Bihar 2nd In Crimes Against Scheduled Caste People: Caste Panel Head

Chairman of the National Commission for Scheduled Castes (NCSC), Vijay Sampla on Friday said Bihar ranks in the second position in the country in crimes against Scheduled Caste (SC) people and it is a matter of concern.

He, however, did not reveal the name of the state which tops the list.

“Bihar is at second position in the country, when it comes to crime, including murder, against SCs. The state government has not taken any concrete steps to check crimes against SCs,” Mr Sampla told reporters.

He also did not provide details about the incidents of crimes against SC people in Bihar.

The data provided by Bihar during meetings with NCSC members made it clear that the administration failed to provide benefits of the state and central governments' social, economic and welfare schemes to the SC community, he said after concluding a two-day state-level review meeting.

He said, “As per information provided to the commission, several posts for SCs have been lying vacant in the state for the last several years. The state must launch a special drive to fill those posts.” Besides, the performance of Bihar in providing education to students belonging to the SC community has been abysmal, said the NCSC chairman.

“Out of the total SC children who enrol in primary schools of the state, only 20 per cent opt for secondary education. This alarming 80 per cent dropout rate among the SC children shows the Bihar government's indifferent and lackadaisical approach towards their education,” Mr Sampla said.

Expressing disappointment that the state has only six hostels for SC girls, he asked the state government to set up at least one hostel for such girls in every district in the state.

To a question, Mr Sampla said, “The commission has sent notice to the state government asking it to explain the grounds on which Anand Mohan Singh was released.” Gangster-turned-politician Anand Mohan Singh, who was serving a life sentence was released from jail last month after being behind bars for 15 years. He was convicted for his role in the 1994 murder of the then Gopalganj collector G Krishnaiah who belonged to the SC community.

The former Bihar MP was released under a jail sentence remission order after the state government's recent amendment of prison rules which allowed the early release of 27 convicts, including him.

Masked Man Attacks Gurdwara Priest With Sword In Punjab, Arrested: Cops

The granthi of Gurdwara Hatt Sahib in Sultanpur Lodhi here was injured after he was attacked by a masked man, police said on Friday.

The accused, who was later overpowered by sewadars, was identified as Lakhbir Singh, a resident of Sarupwal village, they said.

The accused often visited Gurdwara Hatt Sahib. On Thursday evening, he went there wearing a mask. The sewadars present there objected to him covering his face but he ignored them and offered prayers, said Deputy Superintendent of Police, Sultanpur Lodhi, Babandeep Singh.

When Lakhbir was coming out of the gurdwara, he challenged the sewadars, he said.

As the sewadars gheraoed him, he pulled out a small sword and attacked the granthi, Amritpal Singh, injuring him. The accused was later overpowered by the sewadars and handed over to the police, he added.

Amritpal Singh received a minor injury on his arm and was discharged after first aid, according to police.

A case has been registered against Lakhbir under relevant provisions of law, including Section 295 (injuring or defiling place of worship with intent to insult the religion of any class) of the Indian Penal Code, the DSP said.

तहव्वुर राणा के प्रत्यर्पण पर अमेरिकी अधिकारियों के नियमित सम्पर्क में है भारत : विदेश सचिव क्वात्रा

नई दिल्ली: विदेश सचिव विनय क्वात्रा ने बृहस्पतिवार को कहा कि 2008 के मुंबई आतंकी हमले में संलिप्तता के आरोपी तहव्वुर राणा के जल्द प्रत्यर्पण को लेकर भारत, अमेरिकी अधिकारियों के नियमित सम्पर्क में है. क्वात्रा का यह बयान ऐसे समय में आया है जब अमेरिका की एक संघीय अदालत ने पाकिस्तानी मूल के कनाडाई व्यवसायी तहव्वुर राणा के भारत प्रत्यर्पण के लिए सहमति दे दी है. भारत सरकार 2008 के मुंबई आतंकी हमले में संलिप्तता के आरोपी राणा के प्रत्यर्पण की मांग कर रही थी.

