Focus On Tea Gardens, Women, Government Employees In Bengal Budget

The Bengal budget has brought good news to government employees, with the state government announcing a 3 per cent hike in Dearness Allowance, which had become a hot political issue. The government employees have been protesting, demanding their dearness allowance be put on par with central government employees.

Finance Minister Chandrima Bhattacharya presented the Rs 3.39-lakh crore budget for 2023-24, focusing on farmers and the tea industry, which has been facing problems. The budget also bore the imprint of Chief Minister Mamata Banerjee with a focus on farmers, youth and women's welfare, and numerous social welfare schemes of the state government. "This is an employment-oriented budget," the Chief Minister said.

In her budget speech, the finance minister positioned the state as a logistics hub. Rs 3000 crore has been allocated for rural roads under a special project named "Rastashree". This would involve construction of new roads and revamping of existing roads over 11,500 km in rural areas.

In a bid to encourage young people to start small businesses, a new scheme called "Bhavishyat Credit Card" was introduced with an allocation of Rs 350 crore. Under it, two lakh people between the 18-45 year age group will be provided bank loans of upto Rs 5 lakh to set up micro-enterprises and create employment opportunities.

One of the key schemes to empower rural poor women is Lakshmir Bhandar, which will provide "social protection" to 1.88 crore women. "In order to ensure continuity of financial support beyond 60 years of age, they will receive Rs 1000 per month by way of automatic transition to Old Age Pension Scheme," the minister said.

To provide relief beyond tax and mutation fee waiver for agricultural land to farmers, the minister announced a waiver on irrigation water. "I am happy to propose a full waiver of water rate on irrigation water," she said in her speech.

The budget has also increased the annual allocation for each MLA for local area development works from Rs 60 lakh to Rs 70 lakh.

The budget introduced relief for lakhs of tea garden workers and the ailing tea industry. "In consideration of the long-standing demand of the tea garden workers for legitimate land documents, my government will bring out a policy for issuance of homestead patta to the eligible tea garden workers," the finance minister said. Agricultural Income Tax on Tea Gardens has been waived for the next two financial years. Rural Employment Cess and Education Cess have also been exempted.

Politically, these announcements are likely to bring gains for the ruling Trinamool Congress in north Bengal, where the BJP has been making inroads.

The BJP MLAs, who came wearing masks with Rs 500 notes pasted on them, staged a walkout during the budget speech.

"The budget does not address burning issues and the aspirations of the people of West Bengal… there is an effort to make it a voter-oriented even though it seems like it has been written by the Chief Minister on her treadmill in thirty minutes," said Leader of Opposition Suvendu Adhikari.

"It is not professional and the state's most important issues like infrastructure like ports, airports and roads have not been announced in the budget," he said.

Solution To Naga Political Issue At Final Stage: BJP Chief At Poll Rally

BJP president J P Nadda on Tuesday asserted that the solution to the Naga political issue is in the final stage as the Narendra Modi government is tirelessly working on it.

Addressing an election rally here, Nadda also said that the commitments given to Eastern Nagaland People's Organisation which was seeking a separate state will be fulfilled in letter and spirit.

"Prime Minister Narendra Modi is eager to resolve the Naga political issue while Union Home Minister Amit Shah has tirelessly worked on it. It has come to the final stage," the BJP president said at the rally held in support of the candidates of the BJP and ally NDPP.

Nagaland Chief Minister Neiphiu Rio, Deputy Chief Minister Y Patton and state BJP president Temjen Imna Along are witnesses that the Centre has taken lots of efforts to solve the decades-old issue, he said.

To find a solution to the decades-old problem, the Centre government has been holding separate negotiations with NSCN-IM since 1997 and the Working Committee of Naga National Political Group (NNPG), comprising at least seven groups, since 2017.

The Modi government inked a Framework Agreement with NSCN-IM in 2015 and Agreed Position with NNPGs in 2017. However, the final solution is yet to be attained with NSCN-IM remaining adamant on its demand for a separate flag and constitution for the Nagas.

On the separate statehood demand of Eastern Nagaland People's Organisation (ENPO), he said that they have been discussing the issue with the Union Home Minister and whatever commitment has been given will be followed in letter and spirit.

The ENPO, which has been demanding a separate state - Frontier Nagaland - comprising six districts of Mon, Tuensang, Longleng, Kiphire, Shamatore and Noklak, had given a poll boycott call to press for their demand. They, however, withdrew it earlier this month.

"We understand the national commitment but also understand the regional aspirations of the Nagas and we have to assimilate and go forward," he said.

Nadda said the BJP is committed to go forward for the next five years under the leadership of Rio, also the NDPP president, in the northeastern state.

