Haryana Cops Use Interpol's Format To Identify Man Found Dead In Croatia

In a first, the Haryana Police have identified a Kurukshetra man whose body was found in Croatia through DNA matching using the Interpol's standardised digital format, officials said on Saturday.

The body was identified as that of Parminder Singh, they said. In a statement, the police said this is the first time that a case of DNA matching has been done using Interpol's standardized digital format.

Initially, the Haryana Police had sent a physical DNA sample which could not be sent through the Interpol channels.

Later, the digital format of the DNA profile was collected by the Haryana Police from the Central Forensic Science Laboratory, Chandigarh, which was then transmitted to Croatia using Interpol channels on the same day, police said.

Kurukshetra resident Paramjeet Kaur had lodged a complaint, saying her son Parminder wanted to go to Italy but had instead reached Serbia, police said.

She later came to know that an unidentified body had been found in Croatia, which she suspected to be that of her son, they said.

The complainant expressed apprehension that her son may have been killed for money. Based on the complaint, a case was registered under relevant sections including Section 406 (criminal breach of trust) of the IPC at Pehowa Police Station in April, 2022.

A case was filed in the Punjab and Haryana High Court by relatives of Parminder for identification of his body in Croatia.

In compliance with the November 2022 High Court order, the DNA sample of Paramjeet Kaur was sent by the Kurukshetra Police to the CFSL in Chandigarh for DNA profiling, it said.

After completing all the formalities, along with the submission of DNA profile of Paramjeet Kaur, communication was established with the Union Home Ministry, said police.

The Central Bureau of Investigation-International Police Cooperation Unit (CBI-IPCU) filed a status report in the High Court, detailing the communication made with NCB (National Central Bureau) - Zagreb (Croatia) and the steps being taken to identify the subject, the statement said.

The CBI had shared the digital DNA format of Interpol with Haryana Police and obtained a digital DNA format of the blood relative Paramjeet Kaur, the statement said.

The DNA sequence was mailed by NCB-New Delhi to NCB Zagreb (Croatia), police said.

It was matched by Croatian authorities and a positive identification was given on February 13, it said, adding that the information was given to Haryana Police and also to the family members of the man, the statement said.

The NCB - Zagreb (Croatia) informed about the positive identification of the dead body as that of Parminder Singh based on digital DNA profiling, it said.

Though the body has already been buried by the Croatian authorities, the family members will now proceed to claim the body with the assistance of the Government of India, it said.

In this case, the police did not resort to lengthy procedures like MLAT (Mutual Legal Assistance Treaty) or LR (Letter Rogatory) in DNA investigation, officials said.

MK Stalin Condemns Karnataka "Firing" Incident That Killed Tamil Nadu Man

The body of a 40-year-old man who went missing days ago on the inter-state border between Tamil Nadu and Karnataka was found floating on the banks of River Palar on Friday in Erode district, police said.

As villagers alleged he was shot dead by Karnataka forest personnel, tension prevailed in areas including Kolathur bordering the neighbouring State and Tamil Nadu and Karnataka authorities have deployed adequate policemen to maintain law and order. Vehicular traffic movement was also affected for sometime.

Tamil Nadu political parties condemned the 'killing' and sought action against those responsible for it. Tamil Nadu Chief Minister M K Stalin "strongly condemned" the "firing" incident. The deceased man was identified as M Karavadiayan alias Raja and he hailed from Govindapadi village of Kolathur in Salem District, police said adding his kin allege that he was shot dead by Karnataka forest personnel.

Raja was part of a group of 4 men which travelled to a forest area on the Tamil Nadu-Karnataka inter-state border on February 14 and they were fishing in the river.

According to the local people, the allegation levelled by Karnataka personnel was that the group attempted to hunt and poach in the jungle. While he died after he was shot at, others reportedly sustained injuries and fled the spot.

