US President Joe Biden on Wednesday extended Holi wishes to the people of India.

India celebrated Holi on March 7, 8.

US Commerce Secretary Gina Raimondo, who is scheduled to travel to India this week, on Monday (local time) said that this is an optimistic time for India-US relations.

Ahead of her visit to India, Ms Raimondo said, "This is an optimistic time for US-India relations, and I am excited to visit India during such a special time of year, the celebration of Holi," according to the statement released by the US Department of Commerce.

"Through the CEO Forum, the Commercial Dialogue, and IPEF, we are making excellent progress in bringing our countries closer together by creating new markets for trade, expanding those that already exist, and reinforcing our shared commitment to democracy," she added.

Terming the US-India relationship as "one of the most consequential bilateral relationship", US Department of State Principal Deputy Spokesperson Vedant Patel recently said that New Delhi is a critical partner in a number of areas and has taken an incredibly important role.

In an exclusive interview with ANI, Mr Patel said that the United States and India are partners of choice in many areas including defence and security.

He also spoke about the Indian oil purchase from Russia, saying "each country is going to make their own decisions" but noted that the US is a big advocate of price cap as it allows oil and energy to flow in the markets but ensures Moscow does not make "windfall profits to fund its war machine" in the conflict against Ukraine.

Referring to US Vice President Kamala Harris, Patel noted that the Indian-American community is very vibrant and immigration to the US over the past 50-60 years has precipitated to ways that "we now have a Vice President of Indian origin".

तमिलनाडु: राज्यपाल ने ऑनलाइन जुए पर प्रतिबंध लगाने वाला विधेयक लौटाया, DMK ने लगाया ये आरोप

तमिलनाडु के राज्यपाल आरएन रवि ने शुक्रवार को एक बड़ा कदम उठाया. उन्होंने राज्य में ऑनलाइन जुआ पर रोक लगाने और ऑनलाइन गेमिंग को नियंत्रित करने के लिए विधानसभा की ओर से पारिस विधेयक को वापस कर दिया है. कानून विभाग के एक उच्च पदस्थ सूत्र ने कहा है कि राज्यपाल ने विधेयक पर कुछ सवाल उठाए हैं. अध्यक्ष के कार्यालय ने इसे प्राप्त कर लिया गया है. मामले से जुड़े लोग इसे राज्य की डीएमके सरकार और राज्यपाल के बीच टकराव की निरंतरता के रूप में देख रहे हैं.

ऑनलाइन जुए में हार के बाद लगभग 20 लोगों की आत्महत्या की खबरों पर गौर करते हुए विधानसभा ने बीते साल अक्टूबर में एक विधेयक पारित किया था. एक सरकारी अधिकारी ने कहा, "ऑनलाइन जुए में हार के बाद अब तक राज्य में 44 लोगों की मौत हो गई है." हालांकि, डीएमके से पहले एआईएडीएमके सरकार ने ऑनलाइन जुआ को लेकर एक कानून बनाया था, लेकिन अदालत ने इसे रद्द कर दिया था.

तमिलनाडु की सत्ता में आने के बाद डीएमके ने पूर्व जस्टिस के चंद्रू के तहत विशेष रूप से गठित समिति की सिफारिशों के आधार पर विधेयक तैयार किया. इस विधेयक का उद्देश्य ऑनलाइन जुए पर प्रतिबंध लगाना और ऑनलाइन गेम को विनियमित करना है. 

1 अक्टूबर, 2022 को राज्यपाल ने ऑनलाइन जुआ निषेध और रमी, पोकर से संबंधित ऑनलाइन गेम के नियमन से जुड़ा अध्यादेश-2022 लागू किया था. 3 अक्टूबर को सरकार द्वारा एक गजट अधिसूचना जारी की गई थी. उसके बाद 17 अक्टूबर को तमिलनाडु विधानसभा का संक्षिप्त सत्र हुआ था जिसमें यह विधेयक पारित किया गया था.

डीएमके ने राज्यपाल को बताया RSS का एजेंट
सत्तारूढ़ डीएमके और उसके सहयोगियों ने इस कदम के लिए राज्यपाल को "आरएसएस और बीजेपी का एजेंट" करार दिया है. डीएमके ने राज्यपाल आरएन रवि पर "राज्य के विकास में बाधा" के रूप में काम करने का आरोप भी लगाया है. मुख्यमंत्री एमके स्टालिन ने राष्ट्रपति द्रौपदी मुर्मू को चिट्ठी लिखकर इस मामले में दखल देने की अपील की है. 

