Delhi School Takeover Is Latest AAP vs Lt Governor Flashpoint. Here's Why

The Delhi government alleged on Thursday that Lieutenant Governor VK Saxena has not cleared the file for takeover of Modern International School in Dwarka and accused him of acting like a "roadblock" in the procedure.

The school breached provisions of the Right to Education (RTE) Act and the Delhi School Education Act and Rules by not admitting students belonging to economically weaker sections (EWS), not providing free uniform-stationery to beneficiary students, wrongly terminating teachers, and making fake/dummy registrations in Class XI, according to an official statement.

The AAP dispensation had decided to take over the school in December last year and sent the proposal for the lieutenant governor's approval.

Chief Minister Arvind Kejriwal and then Deputy Chief Minister Manish Sisodia had pointed out that the subject of education is not under the LG's purview and he can only forward it to the President or approve it.

"However, the LG sat on the file till January 2023 and obstructed the takeover of the school by illegally placing his observations, without his jurisdiction on matters of education," the statement alleged.

The chief minister forwarded a fresh proposal for the lieutenant governor's nod in February but the LG "again sat on the file till April 2023 and again obstructed the takeover of the school by placing illegal observations, without his jurisdiction".

Education Minister Atishi had submitted another proposal after the LG's observations, again calling for the takeover of the school.

The proposal has been resent to the LG by Mr Kejriwal, highlighting the delays on his part. Education of several children is being hampered and it has been over four-and-a-half months since the matter was first sent to the LG, the Chief Minister had noted while forwarding the proposal.

The Delhi government had also appealed to the lieutenant governor to take swift action and provide necessary approval for the takeover of the school, which is in the best interest of the students.

The chief minister has noted that the Delhi government has taken a final decision to take over the school and the matter is being placed before the lieutenant governor to record his views under Rule 47 A of the Transaction of Business of the GNCTD (Amendment) Rules, 2021, whether he wishes to differ from the government and refer the matter to the president, according to the statement.

"It is more than four and a half months now, and the education of several children is being hampered. Therefore, it is humbly requested that lieutenant governor may record his final views whether he would like to refer this matter to the president," added Arvind Kejriwal.

The decision of taking over the school was taken following several show-cause notices to it.

After examining all the facts and the replies submitted by the administration of Modern International School, Dwarka, the government concluded that it is apparent that the reply submitted by the school is not appropriate and no proper justification or documents or clarification regarding breach of terms and conditions of recognition and directions of the Directorate of Education were submitted.

Earlier, there was a prolonged standoff between the Aam Aadmi Party (AAP) government and the LG over foreign training for government school teachers.

खाद्य और ऊर्जा सुरक्षा चुनौतियों से लड़ने में SCO सदस्य निभाएंगे अहम भूमिका: भारत

भारत ने बुधवार को कहा कि ऐसे समय पर, जब दुनिया “बढ़ती आर्थिक मंदी” की चुनौतियों का सामना कर रही है, शंघाई सहयोग संगठन (एससीओ) सदस्यों के बीच घनिष्ठ सहयोग खाद्य और ऊर्जा सुरक्षा जैसी चुनौतियों का मुकाबला करने में महत्वपूर्ण भूमिका निभाएगा.

एससीओ अंतरबैंक कंसोर्टियम (एससीओ आईबीसी) की 19वीं बैठक को संबोधित करते हुए वित्तीय सेवा विभाग के सचिव विवेक जोशी ने यह भी कहा कि भारत खाद्य और ऊर्जा सुरक्षा की चुनौतियों को कम करने में योगदान देता रहा है.

उन्होंने कहा, “आज, जब दुनिया एक आसन्न आर्थिक मंदी की चुनौतियों का सामना कर रही है, एससीओ सदस्य देशों के बीच घनिष्ठ सहयोग खाद्य और ऊर्जा सुरक्षा की चिंताओं जैसी वैश्विक चुनौतियों का मुकाबला करने में महत्वपूर्ण भूमिका निभाएगा.”

