on the sidelines of a G-20 meeting.

It said during the meeting, Mr Jaishankar called for an early resolution of all outstanding issues along the LAC  in eastern Ladakh and reiterated the need to sustain the momentum to complete disengagement from all the remaining areas.

Mr Jaishankar also highlighted that the India-China relationship is best served by observing the three mutuals - mutual respect, mutual sensitivity, and mutual interest, the report said.

The report also cited the diplomatic and military talks between India and China to resolve the border issue.

"During these diplomatic and military level meetings, the two sides have had a candid and in-depth exchange of views on the situation along the LAC in the India-China border areas," the report said.

"There was agreement to continue discussions through diplomatic and military channels to resolve the remaining issues along the LAC at the earliest," it said.

The eastern Ladakh border row erupted on May 5, 2020, following a violent clash in the Pangong lake area.

The ties between the two countries nosedived significantly following the fierce clash in the Galwan Valley in June 2020 that marked the most serious military conflict between the two sides in decades.

The report noted that India continues to engage with China on multilateral platforms including BRICS, SCO, G-20, UN, etc.

On the Ukraine conflict, the report said India called for an immediate cessation of hostilities and an end to the violence and urged both sides to return to the path of diplomacy and dialogue.

"India also drew attention to the impact of the conflict on issues including food, fertilizer and fuel security, particularly in the developing countries. India also welcomed the signing of the 'Black Sea Grain Initiative' in July 2022 as well as its extension in November 2022," the report said.

It said India-Russia Special and Privileged Strategic Partnership continued to strengthen despite the COVID-19 related challenges and the difficulties arising due to the conflict in Ukraine which began on 24 February 2022.

"This period was particularly significant for bilateral relations, as it marked the 75th anniversary of the establishment of diplomatic ties, under which various events were organised," the MEA said.

"Both sides worked towards enhancing cooperation in all areas including high-level political engagements, cooperation in the trade and economic sphere, defence, security, culture, and people-to-people ties," it said.

It said India strengthened its partnerships in the Indo-Pacific region.

"The Indo-Pacific is central to India's ties with its closest partners, including its Quad partners: Australia, Japan and the United States," it said.

The report said the scope of the Quad continues to expand.

पाकिस्तान के पूर्व प्रधानमंत्री इमरान खान के नेतृत्व में सोमवार को उनके हजारों समर्थकों ने मार्च निकाला. वहीं, खान के खिलाफ दो गैर-जमानती गिरफ्तारी वारंट जारी होने के बाद उन्हें गिरफ्तार करने के लिए इस्लामाबाद पुलिस यहां पहुंची.

खान के समर्थकों ने उन्हें दाता दरबार ले जा रहे काफिले पर गुलाब की पंखुड़ियां फेंकी, जहां वह अपनी पाकिस्तान तहरीक-ए-इंसाफ (पीटीआई) पार्टी के समर्थकों को संबोधित कर सकते हैं.

तोशाखाना मामले में अदालत में पेश होने में विफल रहने और पिछले साल यहां एक जनसभा को संबोधित करते हुए एक महिला न्यायाधीश को कथित तौर पर धमकी देने के मामले में खान के खिलाफ गिरफ्तारी वारंट जारी किए गए हैं.

‘एक्सप्रेस ट्रिब्यून' की खबर के मुताबिक, खान के खिलाफ दो गैर-जमानती गिरफ्तारी वारंट जारी होने के बाद इस्लामाबाद पुलिस पीटीआई प्रमुख को गिरफ्तार करने के लिए एक विशेष हेलीकॉप्टर से लाहौर पहुंची, जिसके बाद खान अपने जमां पार्क निवास से मार्च की अगुवाई के लिए रवाना हुए.

इससे पहले, लाहौर जिला प्रशासन ने मार्च, उसके मार्ग और सुरक्षा व्यवस्था पर चर्चा करने के लिए पार्टी नेतृत्व से मुलाकात की.

हालांकि, जिला प्रशासन ने एक शर्त रखी कि पार्टी का कोई भी नेता न्यायपालिका या किसी अन्य संस्थान के खिलाफ बयानबाजी नहीं करेगा.