बीजेपी ने दिया ये सुझाव
राजभवन द्वारा विधेयक लौटाए जाने के बाद प्रदेश भाजपा अध्यक्ष के. अन्नामलाई ने सुझाव दिया कि तमिलनाडु सरकार को आवश्यक बदलावों के साथ एक और विधेयक पेश करना चाहिए. अन्नामलाई ने कोयम्बटूर में संवाददाताओं से कहा कि इस प्रारूप के साथ उच्चतम न्यायालय या केंद्र द्वारा विधेयक को खारिज किए जाने की संभावना है. उन्होंने कहा कि सरकार को लोगों को सूचित करना चाहिए कि राज्यपाल ने किस आधार पर विधेयक लौटाया ताकि वे इस मुद्दे पर फैसला कर सकें.

पहले भी सवाल उठा चुकी है सरकार
तमिलनाडु सरकार ने आनलाइन गेम को लेकर इससे पहले भी सवाल उठा चुकी है कि साइबर स्पेस में मोबाइल एप्लीकेशन या कंप्यूटर एल्गोरिदम का प्रयोग करके खेले जाने वाले आनलाइन रमी, पोकर या अन्य खेल जिसमें शारीरिक मौजूदगी नहीं है, उन्हें गेम्स आफ स्किल कहा जाएगा या गेम्स आफ चांस कहा जाएगा?

क्या कहता है कानून?
कानून के अनुसार, ऑनलाइन गेम का कोई भी आपूर्तिकर्ता ऑनलाइन जुआ सेवाओं की पेशकश नहीं कर सकता है. इसके अलावा, किसी भी ऑनलाइन जुए के गेमिंग की अनुमति नहीं दे सकता है, जिसमें नकद या अन्य जोखिमों के उपयोग की आवश्यकता होती है या नियमों का उल्लंघन करने वाले किसी भी ऑनलाइन गेम के गेमिंग की अनुमति होती है.

Shimla, Adjoining Areas Witness Hailstorm, Rainfall

Hailstorm and rains lashed Shimla and surrounding areas late afternoon on Wednesday, bringing a sharp fall in temperatures in the region.

It was a clear morning but thick clouds overcast the sky as the day advanced and high velocity icy winds swept through the region.

Mashorba in the suburbs of Shimla town received 23 mm of rains, Shimla 14 mm, Jogindernagar 9 mm, Sundernagar 6 mm, Bajura 5 mm, Bhuntar 4 mm, Kufri, Pandoh, Gohar and Mandi 3 mm each, and Banjar, Sunni and Sangla 2 mm each, as per the weather department.

High velocity winds were witnessed in the plains.

Fifty-four roads are still closed for vehicular traffic in the state, including 45 in the interior areas of Lahaul and Spiti.

The local weather office has predicted dry weather in the region till March 12 and light rains at isolated places on March 13 and 14.

गुजरात : मत्स्य परियोजना के निरीक्षण पर गए IAS अधिकारी को बंधक बनाकर पीटा

गुजरात के साबरकांठा जिले में धरोई बांध के निकट एक गांव में मछली पकड़ने की गतिविधियों से जुड़े लोगों के समूह ने भारतीय प्रशासनिक सेवा (आईएएस) के अधिकारी नितिन सांगवान को कथित तौर पर बंधक बना लिया और उनके साथ मारपीट की. पुलिस ने बुधवार को यह जानकारी दी.

ऐसा संदेह है कि एक मत्स्य परियोजना में कथित अनियमितताओं का पता चलने के कारण यह घटना हुई.

साबरकांठा जिले के पुलिस अधीक्षक (डीएसपी) विशाल वाघेला ने कहा कि मत्स्य निदेशक के रूप में कार्यरत सांगवान सोमवार (6 मार्च) को अपने अधीनस्थ कर्मचारियों के साथ गांव के दौरे पर थे तभी उन पर हमला हुआ और चोटें आईं, लेकिन अब वह खतरे से बाहर हैं.

उन्होंने कहा कि पुलिस ने आईएएस अधिकारी पर हमले में कथित संलिप्तता के आरोप में तीन लोगों को गिरफ्तार किया है.

