Tourist Misbehaves With Flight Attendant, Top Cop Says No Complaint Yet

Central Industrial Security Force (CISF) or Goa Police has not received any complaint from Go First airlines for the alleged misbehaviour of two passengers onboard the Goa-Mumbai flight on January 6, said officials on Sunday.

Speaking to ANI, North Goa Superintendent of Police (SP), Nidhin Valsan said, "We have not received any such complaint in this regard. However, when the news spread we contacted airport security authorities but they also said that have not received any such complaint from anyone at Manohar International Airport at Mopa in Goa. We also spoke to senior officials of CISF they have also denied any incident. Neither we have got any complaint nor any information has been received in this regard."

However, a Go First spokesperson in a statement on Sunday said that two foreigners were offloaded from a Mumbai-bound Go First flight after they violated the flight safety rules.

The incident took place on January 6 when both passengers passed "lewd comments" to the crew members.

Both of them disrupted fellow passengers also, the spokesperson said.

"Two foreigners were offloaded from G8-372 Goa- Mumbai flight on January 6, after they violated the flight safety rules. Both passengers passed lewd comments to the crew members and disrupted fellow passengers too," a Go First Spokesperson said.

Following the incident, the Pilot-in-Command decided to offload them immediately. Both passengers were handed over to airport security.

"Pilot-in-Command decided to offload them immediately and handed them over to airport security. The matter was reported to DGCA for further action," the spokesperson added.

Earlier on January 6, in wake of Air India's mid-air urination incidents, the Directorate General of Civil Aviation (DGCA) issued an advisory to the head of operations of all scheduled airlines with regard to handling unruly passengers on board and respective responsibilities as per the regulations.

The guidelines come in the wake of back-to-back two urination incidents on Air India flights last year.

The DGCA said that it is observed that post holders, pilots, and cabin crew members have failed to take appropriate actions regarding the incidents of unruly behaviour and inappropriate conduct by the passenger on board.

In a statement, DGCA said, "In the recent past, DGCA has noticed a few incidents of unruly behaviour and inappropriate conduct by the passenger on board the aircraft during flight, wherein it is observed that post holders, pilots and cabin crew members have failed to take appropriate actions."

The aviation regulatory body further said that non-action or inappropriate action or omission by the airlines towards such untoward incidents had tarnished the image of air travel in different segments of society.

It said that the individual's responsibility for the handling of the unruly passenger has been specified under various provisions of Aircraft Rules, 1937, DGCA regulations, circulars, and manuals of airlines approved or accepted by DGCA.

The DGCA advisory also recommended keeping restraining devices inside Aircraft to control unruly passengers.

A senior DGCA official said that they recommend devices kept in aircraft cabin used to restrain unruly passengers of level 3 type i.e abusive physically violent category. The device looks like a handcuff. Equipment for the help of cabin crew. Some airlines in India like Air Asia are keeping it in the aircraft cabin.

Video - "She Was Drenched In Urine": Pee-Gate Eyewitness To NDTV

A co-passenger on the Air India New York-Delhi flight where an inebriated passenger urinated on a woman, told NDTV today there was "fault at multiple levels" in the handling of the incident. Most of it, he said, was poor judgement by the pilot. Dr Sugata Bhattacharjee told NDTV that he had initially alerted the cabin crew about the passenger, who seemed unable to handle his drink. "I flagged to the staff that he had way too many drinks - the staff just smiled," he told NDTV in an exclusive interview.

Dr Bhattacharjee, a US-based doctor of audiology who was seated next to the offender, Shankar Misra, in the business class, said he had filed a complaint about the matter the same day, November 26.

"My two-page complaint -- it was just tossed off... No one would have known about this if media didn't take it up... My complaint was not about drunk passenger. It was on poor judgement by the pilot over the incident. I advocated for her, I asked the crew to let her sit on another seat, crew said we have to ask the pilot, I said then ask the pilot," he said.

The passenger, he said, had too many drinks in a short time.  "We were served lunch about an hour after take-off and he had downed four drinks in 40 minutes," he told NDTV in an exclusive interview. He was served at least one more drink after that. Though not drunk, he was "incoherent".

During lunch, "he asked me questions like you have kid and what do they do, repeatedly. I figured he can't hold up due to alcohol. I flagged it to the staff," Dr Bhattacharjee said.

Dr Bhattacharjee said he did not witness the man urinating on the elderly woman passenger. But the way the incident was handled left much to be desired.

The woman who was completely drenched in urine, was given pajamas and was left standing at the galley for around 20 minutes. After that, the cabin crew made her sit on the same seat, piling some blankets on it.

"I asked them 'kisi aur seat pe bitha dijiye' (let her have another seat), the staff said she can't as it's the pilot's decision," Dr Bhattacharjee said.  That decision came two hours later, and the woman was made to sit a narrow crew seat after she refused to use the soiled seat.

The crew also left the two passengers to settle the matter, which should not have happened, Dr Bhattacharjee said.

The crew and captain "can't mediate" in such issues, he said, "It is a crime and their job is to complain about crime". Also, the victim and the perpetrator should have been separated, as is the cardinal rule in such cases, he added.  "They should have bumped him to economy and gave a fresh seat to her. They instead put multiple blankets on her seat," he said.