The NDPP and the BJP are contesting the February 27 assembly election with a 40:20 seat-sharing arrangement.

Rio, who was also present at the rally, conveyed gratitude for the Centre's support to the Nagaland government and assuring a firm coalition between the NDPP and BJP.

"We have come to the last part of the first term which has been successful and provided a stable government giving out the vision of Prime Minister Narendra Modi for the Northeast," he said.

However, Rio regretted that a solution to the Naga political issue is yet to be reached though MLAs of all parties came together.

"The 60 members of the assembly came together to run an opposition-less government to show our commitment that we want a solution. But, I hope if we continue to work with dedication and commitment, a solution will be achieved as the prime minister and the Union home minister have shown the commitment to the solution," he said.

'Centre Wants To Convert J&K Into Hindu-Majority State": Farooq Abdullah

Reacting to Home Minister Amit Shah's statement on the restoration of statehood in Jammu and Kashmir, JKNC MP Farooq Abdullah on Monday said that they (the government) will give a truncated statehood after elections.

Union Home Minister Amit Shah said that the restoration of statehood to Jammu and Kashmir will come up after assembly polls and that a call on the timing of elections will be taken by the Election Commission.

"I had clearly stated that statehood will be restored in Jammu and Kashmir after elections. Process of preparation of voters' list is nearing completion in the UT. Now, the Election Commission has to take a call on elections," Shah, in an exclusive interview with ANI, released on Tuesday, said.

To which Jammu and Kashmir's former CM said that he thinks they (the government) don't want to give statehood. "They will give truncated statehood after elections," he added.

Abdullah also alleged that the motive behind the delimitation exercise, completed in UT, is to turn J-K into a Hindu majority state.

"They think that we are fools, but we are not. We know what their intention is, if this was not their intention, they would not have done delimitation as well, as the way they did. They want that it should be converted into a Hindu-majority state," he added.

Earlier, in an interview with ANI, Shah also said that Article 370 pertaining to Jammu and Kashmir, which was abrogated by the BJP-led government in 2019, had harmed the country.

He said the way development is taking place in Jammu and Kashmir, terrorism is gradually ending.

"See all the figures, there is a lot of change in Jammu and Kashmir," he said.

He went on to add that removing Article 370 has been on the agenda of BJP and Jan Sangh. He also referred India's first Prime Minister Jawaharlal Nehru in the context of Article 370.

"Since 1950, it was on our agenda to remove Article 370 from Jammu and Kashmir. Today, the way Jammu and Kashmir is witnessing development and decrease in terrorism shows that changes that are coming," he said.

Shah said those slamming the BJP should answer in whose tenure terrorism grew in Jammu and Kashmir.

"As far as elections are concerned, do they not remember the local body polls, these were held under our rule, these did not take place for 70 years. Three families were holding sway in Jammu and Kashmir and they are making noise...Farooq Abdullah had gone to England. In whose tenure, terrorism grew, who allowed it to grow, there should be an answer," he said.

Man Cheated "Hundreds Of Doctors" Of Crores With Foreign Trip Bait: Cops

The Uttar Pradesh police on Tuesday said it has arrested a person who duped "hundreds of doctors" across several states to the tune of crores of rupees on the pretext of arranging foreign travel packages, officials said.

The accused, who identified himself as a medical representative of a leading pharmaceutical company, was arrested by the Noida unit of the Cyber Crime team from West Bengal, officials said.

Inspector Reeta Yadav, in-charge of the Noida cyber crime police station in Noida, said the case against Vishal Pandey (31) was lodged over a complaint by a Greater Noida-based doctor who claimed a fraud of Rs 18.72 lakh with him.

“Pandey worked with Glenmark Pharmaceuticals as an FSO in Raipur, Chhattisgarh but lost his job in 2017 after demonetisation. He has an MBA degree and graduated from the Banaras Hindu University. He is a native of Bardhman district in West Bengal,” Mr Yadav said.

“In June 2022, the Greater Noida-based doctor had lodged a complaint that Pandey had offered to arrange a family tour package to Dubai and taken Rs 18.72 lakh through bank account transfers and Paytm transfers fraudulently,” the inspector said.

Subsequently, investigation was taken up in the case and the accused was caught from his house in West Bengal, Mr Yadav, who led the arresting team, said.

Investigation also revealed that Pandey has duped hundreds of doctors using the same modus operandi and fraudulently made “crores of rupees”.

He has duped doctors in Uttar Pradesh, Chhattisgarh, Jharkhand, Maharashtra, West Bengal, among other states, the inspector said.

An FIR has been lodged against him under Indian Penal Code sections 419 (cheating by personation), 420 (cheating), 467, 468, 471 (all three related to forgery of documents), and under provisions of the Information Technology Act, she said.