इन चुनौतियों को कम करने में भारत के योगदान के तहत, भारत के प्रधानमंत्री ने वैश्विक मिशन ‘एलआईएफई' (लाइफ स्टाइल फॉर एनवायरॅनमेंट) शुरू किया है - जो पर्यावरण के लिए अनुकूल जीवन शैली से संबंधित है. उन्होंने कहा कि एलआईएफई प्रचलित मौजूदा नासमझी भरी और विनाशकारी खपत से नियंत्रित उपयोग और निस्तारण की अर्थव्यवस्था की जगह, एक चक्रीय अर्थव्यवस्था को पोषित करता है जिसे संसाधनों के सचेत उपयोग द्वारा परिभाषित किया जाएगा.

जोशी ने कहा कि ‘रिड्यूस, रीयूज एंड रीसायकल' और चक्रीय अर्थव्यवस्था की अवधारणा वर्षों से भारतीय जीवन शैली का हिस्सा रही है, तथा मिशन एलआईएफई में प्रकृति के संरक्षण से जुड़ी हर उस जीवनशैली को शामिल किया जाएगा जिसे हमारे पूर्वजों ने अपनाया था और जिसे आज हमारी जीवनशैली का हिस्सा बनाया जा सकता है.

उन्होंने अपील की कि एससीओ के सदस्य देशों को “बुनियादी ढांचे में लचीलेपन” को एकीकृत करना चाहिए.

वरिष्ठ अधिकारी ने कहा, “भारत का झुकाव एक टिकाऊ और लचीले बुनियादी ढांचे के निर्माण की ओर है.”

IndiGo Offers Chartered Flights To Fly Back Indians Evacuated From Sudan

IndiGo on Wednesday said it has offered services for chartered flights to Jeddah to bring back Indians evacuated from Sudan.

Under the evacuation mission 'Operation Kaveri', India is taking the evacuees from Sudan to the Saudi Arabian city of Jeddah from where they are returning home.

As per official data, the total number of Indians evacuated so far from Sudan stands at 534.

"We have offered our services for charter flights to Jeddah under the Indian Government's Operation Kaveri rescue mission of our citizens from Sudan.

"We are still awaiting details from the ministry to launch these flights, nothing has been confirmed as of yet," the airline said in a statement.

Same Pay For Ayurveda Practitioners And Allopathic Doctors? Court Said...

The Supreme Court on Wednesday held that practitioners of alternative systems of medicine such as Ayurveda are not entitled to equal pay with allopathic doctors as they not are involved in performing emergency duties and complicated surgeries.

Setting aside a Gujarat High Court order, the top court said the emergency duty that allopathy doctors are capable of performing and the trauma care that they are able to provide cannot be performed by Ayurveda practitioners.

It noted that even post-mortem or autopsy is not carried out by Ayurveda practitioners.

The apex court was hearing a batch of appeals challenging a 2012 Gujarat High Court order which had held that Ayurveda practitioners are entitled to be treated at par with doctors with MBBS degrees.

While recognising the importance of Ayurveda practitioners and the need to promote alternative or indigenous systems of medicine, the top court said that it cannot be oblivious of the fact that both categories of doctors are certainly not performing equal work to be entitled to equal pay.

A bench of Justice V Ramasubramanian and Justice Pankaj Mithal said allopathy doctors are required to perform emergency duties and provide trauma care.

"By the very nature of the science that they practise and with the advancement of science and modern medical technology, the emergency duty that allopathy doctors are capable of performing and the trauma care that they are capable of providing cannot be performed by Ayurveda doctors," it said.

The apex court said it is also not possible for Ayurveda practitioners to assist surgeons performing complicated surgeries while doctors with MBBS degrees can perform the task.

"We shall not be understood to mean as though one system of medicine is superior to the other. It is not our mandate nor within our competence to assess the relative merits of these two systems of medical sciences. As a matter of fact, we are conscious that the history of Ayurveda dates back to several centuries.

"We have no doubt that every alternative system of medicine may have its pride of place in history. But today, the practitioners of indigenous systems of medicine do not perform complicated surgical operations. A study of Ayurveda does not authorise them to perform these surgeries. Similarly, a post-mortem or autopsy is not carried out by/in the presence of Ayurveda doctors," it said.

The apex court said it is common knowledge that during out-patient days in general hospitals in cities or towns, doctors with MBBS degrees are made to attend to hundreds of patients, which is not the case for Ayurveda practitioners.