वाघेला ने कहा, “अपराध में शामिल तीन लोगों को पहले ही गिरफ्तार किया जा चुका है, अन्य आरोपियों की पहचान करने और उन्हें पकड़ने के प्रयास जारी हैं.”

गिरफ्तार किए गए लोगों की पहचान बनासकांठा जिले के निवासी दिलीप परमार, नीलेश गामर और विष्णु गामर के रूप में हुई है.

Australian Prime Minister Arrives In India With 25 Business Leaders

In a joyful interview with Nova 937 radio, Australian Prime Minister Anthony Albanese said that as many as 25 business heads would accompany him to India as the country is a massive market.

"Off to India. And 25 leading business people are going. The CEO of Wesfarmers from here, and Fortescue and the chair of BHP, Rio Tinto, they're all on their way," the Australian Prime Minister said in the interview.

During the interview, he was asked if he would enjoy spicy food in India.

To which the Prime Minister replied that the great thing about being an Australian is they eat all sorts of food. "We eat spicy food. I like hot food," he added.

He recalled the days when he spent six weeks backpacking around India in 1991.

He shared how he stayed in cheaper places and caught trains and went hitching.

India is friendly and India has a very different culture, he said.

He also recalled his 2018 visit to India when he had arrived as a part of a parliamentary delegation.

He said that the previous two experiences, 1991 and 2018, were different and this time also it would be different.

"I don't think I'll be wandering around in Connaught Place in the middle of New Delhi, being harassed to buy stuff. I think it'll be a little bit more protected," he said jokingly.

Regarding International Women's Day, he named Penny Wong (Australian Foreign Minister) and Katy Gallagher (Australian Finance Minister) and other women in his cabinet and said that all of them are fantastic women.

"Well, I'm taking Madeleine King (Minister for Resources of Australia) with me to India, as the Resources Minister, but it is so good that we have a Government that's actually representative of the population," he added.

The Australian Prime Minister arrived in Ahmedabad, India on the evening of Wednesday where Albanese, along with PM Modi will watch day 1 of the final Test match of the Border-Gavaskar Trophy in Ahmedabad.

According to an official release, the first in-person India-Australia Annual Summit will take place during Albanese's visit.

At the Annual Summit, leaders take stock of progress made on various initiatives under the India-Australia Comprehensive Strategic Partnership.

The summit lays the way forward on new initiatives and enhanced cooperation in a diverse range of sectors between India and Australia. The Summit was first held virtually on June 4, 2020, the release said.

The visit comes after a series of high-level engagements and an exchange of ministerial visits between the two sides in 2022 and in 2023. The last visit by an Australian PM (Malcolm Turnbull) to India was in 2017.

सऊदी अरब के विदेश मंत्री फरहान अल-सऊद ने भारत के साथ संबंधों को "सर्वोच्च प्राथमिकता" करार देते हुए कहा कि दोनों देशों के बीच संबंध तेजी से बढ़े हैं. उन्होंने कहा कि सभी क्षेत्रों में विशेष रूप से आर्थिक और व्यापार संबंधों में उल्लेखनीय बढ़ोतरी हुई है. प्रधानमंत्री नरेंद्र मोदी और क्राउन प्रिंस मोहम्मद बिन सलमान के बीच मजबूत संबंधों की चर्चा करते हुए उन्होंने कहा कि दोनों नेता रिश्तों को मजबूत देखना चाहते हैं. उन्होंने कहा कि हम निश्चित रूप से भारत के सबसे महत्वपूर्ण ऊर्जा साझेदार हैं, क्योंकि पारंपरिक ऊर्जा के मामले में ऐसा ही है, लेकिन हम इसे जारी रखना चाहते हैं.

इससे पहले भारत में सऊदी अरब के राजदूत सालेह ईद अल हुसैनी ने कहा था कि वह इस रिश्ते को उच्चतम स्तर पर ले जाना चाहते हैं. सऊदी अरब के स्थापना दिवस समारोह पर यहां बोलते हुए राजदूत ने कहा कि वह दोनों देशों के बीच मजबूत और मैत्रीपूर्ण संबंध को लेकर खुश हैं. उन्होंने कहा कि  हम अपने मित्र देश भारत के साथ मजबूत रिश्ते को लेकर बहुत खुश हैं.

राजदूत ने कहा कि हमें इस बात का गर्व है जो 1727 में स्थापित हुआ था. हम इस साल को  सुशासन और अगली पीढ़ी के युवाओं पर केंद्रित कर रहे हैं.