सेंट्रल डिस्ट्रिक्ट कोर्ट की अमेरिकी मजिस्ट्रेट न्यायाधीश जैकलीन चोलजियान ने बुधवार को 48 पन्नों का आदेश जारी किया, जिसमें कहा गया कि भारत और अमेरिका के बीच प्रत्यर्पण संधि के तहत 62 वर्षीय राणा को भारत प्रत्यर्पित करना चाहिए. क्वात्रा ने कहा, ‘‘ जहां तक तहव्वुर राणा से जुड़े प्रश्न का मामला है, हम उसके (राणा) जल्द प्रत्यर्पण को लेकर अमेरिकी अधिकारियों के नियमित सम्पर्क में हैं.''

उन्होंने कहा, ‘‘ हमने अमेरिका की स्थानीय अदालत द्वारा दिये गए फैसले को देखा है. इस बारे में अमेरिकी पक्ष के साथ हमारा संवाद जारी है.'' विदेश सचिव से पूछा गया था कि हिरोशिमा में जी-7 समूह की बैठक के दौरान अगर द्विपक्षीय बैठक होती है तो प्रधानमंत्री नरेंद्र मोदी क्या अमेरिकी राष्ट्रपति जो बाइडन के समक्ष राणा के प्रत्यर्पण के मामले को उठाएंगे.

क्वात्रा ने मोदी और बाइडन की द्विपक्षीय बैठक के बारे में कोई पुष्टि नहीं की. विदेश सचिव ने संवाददाताओं से कहा कि जी-7 समूह से इतर द्विपक्षीय बैठकों की रूपरेखा तैयार की जा रही है, ऐसे में वह कोई अनुमान नहीं लगायेंगे कि कौन सी बैठक होगी और कौन नहीं होगी.

गौरतलब है कि प्रधानमंत्री नरेंद्र मोदी जी-7 समूह सहित कुछ प्रमुख बहुपक्षीय शिखर सम्मेलनों में भाग लेने के लिए शुक्रवार को जापान, पापुआ न्यू गिनी और ऑस्ट्रेलिया की छह दिवसीय यात्रा पर जा रहे हैं. जापान के शहर हिरोशिमा में विकसित अर्थव्यवस्थाओं वाले देशों के समूह जी-7 के वार्षिक शिखर सम्मेलन का आयोजन किया जा रहा है.

Indian Climber Piyali Basak Rescued From Nepal's Mount Makalu

Indian mountaineer Piyali Basak who scaled Mt. Makalu has been rescued from the mountain after she experienced some difficulty while descending from the peak, the organisers said.

Piyali, who scaled Mt Makalu on Wednesday without supplemental oxygen, got struck above Camp IV on the 8,485 metres high peak, Pasang Sherpa, Chairman at Pioneer Adventure said.

“Piyali has been successfully rescued by a team of three skilled Sherpas from an elevation of 7,800 metres,” said Pasang.

“She is aware and has been talking,” he added.

“Piyali has now been taken back to camp III, and she will be airlifted by a helicopter from here to Kathmandu Friday morning,” he told PTI over the phone.

“All necessary precautions are taken to ensure a smooth and secure descent,” he said adding “All necessary support and medical assistance are being provided to her.” "Piyali was very slow and couldn't move when she arrived at around 7,800m descending from the summit point," according to Sherpa.

Piyali is one of the four Indian mountaineers, who scaled the world's fifth-highest peak.

Six Sherpa mountain guides, including Angdawa Sherpa, also successfully climbed the Makalu under the expedition organised by Pioneer Adventure.

After 3 Deaths, Supreme Court Suggests Moving Cheetahs To Rajasthan

The Supreme Court on Thursday expressed serious concern over the death of three cheetahs translocated from South Africa and Namibia to Kuno National Park (KNP) of Madhya Pradesh in less than two months and asked the Centre to rise above politics and consider shifting them to Rajasthan.

A bench of justices BR Gavai and Sanjay Karol told the Centre that from reports of experts and articles, it appears that KNP does not seem to be sufficient for such large number of cheetahs and the Union government may consider shifting them to other sanctuaries.