"Therefore, even while recognising the importance of Ayurveda doctors and the need to promote alternative/indigenous systems of medicine, we cannot be oblivious of the fact that both categories of doctors are certainly not performing equal work to be entitled to equal pay," it said.

उपराष्ट्रपति जगदीप धनखड़ ने बुधवार को कहा कि राज्यसभा में नेता प्रतिपक्ष के रूप में दिवंगत अरुण जेटली सरकार के पक्ष को सुनते थे. दूसरे दृष्टिकोण को भी स्वीकार करते थे. यह नजरिया आज ‘‘100 प्रतिशत'' नदारद है. उन्होंने यह भी कहा कि जेटली की ‘‘सबसे बड़ी विफलताओं'' में से एक यह है कि वह ‘‘कभी एक भी दुश्मन नहीं बना सके.''

उपराष्ट्रपति ने जेटली की पत्नी संगीता जेटली की मौजूदगी में ‘पहली अरुण जेटली स्मृति परिचर्चा' के समापन पर ये टिप्पणियां कीं. धनखड़ ने कहा, ‘‘राज्यसभा के सभापति के रूप में मैं उन्हें हर दिन याद करता हूं. अगर आप राजनीतिक परिदृश्य को देखें, तो आपको दूसरे अरुण जेटली नहीं मिलेंगे.''

उन्होंने कहा कि पश्चिम बंगाल के राज्यपाल के रूप में, उन्हें ‘‘एक सख्त मुख्यमंत्री (ममता बनर्जी) का सामना करना पड़ा था.'' उन्होंने कहा, ‘‘लेकिन वह (बनर्जी) भी जेटली की प्रशंसक थीं. जेटली ने इस तरह की प्रतिष्ठा अर्जित की थी.''

पिछले साल उपराष्ट्रपति चुने जाने से पहले धनखड़ तीन साल तक पश्चिम बंगाल के राज्यपाल रहे थे. धनखड़ ने कहा कि राज्यसभा में विपक्ष के नेता के रूप में जेटली सरकार का पक्ष सुनते थे. उन्होंने कहा कि सरकार हमेशा आश्वस्त रहती थी कि अगर तर्कसंगत बात है, तो उसका समर्थन किया जायेगा.

उन्होंने कहा कि राज्यसभा में सदन के नेता के रूप में, जेटली के लिए उनकी सीट के अलावा कुछ भी नहीं बदला था. उन्होंने कहा कि उनकी विनम्रता और बढ़ गई थी. कार्यक्रम का आयोजन यहां श्रीराम कॉलेज ऑफ कॉमर्स ने किया था.

No Half Measures, Isolated Action In Approach Against Corruption: PM Modi

Prime Minister Narendra Modi on Wednesday said government schemes such as direct benefit transfer (DBT) and power and water connections gave a sense of security to the poor, who were now accelerating the country's growth.

Addressing the Republic Summit here, PM Modi also said some people were angry at him because he had stopped the means for them to do corruption and make money.

He said his government has integrated and institutionalised the approach against corruption and that there were no half measures and isolated action. "Some are bound to abuse me (for this)," he added.

He said schemes such as DBT and those ensuring that the poor get access to electricity, water, toilets have brought a revolution at the ground level and filled even the poorest of the poor with a sense of security and dignity.

"Those who were made to believe that they were a burden on the country's growth are driving the growth story today," the prime minister said.

PM Modi said his government was mocked by many when public welfare schemes were unveiled, but the same initiatives were driving India's growth.

"Poor people now believe they will get their rightful share, it is social justice in true sense," the prime minister said.

PM Modi said the New India's story of transformation was both timeless and futuristic.

Gujarat Sanitation Worker Inhales Toxic Gas While Cleaning Sewer, Dies: Cops

A 23-year-old sanitation worker died apparently due to inhalation of poisonous gas while cleaning a sewer in Tharad town in Gujarat's Banaskantha district on Wednesday, police said.

The dead worker was hired on contract by Tharad municipality for cleaning sewers. The incident occurred in the afternoon when two sanitation workers entered a manhole to clean the sewer, a police official said.

"When these workers did not come out, local people informed the fire brigade. While one of them died on the spot, another worker was pulled out alive. He was rushed to a nearby hospital," he said.

As per the preliminary probe, the victim died due to asphyxiation. A case of accidental death has been registered by the police.