Asked about the perpetrator's reaction when he woke – whether he was scared or apologetic -- Dr Bhattarchrjee said when he woke up, the man had sobered up. "He said 'Bro I'm in trouble,'. I said "Yes, you are'."

Tata Sons Chairman N Chandrasekaran today admitted that Air India's response should have been swifter. "We fell short of addressing this situation the way it should have been," Mr Chandrasekaran said in a statement.

Shankar Mishra has been arrested by the Delhi Police on Friday, six weeks after the incident, and placed in judicial custody for a fortnight.

Air India CEO Campbell Wilson has apologised and said four cabin crew and a pilot have been de-rostered and the airline is reviewing its "policy on service of alcohol in flight".

He further said that there are several castes and sub-castes, so the census has to be carried out properly.

"We have to do it properly. As we know, there are several castes, and many sub-castes run under them. So, we have to ensure that no discrepancies remain, and the census is carried out properly. But, can assure that things are taking place well, and everything will be fine."

Incidentally, the first phase of the caste-based survey in Bihar started today. The caste-based headcount will be conducted across all 38 districts in two stages.

In the first phase, which will be over by January 21, the number of all households in the state will be counted.

The second phase of the survey, which is likely to be held from April 1 to April 30, will collect data pertaining to people of all castes, sub-castes, socioeconomic conditions, etc.

The decision of a caste census was taken by the Bihar cabinet on June 2 last year, months after the Centre ruled out such an exercise in the Census.

The survey would cover an estimated population of 12.70 crores in an estimated 2.58 crore households in 38 districts, which have 534 blocks and 261 urban local bodies.

The survey would be completed by May 31, 2023.

Himachal Pradesh Cabinet To Be Expanded Sunday: Report

The much-awaited expansion of the Himachal Pradesh Cabinet will take place on Sunday, according to Raj Bhavan sources, reported the Press Trust of India.

The swearing-in ceremony of the new ministers would take place at the Raj Bhavan here on January 8 at 10 am, the sources said on Saturday.

Himachal Pradesh Chief Minister Sukhvinder Singh Sukhu earlier in the day said he has handed over the list of probables for induction in his ministry to the Congress high command for approval.

Cabinet expansion is possible on Sunday or later, he had told reporters here after returning from Delhi where he held deliberations with top party leaders on the issue.

There has been much speculation over the names of new ministers since Mr Sukhu and his deputy Mukesh Agnihotri took oath nearly a month ago following the Congress' win in the assembly election.

The list has been handed over to the high command and expansion would be done only after it is cleared by Congress president Mallikarjun Kharge, Mr Sukhu said.

There are 10 vacancies in the cabinet as the total number of ministers, including the chief minister and deputy chief minister, in Himachal Pradesh cannot exceed 12.

The chief minister and the deputy chief minister had taken oath on December 11, 2022.

Governor Rajendra Vishwanath Arlekar is scheduled to leave for Goa after administering the oath and would return on January 12.

The Congress is facing a daunting task due to the aspirations of various regions, castes and factions for representation. It also has to strike a balance while inducting old and new faces.

So far, Chief Minister Sukkhu has kept with himself Finance, General Administration, Home, Planning, Personnel and all other departments not allotted to any minister, while Deputy chief Minister Agnihotri holds Jal Shakti Vibhag, Transport and Language, Arts and Culture departments.

Three out of 12 districts have been given representation - Mr Sukhu from Hamirpur, Mr Agnihotri from Una and five times MLA from Bhatiyyat Kuldeep Pathania, who is from Chamba, as Assembly Speaker, a party source noted.

One minister is expected from the Tribal areas of Lahaul and Spiti and Kinnaur. Kangra and Shimla with ten and seven Congress MLAs respectively are expected to be given a share in the cabinet.

The Congress has won 40 out of 68 assembly seats including four each in Una, Solan, and Hamirpur, three in Sirmaur, two each in Chamba and Kullu, and one each in Mandi, Bilaspur, Kinnaur and Lahaul and Spiti districts.

Mr Sukhu had maintained that the cabinet would be expanded in consultation with the high command and it would be a mix of professionals, youth and representatives of various sections.

Former ministers and a number of second and third-time MLAs are among those aspiring for ministerial berths.

The party has to also reconcile the claims of the two factions led by Mr Suhkhu and state Congress chief Pratibha Singh.

The front runners include Chander Kumar from Jawali in Kangra, a former minister and former Lok Sabha Member, and oldest MLA Dhani Ram Shandil from Solan, who is also a former minister and former Lok Sabha member.

Former minister Sudhir Sharma from Dharamshala in Kangra, six-time MLA Harshvardhan Chauhan from Shillai in Sirmaur, former deputy speaker Jagat Singh Negi from Kinnaur, former chief minister Virbhadra Singh's son Vikramaditya Singh and four-time MLA from Jubbal-Kotkhai Rohit Thakur, who is the grandson of former chief minister Ram Lal Thakur, are also among the top contenders.