"Three deaths (of cheetahs) in less than two months is a matter of serious concern. There are opinions of experts and articles in media. It appears that Kuno is not sufficient for so many cheetahs. There is too much concentration of cheetahs at one place. Why don't you look for suitable place in Rajasthan? Merely because Rajasthan is ruled by opposition party does not mean, you will not consider it," the bench said. Additional Solicitor General Aishwarya Bhati, appearing for the Centre said the task force is seized of the deaths and is investigating all possible aspects including shifting them to other sanctuaries.

On March 27, a female Cheetah named Sasha (from Namibia) died due to kidney ailment, on April 23, Uday (S Africa) died due to cardio-pulmonary failure and on May 9, another South African female cheetah named Daksha, died following a violent interaction with a male during a mating attempt.

The bench said from the reports it seems one cheetah died after suffering injuries during a fight between two males over mating and one died of kidney related ailment.

"We came to know that the cheetah which died due to kidney related ailment was suffering from the problem before being brought to India. Question is how was that female cheetah cleared to be brought to India, if the feline was suffering from ailment," the bench said.

Bhati said autopsies of all the deaths were done and task force is investigating the issue.

"You are bringing the cheetahs from abroad, it's a good thing. But they need to be protected. They need to be given suitable habitat, why don't you explore for more suitable habitat than Kuno", the bench said, adding that it is not casting any aspersions on the government but expressing concern over the deaths.

Bhati said one cheetah has given birth to four cubs which shows that they are acclimatising well in Kuno.

Justice Gavai, who is heading the green bench of the top court, said environmental issues concern him very much and it is a subject which is close to his heart.

Bhati said death of cheetahs is not an unusual thing but they are thoroughly investigating and if the court wishes, the government would like to file an additional affidavit giving the details of the deaths.

The bench said it not doubting the intent of the government but there are articles and reports of cheetah experts in newspapers and therefore the Centre must consider at least one or more habitat for them.

"The cheetahs were brought subsequent to orders of this court. It appears Kuno is not sufficient for them, therefore consider transferring them to other sanctuaries in Madhya Pradesh or Rajasthan, wherever it suitable," the bench said, adding the government should consider taking views from cheetah experts.

Justice Gavai told Bhati, "Don't bring party-politics into this issue. Consider all the available habitats, whatever is suitable for them. I will be glad if cheetahs are brought to Maharashtra." Bhati said Mukundara National Park is ready and the task force is also considering transferring some of them to other national park in Madhya Pradesh.

"There are no cheetah experts in India as cheetahs went extinct from the country in 1947-48. Since then our officials have been to South Africa, Namibia and undergone specialized training on Cheetah management", Bhati said, adding if the court is considering hearing views of cheetah experts, then it should hear all of them and not one or two, who have particular kind of opinions.

The bench then asked the top court-constituted expert committee to give its suggestion to the national task force on cheetah in 15 days, so that it could be considered.

It posted the matter for further hearing after summer vacation.

The top court's direction came while hearing an application filed by the Centre seeking direction from the court that it is no longer necessary and mandatory for the National Tiger Conservation Authority (NTCA) to continue taking the guidance and advice of the expert committee appointed by this court through an order dated January 28, 2020.

The top court had then said that the three-member committee comprising former director of wildlife protection M K Ranjit Sinh, chief conservator of forests, wildlife administration in Uttarakhand Dhananjai Mohan and the DIG (Wildlife) of the Ministry of Environment, Forest and Climate Change (MoEFCC) will guide the NTCA in the introduction of African cheetahs in India.

On March 28, a day after the first death of cheetah at Kuno, the top court had sought details of experts in the Cheetah Task Force such as their qualification and experience.

The Centre, in its application said that according to the action plan for cheetah introduction in India, annually 8-14 big cats are required to be brought in from African countries for the next five-years at least and an memorandum of understanding in this regard has been signed by the government of India with Namibia and South Africa for cooperation in the field of cheetah conservation.

Giving the details, the Centre said that following the signing of the MOU, "in a historic wild to wild intercontinental translocation of large carnivore, eight cheetahs were transported from Namibia to India on September 17, 2022 and were released into the quarantine enclosures in Kuno National Park of Madhya Pradesh".