Erode district police said that a probe under the CrPC is on over Raja's suspicious death. A truck driver, Raja faced allegations of hunting wild animals off Bargur and Mettur in Tamil Nadu and along the border with neighbouring Karnataka.

He faced a case in Chamarajanagar district of Karnataka in connection with poaching. Also, a case was pending against him in Kolathur (Salem District) over gambling. On February 14, Raja had been to Chamarajaranagar bordering Tamil Nadu for hunting.

He could have 'accidentally drowned' or may have jumped into the river 'for some other reason,' police said.

It could have happened close to Mettur to Male ahadeshwara hills Road near Palaru River bridge between February 14 and 17. The incident was reported at 3 PM on Friday to the district police.

They declined to specify if Raja drowned after sustaining bullet injuries or if it was only a case of drowning. His body was found floating on the river bank and it was sent to Salem Government Medical College Hospital for autopsy, they said. Bargur police (Erode District) are investigating.

Meanwhile, Chief Minister Stalin condoled the death of Karavadiayan and announced Rs 5 lakh as compensation to the family of the deceased.

He referred to the allegations of the victim's relatives about Karnataka Forest personnel shooting him dead.

"I strongly condemn the firing by the Karnataka Forest Department," he said.

The victim's family will be paid the amount from the Chief Minister's relief fund, he said in a statement in Chennai.

Pattali Makkal Katchi leader Anbumani Ramadoss said Raja was shot dead by Karnataka personnel while he was fishing and strongly condemned it. The Rajya Sabha MP said fishing is a routine activity, a source of livelihood and not a crime "The border area with Karnataka is part of India and it is not a border with Sri Lanka or Pakistan." In case, fishing is not permitted in waterbodies on the interstate border, those violating the norm could have been driven away or legal action may have been taken. Killing is a huge crime and unpardonable, he said. This is not the first time Karnataka indulged in opening fire and in 2018, a Tamil Nadu fisherman Palani was shot dead, he said.

In order to divert the issue, the Karnataka Forest department is spreading fake news that Raja opened fire on its personnel and he died in the ensuing clash. A case should be registered and Karnataka forest personnel involved in killing Raja should be arrested, Anbumani said.

He urged the Tamil Nadu government to provide Rs 50 lakh solatium and a government job to one of the family members of the deceased Raja.

CPI State Secretary R Mutharasan said Karnataka 'continued' to carry out such killings and condemned it. He demanded that the incident be probed by authorities and the kin of the deceased should be provided compensation.

MP: कुबेरेश्वर धाम में 24 घंटों में तीन साल के बच्चे समेत 2 की मौत, रुद्राक्ष वितरण रोका गया

मध्य प्रदेश के सीहोर जिले के कुबेरेश्वर धाम में लगातार लोगों की मौत की सूचना मिल रही है. गुरुवार को महाराष्ट्र की मंगला बाई की मौत की पुष्टि हुई थी. अब दो और मौत की सूचना मिल रही है. दो दिन के दौरान दो महिलाओं समेत तीन मौतें हो चुकी हैं, जबकि अनेक लोग बीमार हुए हैं और कई लोग अपनों से बिछड़ गए हैं. ऐसे में रुद्राक्ष वितरण रोक दिया गया है.

रिपोर्ट के मुताबिक, रुद्राक्ष महोत्‍सव में अव्‍यवस्‍था और भगदड़ जैसी स्थिति के चलते 50 साल की महिला और तीन साल के बच्‍चे को जान गंवानी पड़ी हैं. कथावाचक पंडित प्रदीप मिश्रा द्वारा आयोजित रुद्राक्ष महोत्सव में जलगांव के विवेक विनोद भट्ट पत्नी और दो बेटों के साथ गुरुवार को आए थे.