Jharkhand College Dropout Builds Bamboo Hydel Plant, Officials Interested

A mini-hydel plant developed by a 34-year-old man using bamboos has drawn the attention of National Bank for Agriculture and Rural Development (NABARD).

Hailing from Bayang village in Jharkhand's Ramgarh district, Kedar Prasad Mahto claimed to have developed the 5 KVA mini-hydel plant last year on a small village river.

The power is being used to illuminate a village temple and streets at no cost, he said.

A team of officials from NABARD recently visited the mini hydel power plant developed by the village youth to study the feasibility of its replication.

Upendra Kumar, Deputy Development Manager of NBARD, said, "We are studying the feasibility of such micro hydel plant. We are evaluating if this micro hydel plant would be viable in providing power to village farmers for cultivation. Both technical and financial aspects of it are being reviewed." During the visit of NABARD team, officials were informed that Mahto could set up a 2MW capacity hydel plant at an estimated cost of Rs 2 crore.

Mahto had long dreamt that he would be able to design a plant which could provide free electricity to his native village of Bayang, a mainly agricultural hamlet.

A college dropout Mahto set up the mini hydel power plant with investment of Rs 3 lakh from his pocket which has been generating 5KVA power for last one year. He said that his mini plant is capable of generating 30 to 40 KVA power but he is not generating full capacity power.

Mahto constructed the plant with bamboo sticks and installed a self-made turbine and generator in his mini hydel plant.

Withdraw One Rank, One Pension Notification: Supreme Court To Ministry

The Supreme Court on Monday said the Ministry of Defence cannot take law in its own hands by issuing a communication "unilaterally" that One Rank-One Pension (OROP) arrears to pensioners of the armed forces will be paid in four installments and sought a payment plan by March 20.

Noting that over four lakh pensioners have died since the OROP litigation started in 2016, the court also asked the defence ministry to immediately withdraw its communication and told Attorney General R Venkataramani to prepare a note giving details of the quantum of payment to be paid, the modalities to be adopted and what's the priority segment. The January 20, 2023 communication had said the OROP arrears will be paid in four equal installments to ex-servicemen.

The court observed that the defence ministry's January 20 communication was "directly contrary" to its verdict on March 16, 2022 that had directed payment of complete arrears within three months and it cannot unilaterally say it will pay OROP arrears in four installments.

During the Monday hearing, the attorney general submitted that the Centre has paid to some pensioners and will be paying rest of them one installment of OROP arrears by March 31, but needed some more time for further disbursement.

"First withdraw (your) January 20 notification on payment of OROP arrears, then we will consider your application for time," a bench of Chief Justice DY Chandrachud and Justices PS Narasimha and JB Pardiwala sternly told Mr Venkataramani.

"Mr. Attorney General, the ministry cannot take law in its own hands by issuing such communication on payment of OROP arrears in four installments. This January 20, communication is directly contrary to our verdict." The bench told Mr Venkataramani that the concern of the court is that ex-servicemen get their amount at the earliest and there should not be any delay in payment of the arrears especially those who are above 60-70 years.

"We want that there has to be some kind of categorisation and older people should be paid the arrears first. Over four lakh pensioners have died since the litigation started." It posted the matter for further hearing on March 20 and asked the Centre to file a note by that date giving specific details as asked.

Mr Venkataramani said he is personally in touch with the ministry over the payment of the arrears but the government has to look into the entire fiscal position and that there are several operational hurdles looking at the huge number of 25 lakh ex-servicemen.

"After the tabulation chart was prepared and final vetting by the ministry over seven lakh pensioners have been paid the arrears", he said.

Senior advocate Huzefa Ahmadi, appearing for the ex-servicemen association, said four lakh pensioners have already died during the pendency of the original OROP petition filed in 2016 and the government has been seeking extension of time to pay the arrears time and again.

"This court has upheld that equalization will be held every five years as per the formula of OROP. Now, the ministry wants arrears of 2019 equalization to be made in four installments, which will take it to 2024. Year 2024, will be another year of equalization. I don't want to say much but they have money for other things but don't have money for these ex-servicemen, who are solely dependent on their pensions", he said.