The government said that as per MoU with South Africa, 12 cheetahs -- seven males and five females -- were translocated from South Africa to KNP on February 18, 2023.

It said that this entire exercise of cheetah introduction in India has been carried out under the expert guidance and supervision of the International cheetah experts, scientists, veterinarians, forest officials and NTCA in consultations with the committee appointed by this court vide order dated January 28, 2020. 40 Engagements, Over 2 Dozen World Leaders: PM Modi's Packed 3-Nation Tour

India today said it is expecting several deliverables to come out of the Quad summit in the Japanese city of Hiroshima that will be attended by Prime Minister Narendra Modi, US President Joe Biden and their counterparts from Japan and Australia.

PM Modi will embark on a six-day visit of Japan, Papua New Guinea and Australia on Friday to attend three key multilateral summits including that of the Group of Seven (G7) and the Quad.

Prime Minister Modi's three-nation tour will be a hectic one as over 40 engagements have been lined up, officials said, adding he will interact with over two dozen world leaders in summits as well as through bilateral meetings.

In the first leg of his trip, PM Modi will visit Hiroshima from May 19 to 21 primarily for the annual summit of the G7 advanced economies in which he is expected to speak on challenges facing the globe including food, fertiliser and energy security.

From Japan, PM Modi will travel to Port Moresby in Papua New Guinea where he will host the third summit of the Forum for India-Pacific Islands Cooperation (FIPIC) on May 22 jointly with Prime Minister James Marape.

In the third and final leg of the trip, PM Modi will visit Australia, where he will hold talks with his counterpart Anthony Albanese and address a diaspora event on May 23.

The Quad summit was originally scheduled to be held in Sydney but it will now take place in Hiroshima as Biden postponed his visit to Australia to focus on crucial debt-ceiling talks in Washington.

"There are several deliverables which we are expecting to come out of it and I think all that would be showcased when the four leaders meet in Hiroshima," Foreign Secretary Vinay Kwatra said at a media briefing without elaborating.

Asked whether it will be a regular summit of the Quad at Hiroshima or just a meeting, he said "when the four Quad leaders meet, it is a Quad summit." 

The foreign secretary said India's regular participation at the G7 summits clearly points to increasing recognition that it should be a part of any serious effort to resolve global challenges including those of peace, security and development.

"This is even salient in the context of our ongoing presidency of the G20 and our particular efforts to prioritise the interests and concerns of our fellow members of the global south," he said.

Japan is hosting the G7 summit in its capacity as the current chair of the powerful grouping. Modi is travelling to that country at the invitation of Japanese Prime Minister Kishida Fumio.

The broad agenda of the G7 summit will revolve around nuclear disarmament, economic resilience, economic security, regional issues, climate change, energy security, food and health.

Mr Kwatra said India's participation at the summit would be structured around two formal sessions on May 20 and another one on May 21.

The first session would be on food, health, development and gender equality, the second one will be on climate, energy and environment while the third session would be on the theme 'peaceful stable and prosperous world'.

To a question on India's position on the Ukraine conflict, Mr Kwatra referred to Modi's message to Russian President Vladimir Putin that it is not an era of war during a bilateral meeting in the Uzbek city of Samarkand in September last year.

PM Modi clearly said this is not an era of war and the resolution of the conflict has to be through dialogue and diplomacy, he recalled.

"That is the fundamental anchor on which our political positioning and the pursuit of our economic interests and other interests is based insofar as this conflict is concerned," he said.

The foreign secretary said Modi will inaugurate a bust of Mahatma Gandhi in Hiroshima.

He said the prime minister will also hold bilateral meetings with several leaders on the sidelines of the G7 summit in Hiroshima. He, however, said the details of the meetings are being worked out.

To a question, Mr Kwatra indicated that the prime minister may raise incidents of attacks on Indians in Australia during his talks with his Australian counterpart.

Separately, officials said PM Modi will address over thousands of members of the Indian diaspora in Sydney along with Albanese.

The event will have a lot of elements from culture to commerce and diaspora to diplomacy.