भट्ट ने बताया कि 3 साल के बेटे अमोघ भट्‌ट की तबीयत पहले से थोड़ी खराब थी. गाड़ी की सुविधा नहीं होने से हम पैदल ही आए. रास्ते में बच्चे की तबीयत और बिगड़ गई. उसे जिला अस्पताल लेकर पहुंचे, जहां ICU में भर्ती कर लिया गया. शुक्रवार सुबह डॉक्टरों ने बच्चे को मृत घोषित कर दिया.

आयोजकों की ओर से यहां रुद्राक्ष का निशुल्‍क वितरण किया जा रहा था, जिसके चलते 16 से 22 फरवरी के बीच बड़ी संख्‍या में देशभर से लोगों की भीड़ कथावाचक प्रदीप मिश्रा के सीहोर जिले स्थित कुबेरेश्‍वर धाम में उमड़ी. कुबेरेश्‍वर धाम में अपर्याप्‍त इंतजामों के चलते श्रद्धालुओं को खुले आसमान, खेतों, पेट्रोल पंपों और यहां तक कि रेलवे स्‍टेशन पर भी डेरा डालने को मजबूर होना पड़ा. हालांकि अब भीड़ कम हो गई है.

India Has Shown World The Real Meaning Of "Anti-Fragile": PM Modi

Prime Minister Narendra Modi on Friday explained the concept of "anti-fragile" related to the people of India in the context of challenges faced by the world in the last three years due to the COVID pandemic and the war in Ukraine.

Welcoming business leaders from across the globe at ET Global Business Summit, PM Modi said, "Generally the span of three years is not very long time but if we look at the last three years, then it seems that the whole world has travelled a lot of time. When we met last time then masks were not part of our daily life. People thought that vaccines are only for children and for people suffering from deadly diseases. People must have planned their holidays. But after 5 days of ET summit of 2020, WHO declared COVID as a pandemic. Then we saw in small time the whole world changed. So too India also changed."

"We have heard discussions about the concept of 'anti-fragile'. A system that not only faces the adverse conditions but uses them and becomes stronger. When I heard the concept of 'anti-fragile' then I thought of the strength of the people of India," he said.

PM Modi said that India has shown the world how to change any adversity into opportunity.

"In last 3 years, when the world was suffering sometimes from Covid pandemic, sometimes from war and sometimes from the challenges of natural disasters, India and Indians displayed unprecedented strength. India has shown the world the real meaning of anti-fragile," PM Modi said.

"India has shown the world how to convert an adversity to opportunity. By studying the capability shown by India at the time of the biggest crisis in 100 years, humanity will be proud of it after 100 years," he added.

कतर ने भारत के ‘फ्रोजन’ समुद्री खाद्य उत्पादों पर से प्रतिबंध हटाया

समुद्री उत्पाद निर्यात विकास प्राधिकरण (एमपीईडीए) ने शुक्रवार को कहा कि कतर ने भारत से ‘फ्रोजन' समुद्री खाद्य पदार्थ के आयात पर पिछले साल लगाया गया प्रतिबंध आंशिक रूप से हटा लिया है. हालांकि, ठंडे समुद्री खाद्यपदार्थो (चिल्ड सीफूड) के निर्यात पर प्रतिबंध जारी रहेगा, जो 2021-22 में 143 करोड़ रुपये मूल्य के पश्चिम एशियाई देश के कुल समुद्री खाद्य उत्पाद निर्यात का लगभग एक तिहाई हिस्सा है.

फ्रोजन समुद्री खाद्य पदार्थों को ‘माइनस 20 डिग्री' तापामान पर भंडारित किया जाता है, जबकि ठंडे समुद्री खाद्य पदार्थों के भंडारण का तापमान 3-4 डिग्री सेल्सियस होता है. एमपीईडीए के अधिकारियों ने कहा कि यह प्रतिबंध, फीफा विश्व कप से ठीक पहले पिछले साल नवंबर में लगाया गया था. उस समय भारत से वहां गई कुछ निर्यात की खेपों में हैजा संक्रमण करने वाले बैक्टेरिया- विब्रियो हैजा का कथित तौर पर पता लगा था.