The top court is hearing an application filed by Indian Ex-Servicemen Movement (IESM), through advocate Balaji Srinivasan, in which it has sought setting aside of the defence ministry's January 20 communication.

Meanwhile, the Centre has moved an application seeking modification of the February 27 order, which had asked the Centre to consider recalling of the January 20 communication of the ministry of defence.

"The Controller General of Defence Accounts has on February 20, 2023, informed that they have carried out revision in respect of 11.21 lakh ex-servicemen pensioners and payment of arrears on account of OROP revision has been paid for 7.99 lakh and for rest of pensioners from estimated number of 25 lakh, process is underway for revision and payment of first installment."

It said that an amount of Rs 2,490 crore have been released in February 2023 and credited to 7.99 lakh pensioners and by March 9, 2023, a payment of additional Rs 2,400 crore to approximately 5 lakh pensioners have been made.

"It is submitted that by the end of March, 2023, first phase of the exercise would be completed and pension to the tune of Rs 7,000 crore for approximately 21 lakh eligible ex-servicemen would be credited after revising the pension of all 25 lakh pensioners." The government said that the number of pensioners in whose cases arrears to be dispersed is 25 lakh ex-servicemen and the amount comes to approximately Rs 28,000 crore. Such a huge financial burden in one stroke will disturb the allocation already made for other public purposes which may not be in larger interest of the nation particularly at the fag end of the financial year 2022-23, it added.

It said that the top court in its verdict last year had upheld the OROP formula of the Centre and said that the November 7, 2015 communication does not suffer any constitutional infirmity.

The Centre said that paragraph 3(IV) of the policy communication dated November 7, 2015, evidently brings out the fact that arrears will be paid in four equal half yearly installments except in the case of special/liberalized family pension and gallantry award winners, who shall be paid arrears in one installment.

It said that the government honestly believed that arrears need to be paid in terms of Paragraph 3(IV) of the policy communication dated November 7, 2015. The Centre said that the communication dated January 20, was not issued with any intention even remotely to defy or disrespect or dishonor the orders and directions passed by this court.

It added that there has been a general practice in the government to pay any arrears in instalments as a prudent fiscal measure and it is usually done for DA (Dearness Allowance) arrears and was also part of original OROP policy of 2015 upheld by this court.

On February 27, the top court pulled up the defence ministry over the delay in payment of OROP arrears to eligible pensioners of the armed forces and sought an explanation from the secretary concerned for issuing the communication extending the timeline for payments fixed by the court.

On January 9, the top court granted time till March 15 to the Centre for payment of total arrears of OROP. But on January 20, the ministry issued a communication that the arrears shall be paid in four yearly installments.

केंद्रीय गृहमंत्री अमित शाह ने  केरल में लोकसभा चुनाव का बिगुल फूंका, भ्रष्टाचार को लेकर विजयन पर साधा निशाना

भारतीय जनता पार्टी (भाजपा) के वरिष्ठ नेता एवं केंद्रीय गृहमंत्री अमित शाह ने केरल में 2024 के लोकसभा चुनाव के लिए चुनावी बिगुल फूंकते हुए रविवार को राज्य की पिनराई विजयन नीत वामपंथी सरकार पर निशाना साधा और वाम नेताओं से कथित ‘जीवन मिशन' घोटाले पर चुप्पी तोड़ने का आग्रह किया. शाह ने यहां भाजपा की एक रैली को संबोधित करते हुए केरल के लोगों से प्रधानमंत्री नरेन्द्र मोदी को एक मौका देने की अपील की.

शाह ने कहा, ‘‘हम भारत और केरल को सुरक्षित और विकसित बनाएंगे.' केन्द्रीय मंत्री ने विजयन से कथित ‘लाइफ मिशन' घोटाले पर चुप्पी तोड़ने का आग्रह किया और दावा किया कि केरल के लोग वामपंथियों को लोकसभा चुनावों में सोने की तस्करी घोटाले के बारे में जवाब देने के लिए मजबूर करेंगे.