अफगानिस्तान पर दिल्‍ली में भारत-मध्य एशिया संयुक्त कार्यकारी समूह की पहली बैठक में भारत ने चाबहार बंदरगाह के जरिये अफगानिस्तान को 20,000 मीट्रिक टन गेहूं भेजने का ऐलान किया है. मंगलवार को हुई इस बैठक में युद्ध से तबाह अफगानिस्तान के हालात पर गहन चर्चा हुई. भारत और पांच मध्य एशियाई देशों ने मंगलवार को कहा कि अफगानिस्तान की धरती का इस्तेमाल किसी तरह की आतंकवादी गतिविधियों के लिए नहीं होना चाहिए. इन देशों ने काबुल में ‘सही मायने में समावेशी' राजनीतिक ढांचे के गठन पर जोर दिया, जो महिलाओं समेत सभी अफगानों के अधिकारों का सम्मान करे. एक संयुक्त बयान में कहा गया कि बैठक में ‘सही मायने में समावेशी और प्रतिनिधिक राजनीतिक ढांचे' के गठन के महत्व पर जोर दिया गया, जो सभी अफगानों के अधिकारों का सम्मान करे और शिक्षा तक पहुंच सहित महिलाओं, लड़कियों और अल्पसंख्यक समूहों के सदस्यों के समान अधिकार को सुनिश्चित करे.

आतंकवाद और मादक पदार्थों की तस्करी के खतरों पर हुई चर्चा 
पिछले साल दिसंबर में अफगानिस्तान में महिलाओं के लिए विश्वविद्यालयी शिक्षा पर प्रतिबंध लगाने के तालिबान के फैसले की आलोचना करने वाले कई प्रमुख देशों में भारत भी शामिल था.वक्तव्य में यह भी कहा गया कि विचार-विमर्श के दौरान अधिकारियों ने आतंकवाद, उग्रवाद, चरमपंथ और मादक पदार्थों की तस्करी के क्षेत्रीय खतरों पर चर्चा की और इन खतरों का मुकाबला करने के लिए समन्वित प्रयास की संभावनाओं पर भी विचार-विमर्श किया.बयान में कहा गया, ‘‘इस बात पर जोर दिया गया कि अफगानिस्तान की धरती का इस्तेमाल किसी भी आतंकवादी गतिविधि के लिए आश्रय देने, प्रशिक्षण देने, योजना बनाने या वित्तपोषण करने के लिए नहीं किया जाना चाहिए. इसमें कहा गया कि इस बात की फिर से पुष्टि की गई कि संयुक्त राष्ट्र सुरक्षा परिषद (यूएनएससी) प्रस्ताव 1267 द्वारा नामित आतंकवादी संगठनों सहित किसी भी आतंकवादी संगठन को शरण प्रदान नहीं किया जाना चाहिए या अफगानिस्तान की धरती का इस्तेमाल करने की अनुमति नहीं दी जानी चाहिए.''

अगस्त 2021 में मे भी भारत ने 50,000 मीट्रिक टन गेहूं दिया था 
मेजबान भारत के अलावा बैठक में कजाकिस्तान, किर्गिज गणराज्य, तजाकिस्तान, तुर्कमेनिस्तान और उज्बेकिस्तान के विशेष राजनयिकों और वरिष्ठ अधिकारियों ने हिस्सा लिया. मादक पदार्थों और अपराध पर संयुक्त राष्ट्र कार्यालय (यूएनओडीसी) और संयुक्त राष्ट्र विश्व खाद्यान्न कार्यक्रम (यूएनडब्ल्यूएफपी) के सदस्य देशों के प्रतिनिधियों ने भी बैठक में हिस्सा लिया.बयान में कहा गया कि भारत ने चाबहार बंदरगाह के जरिये यूएनडब्ल्यूएफपी के साथ सहयोग से अफगानिस्तान को 20 हजार टन गेहूं की आपूर्ति करने का ऐलान किया है.अगस्त 2021 में तालिबान के काबुल में सत्ता पर काबिज होने के महीनों बाद भारत ने खाद्यान्न संकट से जूझ रहे अफगान लोगों की सहायता के लिए 50,000 मीट्रिक टन गेहूं देने का ऐलान किया था. भारत मानवीय संकट को दूर करने के लिए अफगानिस्तान को अबाध मानवीय सहायता प्रदान करने की वकालत करता रहा है.