कतर के अधिकारियों ने भारत को सूचित किया था कि फुटबॉल आयोजन के लिए उनके देश में पर्याप्त परीक्षण प्रयोगशालाओं की कमी के कारण प्रतिबंध अस्थायी है. एमपीईडीए के अध्यक्ष डीवी स्वामी ने कहा, ‘‘चीन द्वारा निलंबन में इसी तरह की छूट को देखते हुए, यह सप्ताह भारत में समुद्री खाद्य निर्यातकों के लिए बहुत अच्छा साबित हो रहा है. हम उम्मीद करते हैं कि स्थिति के पुनर्मूल्यांकन के बाद कतर द्वारा ठंडे समुद्री खाद्य पदार्थ पर लगे प्रतिबंधों को भी जल्द ही हटा दिया जाएगा.''

In Its Sena Order, Poll Panel's Big Remark On "Undemocratic Appointments"

The Election Commission on Friday lamented that party constitutions are often "mutilated" to undemocratically appoint people from a coterie as office-bearers without any election at all.

While delivering its final order allotting the name 'Shiv Sena' and its poll symbol 'bow and arrow' to the group led by Maharashtra Chief Minister Eknath Shinde, the poll panel also observed that the constitutions of political parties ought to provide for free, fair and transparent election of office-bearers.

It also stressed on a free and fair procedure for the resolution of internal disputes.

"These procedures ought to be difficult to amend and should be amendable only after ensuring a larger support of the organisational members for the same," it said.

It said that by the time a dispute comes to the Commission, the party constitutions are often seen to have been mutilated to undemocratically appoint people from a coterie as office-bearers without any election at all.

Such party structures fail to inspire confidence of the Commission and it is forced to ignore the numerical strength of opposing factions in the organisational wing altogether despite being conscious of its importance and the role as the building block of the party.

This seemingly unjust situation is often a creation of the party itself which failed to create a robust constitution that provides for democratic structures within the party, it said.

It felt political parties should regularly disclose to public key aspects of its inner party functioning, such as organisational details and elections held.

"Am Taking Tipu Sultan's Name, What Will You Do?": A Owaisi Slams BJP

The first copies of the Constitution had the picture of Tipu Sultan, so will the Bharatiya Janata Party (BJP) burn it too, asked All India Majlis-e-Ittehadul Muslimeen (AIMIM) chief, Asaduddin Owaisi, while attacking BJP Karnataka chief's statement on Tipu Sultan.

Talking to ANI, the AIMIM said, "The Karnataka BJP chief said that supporters of Tipu Sultan should be killed. I am taking the name of Tipu Sultan, what will you do?"

"Does PM Modi agree with his views? It is an open call for genocide. This is nothing but pure hatred," he added.

He further said that the first copy of the Constitution had pictures of Rama, Lakshman, and Tipu Sultan.

"Those who made the Constitution loved the country much more than them (BJP). The first copy of the Constitution had pictures of Rama, Lakshman, Gautam Buddha, Akbar, Guru Nanak, Rani of Jhansi, and even Tipu Sultan. So, will the BJP burn it too," Mr Owaisi further said.

A Owaisi also attacked BJP leader Bandi Sanjay over his statement on the newly-built state secretariat.

"Shouldn't this be a matter of pride that a new state secretariat is being built in the state, which is even bigger than the Taj Mahal? It will help in bringing better governance. Why are you (BJP) talking about destroying it? Why can't you ever talk about uniting? What will you achieve by this?" he said.

Earlier this month, BJP leader Bandi Sanjay had stated that once BJP is voted to power in the 2023 Assembly polls, it would demolish the domes of the newly-built state secretariat since it reflected the culture of Nizams.

The inauguration of the Telangana Secretariat Building is scheduled for February 17th.

Notably, the Telangana Assembly elections are scheduled to be held this year.