शाह ने कहा, ‘‘वामपंथी ‘लाइफ मिशन' भ्रष्टाचार में डूबे हुए हैं. मुख्यमंत्री के पूर्व प्रधान सचिव एम शिवशंकर को इस मामले में गिरफ्तार किया गया. मैं मुख्यमंत्री से इस मामले पर लोगों को जवाब देने का आग्रह करता हूं.'' पॉपुलर फ्रंट ऑफ इंडिया (पीएफआई) के खिलाफ सरकार की कार्रवाई का उल्लेख करते हुए केंद्रीय गृह मंत्री शाह ने कहा कि संगठन को देश में पूरी तरह से प्रतिबंधित कर दिया गया है और इस तरह केरल को हिंसा से छुटकारा पाने में मदद मिली है. उन्होंने कहा, ‘‘इस कदम का कांग्रेस या वामपंथियों ने स्वागत नहीं किया.''

केंद्रीय मंत्री शाह ने कांग्रेस पर निशाना साधते हुए कहा कि उसने त्रिपुरा में कम्युनिस्ट पार्टी से हाथ मिलाया लेकिन यहां दोनों आपस में लड़ रहे हैं. उन्होंने कहा, ‘‘दुनियाभर में देश की छवि को ऊंचा करने वाले प्रधानमंत्री नरेन्द्र मोदी पर कांग्रेस के वरिष्ठ नेता हमले कर रहे हैं. मैं राहुल गांधी से कहना चाहता हूं कि वे मोदी जी पर जितना चाहें हमला कर सकते हैं या उन पर जितनी चाहे कीचड़ उड़ा सकते हैं, लेकिन मैं कहना चाहता हूं कि कमल खिलता रहेगा.''

भाजपा नेता ने दावा किया कि नरेन्द्र मोदी सरकार ने केरल में परियोजनाओं के लिए 1,15,000 करोड़ रुपये से अधिक आवंटित किए हैं और वामपंथियों और कांग्रेस से केरल की जनता को यह बताने के लिए कहा कि ‘‘उन्होंने उस धन के साथ क्या किया.'' शाह ने हाल ही में ब्रह्मपुरम जलमल शोधन संयंत्र में लगी आग को लेकर भी पार्टियों पर निशाना साधा और कहा कि दोनों पार्टियां राज्य का भला नहीं करेंगी.

उन्होंने सवाल किया, ‘‘वामपंथी या कांग्रेस के लिए केरल का विकास करना संभव नहीं है. यहां दो मार्च को आग लग गई थी. अब तक, वे इसे बुझा नहीं पाये हैं. वे केरल का क्या भला कर सकते हैं?''

उन्होंने कहा कि केरल के लोगों ने लंबे समय तक कांग्रेस और कम्युनिस्ट (यूडीएफ और एलडीएफ के रूप में) को राज्य में शासन करने का अवसर दिया है. शाह ने कहा, ‘‘वामपंथियों को दुनिया ने खारिज कर दिया है और देश ने कांग्रेस पार्टी को खारिज कर दिया है... केरल नरेन्द्र मोदी के नेतृत्व में बदलाव लाने के लिए उत्सुक है.''

शाह ने कहा कि केरल का सार्वजनिक ऋण 3.40 लाख करोड़ रुपये से अधिक हो गया है और राज्य के वित्त मंत्री ने वित्तीय संकट को स्वीकार किया है. उन्होंने केंद्र सरकार की परियोजनाओं को भी सूचीबद्ध किया और कहा कि कोच्चि मेट्रो के दूसरे चरण के लिए 1,950 करोड़ रुपये आवंटित किए गए हैं और दो स्मार्ट शहरों के लिए 773 करोड़ रुपये खर्च किए गए हैं.

शाह ने रैली में शामिल होने से पहले 'शक्तन तमपुरन' को यहां उनके स्मारक पर पुष्पांजलि अर्पित की. कोचीन के तत्कालीन शासक शक्तन तमपुरन आधुनिक त्रिशूर शहर के वास्तुकार थे.
